INTRODUCTION

CECA’s current membership is in excess of 350 civil engineering companieswhich range in size from large and well-known national names to the mediumand smaller sized company which may operate at a more regional level.CECA members account for 75-80% of the civil engineering workloadundertaken in Great Britain.

This is the second major revision of the highly successful Manual ofRecognised Cards, which has proved useful to CECA members in assistingwith identifying which employers and contractors have the required skills andtraining to be allowed onto a contractor’s site.

Since the last issue of the Manual there have been many developments incards schemes and the content of schemes that are now available rangesfrom full competence awards to schemes that have a significant trainingelement.

Due to the different requirements of members and clients, the renamedDirectory is not prescriptive, and members will need to determine whichcards they are prepared to accept for entry on to their sites. The choice ofwhich schemes an individual member will accept will be determined by theirown philosophy towards training and competence recognition and on thedemands of the project.

The Directory is aimed to inform and guide employers and Site Managers,and to help them understand the training history of their workforce. It is stillthe responsibility of the employer to ensure that their workers are competentto carry out their role on site. For certain types of role involving equipment,plant and heavy machinery, it may be necessary for the employer to carry outtheir own assessment. Cards are only part of the requirement for an employerto confirm competence - they should not be used in isolation.

An electronic version of this Directory (and updated versions) is available onthe CECA website in the Members’ area.

We appreciate that each scheme may be subject to changes and we willendeavour to update the Directory every quarter with any knownamendments.

FOREWORD

CECA and its members remain committed to the underlying principle of a fullyqualified and certificated workforce.

The notion of ‘RightCard for theRight Job’ is one thatwe emphasise tomembersandclients, and it is our hope that thisDirectorywill assistmembers in identifyingthe different types of skills and card used by employees and contractors acrossthe industry, andassess the levels of training, assessment andcompetence thatis demonstrated by each one.

In 2015 the Construction Leadership Council (CLC) announced (via theIndustrial Strategy:Construction2025) that industry should specify andpromotecard schemes carrying the CSCS logo with no equivalents accepted.In order to qualify for the CSCS logo all card schemes (including CSCS) mustdevelop plans to meet the CLC's requirements, including:• agreeing appropriate qualifications for each occupation• setting a minimum standard for skilled occupations at NVQ level 2• introducing smart technology by 2020

CECA supports the Construction 2025 Industrial Strategy, and the CLCrecommendations for improving standards of safety on UK construction sites,and will continue to work with CSCS and members to ensure that all requiredconstruction occupations are covered through the CSCS Scheme or partnerschemes, and that CECA members work towards all construction site workersholding a nationally recognised, construction related qualification.

We will continue to promote and support the use of SmartCard technologyacross ourmembers sites. SmartCard technologymakes it easier for employersto check the qualifications held on the card as well as tackling card fraud andmanaging training records.

CSCS (Construction Skills Certification Scheme)

What is CSCS?

CSCS is the leading skills certification scheme within the UK constructionindustry. CSCS cards provide proof that individuals working on constructionsites have the required training and qualifications for the type of work theycarry out.The Scheme keeps a database of people working in construction who haveachieved, or are committed to achieving a recognised construction relatedqualification.

Most principal contractors and major house builders require constructionworkers on their sites to hold a valid CSCS card.CSCS is a not-for-profit limited company. Its directors are from employerorganisations and unions representing the breadth of the industry. TheScheme’s application processing and contact centre is delivered undercontract by CITB.

Renewal

CSCS cards are valid for between 6 months and 5 years. Please checkindividual cards for expiry dates and renewal requirements.

How to check authenticity

You can check the authenticity of a CSCS card using the online card checker(www.citb.co.uk/cardcheck)

CSCS SmartCards can be read using Android and Windows smartphones andtablet devices or card readers linked to a computer or laptop.To use smartphones or tablet devices download the CSCS apps from GooglePlay. Once installed place a CSCS smartcard on the back of the device near thetop to view the information on screen. Ensure that NFC (near field communication)is turned on by checking your device’s settings.

