R G Drew New Chairman I am delighted to be elected as Chairman of Carn Brea Parish Council for the next year, having been the Vice Chairman and Chairman of the Planning Committee for the past year. I was born and brought up in Saltash, attending St Stephens CP School and then Saltash Grammar School. My family came from Cadgwith on the Lizard. In 1966 I went to London for a career in the Metropolitan Police, returning to Cornwall in 2005. My wife Sandra and I live in West Tolgus. We have two children, a daughter working in Falmouth as an accountant, and a son working as a teacher in Dubai, each of whom has given us a grand- daughter. I have always been immensely proud of being Cornish, which when I was working in London often led to serious mickey- taking. Interestingly enough, at my first station posting I worked on a shift with a sergeant from Launceston and constables from Penzance, Torpoint, and Liskeard. The cry ‘where`s my pasty to?’ was heard frequently, and met with blank expressions from colleagues. I look forward to the next twelve months with excitement, enthusiasm, and energy. There are big new challenges facing town and parish councils in the County, but with Cllr Malcolm Moyle as Vice Chairman, and a strong team of Councillors, Clerk, and staff in Carn Brea Parish we are very well equipped to raise our profile at County level and secure a better future for all our people. ANNUAL REPORT MAY 2016Carn Brea Parish CouncilThe Parish of Carn Brea lies between the twin towns of Camborne and Redruth. The boundaries include several villages, hamlets and rural areas as well as the urban area of Pool and Illogan Highway. The southern boundary is the village of Four Lanes, to the east Carnkie and Carn Brea Village, to the north Pool and West Tolgus and to the west part of Tuckingmill and Brea. The Council owns approximately 21 acres of land. This made up of a park at Wheal Fortune, heath at Carn Brea Hill, an open space in Pool and an historic well Carn Brea Village. Carn Brea Monument was transferred form Cornwall Council to the Parish Council (as a Community Asset Transfer) on 125 year lease in May 2012.Carn Brea Parish consists of the following villages and hamlets:Barncoose, Blowinghouse, Bosleake, Bowling Green, Broad Lane, Carnarthen, Carn Brea Village, Carnkie, Forest, Four Lanes, Higher and Lower Brea, Illogan Highway, Pencoys, Piece, Pool, Tolskithy, Tregajorran, Treskillard, Tuckingmill and West Tolgus.ElectorateThe number of electors in the Parish as at 31t March 2016 was 6171.Annual General Meeting May 2015Councillor Charles Bickford and Councillor Robert Drew were elected as Chairman and Vice Chairman respectively.Councillor C.E.N. Changes in staffMrs. S. Kneebone resigned as full time Caretaker in March 2016 and will continue as cover Caretaker. Mrs. J. Baker was appointed as Caretaker in March 2016.

REPORTSAwardsMrs. Pat Coombe presented the Clarence Coombe Award to Mr. R. Bullen and Mr. J. Taylor, for their work with CRASH, at the May Annual Parish meeting.Four Awards were presented to local resident for their contribution to the community. The Chairman presented awards to Mrs. Lisa Andrew-Rowe (for her work with Rainbows, Ms. G. Gillvray (for her community work in Four Lanes), Mrs. Tracey Jolly (for her work encouraging children to learn to swim) and Mr. Robert Hendry (for his community work in Four Lanes).Mr. Roy Barratt was presented with a Special Award in recognition of his outstanding support with the Carn Brea Parish Remembrance Service

EventsCarol ConcertThe Carol concert was held on Tuesday, 8th December 2015 at Treloweth Community Hall. Carols were sung in the hall and accompanied by members of the St. Stythians Band and Cur Tereba Nesa choir. The audience enjoyed the 1st Pool Brownies singing a Brownie carol and listening to Cur Tereba Nesa Choir. The evening was compered by Cllr. c. E.N. Bickford, with readings by Cllr. C.E.N. Bickford and Cllr. R. Drew. The evening concluded with refreshments.

Remembrance ServiceCarn Brea Parish Council’ annual Remembrance Service was held at Treloweth Community Hall War Memorial on Sunday, 1st November at 11.00 a.m. The Chairman of the Parish Council, Cllr. C. E. N. Bickford welcomed members of the Parish and Mr. R. Barratt officiated at the ceremony with Mr. Williams carrying out the duties of Parade Marshall. Fr. Peter Fellows conducted the service and the hymns were accompanied by Redruth Town Band. Wreaths were laid on behalf of Cornwall Council, the Parachute Regiment, Illogan Royal British Legion, Camborne Royal British Legion, the Duke of Cornwall’s Light Infantry, the Royal Air force, the Labour Party and Carn Brea Parish Council. The 1st Pool Rainbows and the 1st Pool Brownies laid posies.

A slide show of the Carn Brea Book of Remembrance was shown while Veterans, serving members of the Forces and local residents enjoyed a light pasty lunch.

