Clayton Elementary School would like to welcome all of our studentsand their families to another great school year. This summer has beenextremely busy for the administrators, secretaries, and custodial staffin preparation for the upcoming year. A new air conditioning / heatingunit has been installed in our library. Classrooms have been cleaned,floors have been waxed, and repairs have been completed. Studentshave been registered, classes have been formed, teachers have startedto re-open their classrooms, and supplies have been delivered. We aredefinitely ready to begin!

Due to changes in enrollment, there may be some changes to staffassignments. We have tried to honor parent requests for teachers. Dueto class sizes we may not have been able to honor all requests. Pleaseknow that we have tried our best.

Students and parents can be very proud of our teaching staff at Clay-ton Elementary. We have the best of the best who are very dedicated,often working beyond the normal school workday to provide differen-tiated instruction or that perfect lesson to meet the needs of their stu-

The 2014 – 2015 school year is bound to be filled with new andexciting events and adventures. We would like to take thisopportunity to give you a sneak peak at our newly remodeledComputer Lab. The tables were replaced over the summer andnew chairs and computers are on their way. Additionally, NorthSmyrna will be implementing a new option available to schoolsparticipating in the National School Lunch and School Break-fast Programs called the Community Eligibility Provision. Thisprovision was enacted as a result of the Healthy, Hunger-FreeKids Act of 2010 and provides universal meal service to stu-dents in schools/districts that qualify. All North Smyrna Ele-mentary students will receive a nutritious breakfast and lunchat school at no charge.

SCHOOL-AGE CHILD CARE PROGRAMThere will be before-school care available at Smyrna Elementary School.The name of the program is the Breakfast Club. The program will be operat-ed by the staff of the Smyrna School District. Students may be dropped off asearly as 7:15 a.m. The cost is $2.50 per day (non-refundable), which must bepaid in advance. Payments may be made to your child’s school cafeteria, theDistrict Child Nutrition Office, or online via Nutrikids.com. The students willreceive breakfast during the time they are in the program, homework help, andsupervised arts, crafts, and games. Applications for the program are availablein the main office or at www.smyrna.k12.de.us under Child Nutrition.

The after-school care program will be available to students who attend SmyrnaElementary. The program is operated by the Boys and Girls Club of Delaware.The goal of the program is to provide a comprehensive childcare program afterschool hours for children ages 5-13 to meet the needs of working parents. The pro-gram will feature enhanced instructional strategies, life enhancing programs, pluscharacter and value development experiences. These programs enhance the livesof the children they serve by developing their values, skills, and self-esteem. Thehours of operation are from school dismissal until 6:00 p.m. A nutritious snackand drink will be provided each day. All children must become a member of theSmyrna/Clayton Boys & Girls Club. State Purchase of Care is accepted. Addi-tional fees are required on school days off and half days. Registration informationis available in the office.

Hello my name is Cynthia McNatt the Associate Principal of John Bas-sett Moore and Clayton Intermediate. I moved to Delaware from Indi-ana with my parents in the sum-mer of 1985. Our family felt wel-comed into the community themoment we arrived. I was goinginto sixth grade so I attended JohnBassett Moore which at the timewas a middle school with sixththrough eighth grade students. Ican honestly say that growing upand attending the Smyrna SchoolDistrict schools prepared me formy future career and it showedme how important it is to be sup-portive of your community. Therefore, I wanted to give back to thecommunity and district that inspired me, so there was no doubt in mymind that I would attend college and come back to teach here. Ibegan my college career at Delaware State University where Ireceived my Bachelor’s Degree in Early Childhood/Exceptional Chil-dren. Upon graduating I was hired at Clayton Elementary in 1996where I taught Kindergarten for nine years. In 2003, I decided to takea position at North Elementary teaching first grade. During that timeI got married and had my son Ryan. My son is now 14 and will beattending Smyrna High School as a freshman this year. In my freetime I enjoy spending time with my family and watching my son playfootball and baseball. Three years ago, after teaching in the class-room for 17 years, I decided to go back to Delaware State Universityto get a Master’s Degree in Educational Leadership to pursue mydream of becoming an Administrator. Consequently, on July 1, 2014my dream became a reality when I was named the Associate Principalof John Bassett Moore and Clayton Intermediate Schools. In conclu-sion, I am looking forward to the opportunity to work with a caringand dedicated staff from both schools and I am very excited to meetthe students on the first day of school. I know without a doubt thiswill be a great year to learn!!

In order to accommodate parentwork schedules the SmyrnaSchool District offers a programcalled “The Breakfast Club.”Beginning at 7:00 am prior to thestart of each school day, break-fast and before school care willbe available at a cost of $3.00 perday (a monthly pre-payment willbe required). If interested in thisservice, registration forms maybe obtained in our front office,or, escort your child to our cafe-teria the first day of school forregistration and payment. Allstudents who would like to par-ticipate in this program will enterthe building at the Northeasternstairwell. This stairwell facesthe Opera House and the SmyrnaPublic Library. All student par-ticipants must be escorted intothe building’s cafeteria andsigned-in by a parent/guardianon a daily basis.