There are many card readers that will work with CSCS smartcards.Prices start from around £40 + VAT and you can purchase them from CSCS’preferred supplier or from another supplier. To use a card reader you will need todownload the CSCS software on to your PC or laptop and you may also need toload a driver that comes with the reader.

The CSCS software is downloadable free of charge here or you can buy it on CD-ROM from CSCS’s preferred supplier. Once the software is installed place theCSCS SmartCard on/in your card reader. Your screen will display the cardinformation.

All applicants must be registered for the relevant Construction related NVQ orSVQ and have passed the CITB Health, Safety & Environment Test within thepast two years. For Supervisor occupations you should take the Supervisorstest and for Manager occupations you should take the Managers andProfessionals test.

RenewalThis card is valid for 3 years and cannot be renewed.

RenewalThis card is valid for 1 year and cannot be renewed. An Experienced WorkerCard cannot be replaced by a Labourer or Provisional Card.

Training & AssessmentThis card is available if you are a trainee and are registered for an NVQ or SVQ(or if you are registered for or have achieved a Construction Award) but havenot yet achieved an NVQ or SVQ. This card is also available if you can provideevidence of current registration with a further/higher education college oruniversity for a nationally recognised construction related qualification.Prior to applying for the card applicants are required to have achieved either theCITB Health, safety and environment test at the relevant level for theiroccupation or have attended a 1-day Health and Safety Awareness Course (acopy of the certificate will be required with the application).

RenewalThis card is valid for 3 years and can be renewed for a further 3 years onapplication, dependant on qualification.

RenewalThis card is valid for 6 months and is not renewable. Before it expires Provisionalcard holders must achieve or be registered for a recognised constructionrelated qualification and apply for the appropriate CSCS card for their job.

CSR (Construction Skills Register)

What is CSR?The Construction Skills Register (CSR) is a register of construction workerswho have completed the indusrty approved CSR Health and Safety trainingcourse and assessment. The Construction Skills Register is affiliated toCSCS.

The cards are issued in Northern Ireland but may be used throughout the UKas an alternative to CSCS.

RenewalMost CSR cards are valid for 4 years. Please see individual cards for details.

What is the SWQR?

The Street Works Qualifications Register (SWQR) is maintained in Glasgow,at the invitation of the Department for Transport. The SWQR holds details ofqualified Supervisors and Operatives who have gained the appropriatequalifications in relation to the New Roads and Street Works Act 1991(NRSWA). Under the New Roads and Street Works Act 1991, the installation,renewal, maintenance and inspection of underground apparatus in any streetor road must be under the control of competent people. If you are working, orsupervising works, in the highway you could be required to hold one or moreof the Street Works qualifications, depending on your job role.

Awarding bodies, appointed by the Government (Certified Awarding Body forthe Water Industry), the (Scottish Qualifications Authority), and (City andGuilds) work closely with the Street Works Qualifications Register so thateach qualified Supervisor or Operative can be issued with a durable card(which can be produced on site if necessary) to show that he/she is inpossession of the appropriate qualification(s). The Street Works Scheme isdelivered through approved assessment centres.

What is the CCDO and what is the NDTG?

CCDO is the Indusrty Competence Scheme for Demolition Operatives.The National Demolition Training Group (NDTG) was formed in 1978 with thesole objective of providing specific and relevant training opportunities todemolition workers.Operated jointly by the National Federation of Demolition Contractors Ltd(NFDC) and CITB, the NDTG organise top of the range training facilities atcompetitive prices across the UK.

CITB administer the CCDO (Certificate of Competence for DemolitionOperatives) Card Scheme in the UK. The NDTG is an Accredited NVQCentre offering Level 2 and Level 3 qualifications.

What is IRATA?

