Two Scheme were planned : (1) Continuing Medical Education Scheme and (2) Equipment Donat ion Scheme. The Medical C ouncil of I ndia was nam ed the noda l agency for collaborat ing these Schemes and a CME . Cell was se t up in the Council offic e in December, 198 5 for t his purposes. These Schemes have been extended by the Central Govt., Ministry of Health & Family Welfare in 1993 to involve Indian doctors from UK and Canada als o. have been held under this Scheme under t he auspices of the Council with t he collaboration of the Association of Indian doctors in USA, UK and Canada along with various institutions in India. These have all been very successful and there is a growing demand for m ore such programmes to be held on a continuous basis every year. Further, in November 1999, t he Central Govt., Ministry of Health & Family Welfare has also extended its approval to hold the CME P rogramm es without participation of NRI faculty from USA/UK/Canada. A number of Continuing Medical Education Programmes 1. Number of Program mes held each year With an initial No. of 4 programmes held during the year 1985-86 the number of programmes have now increased progressively to 100 to 150 programmes per year. 2. Selection of subjects for CME The disciplines in which programmes are to be held are finalised by the Council depending on the request of such programmes in India and the availabili ty of faculties in t he co-responding discipline in USA/UK/Canada, if r equired. 3. Responsibility of t he hosting institutions 1. To finali se the dates and topics for the program mes in cons ultation with th e foreign fac ulty leader. 2. To make all arrangements for holding the programme. 3. To send invitations to Indian faculty members and others, at the discretion of the loc al fac ulty leader. 4. To make arrangements for the stay of the vis iting NRI / foreign /In dian facul ty and their internal travel, if required. 5. To make arrangement for the stay of other visiting fac ulty mem bers and other delegates as required. 6. To send the finalised programm e brochures to the Council for distribution to all medical institutions atleast three mont hs before the dates of the programme. 7. After the programm e is held, a detai led report of the programme, with evaluation analysis from th e participants regarding the programme is to be sent to th e Council. Problems faced by the organisers and suggestions for improvement are also required to be sent. 8. To c ollect abstracts/manuscripts from all the fac ulty members well in time before the programme. 9. To publis h the programm e proceedi ngs and distribute copi es to all medical institutions in the country and to t he Council. 10. To se nd actual bills f or expenses incurred towards hospitali ty of the visiting foreign faculty and publication of programme proceedings to the Council for reimbur sement. 4. Responsibility of the Foreign Faculty 1. The foreign faculty mem bers will bear their own travel expenses from USA/UK/Canada to India and back. 2. The fac ulty leader has to identify not more than five faculty members to participate in the programm e and suc h members should be senior professionals with experience in t he corresponding discipline. 3. A complete list of t he visiting faculty members with their Curriculum Vitae is to be sent to the Council as soon as the faculty is finalised, for assessment. 4. The dates and topic of the programme in consultation with the local faculty leader are to required to be finali sed. 5. Dates for various programme should be s pread through out the year, if possible. 6. The fac ulty leader may send his report regarding the details of the programm e, including their sugges tions if any. 7. The faculty leader may request all the visiting faculty to send abstracts and manuscripts to the local programme organisers before the programme is held. 5. Responsibilities of the Council 1. To iss ue certificates of participation to the visiting foreign faculty, if identified by the Council. 6. Financial Assistance As per rules the Council provides financial as sistance as per the br eakup given under options (a) & (b) , therefore t he institution hosting CME programme can opt only one option ou t of th e following which is applicable. Option (a) FOR THE CME PROGRAMME TO BE HELD WI TH NRI FACULTY PARTICI PATION : The Council can provide financial assistance of upto a maximum of Rs.1.00 lakh to the institutions hosting CME Programmes with participation of NRI faculty from USA/UK/Canada to meet boarding, lodging and internal travel expenses of the visiting NRI faculty including foreign faculty, if any and for publication of programme proceedings. However if an institutions requests financial assistance only for publication of programme proceedings, then the Council can provide only upto a maximu m of Rs.40,000/ -. The participation of NRI faculty fr om USA/UK/Canada is essential, for availing the said financial assistance. OR Option (b) FOR THE CME PROGRAMME TO BE HELD WI THOUT NRI FACULTY PARTICI PATION : (i) Toward boarding, lodging and int ernal travel Rs. 25,000.00 of the visiting In dian faculty. (ii) Towards publication of program me proceedings. Rs. 15,000.00 (iii) For hiring of venue hall and audio-visual equipments. Rs. 10,000.00 7. NOT REI MBURSABLE ITEMS 1. Guidelines for Continuing Medical Education Scheme