The Boys and Girls Club ofDelaware will sponsor afterschool child care services for$72.00 a week (plus an annual$15.00 membership fee). Bus-ing from JBM to Smyrna Ele-mentary School will be providedin order to accommodate thisservice. The program will beginat the conclusion of the schoolday and end at 6:00 pm. Thisprogram will feature books forreading, writing experiences,educational games, cultural andarts enrichment, outdoor/indoorrecreation, homework help, andgroup tutoring to extend learn-ing. Registration forms are nowavailable for pick-up in ourMain Office. Please contactthe front office if bussing isneeded for this service at thestart of the school year.

She is a 2013 graduate of Delaware StateUniversity, where she earned a Bachelor’s of Arts degree in Music Education.She was an active member of the music department at Delaware State Univer-sity. Janae has performed at theZwaanendael Museum and the Deer-field Winery with members ofGram’s Cooking Brass Ensemble. Shehas also volunteered at ParkwayAcademy, Smyrna-Clayton LearningCenter, and at Delaware State Univer-sity. In addition to volunteering inDelaware Janae also had the opportu-nity to participate in a beautificationproject in Washington D. C. Smyrna Middle School FFA Students Compete at the Delaware State Fair

The Smyrna Middle FFA Chapteronce again had an outstandingshowing at both our State Agri-science Fair competition and atthis year’s Delaware State Fair. InJune, all five of our AgriscienceFair projects brought home blueribbons. Kaylee Dulin receivedfirst place in the Animal SystemsDivision. Erica Malloy and Syd-ney Tusio received first place inthe Food Products and Processingdivision. We had two first placesin the Plant Systems Divisionwith George Class-Peters compet-ing in the individual categoryand, Michael Hodgeman andWade Solloway completing ateam project. Cassidy Cook andJustin Johnson took home theblue in the Social Systems Cate-gory. All eight of these studentswill be traveling to Louisville, KY

in October to hopefully competeon the national stage at theNational Agriscience Fair Compe-tition.

The Administration of SmyrnaHigh School eagerly awaits thearrival of students for the 2014-2015 school year. The east side ofthe building (Smyrna Side) is des-ignated for student parking only.Students who wish to drive toschool will present their completedApplication for Driving Permitwith all supporting documents toMrs. Watts in the front office, alongwith the $10 parking fee beginningon August 18, 2014. Only studentsthat have completed their 6 monthrestricted driving process may pur-chase parking tags.Students who owe an obligationwill not be allowed to purchase aparking pass until their obliga-tions are cleared through themain office. Parking spots may not be reservedat any time. Students in a Seniorhomeroom are permitted to pur-chase their parking tags starting onAugust 18, from 8:00 am – 3:00pm, or on August 19, from 11:00am – 3:00 pm. Students in a Juniorhomeroom who earned a PL 3 orPL 4 on the Spring DCAS duringthe 2013/14 school year may pur-chase their parking tags beginningon August 20, from 8:00 am – 3:00pm. All students in Junior home-rooms may purchase parking pass-es on August 21, from 8:00 am –3:00 pm. The last day for purchas-ing a parking tag before the begin-ning of school will be on August

Summer is coming to a close and we aregearing up for a new school year. The staffat the Bayhealth Wellness Center at SmyrnaHigh School hopes that you have had a safeand enjoyable summer. We look forward toserving the students of our community in thefuture. Bayhealth’s Wellness Centers provideDelaware’s teenagers with health services incooperation with each teen’s family physi-cian. The center provides physical, mental,nutritional and educational health servicesfor its members. The goal of the WellnessCenter is to promote healthy lifestyles,increase school attendance and improve thestudent’s ability to concentrate. All studentsin grades 9-12 are eligible to access Well-ness Center services. To participate in the Wellness Center, aparental consent and teen health historyform must be completed on each student.Your child will receive a Wellness centerpacket on the first day of school. Student daily attendance will be based on the following:• Absent 1 Period = full day present• Absent 2 periods = half day absent• Absent 3-4 periods = full day absent

The Attendance Review for semester and year-long class creditwill be determined using the total days Absent for each individualclass. Student credits will be awarded or denied for each classindividually.

Students will be permitted to miss up to 10 days from a semester-long class, and up to 20 days from a year-long class and still be eli-gible to receive academic credit for the class.

Tardy to school is for students not in the building by 7:30 AM.Three unexcused tardies will be the same as one day Absent. Thisday of absence will count towards the total allowed absences forthe year for that class. The tardies will be recorded in the mainoffice before the student reports to class.

