This is reflected in the Record of Decision for the F-35A Training Basing Environmental Impact Statement. The Record of Decision cited several reasons why Luke was the service's top Choice; including facility and ramp capacity, range access, weather, as well as capacity for future growth. The base will receive 72 aircraft for a total of three fighter squadrons. Aircraft will begin to arrive at Luke between late 2013 to mid-2014, although exact timing will depend on production schedules. Construction on base to prepare for the aircraft, however, is expected to start almost immediately. (PC) Children First Academy Planning staff received a call from Mr. Michael Wexler, asking for assistance in preparing a FAA Form 7460-1 for a temporary construction crane for Children First Academy. Mr. Wexler estimates construction starting in 2 months. The Children First Academy is a public charter school, kindergarten through Slh grade, which will be occupying the former Food City supermarket at the NWC of S.16 th St. and E. Mohave St. The site is approximately 6,219 feet west of Runway 7U25R. The PHX 2001 F.A.R. Part 150 Noise and Land Use Compatibility Study, and the City of Phoenix's General Plant discourage locating schools near airports but can not prohibit such development. In October, the Aviation Department provided comments to the Planning & Development Department stating that due to the location and use we were not supportive of the project. (PC) City of Goodyear - Proposed Project IMSAMET of Arizona has submitted a plan to the City of Goodyear to add two industrial ponds to the aluminum processing operation located approximately 1,515 feet southwest of the GYR Airport Operations Area (AOA). The additional ponds will increase the likelihood of the site becoming a wildlife attractant. Based on the information prOVided, Planning staff will submit a letter of non support to the City of Goodyear Community Development Department. FAA Obstruction Evaluations (7460s) reporting·July 25 - August 1.2012 (DElDetermined

On-Airport(GYR)

• 35' temporary drill rig will be used to drill 3 groundwater monitoring wells. The 3wells purposed for this project are at or below grade. It is anticipated that the drill rigwill be on-site for approximately 14-days in August or September of 2012. It Isanticipated all work will be done at night. A NOTAM will be issued. (2012-AWP-1093thru1096-NRA)

(DVT)• Amended Construction Safety Plan (CSP) for DVT Airfield Safety Enhancements,

FAA AlP No: 3-04- 0028-027-2010 and -28-2011. Additional work required andamendment to the original approved CSP. Work will only be done in coordinationwith local FAA ATC and Airport Operations. A NOTAM will be issued, (2012-AWP­984-NRA)

Off-Airport(PHX)

• 145' structure (Tempe Marriott Residence Inn) located at E. 5th St and S. ForestA~e. No impacts to airport operations are anticipated. (2012-AWP-4615-0E)

• 200' temporary crane for the construction of a structure (Tempe Marriott ResidenceInn) located at E. 5th St and S. Forest Ave. No impacts to airport operations areanticipated. (2012-AWP-3249-0E)

• 180' temporary crane near Elwood and University (south of PHX near tear DropLake). The crane is scheduled to be in operation for 1-day on August 1,2012 to liftHVAC units. Airside operations have been notified. No impacts to airportoperations are anticipated. (2012-AWP-5617-0E)

ProposedOff-Airport

• 68' antenna tower. Existing 65' antenna tower located at 4120 N. 20th St toincrease 3' to accommodate additional antenna equipment and new frequencies.No impacts to airport operations are anticipated. (2012-AWP-5633-0E)

• 57' and 46' temporary cell on wheels located at 6000 E, Camelback Rd (ThePhoenician Resort) Two sites referred to as COW 1 east and COW 2 West arescheduled to be in operation from September 8, thru November ii, 2012. Noimpacts to airport operations are anticipated. (2012-AWP-5903 and 5904-0E)

Air Cargo Planning StudyInterVISTAS submitted proposed schedule offees. Staff is the process of reviewing theproposed fees and will begin negotiations with the recommended SUbmitter early next week. (DE)

