The main local subject proposed for GA: surveying of underground networks

• Situation in Estonia today:– INSPIRE directive has been adopted through the Spatial

Information Act 02.11– Estonia is one of the latest in Europe in this adoption process– Regulative acts are still to be worked out

• We have quite good databases, but poor data about underground networks inside of them

• Owners are not obligated to give their data to databases

• Surveyors shall put the networks on maps they are producing for their Clients – owners of utilities have insufficient data about their own networks

• How to get adequate data then?• Why should surveyor determine old networks?

Client’s requirements

• Water supply and sewage– Surveyor should open manholes covered with

soil, ice, asphalt– Surveyor should clean manholes from waste,

mud, water, sewage, ice etc if it’s necessary for survey

• Telecommunication cables– Surveyor should order determination of location of

cables from the owner and pay for double:• for this service • for coordination stamp

– Results of this work will not be stored by owner, so some cables are determined many times by different surveyors
