C&MD HSE AWARD 2009

Speech of the SponsorChairman & Managing DirectorMr. Sami F. Al-Rushaid12th May, 2009

Ladies & Gentlemen,

It is my pleasure to welcome you here today to mark the 12th anniversary of the C&MD HSE Award, and to celebrate with a number of our employees who have worked hard toward the implementation and development of our HSE system.

The Kuwait Oil Company has long sought to establish permanent HSE concepts and rules, to the point that these concepts have become part and parcel of our daily work. Such concepts are not empty slogans, but rather a reflection of our values and culture, and we shall continue along this path through additional future plans.

Dear Guests,

Taking care of employee safety means concentrating on reducing the number of incidents, which in turn necessitates higher efficiency. Hence, HSE concepts have become key criteria for the industrial efficiency of the major international companies.

We at KOC believe that the true wealth of any society is the health and welfare of its citizens. For this reason, we give a high priority to the spreading of health-awareness among our employees. As such, presentations, workshops and campaigns continue unabated. Today’s meeting is just one example of these activities.

During the last 12 months, the Company has recorded many HSE-related achievements. Let me mention some of them as examples of our efforts:

1. The annual average of gas flaring has been reduced to below 4%. This is the lowest gas flaring percentage in the history of the Company.

2. Several precautionary measures to maintain a clean ambient air in the facilities have been implemented.

3. Recycling and treatment of drilling operations associated water has begun.

C&MD HSE AWARD 2009

4. The Company succeeded in reducing the dumping of the associated water into the desert and evaporation pits to 0% (zero)in West and South & East Kuwait. KOC is trying hard to reach the 0% in North Kuwait.

5. Speed monitors have been installed in more than 450 of the Company’s vehicles.

6. 81 HSE awareness workshops have been held throughout the Company.

7. 424 abandoned dump pits have been closed.

8. Numerous contractors have maintained a Lost Time Incident free record.

9. A new waste management system which reduces mixed-waste and uses the extracted metals has been started.

Before I conclude here, I would like to thank everyone who participated in the commendable efforts which helped in maintaining our pioneering role in the HSE field. My heartfelt thanks go to the C&MD HSE Award Organizing Committee members and to our contractors for their constructive support for the Company’s effort. Also, my congratulations to the winners and I wish them further success in their endeavours.

• My special thanks are to a number of dignitaries who have always been supportive to us, namely:

• Captain Ali Haidar, Acting General Manager, EPA.

• Mr. Humoud Al-Rawdan, General Manager, First Joint Group.

• Dr. Adam Al-Mulla, Assistant Dean for Planning & Professional Development, Faculty of Engineering & Petroleum, Kuwait University.

May Allah safeguard Kuwait and its people, under the wise leadership of HH The Amir of Kuwait and his Crown Prince.

C&MD HSE AWARD 2009

Mr. Chairman & Managing Director

Our colleagues,

Dear Guests,

Today, we gather here with the winners to celebrate the C&MD HSE Award. After 12 years, this competition has proved its prominent status and added further successes to its outstanding short history. This success is mainly due to the dedicated attention by the senior management.

Year after year, we observe more participants, whether from the Company staff or our contractors. We, in the Committee, do welcome this wider participation, and encourage everyone to express own talent through this competition.

This year, we have received 270 applications, categorized as follows:

129 KOC employees, 128 Youth and children, 13 contractors.

Dear guests,

The improvement of the people’s life as well as the surrounding environment is a major aim for this Award. Hence, we selected “It is not about statistics… it is about keeping people healthy,” as the theme for this year.

The competition has been categorized into four sub-themes: health, safety, environment and awareness. A subcommittee was formed for each theme, and each subcommittee introduced unified evaluation criteria against which each and every application was evaluated. At the end, winning applications were presented to the main committee for final approval.

Based on the magnitude and the benefit of the initiative, top applications were cross checked. The supreme winner was voted-off by the main committee and following the C&MD instructions to consider the reduction of flaring to less than 4%, which reflects the effort in maximizing our natural sources as far as our technical limits would allow us.

Our special thanks go to my colleagues in the committee, namely:

Capt. Khalifa Al-Du’aij, Mr. Sulaiman Al-Somali, Mr. Shaker Faras, Mr. Abdullah Al-Simaiti, Mr. Abdul Khaliq Al-Ali, Mr. Mustafa Megdad, Mr. Dhari Al-Gharabally, Mr. Bashar Al-Khashti

Thanks also to the heads of the subcommittees:

Mr. Fares Al-Mansouri, Mr. Ahmad Abbas, Mr. Abdulla Al-Awadhi, Mr. Ismael Mataqi, Mr. Abdullah Al-Abdul Salam

Finally, we say well-done for the winners, and wish the other participation a better luck for next year. And our deepest thanks to those who gave hands to bring this event into success.