8. To collect abstracts/manuscripts from all the faculty members well in time before the programme.9. To publish the programm e proceedings and distribute copies to all medical institutions in the country and to t he Council.

10. To send actual bills for expenses incurred towards hospitality of the visiting foreign faculty and publication of programme proceedings to theCouncil for reimbur sement.

4. Responsibility of the Foreign Faculty

1. The foreign faculty mem bers will bear their own travel expenses from USA/UK/Canada to India and back.2. The faculty leader has to identify not more than five faculty members to participate in the programm e and such members should be senior

FOR THE CME PROGRAMME TO BE HELD WITH NRI FACULTY PARTICI PATION :

The Council can provide financial assistance of upto a maximum of Rs.1.00 lakh to the institutions hosting CME Programmes with participation of NRI

faculty from USA/UK/Canada to meet boarding, lodging and internal t ravel expenses of th e visiting NRI faculty including foreign faculty, if any and for

publication of programme proceedings. However if an institutions requests financial assistance only for publication of programme proceedings, then theCouncil can provide only upto a maximu m of Rs.40,000/ -. Option (b)

FOR THE CME PROGRAMME TO BE HELD WITHOUT NRI FACULTY PARTICI PATION :

(i) Toward boarding, lodging and int ernal travel Rs. 25,000.00 of the visiting In dian faculty.(ii) Towards publication of program me proceedings. Rs. 15,000.00

(iii) For hiring of venue hall and audio-visual equipments. Rs. 10,000.00

7. NOT REI MBURSABLE ITEMS

1. Expenses made by the foreign/I ndian faculty for beverages, STD and ISD calls, etc.

Subject:-Prior permission/registration of Foreign National/NRI desires to participate in CME programmes/Workshop/Post Graduate course holding inIndia – regarding.

Sir/Madam,

Your kind at tention is invited to section 14( 1) of the I ndian Medical Council Act, 1956 which reads as under: -

1. The Central Government after consultation with th e Council, may, by notification in the Official Gazette, direct that m edical qualifications granted by

medical institutions in any country out-side India in respect of which a scheme of r eciprocity for t he recognition of medical qualifications is not in force,shall be recognised medical qualification for th e purposes of this Act or shall be so only when granted after a specified date:

Provided t hat medical practice by persons possessing such qualifications: -

a. shall be permitted only if such persons are enrolled as medical practitioners in accordance with the law regulating the registration of medical

practitioners for the time being in force in that countr y;

b. shall be limited to the institut ion to which they are attached for th e time being for t he purposes of teaching, research or charitable work; andc. shall be limited to th e period specified in th is behalf by the Central Governm ent by general or special order.

In view of the above, you ar e requested to ensure that all the Foreign Nationals/NRI faculty will have to take prior perm ission from the Medical Council of

India if he/she dem onstrates/conducts any procedure, interv ention, surgery, drug t herapy, application of any new device or any treat ment, on a patient

in any CME programmes/wor kshop/Postgraduate courses or an y other programm e, conducted by Medical Colleges/Hospitals/Medical Associations or anyother medical organizations in India.

This is mandatory and suo-mot o action would be initiated by Medical Council of India against th e erring m edical college/institu tion.
