Clark County Fire & Rescue Board of Fire Commissioners Meeting Minutes January 14, 2015 Meeting called to order by Commissioner Babcock at 3:00 PM. Flag Salute led by Commissioner Babcock. Present: Chief Dennis Mason, Commissioner Jon Babcock, Larry Bartel, Dave Town, Bob Johnson, Jerry Kolke. Recording Secretary Maureen Groat. ELECTION – 2015 OFFICERS Larry Bartel nominated Jerry Kolke for the position of Board Chair. Second Johnson. No discussion. Unanimous. Bob Johnson nominated Jon Babcock for the position of Vice Chair. Second Bartel. No discussion. Unanimous. 2015 COMMITTEE APPORINTMENTS Clark County Risk Management – Bartel Fairgrounds Fire Facility Board – Johnson Finance Committee – Town, Kolke RFA – Babcock, Kolke CALL FOR LATE AGENDA ADDITIONS None. CONSENT AGENDA Motion by Town to approve the consent agenda as presented. Second Johnson. Babcock questioned the $9,000 expense for Blue Card training; asking whether the training was worth the cost. Chief Ciraulo responded that he and Chief Lange have not attended the class yet. It will take place in a couple weeks. He added that he and Chief Lange will be responsible for implementing and training the whole department after they receive the training. No further discussion. Passed unanimously. COMMUNICATIONS Chief Mason showed a copy of the front page of the Reflector Newspaper highlighting Jack Fletcher, a Cadet graduate who was involved in a serious car accident last July. Several department members were quoted in the article. Chief Mason stated the article was well written and that the crews did a nice job with it. Chief Mason stated he supplied the Board with a copy of a letter he received from the City of Battle Ground dated December 29 giving notice that they intend to withdraw from the Service Agreement dated December 20, 2010 on January 1, 2016. In addition, the letter states they will issue an RFP. The letter states, that with the unknowns, the City may have a need to continue the relationship with the District past the December 31, 2015 date. Chief Mason stated that the Board will have to decide how this will be handled if the need arises.

CITIZEN COMMENTS None. STANDING COMMITTEES Fairgrounds Fire Facility Board

Commissioner Johnson reported the meeting was held January 8th. He stated that West Precinct Commander, Erin Nolan was in attendance and reported on the housekeeping needs of the facility. He stated she is glad to be back at the Fairgrounds location.

Clark County Risk Management Group

Commissioner Bartel reported a meeting was held on January 7th. He stated he provided the Board with an overview of the meeting, highlighting the audit and issues raised by the auditors. He reported that the same officers were re-elected for 2015. The 2015 budget was approved. He reported that there is a new representative for ECF&R. He stated that CCFD6 is purchasing 2 new Pierce engines and found that there is no longer an option for low cost financing.

Finance Committee

No meeting. No report. RFA Committee Commissioner Babcock reported there was an RFA planning meeting on January 13th. He reported that there were several Open House dates decided upon. He would like to make sure that there is representation at all events so he would like each Board member to report to him what dates they are available at the next scheduled Board meeting. Chief Mason reported it was a very productive meeting. The informational flyer was approved for mailing; one format for Clark 2 and more of a letter format for the CCF&R. Other communication options were discussed. Ballots will be mailed out on April 8th with an election date of April 28th. The plan is to have the first mailer out by late next week.

EMS COUNCIL REPORT Commissioner Bartel presented his overview from the EMS Council meeting. He reported on the AMR Contract with Vancouver, stating that a response time of 20 minutes is allowed, but AMR holds that we won’t see any changes from the current responses. He stated that Metro West has applied for a transport license with Vancouver; they are currently providing service to Kaiser and VA hospital non-911 calls. Due to the 20 minute response time limit, most fine money generated will go away. Capt. Lawrence reported on a new Sobering Unit facility which has opened in Vancouver. This is a facility where an intoxicated individual would be taken for a 12 hour stay until sober. In that time there is the possibility of being referred to a rehab unit. This is a voluntary option. Transport to the facility would be provided by law enforcement, taxi or private vehicle. Our crews would inter-face with law enforcement to refer patients to the facility.

Chief’s Report Chief Yager presented a copy of the Staff Report to the Board. Capt. Lawrence reported on the QRB. He presented a report comparing response times for overall calls, E23 calls and SQ23 calls. He stated that the report covers the introduction period and there are still kinks to be worked out. He stated that all the units to be used for the trial period are in place. Chief Yager added that the first call the QRB ran was in an area where the engine would not have had access. Commissioner Bartel questioned whether there is to be a banquet held this year. Chief Mason responded that there will be a banquet sometime in March. More information will follow. LOCAL 3674 CONTRACT Chief Yager reported that he has a TA’d Union contract that the union has voted on and approved. Chief Yager stated changes have been made per the highlighted items in his Staff Report. The contract will be for a 4 year term; this will offset negotiating years from the Battalion Chief negotiations. Chief Yager made a recommendation to the Board to approve the CBA for the Firefighters Unit dated 1/1/2015-12/31/18. Commissioner Town made a motion to approve the CBA for the Firefighters Unit dated 1/1/2015-12/31/18. Second Kolke. Commissioner Bartel expressed concern over the specialty pay, stating that going down that path may open the door to paying more for more and more routine jobs. Chief Mason expressed the same concerns and responded the Union is aware of the concerns. He added that the problem lies in the fact that we live in a state where negotiations are based on comparables. If other departments are paying specialty pay, this effects decisions made by arbiters when deciding if we are in fact comparable. No further discussion. Passed unanimously. RFA INFORMATION DIRECT MAILER Chief Mason reported he has received a quote for $3,438.12 to prepare and mail the RFA informational flyer. There is an option to do the printing in-house and contract out the mailing and folding of the flyers. Chief Mason stated the copy has been submitted to Brian Snure for review and approval. Commissioner Town made a motion to approve the cost for printing and mailing the flyer. Second Kolke. Town questioned whether the full cost will be the responsibility of CCF&R. Chief Mason responded that Clark 2 and Woodland will pay their portions. Chief Mason stated he is working on determining the fees associated with the election. He added it could be expensive. No further discussion. Motion passed unanimously. CHIEF’S GOALS – Update Chief Mason stated he has taken the list established by the Board last March/April and made appropriate updates to bring the Board up to date with where he is at this time. He stated the list has been sent out to the Board. Commissioner Bartel questioned Chief Mason’s response to the Staffing Plan and the Pub Ed Plan. Chief Mason stated he is currently working through the Staffing Plan process. He added he can send out the Pub Education plan from the 2008 Strategic Plan. The majority of the concentration has been on the smoke detector campaigns. In response to a plan for funding the Safer Grant positions, Chief Mason responded that all positions are funded through 2015. He stated his projections have been sent out to the Board