Annual ALP Update Meeting with B&PPlanning and B&P staff met to identify areas on the PHX, GYR and DVT Future Airport LayoutPlans that would need updating due to property acquisitions, bUilding demolitions, and changesin uses. Staff is in the process of drafting an update. (DE)

44th Street Acquisition Status .A meeting has been scheduled for August 22nd to meet with the FAA in the Los Angles WesternPacific Region offices to discuss NEPA documentation and process for the 44th Street Acquisitionarea. Prior to the meeting on August 2200

, staff will be meeting with the FAA on August 14th,

when they are in to review the ACIP's to discuss proposed Terminal 3 redevelopment NEPArequirements. (KA)

GA ILS FacilitiesStaff attended a meeting with the FAA and Luke Air Force Base personnel to receive an updateon general aviation use of the ILS at their auxiliary field in the far north west valley. The newestrequest is still under legal review with the Air Force. Staff anticipates an update at the PAUWGwhich will be held in mid August. (RP)

Airfield StandardsStaff attended the bi-weekly Airfield Standards Committee meeting to discuss on goingconstruction and safety issues at PHX. A major topic of discussion was the purchase of DecisionLens, a Safety Management System (SMS) software application that will help the airportdocument safety reviews perfonned on proposed projects. The system will also help track safetyissues and trends as they are added to the database. (RP)

Fueling Station Site ReviewStaff continues to review fuel tank siting requirements to determine if additional fuel types can becollocated at the east CNG facility. An update meeting with division staff will be held next week,and a follow up meeting then will occur with B&P. (RP/PC)

DVTeALPRFQStaff was told the FAA plans to provide comments on the Scope of Work and RFQ language forthe DVT electronic Airport Layout Plan project within the next week. Any needed edits will becompleted before the annual ACIP meeting with the FAA In two weeks. (RP)

PCS Green GujdeA meeting was held with the new Technology Sklre staff and DCS was held to discuss the DCSrequired functionality required to incorporate the Green Guide (and LEED) into the Skire projectmanagement software. Follow up meetings have been set on a bi-weekly basis until the work iscomplete. (CP)

FAA's Reeycling ReportFAA is developing a synthesis report on airport recycling, later to be a reference guide when FAAissues policy on airport waste plans per the Reauthorization Bill. At FAA's request, a PHX casestudy was submitted on runway rubber recycling, along with the newly developed AviationDepartment demolition and construction waste forms for inclusion in the FAA report. Master ScheduleThis week the Sr. Scheduler helped Sandy Erives on the fiscal year cashflow projections whichare being modified to track the cost more closely. To complete this Oracle was called and newreport was create and modified. The existing P6 schedule data will be updated to the newformat so the cashflow report is more accurate. The July monthly schedule update requestswere sent out and the Project Manager they have started to send them back.

Phoenix Goodvear Airport - South Superfund Site - Goodvear AirportStaff attended a meeting on July 31 with Goodyear Tire and Rubber Company (GTRC) and GYRAirport Manager. This was a quarterly meeting to discuss upcoming future environmental worksuch as abandonment of dry groundwater wells and installation of new wells. Staff attended thePGAS technical working meeting on August 2. At this meeting GTRC discussed their latestupdates on groundwater analytical data for City of Goodyear municipal water wells (COG11 andCOG20), abandonment of well GAC04, upcoming workplans for Investigation of Northern SubunitC for Trichloroethene (TCE) and Northern Subunit C for Chromium. GTRC talked about thegroundwater model process, anticipating it will be completed by the next quarterly meeting inNovember. EPA then discussed the "area between the sites" presentation that would be given atthe Community Advisory Group meeting. Staff also attended the Community Advisory Groupmeeting on August 2. (JR)

approximately 3.5 months to complete. Design & Construction Services is providing constructioninspection of the building material replacement. Abatement and replacement of building materialput back is needed due to severe water damage to this building. Business & Propertiesrequested the work and has a tenant for the building. (CE)
