EXECUTIVE SUMMARY E.1 Northern Coalfields Ltd., a leading subsidiary of Coal India Limited has
entrusted CMPDI, RI-VI, Jayant for the work of preparation of Annual Environmental statement for the year 2016-17 for Nigahi OCP. This is a statutory Report to be submitted by each mine unit in accordance with Ministry of Environment, Forest & Climate Change-(MoEFCC), Government of India's notification No. G.S.R.386 (E) dated 22nd April, 1993.
E.2 Nigahi opencast coal mining project lies in Moher Sub-Basin which is located
in Singrauli District of M.P. between latitudes 240 07' 30" to 240 10' 58" North and longitudes 820 36' 24" to 820 39' 28" East. The nearest railway station is Shaktinagar in UP about 7 km and Singrauli in MP about 22 km.
E.3 The targeted capacity of Nigahi Project is 18.75 MTY. The project has
achieved the production of 15.523 Mt Coal and 53.365 Mm3 OB during 2016-17.
E.4 The project has Environmental Clearance from Ministry of Environment, Forest
& Climate Change (MoEFCC) for a rated capacity of 18.75 Mtpa of coal production vide letter No.J-11015/79/2013-IA.II (M) dtd 19.03.2015.
E.5 The Environmental Statement for the year 2016-17 has been presented in
Form-V in the present report. The following are the findings of the different environmental attributes:
i) The air quality monitoring status shows that the SPM, PM10, PM2.5 values for the project are within permissible limits. The SO2 and NOx values are also within permissible limits.
ii) The quality of effluent discharged from the Mine, CHP and Workshop after treatment is found to be within permissible limits.
iii) The noise level of the project has been observed to be within permissible limits.
E.6 Hazardous waste produced from the process or from the pollution control
facilities of the project are disposed-off as per standard norms. Out of six no. of overburden dumps, four (4) no. are internal dumps and 2 no. are external dumps (western external and southern external OB dumps). A portion of western external dumps has already been reclaimed and south external dump is in the process of reclamation. Slopes of the internal dumps have been regularly reclaimed in line with progressive advancement of the mines towards north. Presently all the six dumps are active.
E.7 Some additional suggestions given in Part-H of the report should also be
implemented for further improvement of environmental scenario. E.8 Northern Coalfields Ltd. has implemented “Integrated Management System”
(IMS) in line with the accreditation body. IMS comprises of the following: ISO : 14001: 2004 –EMS (Environmental Management System) ISO : 9001 : 2008 – QMS (Quality Management System) OHSAS : 18001 : 2007-(Occupational Health and Safety Assessment System)

CHAPTER – 1
INTRODUCTION 1.1 GENESIS Vide gazette Notification No. G.S.R-386(E) dated 22nd April, 1993, the
Ministry of Environment, Forest & Climate Change, Government of India have made provision for mandatory Environmental Statement as follows:
"Every person carrying on an industry, operation or process requiring consent
under section 25 of the Water Act, 1974 or under section 21 of the Air Act, 1981 or both or authorization under the Hazardous Waste Rule, 1989 issued under the Environmental Protection Act, 1986 shall submit an Environmental Statement Report for the financial year ending 31st March in Form-V to the concerned state pollution control board on or before the 30th day of September every year".
In compliance of the above, the Annual Environmental Statement for Nigahi
opencast coal mining project has been prepared. 1.2 PROJECT DESCRIPTION 1.2.1 LOCATION, TOPOGRAPHY & DRAINAGE The project is located in Moher basin of Singrauli Coalfields in Singrauli
District of Madhya Pradesh. It is covered under Topo sheet no. 63-L /12 between latitude 240 07' 30" to 240 10' 58" North and longitudes 820 36' 24" to 820 39' 28" East.
The project is well connected to Sidhi in MP about 110 km and Varanasi in UP about 220 km. The nearest railway station is Shaktinagar in UP about 7 km and Singrauli in MP on the Obra-Katni branch line of Eastern Railway which is about 22 km away and is approachable by an all weather road.
The area is undulating and hilly terrain. The elevation varies from 300m to
500m above MSL (Mean Sea Level). The drainage of the area towards north into Bijul nallah through Mehrauli/Morwa nallah, the other towards south into GBP Sagar through Motwani Nalla.
The project location is shown in the Plate No.-I
1.2.2 SALIENT FEATURES The project is designed to produce 18.75 Mtpa of coal from the four working
seams namely; Purewa Top, Purewa Bottom, Purewa merged and Turra with an average stripping ratio of 3.68 m3/t.

