The San Buenaventura (Ventura) City Council met in regular session in the City Hall Council Chambers, 501 Poli Street, Ventura at 6:06 p.m.

SPECIAL PRESENTATIONS AND ANNOUNCEMENTS

Mayor Nasarenko recognized the 281h Annual Corporate Games and Sponsors. Corporate

Games allows area companies that support a commitment to teamwork, competition and fun to engage in team sports competitions and community service projects to foster pride and excellence in the workplace. Corporate Game Sponsors acknowledged were: Event Sponsors include PTI Technologies and the County of Ventura. Mayor Nasarenko presented Green Business Awards to three local businesses that achieved the City of Ventura Green Business Certification: Diane de Mailly of DOM Metering Systems, Ed Sanchez of Home Window Repairs and Laura Oergel of A Woman's Touch.

CITY COUNCIL COMMUNICATION'S

Councilmember Heitmann thanked staff for making the 4th of July Parade and Street Fair a great event; and requested the meeting be adjourned in memory of Shelly Savren.

Cou ncilmember La Vere thanked the Rotary Club, Cultural Affairs Commission and staff for the 4th of July Street Fair; thanked Parks staff for cleaning up the beaches and parks during holiday weekends; and requested the meeting be adjourned in memory of Rick Fausset, Jr.

PUBLIC COMMUNICATIONS

SPEAKERS Darlene Munoz, Dale Marinus, Leo Lewis and John Sanders Jones.

City Manager Mark D. Watkins responded to public speakers that the Mobile Home Rent Review Commission will meet in August 2017 to prepare their annual report to the City Council. That report and a public information meeting/workshop will be presented in September 2017.

Request for Historic Resource Assessment and Formal Design Review for an exterior fa9ade paint and material modification to an existing commercial building complex of approximately 13, 786 square feet on a 26,350 square foot lot located at 363-397 North Ventura Avenue; Tom Olson, applicant: zoned C-2.

The proposed Ordinance Amendments to Division 24 - Zoning Regulations is a comprehensive review and update to the City's locational and joining criteria for adult business applicable Citywide. The proposal continues the locational requirement of the M-1 and M-2 zones for adult businesses and continues the 500 foot buffer from certain designated sensitive uses (residential zones, schools, churches and daycare) along with a 200 foot buffer between any legal adult businesses; Division 6 is a slight modification of the licensing provisions for adult business. Councilmember Weir moved to approve the recommendation to:

Approve and authorize the Mayor to execute Agreement No. 2017-111 with Ventura Regional Sanitation District for biosolids disposal; August 1, 2017-June 30, 2018 at $50.00 per ton.

Receive a presentation from Dr. Lucy Jones and City staff and direct staff to participate in the Ventura County Earthquake Resiliency Cohort and following participation in the resiliency cohort, report back to Council on recommended actions the City should consider to enhance earthquake preparedness and resiliency.

Additionally, City staff to contact California Institute of Technology about City Hall being a shake alert site and to effectively communicate with the 147 Unreinforced Masonry Buildings (URMs) owners to encourage building retrofitting .

Councilmember Tracy stated he discussed with City Attorney Gregory G. Diaz a possible conflict of interest as a museum employee is CouncilmemberTracy's tenant. City Attorney Gregory G. Diaz determined no conflict of interest exists.

Councilmember Heitmann moved to approve the recommendation to:

Approve $125,000 for six months with a stipulation that the City:

• Provide City funds contingent upon County of Ventura support at the level requested by the Museum.

• Direct staff to provide options for funding sources. If funding options include utilizing General Funds, those funds may not be supplanted with Measure O Funds.

• Direct City Attorney to provide City Council with a Grant Agreement, which will include a non-appropriation clause and milestones reporting process to City Council .

Additionally, stipulate that the Museum:

• Develop a, sustainable business model. • Conserve the collections. • Develop a new vision for the Museum. • Establish the endowment and secure private and other public sector support.

If the Museum demonstrates clear progress and reports on it milestones as outlined in the Grant Agreement, in its efforts to reinvent itself and rectify its unsustainable funding model, the City may continue to provide funding, as requested, for a period of time up to five, years, to allow the Museum to modify its funding model and become fully sustainable.

The public purpose of this appropriation is to protect City resources, support the arts and culture in Ventura, safeguard the existing Museum collection, and promote economic and cultural tourism.