Tardy to class is for students 15 minutes or less late to any class ofthe day. The consequence is three unexcused tardies is the sameas one day Absent. For each unexcused tardy starting with thesixth, the student will have an additional consequence of 1 day inSBIP. These absences are included in the students total allowedabsences for the year.

SMYRNA HIGH SCHOOL ATTENDANCEPOLICY 2014/15 SCHOOL YEAR

The Smyrna FFA Chapter is onceagain proud to announce itsongoing partnerships with theFood Bank of Delaware, theSmyrna Volunteer Fire Companyand Asbury United MethodistChurch. Over 475 studentsenrolled in the Agri-Science edu-cation classes at Smyrna HighSchool are expected to participatein FFA Leadership activities as apart of the state curriculum. Oneaspect in demonstrating leader-ship and service to the communi-ty is through contributing cannedgoods and supplies to our localpartners in the fight againsthunger. During the 2013-14school year, Smyrna Agri-Sci-ence students were able to gener-ate over 4,000 pounds of food.

Student Attire at SHSProper attire in the business world requires a certain standard ofdress. The Smyrna High School Dress Code reflects the communitydesire to prepare our students for the work force they will entershortly. Parents and students should keep this dress code in mindwhen shopping for school clothing. Clothing worn to school shouldnot interfere with the educational process.

Tops that suggest inappropriate messages or display pictures such astobacco, drugs, alcohol, hate messages, expose the midriff or under-garments, halter-tops, fish-net tops, tank tops, and muscle shirts arenot be worn to school. Oversized pants that sag below the waist ordrag on the floor and pants that are extremely tight are not to beworn to school. Pajamas and clothing articles that replicate under-garments are not to be worn to school. Shorts, skirts, and dressesshould not be worn if the length is in violation of the Dress Code.Hats, headbands, bandanas, earmuffs, goggles, and any other headcoverings (unless required for religious purposes) are not permittedin school.

NEW as of the 2014 / 15 school year: tights worn alone are unac-ceptable and must be covered by a skirt, pants, or shorts of anacceptable length. A long shirt worn over the tights is not accept-able. Versions of clothing such as see-through pants, jeggings, andyoga pants are not acceptable.

Student Use of Personally Owned Electronic Devices As new technologies continue to change the world in which we live,they also provide many new and positive educational benefits forclassroom instruction. To encourage educational growth, students atSmyrna High School may now bring their own mobile device to cam-pus subject to the following guidelines and expectations.

For the purposes of Personally Owned Electronic Device, “Device”means privately owned portable electronic equipment that includessmart phones or other portable devices (i.e. MP3 Player, electronicbook, tablet, etc) that can be used for word processing, wirelessInternet access, and information transmitting/receiving/storing, etc.The Smyrna School District will not provide any wireless or Ethernetconnections for such devices. Hot Spots or mobile wireless accesspoints are not permitted.

Student use of such devices in the classroom environment must beapproved by a teacher or administrator. Any non-approved uses ofsuch devices are subject to the Smyrna High School Code of Con-duct.

FFA Food Drive A Success

AP Scholars at SHSSmyrna High School is proud toannounce the results of the 2013-2014 AP Scholar Rosters.

Smyrna High School had a totalof 24 students reach AP Scholarstatus. The AP program offersScholar Awards to high schoolstudents who have scored 3 of 5or higher on at least 3 AP tests. Inaddition, Smyrna High is proudto announce that the number ofstudents scoring a 3 or better onAP tests has risen to 76 in 2014from 53 in 2010. The number ofAP exams taken is up to 332 from157 in 2010. Well done to all APstudents and instructional staff!

Gabby and Tylerconstructed micro-ecosystemswith different underground com-ponents to determine the abilityof plants to remove nutrients andpollutants from run off systems.Tyler’s family operates a poultryfarm and they used poultrymanure run off and tested pH,Nitrates, Phosphates and Potassi-um in their run off after havingmoved through different layers ofsoil compositions in their micro-ecosystems. Reductions in thesenutrients can help to keep ourwater cleaner and keep farmsaligned with Nutrient Manage-ment Regulations and the CleanWater Act.

Sarah McHale & Ryan Harris -First Place Division IV AnimalSystems. Sarah and Ryan tooktheir classroom learning of ani-mal behavior and building of ani-mal facilities and decided toexperiment if black fabric on theground would prevent cattle frommoving across it. Animals have anatural tendency to avoid cross-ing these areas because their lim-ited vision causes them to thinkshadows and black areas on theground are holes and they avoidthem. They ran numerous trialsand different sizes and used theschool cattle to run their experi-ment.

The Delaware InterscholasticAthletic Association (DIAA)awards Middle and HighSchools the Sportsmanship thisaward after a school has meteach of the ten requirements.The DIAA requires that theschool create a portfolio, holdevents, and involve the entireschool community. Also, theDIAA Sportsmanship Commit-tee seeks out feedback frommembers of the media and theofficials associations.

