Overview City Resilience Framework
The CRF was developed by Arup and the Rockefeller Foundation out of
extensive evidenced-based research on what makes cities resilient
Why develop a City Resilience Framework?
• Rockerfeller Foundation est. in 1913 to:
To promote the well-being of mankind throughout the world.
• In 2007, Climate Change Resilience initiative commenced and Global Urban Summit convened to explore solutions to the challenges of the fast-paced, unplanned growth of cities.
• Asian Cities Climate Change Resilience Network (ACCCRN) launched in 2009, to create robust models and methodologies for assessing and addressing climate change risks.
Why develop a City Resilience Framework? • Arup has been providing technical support to ACCCRN for a
number of years in support of the Rockerfeller Foundation.
• In 2012, Arup’s International Development team engaged by the Rockerfeller Foundation to develop a City Resilience Index to:
Articulate urban resilience in a measurable, evidence-based and accessible way that can inform urban planning, practice, and investment patterns which better enable urban communities (e.g. poor and vulnerable, businesses, coastal) to survive and thrive multiple shocks and stresses.

Understanding City Resilience
• Resilience reflects the ability of a system (or actor) to maintain or recover functionality in the event of disruption or disturbance
• It moves beyond traditional approaches to risk reduction. It accepts uncertainty, and a wide range of disruptive events
• Operationalizing city resilience presents a challenge due to the lack of specificity as to what resilience looks like in practice
• Measurement poses additional challenges as city resilience cannot be directly observed - it is an attribute of a city, which is itself a ‘system of systems’