IRATA International’s rope access system is a safe method of working atheight where ropes and associated equipment are used to gain access toand from the work place, and to be supported there.

The advantage of using rope access methods mainly lies in the safety andspeed with which workers can get to or from difficult locations and then carryout their work, often with minimal impact on other operations and the nearbyarea. Another major benefit is that the combination of the total man-hours andthe level of risk for a particular task (man-at-risk hours) is often reduced whencompared with other means of access and their associated risks and costs.

The primary objective when using rope access methods is to plan, manageand carry out the work with minimal accidents, incidents or dangerousoccurrences, i.e. to ensure a safe system of work is maintained at all times,and with no damage to property or harm to the environment.

IRATA International has in place a continuously evolving regime of workprocedures that members are required to follow and which are monitored forcompliance to ensure that a safe system of work is established andmaintained.

This sets IRATA International member companies apart from rope accesscompanies that are not subject to such a rigorous scheme.

IRATA International has a formal training and certification scheme, and grading structureand all IRATA International members are obliged to use this scheme. Rope accesstechnicians are grouped into three technical grades, depending upon their experienceand level of assessment as set out in the IRATA International publication Training,Assessment and Certification Scheme (TACS).The three technical grades are:

Level 1

A level 1 rope access technician shall be capable of performing a limited range of ropeaccess tasks required by his or her employers, under the supervision of an IRATA level 3rope access technician. He / she is:• responsible for inspections of all his / her own personal rope access equipment;• able to assist in rigging and non-standard operations, under the guidance of a

higher grade;• able to undertake a rescue involving descent by him / herself and have a

knowledge of hauling systems.

NOTE A level 1 rope access technician is not allowed to supervise others

Level 2

A level 2 rope access technician shall be capable of rigging working ropes, undertakingrescues and performing rope access tasks (under the supervision of an IRATA level 3rope access technician). He/she should have some knowledge of legislation, safetyrequirements and quality assurance procedures relating to rope access.

What is Sentinel?Sentinel is one of the safety systems in use across the Rail Industry. Sentinelprovide rail workers with a passport to work on the rail infrastructure acrossthe United Kingdom by using the latest smart card technology.To make Sentinel smart, safe and simple they use the latest smartcardtechnology, a secure and trusted database, and multiple platforms such assmartphones. This allows workers’ competence and fitness to work to beverified simply and effectively in near real time.

The Sentinel smartcardAll competence information is stored electronically on the smartcard’selectronic chip (within the card) and can be updated using a variety ofApproaches. The card also has a unique QR code printed on the front andwhen this is scanned, it automatically accesses part of the cardholder’srecord in the Sentinel database.

How to check authenticityThe smartcard is compatible with some Near Field Communication (NFC)devices. NFC is a set of communication protocols that enable two electronicdevices, one of which is usually a portable device such as a smartphone –the other, in this case, being the Sentinel card itself – to establishcommunication by bringing them bringing them into close proximity witheach other each other. Sentinel uses NFC-enabled portable devices andspecially designed Apps to read and update information held on the cards.

The NFC aerial on most phones is on the rear of the device; though mosthave a sweet spot were the card should be placed to read reliably (eachmodel differs in where this spot is so some trial and error is required).

SCHEME OVERVIEW

The card should be held in contact with the rear of the device whilst the card isreading/updating the information held on the chip within the card.

Your choice of card readers (and whether you need to buy additional hardware tomake the most of Sentinel) will depend on your preferred swipe-in method.Your organisation might choose to combine more than one Approach, dependingon your work for Network Rail.

What is ACE?ACE stands for Assuring Competence in Engineering ConstructionThe ACE scheme validates a range of skills against National OccupationalStandards ensuring people working in the engineering construction industryare competent both in Health & Safety and their discipline. ACE delivers onkey government and HSE requirements and recognises the importance ofcontinuous training/assessment through the ACE renewal process.In order to be eligible for an ACE Card, an ECITB VQ needs to have beencompleted.

