1. Introduction This cleanup status report (CSR) summarizes long-term remedial action (LTRA) operations and maintenance (O&M) activities and monitoring data for the pump and treat (P&T) system operated as part of the selected remedy for the Fruit Avenue Plume Superfund Site (Site; Comprehensive Environmental Response, Compensation, and Liability Information System [CERCLIS] No. NMD986668911). Additional information on the contaminants of concern (COC), P&T system configuration, well locations, and system layout can be obtained from CSR No.26 (CH2M HILL, 2009a). A summary of startup operations may be found in CSR No. 1 (CH2M HILL, 2005). This report (CSR No. 30) describes activities performed on the P&T system from September 24 through December 24, 2010.
The Fruit Avenue Plume Superfund Site Record of Decision (U.S. Environmental Protection Agency, [EPA], 2001) established a remedial action objective (RAO) for the Site to prevent human ingestion of, inhalation of, or dermal contact with groundwater that contains trichloroethene (TCE) concentrations above 5 micrograms per liter (µg/L), and other COCs at concentrations greater than their corresponding maximum contaminant levels (MCL), as promulgated by the Clean Water Act (40 Code of Federal Regulations 141.61, “National Primary Drinking Water Regulations, Maximum Contaminant Levels for Organic Contaminants”). Currently, TCE is the only COC that exceeds its 5 µg/L RAO for the Site.

To help meet this RAO and other applicable or relevant and appropriate requirements, the P&T system has the following operational goals:
• Operate the air stripper treatment plant (ASTP) to remove COCs from extracted groundwater to concentrations lower than their MCLs or non-zero maximum contaminant level goals before returning the treated water to the aquifer.
• Operate the ASTP to maintain COCs in the air stripper offgas at concentrations below state and federal threshold levels.
• Maintain the P&T system’s run time at greater than 80 percent when continuous or pulsed run mode operations are underway.
The third operational goal was recently modified as described in the RSE Report (CH2M HILL, 2009b), which recommended pulsed operation of the P&T system. The decision to start or stop the system during pulsed operations is based on evaluation of COC concentration rebound and plume mobility criterion also described in the RSE Report (CH2M HILL, 2009b).
2. Field Activities This section summarizes the field activities (see Attachment 1) and operational data (see Attachment 2) that were collected during this reporting period. Operational highlights for this reporting period are presented in Table 1, and a summary of O&M activities is presented in Table 2. ASTP performance was monitored by the operations staff during site visits (see Table 3), and through remote monitoring of the supervisory control and data acquisition (SCADA) system.
2.1 ASTP Operation During this reporting period, the P&T system operated nearly continuously in the run phase of the EPA-approved (CH2M HILL, 2009b) pulsed operation mode.
During the run phase, the ASTP was operated for 2,129 hours of the 2,184 hours run mode available this period (97 percent run time). The treatment rate was approximately 84 gallons per minute (gpm). The cumulative and monthly volumes of groundwater treated and reinjected by the ASTP are presented in Table 4 and Figure 1. Through the end of this reporting period, a cumulative total of approximately 151 million gallons of water have been pumped from the extraction well and treated by the ASTP. During this reporting period, approximately 10.7 million gallons of water were pumped from the extraction well and treated by the ASTP.

Routine O&M activities performed this period consisted of changing ASTP effluent bag filters, disinfecting the reinjection system, and adjusting the acid pump stroke length. A sample port inside the ASTP, which broke and was temporarily repaired during the previous reporting period, was repaired. Water previously produced during back flushing and contained onsite in a 23,000-gallon Baker tank, was transported to an offsite facility for disposal. No other system modifications or non-routine maintenance activity were performed this reporting period.
During this run phase, the ASTP was temporarily shut down because of an acid shortage, a low pH alarm, and to repair the broken sample port. The cumulative down time was 55 hours (3 percent) of the total 2,184-hour run phase duration. The ASTP run time calculations and history are presented in Table 5.
2.2 Sampling Results Routine sampling of the ASTP influent and effluent groundwater was conducted on September 23 and December 14, 2010. Recently measured COC concentrations in the ASTP influent (sample port SP-1) and effluent (sample port SP-5) are summarized in Table 6 and illustrated in Figure 2.
The mass of COCs removed by the ASTP during this reporting period was estimated (Attachment 3) based on the total volume of groundwater pumped from the extraction well during the reporting period and the difference between the ASTP influent and treated (effluent) water COC concentrations, as measured during the December 14, 2010, sampling event. The cumulative and monthly mass of COCs removed from groundwater since the P&T system began operations are presented in Table 7 and illustrated in Figure 3. Approximately 8.32 kilograms (kg) of volatile organic compounds (VOC) (consisting of TCE, cis 1,2-dichloroethene [cis-1,2-DCE], and trans-1,2-DCE) are estimated to have been removed from the aquifer since the P&T system began operation in 2005.
3. Operations Summary Based on the monitoring and observations made during this reporting period, the following operations summary was developed:
• The treatment system was in operation for about 2,129 hours (97 percent) of the run mode period (September 24 through December 24, 2010).
• Approximately 10.7 million gallons of water were pumped from the aquifer and treated.
• An estimated 0.32 kg of total VOCs (consisting of TCE, cis-1,2-DCE, and trans-1,2-DCE) were removed from the aquifer during this reporting period.
4. Recommendations/Upcoming Activities Groundwater samples will continue to be collected from the ASTP influent and effluent while operating in the pulsed operation run mode, in accordance with schedules established in the Field Sampling Plan (CH2M HILL, 2009c). Evaluation of the laboratory analysis results will be performed to support decision making on whether to continue in run mode

or change back to rest mode. Per the recommendations in the RSE, the system will resume run mode until there have been no significant change in the influent TCE concentration for a minimum of four sampling events when evaluated using Mann-Kendall analysis. A minimum of two additional samples will be required to complete the evaluation and these samples will be collected monthly during the January and February reporting periods, respectively. Normal system maintenance also will continue during the December 2010 through March 2011 operation period. The next quarterly reporting period will end on March 25, 2010, and the CSR will be updated and distributed for review on or about April 15, 2011.