Gardening Competition The Parish held its sixth gardening competition in July. All classes in the competition were well represented and the presentation evening in September made an enjoyable evening complete with pasties, saffron buns and a slide show. This year saw the introduction of a new trophy, The Dash Cup for Best Overall Display, in the Community Together Category.

The trophy was kindly donated and presented by the DASH Group. The DASH Trophy was presented to Mrs. Tanya Dovey representing the Appin Garden Community Garden Group (& Little Gem’s Let Us).

Grant AidThe Council has a policy to encourage a community spirit in the Parish. This year a total of £1784 was granted to various organisations through grants and donations to help the local community. The Council considers the applications for grants and donations at the Full Council meetings in January and July annually.

DevolutionThe Council continues to be in discussions with Cornwall Council regarding the devolution of areas of land within the Parish.

Pool in BloomThe Pool in Bloom scheme once again brightened the main road through Pool and received many compliments for local residents. Contributions were gratefully received from local businesses. There are now 85 baskets adorning the main road and Moorfield Road.

Parish Newsletter and Website

The Council strives to improve the dissemination of information to the local residents and the Parish Newsletter is a permanent quarterly publication. The website provides information on forthcoming events e.g. gardening competition, Remembrance Service and Carol concert. Councillor information, contact details, agendas and minutes from Full Council meetings are available on the site.

Planning CommitteeOver the period January 2015 to December 2015 the Planning Committee has considered a total of 86 planning applications in its role as a statutory consultee on behalf of the parish. The Committee supported 67 applications, objected to 15 applications, 2 applications were noted and I application was incomplete. The Committee is awaiting the outcome of one request for a site visit.

Treloweth Community Hall and Open SpaceTreloweth Community Hall is used most evenings for classes and community activities including slimming club, fusion yoga and charity fund raising events.

Treloweth Community Hall and Moorfield Road Open Space continues to be the subject of vandalism with plants being removed from the sensory garden and granite benches being destroyed. The damaged bench has been replaced.

Local residents have raised concerns about the likelihood of a young child or dog leaving the park unsupervised and getting into the road outside, with the potential for an accident. This has led the Council to improve the gateways on Moorfield Road open space.

A display of Flanders poppies flourished in the bed surrounding the War Memorial wall and will be replaced for the next season to commemorate those that have fallen during conflict. Areas around the avenue of trees were seeded and will be seeded again this year with collection of wild flowers. The hall also contains a collection of old photographs and prints of the parish. This collection has been extended during the year and is in the process of being catalogued.

Community updatesThe Council has had discussions with Cornwall Council to install new road signs marking the location of Pencoys and its distinction from Four Lanes. Cllr. D. Elliott CC and Mr. B. Dickinson from Cormac have helped the Council to bring this project to fruition.

The Council is in the process of restoring the BT telephone kiosk at Piece (outside the Countryman Inn) to its bright red colour.

The 1st Pool Brownies have helped to enhance the area on Church Road (opposite Pool Academy) with the planting of

bulbs. Brownies and their leaders attended the area with Cllr. R. Drew to fill the newly installed planters with bulbs. They were rewarded for their hard work with cupcakes and drinks.

The Handypersons have planted various areas in the Parish with spring/autumn bulbs to bring a splash of colour into the community. Local residents have kindly donated shrubs and these have been located around the Treloweth Hall area.

Police LiaisonIt is a pleasure to report that our locally generated system of b-monthly meetings with our Neighbourhood policing Team has been recognised as best practice and is to be rolled out across the rest of Cornwall and the Isles of Scilly. Pat on the back for Carn Brea!

The meetings are attended by all neighbouring town and parish councils, from Camborne to Carharrack and from Stithians to Portreath, with each council having appointed a Police Liaison councillor. Meetings are held at council offices across the area on a rolling basis.

Exchanges between us are frank and robust, and the officers attending are to be commended for the hard work and endeavour they display in responding to concerns raised with them.

Financial restrictions on policing emanating from Whitehall have translated into changes in policing provision locally as commanders struggle to achieve best value with a diminishing budget.

Regrettably a decision has now been made to close the police base in Heartlands and require the team to operate from Camborne Police Station. On the bright side, the team remains in existence, which was not always guaranteed, and we have decided to make our Parish Offices available to the team to use during our opening hours.

Government Legislation & Consultation DocumentsThe Parish Council continues to see a plethora of changes to Government Legislation. This year has seen further regulations and guidelines to encourage greater transparency and January 2017 is the staging date for pensions. The Council has been consulted on a diverse number of issues including the closure of libraries, the Devon & Cornwall ‘engagement Activity with Town & Parish Councils’ and the Cornwall Council Trading Review.