CCNSG Safety Passport SchemeCCNSG is the Client Contractor National Safety Group.The aim of the CCNSG Safety Passport Scheme is to ensure a basicknowledge of health and safety for all site personnel to enable them, afterappropriate site induction, to work on site more safely with lower risk tothemselves and others. The Safety Passport is a two day training course witha test at the end.

Combined CCNSG/ACE cardOriginally the CCNSG Safety Passport and ACE were separate schemes withtheir own cards as proof of achievement. The ACE qualification can nowappear on the ACE/CCNSG combined card. The separate cards can becombined following a holder's next CCNSG Safety Passport course. Theyshould take their ACE card with them and ask the training provider to supplya combined card.

What is EUSR?

EUSR is designed to support industry employers and add value to the sector.

As the Sector Skills Council (SSC) for the gas, power, waste management

and water industries, Energy & Utility Skills (EU Skills) operates an

independent skills platform, referred to as EUSR, which provides recognised

standards for the utility sector.

Individuals who qualify for registration with EUSR are issued with a card and

appear on the EUSR website, www.eusr.co.uk. EUSR is beneficial to both

employers and individuals as they move between companies or between

industries. Employers have a robust way of verifying the abilities of their

workers while individuals have a recognised method of demonstrating their

abilities to employers.

The National Skills Academy for Power (the Skills Academy) works in

association with Energy & Utility Skills (EU Skills), the Sector Skills Council

(SSC) for the gas, power, waste management and water industries.

The Skills Academy has a critical role in delivering the training and

development needs of the power sector. Through collaboration with leading

employers, the Skills Academy aims to develop the quality and consistency

of training and deliver a sustainable and flexible talent pool.

Drilling and Sawing refers to Specialist Concrete Occupations such asconcrete drilling and diamond drilling.

What is the SCORE Card Scheme?

Scottish Construction Operatives Registration Executive (SCORE) is anaccreditation scheme for proof of competence within the constructionindustry.

SCORE cards promote the creation of a more qualified workforce by raisingthe standards of workmanship and Health and Safety (H&S) practice acrossthe industry.

Operatives must have gained a SVQ or NVQ Level 3 (or Level 2 whereappropriate) and completed an indentured apprenticeship or be anexperienced worker as well as pass a one-day Health and Safety test toqualify for the appropriate type of SCORE card.It covers more than 100 trades, including painting and decorating and isused for photo identification, site access and lists on the reverse of the cardthe operative’s skill level and Health & Safety training.For the operative, the SCORE card is a mark of quality that helps to securework.

For the employer, registered SCORE cardholders are a quality workforce up-to-date with legislation, therefore protecting the company’s image andreputation.

The Scottish Decorators’ Federation (SDF) provides the administration forSCORE with Ian Rogers as Chief Executive. It was established in the mid1990s and has more than 7,000 cardholders.

What is the SKILLCard Scheme?

Many construction and site managers request that their workers hold aSKILLcard before coming on site. Engineering Services SKILLcard aims toprovide workers with the following benefits:1. Using smartcards can help improve health and safety onsite by ensuringworkers have the right qualifications for the job they do, and by eliminatingthe possibility of fake cards being used to access sites2. Checking you have the right qualifications for the work you do is quicker,easier and less time-consuming using smartcards3. What is the ECS?

The ECS is the Electrotechnical Certification Scheme. Over 99,000 electricalprofessionals are proud to hold an ECS card to show their hard-earnedcredentials at work and on site.

The ECS card:• Displays your qualifications and main electrical occupation• Shows you have been H&S assessed• Is the industry’s CSCS card• Proves your identity on site

An ECS card is instantly recognisable within the electrotechnical industry andlets you demonstrate your credentials to others; from employers and clientsto business contacts and colleagues.

You’ll find it increasingly difficult to get employment on building sites withoutan ECS card because many UK employers specify that holding anappropriate ECS card is compulsory for those working around electricity ontheir sites.

