Five hundred thousand euro has been ring-fenced to support the implementation of the plan this year, which will include a campaign on cyber bullying and the development of national anti-bullying procedures for all schools. “Bullying, whether is it online or in the school corridor, can have a very serious impact on children and young people. Your confidence and self-belief can be shattered as a result of taunts and harassment from your peers. This can have a lasting impact well into adulthood, and it is something that we should all be working together to address. “Last year, the Minister for Education, Ruairi Quinn TD, and the Minister for Children, Frances Fitzgerald TD, held an Anti-Bullying Forum, which invited submissions from interested parties and stakeholders. This has fed into the new Action Plan on Bullying, which includes 12 actions and a series of recommendations, has the potential to make a real difference in how we tackle this problem in our schools. “As part of the plan, a new national anti-bullying website will be established to give parents, teachers and pupils advice and information. New national procedures will be developed for all schools, which will include a template for recording incidents of bullying, to be in place by the start of the next school year. This will help us look at where and why bullying is occurring. “The problem of bullying is nothing new; unfortunately children have been bullied for as long as they have been going to school. Last week saw a huge number of burglaries in anumber of estates throughout Clondalkin, mainlyin the village area:· 7 breakins / burglaries in the Monastery estatein one night· 5 in Woodford on Tuesday night / Wednesdaymorning· 5 in Monastery Heath· 1 Grange View Park· 1 in Bushfield but the burglars left withoutsucceedingCllr. Researchers at the Women’sStudies Centre in the School ofSocial Justice at universityCollege Dublin (uCD) are seekinginterviewees for a MagdaleneOral History project which isfunded by the irish ResearchCouncil. The project, Magdaleneinstitutions: Recording anArchival and Oral History iscollecting accounts fromMagdalene survivors, as well asrelatives, members of theReligious Orders, regular visitorsand anyone else who wishes toshare their memories andexperiences of theseinstitutions.

Dr Katherine O’Donnell, Directorof uCD’s Women’s Studies Centreand Principal investigator on theproject said: “The mainobjective of this project is tocontribute towards a betterunderstanding of the MagdaleneLaundry system through thefirst-hand accounts of those withdirect or indirect experience ofit.”The project is operating with thestrictest protocols and underethical approval from uCD'sCollege of Human Sciences toprotect the confidentiality andprivacy of all participants. Whenthe project is completed, theinterviews will be made

available in redacted formatthrough uCD Archives and willalso be available on-line via theirish Qualitative Data Archive(iQDA).The project is also gathering andarchiving materials from theJustice for Magdalenes campaignand welcomes contributionsfrom individuals who may havephotographs, documents orother materials that they wish todonate to the archive.

Fine Gael TD, Catherine Byrne, has calledfor the urgent implementation of reformsset out for the National Drugs and AlcoholStrategy, following the publication of areport detailing rising cocaine use andcannabis cultivation in ireland.

The report published by Europol and theEuropean Monitoring Centre for Drugs andDrug Addiction (EMCDDA) shows thatireland has one of the highest rates ofcocaine use in Europe, as well as toppingthe poll for use of new drugs or so-called‘legal highs’. “The findings of this report are verydisturbing, and i am particularlyconcerned at the increase in cocaine usein ireland. The proliferation of drugtrafficking and cannabis cultivation in thiscountry is equally worrying. “A review was recently undertaken of the

Drugs Task Forces, which were set up inareas experiencing the highest levels ofdrug abuse, particularly heroin, in thelate 1990s. The review recommends aseries of reforms, which i believe shouldbe implemented without delay.

“Patterns of drug use have continued toevolve since the Task Forces wereoriginally set up. They have doneconsiderable work in tackling the heroinproblem in Dublin over the last twodecades, but we must ensure we areconstantly adjusting our approach tomeet the challenges of changing drug use. “The reforms proposed include reviewingthe number of boundaries of Task Forcesin Dublin and a number of measures todrive the implementation of the NationalDrugs Strategy. More than €28 million willbe spent on Drugs Task Forces this year;

we need to ensure this is allocated to theprojects that need it most.

“i believe we also need a renewed focuson education, in the form of a candid andcomprehensive drug educationprogramme in our schools, right up tosenior cycle. We need to show a realcommitment to tackling the problems ofaddiction and illegal drug use, which areravaging communities in Dublin and rightacross the country.