Flaring Control at GC-21

In GC-21, flaring was observed (even up to 2 MMSCFD) during the first fortnight of Nov.2008. Therefore, initiative was taken to study the case and to take actions for reducing the flaring and protect the environment.

A team comprising of PO (SK) & OTS (SK) engineers visited GC-21 and studied all the parameters from DCS and field. Observations were recorded and analyzed.

Then corrective actions (constant monitoring of flare, optimization of CRU and crude production from GC-21) were taken. Finally, flaring was reduced, to nearly zero, leading to environment protection.

Intravitreal Anti-Vegf Injection ServiceIntravitreal Anti-Proliferative Medications

This new technique of Intravitreal Injection of Anti-Proliferative Medications viz Bevacizumab [Avastin] and Ranibizumab [Lucentis] (which are being used for cancer treatment) are used in small doses to patients with Retinal Disorders like Diabetic Retinopathy, Retinal Vein Occlusion, Age-Related Macular Degeneration etc. This treatment is started in USA 2 ½ years ago. This helps to reduce the swelling of retinal edema and gives improvement of vision in many patients, which in turn gives better quality of life so that patients can do their normal activities. Importantly, the number of patients who were referred abroad earlier to USA for this treatment are reduced to almost none which in turn decreases the expenditures to the company (Expenditures per patient: if referred abroad, including medical treatment from 3 – 6 months, escorts and tickets is equal to 25000KD – 30000KD; at present, expenditure per patient is 80KD – 480KD in our hospital).

The B2 manifold having complex buried pipe line system where inspection and pin pointing any hydrocarbon leakages is herculean task. The team identified the need of exposing all buried pipe lines by Fabricating a Pit, supporting for raising & exposing all the Manifold Pipes, Cementing the walls and base will assist easier inspections and surveillance. As the lesson learned from GCMB incident, the treat of fire and leakages was tackled by installing 16 Nos of Gas detection system. The latest technology was introduced for creating SMS’s to all responsible personnel as early warning of any gas leakages. The Gas detectors are installed to cover all flanges, pipe line accessories, valves etc covering most probable causes of leakages so as to cover entire manifold. The safety of manifold had considerably elevated.

Deviation / Compliance of KOC Standard

Supplied Transformers were not according to KOC Standards. The transformer design deviation would have resulted in direct and serious damaging effects on the main parts (winding, high tension and low tension terminal boxes, disconnecting chambers and isolating/cooling transformer oil) of 71 power transformers installed in the South and East Kuwait as part of major expansion projects. This costly damage might have hindered the crude oil production in new expansions and disrupt the gathering centers operation in general. The modification which was implemented to the transformers, ensures that insulating oil in disconnecting chambers and main tank will not exchange during abnormal operation conditions. Therefore, allocated oil for each part will be maintained and contained properly in the main tank and chambers separately. The vendor was confronted by the deviation and requested to carry out the required modifications at no cost. Accordingly, all modifications were planned, coordinated, supervised and approved by the above mentioned team members in accordance of Company Standard and executed by the Vendor/manufacturer at no extra cost.

Maintenance Excellence

Operations Group (SK) in coordination with M/s Schlumberger Co. conducted a Maintenance Excellence exercise at GC-8 in Oct/Nov.08. The analysis resulted in the tremendous scope in the reduction of CRU Gas Flaring by eliminating the Mini Checks at GC-8 & 7 (Electric Motor Driven) and go for Predictive Maintenance. OTS (SK) Team who is responsible for the Planning, Scheduling and implementation of the Preventive Maintenance Program for the S&EK Production facilities, are already in this process of eliminating the CRU mini checks gradually. Presently they have increased the frequency of carrying out the CRU Mini checks from the existing 5,000 Hrs to 7,500 Hrs which has contributed significantly to the Gas Flaring reduction in S&EK Areas. This resulted in cost saving in terms of Gas production and reduced gas flaring which is equivalent to approx. 7.5 Million USD annually. After monitoring the present setup of carrying out the CRU Mini checks at an extended period of time, we will be completely eliminating the CRU Mini Checks to start with GC-7 & 8 and later on to other GC’s in SEK Areas, which will have a tremendous impact in the reduction of CRU Gas Flaring, and also address the HSE issues of atmospheric pollution especially in the GC’s near the city & airport.
