Absent, none. The meeting was held electronically due to concerns with COVID-19 and social distancing which makes an in-person meeting impossible or impractical. The Pledge of Allegiance was recited. Motion by Ohrt second by Shonka to approve the minutes of the May 4th and 5th meetings as presented. All in favor, motion carried. Motion by Shonka second by Ohrt to approve the claims filed with the County Auditor for payment in the amount of $909,371.21. All in favor, mo- tion carried. Motion by Ohrt second by Shonka to place on file the manure management plan updates from the following: Matt Thoma, facility Matt’s Place, Sec. 35 Westburg Twp. and Windmill Pork, LLC, facility Francois Site, Sec. 27 Byron Twp. All in favor, motion carried. Public Health Director, Tai Burkhart updated the Board on the status of COVID-19 in Buchanan County with 26 confirmed cases and zero deaths. No action taken by the Board. Discussion was held on the Independence urban renewal plan amend- ment. After discussion, motion by Ohrt second by Shonka to direct the Au- ditor to send a letter to the City of Independence with no objections to the urban renewal plan amendment. All in favor, motion carried. Conservation Director, Dan Cohen updated the Board on plans for reopen- ing programs/facilities and an update on an infrastructure/management plan for Fontana. No action was taken by the Board. County Engineer, Brian Keierleber presented a Road Construction Agree- ment with Bruening Rock Products, City of Oelwein and Fayette County for 10th Street on the Buchanan/Fayette county line. After discussion, motion by Shonka second by Gissel to approve the Road Construction Agreement with the addition of naming Buchanan County on the insurance certificate. On roll call vote: Ayes – Shonka and Gissel, Nay – Ohrt. Motion carried. Motion by Ohrt second by Shonka to adjourn at 9:46 a.m. All in favor, motion carried. The Buchanan County Board of Supervisors met in regular session at 9:00 a.m. on Monday, May 11, 2020 telephonically with Gary Gissel, Chairman in the Chair, Clayton Ohrt and Don Shonka present. Absent, none. The meeting was held electronically due to concerns with COVID-19 and social distancing which makes an in-person meeting impossible or impractical.The Pledge of Allegiance was recited.Motion by Ohrt second by Shonka to approve the minutes of the May 4th and 5th meetings as presented. All in favor, motion carried. Motion by Shonka second by Ohrt to approve the claims filed with the County Auditor for payment in the amount of $909,371.21. All in favor, mo-tion carried. Motion by Ohrt second by Shonka to place on file the manure management plan updates from the following: Matt Thoma, facility Matt’s Place, Sec. 35 Westburg Twp. and Windmill Pork, LLC, facility Francois Site, Sec. 27 Byron Twp. All in favor, motion carried. Public Health Director, Tai Burkhart updated the Board on the status of COVID-19 in Buchanan County with 26 confirmed cases and zero deaths. No action taken by the Board. Discussion was held on the Independence urban renewal plan amend-ment. After discussion, motion by Ohrt second by Shonka to direct the Au-ditor to send a letter to the City of Independence with no objections to the urban renewal plan amendment. All in favor, motion carried. Conservation Director, Dan Cohen updated the Board on plans for reopen-ing programs/facilities and an update on an infrastructure/management plan for Fontana. No action was taken by the Board. County Engineer, Brian Keierleber presented a Road Construction Agree-ment with Bruening Rock Products, City of Oelwein and Fayette County for 10th Street on the Buchanan/Fayette county line. After discussion, motion by Shonka second by Gissel to approve the Road Construction Agreement with the addition of naming Buchanan County on the insurance certificate. On roll call vote: Ayes – Shonka and Gissel, Nay – Ohrt. Motion carried. Motion by Ohrt second by Shonka to adjourn at 9:46 a.m. All in favor, motion carried.