“The Minister with Responsibility forDrugs Strategy, Alex White TD, haspromised to bring forward furthermeasures to improve management andcontrol of expenditure by the communitydrugs projects overseen by the Drugs TaskForces shortly. i would urge him to do sowithout delay.”

Groupseligible to apply for funding include voluntaryorganisations, education bodies and civil groups.

“i am encouraging all voluntary organisations,education bodies and civil groups to submitproposals to the Communicating Europeinitiative (CEi) for funding of projects aimed atincreasing public awareness about the role thatthe Eu plays in our daily lives.

“in addition to hosting the Presidency of the Eufor the first six months of this year, we arecelebrating 40 years since ireland joined theEuropean union. Since joining, we havebenefited in a number of ways, such as gainingaccess to new markets for our growing exportsector, support for our farming communities andfinancial assistance to build new roads andpublic transport infrastructure. Adopting newstandards in social protection and labour law hasalso helped make ireland a fairer and moreequal place to work and live.

“The 2013 awards for funding under the CEi willbe awarded to projects which encouragecitizens to actively engage and participate inthe debate on their future in Europe. Proposalswill be assessed under the following criteria:· events which promote public conversations anddebate – at local or national level· cultural and media projects that explainireland in Europe and Europe in ireland- at localor national level· projects or events designed to celebrate theEuropean Year of Citizens· events that celebrate Europe Day on Thursday9 May.

Can you explain what jury serviceentails. is it compulsory? i have oftenwondered what exactly happens if youare requested to do jury service. Canyou be fined if you don’t show up? iwould not be able to attend for juryservice if i was called up as myemployer is not good about taking timeoff work. Would this be a valid excusenot to attend?

Jury service is governed by the Juries Act,1976 as amended by the Civil Law(Miscellaneous Provisions) Act 2008.

Every irish Citizen from eighteen yearsupwards, who is entered on the registerof electors, is eligible for jury service.Previously, there was an upper age limitof seventy years but since the 1stJanuary 2009, this upper age limit hasbeen abolished.

Jury service is intended to be anexpression of service to one’s country.under S29 of the 1976 Juries Act, whenan employee (or an apprentice) is calledfor jury service, he/she is deemed to beemployed during the period he or she isabsent from work. in other words, juryduty does not constitute a break inservice and all pay, annual leave andother benefits due to the employee willcontinue to accrue. Employers can verifyattendance at jury duty by asking theemployee to produce a certificate ofattendance which will provided by theCounty Registrar of the Court. Anyonewith a contract of employment isentitled to be paid by their employerwhile they are on jury service. Anycontractual agreement that attempts toexclude or limit an employer’s liabilityfor the payment of wages during any suchabsence is void. However, the 1976 Actdoes not set out any method forcalculating pay and difficulties can arisein relation to the calculation ofovertime, commission and bonuses.Employers will often take the positionthat the most reasonable solution is toaverage the employee’s pay.

Theemployee should enclose certificatesor documentation that support thisapplication. Such an application maybe made on the employee’s behalfwhere he/she is too ill or injured toapply. However, an employer cannotmake such an application on behalf ofany of it’s employees. A selfemployed individual, whoseattendance at jury duty may mean

he/she cannot earn a living, may alsoqualify for excusal.

if the Registrar refused to excuse theindividual, this decision may be appealedto the Court at which he/she has beensummoned to attend. The decision of theCourt is final. under S60 of the 2008 Act,failure of an individual to serve withoutbeing excused may result in a fine of upto €500.00. An employee is not entitledto travel expenses from the State forattending jury service but will receive alunch if they are actually serving on a jury.

Figures released to RTE under theFreedom of information Act 1997 in 2007showed that out of a total of 41,500people who received a Jury Summons,over 22,000 were excused. The figuresshowed that 15,844 were disqualifiedbecause of their job, on health grounds ordue to their age and a further 7,018 wereexcused at the discretion of the Registrar.Despite the implementation of theincreased fine of €500.00 since the 1stJanuary 2009 for failure to comply withthe Jury Summons, there is still criticismof the unrepresentative nature of irishjuries as a consequence of the number ofexcusals granted.