Smyrna High School completedseveral events this year to earnthis award. These events werecarried out by coaches and ath-letes. The events included theGrinchapalooza 5k run inDecember, Sponsoring a teamin the Smyrna Relay for Lifewalk, Participation in Blue-GoldDFRC activities, and with thecontinuation of the “SuperFans” student section at homesporting events.

“This is an excellent way forstudents to help someone lessfortunate and provide a posi-tive service to our communi-ty,” said Mr. Keith Shane, sen-ior FFA advisor for the Smyr-na FFA Chapter. “Not only arewe able to make the connec-tion between production agri-culture and everyday life, wecan also enlighten our stu-dents to the fact that agricul-ture is a global necessity.”

The Food Bank of Delawarehas provided food assistancefor more than 25 years toDelawareans at risk of hunger.Today the Food Bank ofDelaware is the only facility inDelaware with the equipment,warehouse and staff to collectdonations from all sectors ofthe food industry and safely

and efficiently redistributethem to those who need itmost. Annually, it distributesbetween 7 and 10 millionpounds of food from all sectorsof the food industry includingfresh produce, meats, bever-ages and snacks to approxi-mately 90,000 people inDelaware and parts of Penn-sylvania and Maryland. TheSmyrna Volunteer Fire Com-pany received a large portionof the FFA canned goodswhich were in turn donated tothe Food Bank of Delaware.Cans collected at the end ofthe school year were alsodonated to Asbury UnitedMethodist Church’s foodpantry, which helps families inthe Smyrna/ Clayton Area.

now be traveling to Springfield, Massachusetts in September tocompete regionally. Competing in the Livestock Judging CDEwere Wade Solloway who placed fourth, Taylor Brittingham whoplaced fifth, and Allison Ember two brought home tenth. Theteam placed fourth overall. In the last contest of the week, theHorse Evaluation CDE team placed second. Team memberswere Alanna Kempenski who placed first individually, LeanneStandridge who placed third individually, and Rebecca Lubberswho took home ninth.

In addition to Career Development Events the Smyrna MiddleFFA Chapter also had numerous members volunteer over 50hours throughout the week at both the Delaware State Grangeand the FFA petting zoo. We are so very proud of these student’sworth ethic throughout the summer and their various accom-plishments.

2.0 Right to File a ComplaintAn organization or an individual may file a complaint regarding an alleged violation of Feder-al Program Statutes or regulations by the Delaware Department of Education or the LocalEducation Agency. For purposes of this regulation, a Local Education Agency shall alsoinclude charter schools. A written and signed complaint shall be filed with the DelawareDepartment of Education. 2.1 The complaint shall include a statement specifying the alleged violation by the State Edu

cation Agency or a Local Education Agency. Such statement shall include facts and documentation of the alleged violation.

2.2 The Delaware Department of Education shall investigate the complaint and issue a written report including findings of fact and a decision to the parties included in the complaint within sixty (60) working days of the receipt of the complaint. An extension of the time limit may be made by the Delaware Department of Education only if exceptional circumstanc-es exist with respect to a particular complaint.

2.3 The Delaware Department of Education may conduct an independent onsite investigation of the complaint, if it is determined that an on site investigation is necessary.

Any student or employee of theSmyrna School District shall have theright to file a formal complaint alleg-ing noncompliance with regulationsoutlined in Title IX of the EducationAmendments of 1972 or in Level One – Principal or immedi-ate supervisor (informal)A student with a complaint of sex dis-crimination shall discuss it with theteacher, counselor, or principal.Level Two – Title IX ComplianceOfficerIf the grievance is not resolved atlevel one and the student wishes topursue the grievance, the student mayformalize the grievance by filing acomplaint in writing on a Compli-ance Violation Form, which can beobtained from the Title IX compli-ance officer. The complaint shallstate the nature of the grievance andthe remedy requested. The filing ofthe formal written complaint at LevelTwo must be within 21 days from thedate of the event giving rise to thegrievance, or from the date the griev-ant could reasonably become awareof such occurrence. The grievantmay request that a meeting about thecomplaint be held with the Title IXcompliance officer. A minor studentmay be accompanied at that meetingby a parent or guardian. The Title IXcompliance officer shall investigate.

The Smyrna FFA wanted to share our out-standing results from the state AgriscienceFair competition on June 23, 2014. We areexcited that every student that entered thisyear placed first in the state earning a trip toNationals in October and compete againstother students in the nation! This year’sprojects were some of the most rigorously

designed projects that the FFA Departmenthas worked with and we’re very proud ofthe students as they are not only incorporat-ing the state curriculum into their projectsbut STEM skills and components as well!Below is a brief synopsis of each project.Again, thank you all for your continued sup-port of our FFA program!!
