The Township of Huron-Kinloss requests the cooperation of the ratepayers regarding the parking of cars and other vehicles, and the depositing of snow on municipal roads during the period in which

snow clearing operations are necessary.Parking is not permitted on any street within the Township of Huron-Kinloss between the hours of 1:00 a.m. and 6:00 a.m., from November 1 to April 30.

Violators may have their vehicles towed.Neither the Township, nor the “Snow Plow Operators”, will be held financially responsible for any

damages to a homeowner’s property deemed to be on Township road allowance when performing their daily maintenance operations. This includes, but is not limited to, damages involving fences,

mailboxes, blue boxes, entranceways, and entrance signage.Please ensure that recycling and garbage are placed in a location so as not to interfere with snow

plow operations.There is no practical way to plow the roads without depositing snow into driveways. Equipment

breakdowns and/or delays are inevitable.Your cooperation in this matter is greatly appreciated.

NOTICE OF COMMENCEMENT

THE PROJECT:The Township of Huron-Kinloss is initiating a Class Environmental Assessment (Class EA) to investigate the extension of road and municipal services within the unopened road allowances for Finlay Street in Ripley and Bob Street in Lucknow. The Finlay Street road allowance is located north of Malcolm Street, between Huron Street and William Street. The unopened section of Bob Street is located south of South Delphi Street, in the southwestern portion of the community. The unopened road allowances are shown in the included figure.

THE ENVIRONMENTAL SCREENING PROCESS:The project, as an activity subject to an environmental screening process, followed the planning process established for Schedule B activities under the Class EA document. The purpose of the Environmental Assessment process is to identify a preferred solution, identify any potential environmental impacts associated with the proposal and to plan for appropriate mitigation of those impacts. The process includes consultation with the public, stakeholders and government review agencies. This notice is being issued to advise of the start of study investigations. There will be additional opportunities for public input and involvement as the study progresses. It is expected that fieldwork for the archaeological investigations associated with this study will take place this fall.

PUBLIC INVOLVEMENT:Public input and comments are invited for incorporation into the planning and design of this project. Initial comments will be received until

November 22, 2019. Any comments collected in conjunction with the study will be maintained on file for use during the project and may be included in project documentation.