However, it is understandable how thereis a huge financial disincentive for selfemployed individuals to sit on a jury. inMay 2008, following claims ofdiscrimination by groups such as AgeAction ireland, the Minister for Justice,Equality and Law Reform announced thatthe government had approved a proposalto abolish the upper age limit for juryservice. Alex was born in Dublin, on the 6th April2010, weighing 7 lb 14 oz. Six weeks into theworld, he was left fighting for his life whenhe contracted bacterial meningitis, andthankfully with the support of the doctorsand nurses he pulled through.

However after fighting this battle wenoticed that Alex was not meeting hisdevelopmental targets like other childrenhis age. After an MRi scan Alex wasdiagnosed with Cerebral Palsy (spasticdiplegia) the day before his first birthday.Alex’s condition prevents him from beingable to walk, sit or stand unaided. Alex’sparents say, “The shock we felt that day wasimmeasurable”.

His parents Olwyn (34) and Tony Hoban (36)were warned by doctors in ireland shortlyafter his diagnosis that the chances of theyoungster ever walking were "very, veryslim".But recently they received a letter fromprestigious St Louis Children's Hospital inMissouri, confirming that Alex is an idealcandidate for Selective Dorsal Rhizotomysurgery.

This operation will give alex the chance towalk independently without the use of hiswalker or wheelchair.

This operation is not available in ireland noris it funded by the HSE. Alex has now beenpencilled in for the €60,000 operation inNovember 2013, meaning his parents nowhave the daunting task of raising thenecessary funds.But Alex’s overjoyed parents, said: "We'reabsolutely over the moon and we find ithard to put into words just what this meansto us. it'll be tough to raise the money, butwe'll find a way of doing it. Alex is afantastic child who rarely complains aboutthe daily regime of physiotherapy and theeffort in using his walker. As parents wewould dearly love to give Alex the chance towalk.”

A new international rankingsystem for third levelinstitutions launched atDublin Castle this week, aimsto eliminate prejudices inexisting ranking methodswhich have traditionallyfavoured uS universities overEuropean and Asian colleges.u-Multirank will rate about500 universities worldwide,with the first results due tobe released early next year.Six irish third-levelinstitutions have alreadysigned up to take part,including uCD, DiT, CiT, GMiT,iT Tallaght and iT Sligo.Conventional methods ofrating universities focus

Mep seeks eu help forexhausted irish doctors

The excessive hours workedby junior doctors in irelandare once again under the Euspotlight, following a letterwritten to the EuropeanCommission by Fine Gael MEPJim Higgins.in September 2011, theCommission threatened totake legal action unlessireland reduced doctors’working hours to no morethan an average of 48 hoursper week, in line with theEuropean Working TimeDirective. A year ago, thegovernment informed theCommission that it would

take a total three years for allirish hospitals to comply withthe Eu rules.in his letter to theCommission, Mr Higgins wrotesaid that the problem had stillnot gone away. “There arestill cases where juniordoctors are obliged to work36-hour shifts, to work over100 hours in a single week,and to continue workingwithout adequate breaks forrest or sleep.”

Mr Higgins added that thedanger to patients and to thehealth of the doctorsthemselves was “obvious”.“Junior doctors battling withexhaustion risk makingmistakes which can haveserious consequences fortheir patients,” he warned.Mr Higgins also pointed to therecent death by suicide oftwo junior doctors in Tallaghtas a “tragic illustration” ofthe crisis point that has beenreached in the unhealthyworking hours of ireland’sjunior doctors.

Fine Gael CouncillorBrian Lawlor haswelcomed news thatthe Government is tolaunch a nationwidesuicide preventioncampaign.

“For generations in thiscountry suicide hasbeen shrouded by a veilof secrecy and shame.With suicide on therise, that has to stop,”Councillor Lawlor said.“in 2011, 165 teenagersand young men tooktheir own life in theRepublic of ireland ,”he revealed. “ irelandnow has one of thehighest rates of suicidein Europe , and men arefive times more likelythan women to taketheir own lives.”The downturn in theeconomy has impactedon suicide rates, a newstudy has revealed.“Common problemswhich impact on youngmen in particularinclude income, familyand peer pressure,failure in school andlow self esteem,” theCouncillor explained.

“i welcome news thatthe Government is tolaunch a NationalSuicide Preventioncampaign. While thereare services availablefor people sufferingfrom mental healthproblems, there is aneed for greatercommunication – bothto the general publicabout the service’sability to offer support,and between theservices themselves.
