Civil defence in India : An Overview
• MHA, GoI notified raising of Civil Defence in India in the
month of November, 1962 after Sino-India conflict
• The envisaged role of Civil Defence since inception has
been to provide necessary machinery with the aim :
To save life
To Minimize damage to property
To maintain continuity of production
To keep up the high moral of public
CD : Auxiliary Role
• After notification of DM Act, 2005, civil defence has
been actively utilized for all disaster management
related activities along with its earlier role
• Civil Defence Act, 1968 was amended in the year 2009,
GoI entrusted Civil Defence with secondary role of
Disaster Management to act in the same manner as
during hostile attack for disastrous situations
• The new role of CD was desired to assist DDMAs, integration
with PRIs’, ULBs’ and NCC/ NSS/ NYKS along-with the help of
volunteers at grass root level, in different phases of disaster
with the following functions:
Pre Disaster
Educate the community
CD awareness in school
Sensitizing Govt. servants
Involving employees of Semi-Govt./ PSUs’
Self Capacity Building
CD : Auxiliary Role

Assist in taking precautionary measures on receipt of advance warning
Help in evacuation in population to less vulnerable areas
Launch Search & Rescue operations
Provide First Aid to injured
Transport injured to medical centers
Setting up information and guide centers
Participate in distribution of relief material
Assist Police/ Traffic Police for smooth movements of emergency vehicles
Help administration in assessment of loss of life and property

Civil Defence Setup in Rajasthan
• The Civil Defence set-up was established by a
notification on 13th November, 1962 in Rajasthan
• A total of 12 towns were notified as Civil Defence
Towns by GoI
• Most of the towns were strategically located near
Indo-Pak border

Journey of Civil Defence in Rajasthan
• Civil Defence in Rajasthan has always played a pivotal role
especially during the war and alike situations.
• Rajasthan shares longest border with Pakistan (1070 kms) and Civil
Defence set up goes way back in 1962 with 12 Cities/towns of
strategic importance including Rawatbhata (RAPP) and towns with
strategic importance from defence point of view included.
• The role of Civil Defence was much appreciated during the hostilities
of 1965 and 1971.
• In 1999 the number of cities/towns reached a total of 28 locations
(which includes 18 District HQ and 10 Towns).
CD SET UP IN RAJASTHAN- AFTER EXPANSION
• After Notification of 33 Districts of the State as CD District, Civil Defence setup will exceeds upto Village Level. It will be better to deal any disaster situation as a First Responder in the respective District/Tahsil/Village to minimise loss of life & property.
• The new CD setup in the State will be as under :-

DEPLOYMENT OF CD IN RAJASTHAN S/No. Deployed where Remarks
1. Local Body Fire (Jaipur Nagar Nigam)
200 CD volunteers has been deployed against FM/Drivers in their Fire Brigades.
2. Commercial Tax Department
20 CD Volunteers has been deployed against vacant post of Computer Operator, LDC & Peon/Chokidar.
3. Jaipur Metro 15 CD Volunteers has been deployed for safety measures.
4. CD Fire 79 CD Volunteers has been deployed against vacant posts of FM/Driver.
5. 07 Divisional District HQ (EOC)
192 CD Volunteers has been deployed for round the clock in District EOC.
6. Remaining 26 District EOC
312 CD Volunteers being deployed.
CD District Quick Response Team (DQRT)
• In view of immediate response in the district, Govt of Rajasthan ordered to formulate District Disaster Quick Response Team of CD volunteers. Presently CD DQRT function in the State is as follows :-
a) Divisional HQ – 24 CD Volunteers each District (192 CD Volunteers)
b) Other Districts - 12 CD Volunteers each District (312 CD Volunteers)
CD Rajasthan : Distinct Initiative
• Deployment of 200 volunteers as skilled personnel as drivers in
Jaipur Nagar Nigam for their all type machinery and vehicle etc.
• Deployment of volunteers as fireman
• This has helped civil defence volunteers to gain confidence for
them to be used as drivers and fireman in case of emergency
and has also provided an opportunity for them to be gainfully
employed
CD Rajasthan : INITIATIVES
• Town centric to district centric approach
• Bringing CD under DDMA's in districts
• Bringing CD under DMRD
• Keeping in view of above, Hon'ble Chief Minister of
Rajasthan during the budget session of 2015-16 announced
and placed Civil Defence Department under Disaster
Management and Relief Department for enhanced coordination
and responsibility to deal with disaster situations in the districts
• All 33 districts of Rajasthan notified as CD districts

CD Rajasthan : The Road Ahead
• Carry out planning to keep volunteers actively involved on continuous basis
• Train and prepare Civil Defence volunteers for their increasing role in man made disaster
• Plan induction of dedicated volunteers for effective services for longer duration
• Plan to address the aspirations of young volunteers specially towards employability aspects
• Plan for the coverage of Risk countered while performing duties specially during disaster situation

management viz. community awareness, search &
rescue in the districts etc. Civil Defence in
Rajasthan moved one step ahead to exhibit their
competence and commitment in other government
programmes also.

• SINCE LAST 40 YEARS, CD IS PREPARING & DISTRIBUTING NEW RATION CARDS TO PEOPLE OF JAIPUR CITY.
• GOVT OF RAJASTHAN GAVE RESPONSIBILITY TO CD FOR PREPARING RATION CARDS FOR 35 LAC POPULATION OF JAIPUR CITY.