You’ll also be able to prove you’re competent in health and safety. You mightalready have a qualification that means you’re covered in this area. But, ifnot, the ECS card incorporates an H&S assessment as part of the applicationprocess, to meet the requirements on employers or site owners for allworkers to hold an up-to-date Health & Safety qualification.

Gas Safe Register

The main focus of the Register is on improving and maintaining gas safety to

the highest standards. We make sure all gas engineers on the Register, over

120,000, are qualified to work with gas.

We work to protect the public from unsafe gas work through:

a national investigations team tracking down illegal gas workers

regular inspections of Gas Safe registered engineers

educating consumers and raising awareness of gas safety

investigating reports of unsafe gas work

Gas Safe are the official list of gas engineers who are registered to work

safely and legally on boilers, cookers, fires and all other gas appliances.

By law all gas engineers must be on the Gas Safe Register. Gas Safe

Register replaced CORGI as the gas registration body in 2009.

What is the CPCS?

CPCS is recognised by the many trade federations and associations as thepreferred card to comply with codes of practice for competence andcertification for plant operation. CPCS is also affiliated to the CSCS Scheme.

CPCS was created from a need of construction and allied employersrequireing recognition of competence for their plant and machineryoperators. The original scheme was set up through CTA and was adopted byindustry in the late 1980s.

In 2003, the scheme was relaunched as the Construction Plant CompetenceScheme (CPCS).

CPCS covers a large range of plant and plant-related categories, and moreare continually added. CPCS is owned by the Construction Industry TrainingBoard (otherwise known as CITB) which allocates staff to manage andadminister it on behalf of the CPCS Management Committee that develops itspolicy and strategy.

Renewal

What is NPORS?

Established in 1992, the National Plant Operators Registration Scheme isone of the UK's leading Accreditation and Registration Bodies, workingacross the Construction, Industrial, Utilities, Warehousing and Distribution,Agricultural, Ports and Marine sectors.

NPORS Training

NPORS training and testing is conducted in accordance with publishedcourse objectives and learning outcomes which are derived from theNational Occupational Standards. Employers, once they have assessed thesuitability of a person for the role of plant operator will then decide whichroute their candidateshould follow i.e. novice, operator, experienced operator requiring training orexperienced operator requiring no training. An NPORS Accredited TrainingProvider (ATP) will complete a pre-assessment of the operator to determinethe level of training required.

NPORS Operator Card

The NPORS Operator Card is a record of training/assessment an individualhas undertaken to prove their ability to safely operate or drive an item of plantmachinery or equipment. Registration with NPORS lasts for three or five yearsfrom the date of first initial test.

What is IPAF?

The International Powered Access Federation (IPAF) promotes the safe andeffective use of powered access worldwide. Set up in 1983, IPAF is a not-for-profit members’ organisation that represents the interests of manufacturers,distributors, users, rental and training companies. It serves as a forum for allactive in the world of powered access. IPAF has played a key role inpromoting many of the design, safety and testing procedures that are nowestablished in the powered access industry.

Training

The IPAF training programme for platform operators is certified by TÜV asconforming to ISO 18878. More than 100,000 operators are trained each yearthrough a worldwide network of over 600 training centres. Training generallylasts one to two days and is a mixture of theory and practice.

PAL Card

Those who successfully complete IPAF training are awarded the PAL Card(Powered Access Licence), the most widely held and recognised proof oftraining for platform operators. The PAL Card is valid for five years andshows the machine categories that the operator has been trained in. It alsofeatures the holder’s photo and signature, and can be verified by callingIPAF.

What is ALLMI?

ALLMI is the Association of Lorry Loader Manufacturers and Importers(ALLMI). ALLMI runs a training accreditation service and standards body forthe lorry loader industry. The aim of ALLMI training is to raise the standard oflorry loader operators and instructors throughout the UK. This is achieved byproviding a comprehensive training programme for operators of lorry loadersas well as accreditation for instructors.