DUDNANCE LANE RECYCLING CENTREThrough the Cornwall Council Integrated Waste Management Contract the Council currently intends to develop a new household waste recycling centre (HWRC) and Re-use Centre behind the existing small recycling centre on Dudnance Lane, Pool. The new HWRC will serve the wider Camborne, Pool and Redruth area.The proposed HWRC will be a split-level facility, similar to the new HWRCs that have been developed at Falmouth and St Erth, which will greatly improve vehicle throughput and ease of use by HWRC customers. The Re-use Centre will be adjacent but separate to the HWRC and will comprise a parking area and building where re-use items can be processed and sold to members of the public.The new HWRC and Re-use Centre will

be accessed via Dudnance Lane and Forth Kegyn, with a new access road provided from Forth Kegyn. As well as improving vehicle throughput the HWRC design also includes space within the site to accommodate queuing vehicles, with the intention that vehicle queues will not extend on to the public highway.It is intended that the existing small recycling facility on Dudnance Lane will close when the new HWRC becomes operational.The Council intends to instruct its Waste Contractor, Suez, to prepare a planning application for the new HWRC and Re-use Centre shortly, with the planning application to be submitted to the Cornwall Council Planning Authority later on this year.

The current contract at Cardrew has to terminate but both primary care/registered patients and walk-in elements will continue to be provided, albeit at different sites. These sites, however, remain close to people’s homes/where people reside. The vision is to develop a fully integrated NHS Urgent Care Centre at Camborne-Redruth Community Hospital. General Practice receptionists would give patients the choice of attending

the UCC or come into the practice. Through general practices in the area working together, the entire population of North Kerrier will benefit. BREA GARDENING CLUBThe Club is still enjoying monthly meetings after 14 years. We meet at Heathcoat Social Club from September to March when we have some very interesting Speakers. During the summer months, from April to August we have various activities eg:- Country Skittles, Duck Race, Visits to Gardens and Evenings in Members Gardens.Membership: Single £5.00 Couple £8.00 per annum and new members are always welcome. Our meetings are held on the 3rd Wednesday of each month and there is an admission charge of £1.50 which includes refreshments and a raffle ticket.We are a group of enthusiastic amateur gardens, but our Talks and Activities are not always about Gardening. Our aim is not only to promote the interest in gardening, but to enjoy other general subjects of mutual interest. Our programme is full and varied.

WINTER and SUMMER WEDNESDAYSThis is an ‘off shoot’ of the Gardening Club and it’s members are predominantly women! We meet in the Winter at Heathcoat Social Club and we go out and about during the Summer months. Meetings during the Winter are normally ‘hands on’ Craft sessions ran by an experienced Guest crafter. These meetings are held on the 2nd and 4th Wednesday afternoons 2pm. Entrance is £2.00 which includes refreshments and a raffle ticket. Dates and times of Summer meetings vary. Carn Brea village’s newest resident - Emily Wassell

I have just moved to Carn Brea Village from Canterbury in Kent and I have been teaching violin viola and piano for 14 years. I began learning violin at the age of 3 as my parents were both musiciansI have enjoyed teaching in many different settings, including state schools, private schools, privately from home and in a Steiner School in Kent. I teach both group violin and individual violin viola and piano lessons.The biggest regret I hear from most people upon learning that I am a musician is that they either didn’t continue their lessons or that they didn’t start. It is well documented, that learning an instrument is incredibly beneficial to children, and includes helping with their mathematical ability, reading and comprehension, an increase in memory and responsibility, time management, exposure to cultural history, concentration, social and listening skills, a sense of achievement and self-expression and release of feelings. Children who learn a musical instrument from an early age are also linked to having a higher IQ. It can also be an incredibly self loving thing to learn in older years, and lessons can provide structure, social connection and expression. Whatever your reason for wanting to start learning an instrument, it is never too late. It is for these reasons that I am passionate about providing music lessons for as many people schools and children that I am physically able to reach. Broad Lane 20mph zoneFollowing comments and complaints from residents about the ‘build-out’ in Higher Broad Lane near North Pool Road, which marks the start and finish of a 20mph zone, the Council has pressed for the build-out to be moved, or preferably removed. We have been fully supported by Cllr Derek Elliott the local County Councillor. Highways have recently proposed the removal of the build-out and the placing of a mini-roundabout in Broad Lane at the junction with Balkin Way. This feature would then mark the start/finish of the 20mph zone. We would like to hear your thoughts on this proposed change.

Treloweth Open SpaceWe can announce that we have successfully bid for funding to buy and erect football goal posts in Treloweth Open Space, next to our offices. We hope this new facility will encourage the young people of the area to be involved in physical exercise, burn off some calories, and do something which does not involve a screen and tapping buttons. The posts will arrive for the summer holidays.

Crime Prevention Advice

The local police have asked us to remind people to look after and secure their property now that (we hope) Summer is on its way. Leaving windows and doors open, sheds and garages open, is fine when you are supervising. Please don`t forget what has been opened when you leave your home, or you might come back to a problem.

Neighbourhood Plan

Last time we mentioned our Working Group that was looking at this idea. Since then the Group has reported to the Full Council, and the Council has decided we should create a Neighbourhood Plan for this Parish. We are carrying out preparatory work and in due course will be asking the community for their views on where development might be encouraged and also places where it should not, and what types of development we would like to see.

We will keep you advised on how the project is progressing.