ALLMI’s objectives with regard to training are:• To ensure that standards and qualifications for all instructors are in

place, consistent and maintained.• To ensure that all operators receive sufficient quality of training to be

able to operate a lorry loader in a safe and efficient manner.• To offer a competitive and nationally recognised training programme

ALLMI is the only organisation in the UK to be devoted exclusively to lorryloaders and because of this it delivers the highest level of training standardswithin this specialist area. APPENDIX B: Vocational Qualifications

What are Vocational Qualifications (NVQs / SVQs)?Vocational qualifications refer to work-related qualifications. They are designed to enablethe learner to acquire knowledge and skills that are required by the national occupationalstandards (NOS) to be able to perform a particular job. A vocational qualification givesthe learner a proof that he or she is adequately trained for a particular workplace oncethe programme is completed, especially if holding an occupational vocationalqualification. The latter guarantees that the held qualification complies to the nationaloccupational standards (NOS) for a particular job or sector such as healthcare andaccounting for instance.

Not all vocational qualifications meet the NOS standards that are defined by the SectorSkills Council and the industry which, however, does not necessarily mean that they donot allow the learners to pursue learning or be promoted in their workplace. Allaccredited vocational qualifications are designed to help the learner acquire thenecessary knowledge and skills for a particular job, progress in workplace or continueeducation.

Vocational qualifications have different levels, ranging from the Entry Level to Level 8which are very similar to other qualification levels. For example, Level 2 vocationalqualification is equivalent to grades A*-C in the General Certificate of SecondaryEducation (GCSE), while Level 3 is equivalent to grade A in the GCSE.

All vocational qualifications consist of units, each of which has a credit value that allowsthe learner to roughly predict how long he or she will need to achieve the desiredqualification considering that one credit equals 10 hours of learning. If we know that ittakes 1 to 12 credits to receive an award, the learner will need from 10 to 120 hours forthis qualification. Certificates, on the other hand, are awarded to learners with 13 to 36credits which roughly equals to 130 to 360 hours. To get a diploma, a minimum of 37credit points or 370 hours of learning are required. The title of qualification thus reveal thesize of training and learning but it typically also reveals the qualification level and thesubject that was studied.

In addition to allowing the learners to acquire the necessarily knowledge and skills for aparticular job, vocational qualifications also allow the learners to choose from a widerange of subjects. Some of the most popular (and sought after by the employers) onesinclude healthcare, retail, leisure services, hair and beauty, construction, food andcatering, and management.

Although work-related qualifications are very similar to other qualifications, theydistinguish themselves for giving the emphasis on knowledge and skills that are soughtafter the most by the industry and employers. Vocational qualifications are managed andregulated by the Office of Qualifications and Examinations Regulation (Ofqual) inEngland and Northern Ireland, by the Department for Children, Education, LifelongLearning and Skills (DCELLS) in Wales and by the Scottish Qualifications Authority (SQA)in Scotland.

APPENDIX B: Vocational Qualifications - QCF

What is the Qualification and Credit Framework (QCF)?

The Qualifications and Credit Framework (QCF) is a new credit transfer system which hasreplaced the National Qualification Framework (NQF). It recognises qualifications andunits by awarding credits. And since each unit has a credit value and the credits can betransferred, the system gives the learners the ability to get qualifications at their ownpace. The QCF is jointly regulated by the England’s regulator Ofqual, Wales’ DCELLSand Northern Ireland’s CCEA.

How Does the QCF System Work?

The QCF system is based on units which have credit value and levels (from Entry Level toLevel 8). One credit roughly equals 10 learning hours which allows the learners toevaluate how much time they will need to gain the desired qualification. According to theQCF system, the learners can gain three types of qualifications:1. awards2. certificates3. diplomas

The table to the right shows the different levels of qualifications available and theireducational achievement equivalent.