The gradient of the seams varies from 2o to 3o. The average grade of coal is G-7, G-10 and G-14. The project is linked to serve Vindhyachal Super Thermal Power Station of NTPC.
Total land requirement was estimated as 3036.40 ha, out of which 1260 ha is
forestland, 1567.40 ha tenancy land and 209.00 ha Government/wasteland.
The project is being worked by combined mining system deploying dragline and shovel dumper combination. The ultimate working depth has been estimated as 250 m. The total O.B. during the mine life has been estimated as 1776.65 Mm3, out of which 231 Mm3 will be dumped as external dump and balance will be dumped as internal dumps. The overall dump slope will be kept at 28o to prevent dump slide.

PLEASE SPECIFY THE CHARACTERISATION (IN TERMS OF COMPOSITION AND QUANTUM) OF HAZARDOUS AS WELL AS SOLID WASTE AND INDICATE THE DISPOSAL PRACTICE ADOPTED FOR BOTH THESE CATEGORIES OF WASTES.
F. 1 Hazardous Waste:
Hazardous wastes are mainly oily solid waste from HEMM Workshop and used oil from the HEMMs. These wastes comprise mainly oil & grease in characteristics, which is considered as hazardous. During the current financial year 2016-17, about 252.635 KL used oil including emulsified oil has been recovered from oil and grease trap and other sections. In the year 2016-17 300.00 KL of category 5.1 oil waste was disposed through an authorized TSDF.
30 t of Category 5.2 waste (Wastes/ Residues containing oil) was also recovered in the financial year 2016-17.
Used oil generated from different sections and workshop is collected by trolley and drums system and returned to the stores. It is then centrally auctioned through ANTRAS system Pvt. Ltd., Banglore and sold to authorized recycler. Oily solid wastes are being sent to M.P. waste management project, Pithampur, Distt. Dhar (M.P.) for disposal.
The project has obtained the authorisation for generation, storage and disposal of hazardous waste from the Madhya Pradesh Pollution Control Board under Hazardous & Other Wastes (Management & Transboundary Movement) Amendment Rules, 2016.
F.2 Solid Wastes:
One of the solid waste generated from the opencast mine is overburden material including topsoil, which consists of three distinct materials: i) mixture of fine grain sand stone, clay and shale (about 15%). ii) weathered porous grained (ferruginuous) sand stone (about 30%) iii) porous grained white sand stone (about 55%).
During the year, 2016-17, about 53.365 Mm3 of overburden was generated by the project. Dumping of the excavated OB material is being done in earmarked four numbers of internal dump sites and two numbers of external dump sites as per the approved EMP (15 MTY). This dumping is being done in benches of height not exceeding 30 m and ultimate height not exceeding 270 m from lowest coal seam floor level and 90 m from the average ground level in case of internal and external dumps respectively. Thereafter these dumps are being reclaimed technically by levelling with dozer and grader while keeping slope of the dump to be less than 280. Appropriate plant species are grown on the dump slopes to stabilise them and to prevent soil erosion. Till March-2017, 315.00 ha of external and internal OB dump have been reclaimed technically and 304 Ha biologically.

F.3 Top Soil: The mine lease area and its surrounding area is undulating and hilly terrain.
Hence, at Nigahi OCP, top soil is available in patches. The prevalent practice is to reuse the top soil, whatsoever is generated, readily for biological reclamation of OB dumps.
The top soil which need to be stored is being stock-piled on the designated top soil
dump i.e., top soil storage site on the north side of the top of the western internal dump (Plate-III).

PART – G
IMPACT OF POLLUTION ABATEMENT MEASURES ON CONSERVATION OF NATURAL RESOURCES AND ON THE COST OF PRODUCTION
G.1 A detailed EIA/EMP was prepared for Environmental Clearance for 15.00 Mtpa Coal production by RI-VI of CMPDI in 2006. In order to prevent any damage to the Environment, several measures were suggested in the Environment management plan to keep the pollution within permissible limits. The following measures are being followed:
Air Pollution Control Measures:
OEM water tankers (two each of 28 KL and 70 KL capacity), converted water tankers (7 nos. of 37 KL capacity) are deployed for water spraying on haul roads and other required areas.
Besides the above mentioned departmental arrangement, the outsourcing management has its own fleet of water tankers for water spraying on haul roads and are tabulated as below:

Water spraying arrangement through nozzles has been done near unloading point
of receiving pit and loading point of SILO.
Vegetation/ Plantation have been carried out over the surface of dumps.
Dust collectors are provided in drills.
Green belts around colony, quarries, OB dumps, and industrial area has been provided.
50000 plants were planted on OB slopes in slope area of 20 Ha in 2016-17. Water Pollution Control Measures:
a) Waste water from Workshop and CHP: It is being treated in two numbers of ETPs of capacities 4.0 MLD and 10.5 MLD constructed for Workshop and CHP effluents respectively. The method of treatment used in these ETPs is chemical treatment i.e. Coagulation and Flocculation by using Alum as the coagulant in the presence of lime and poly-electrolyte.

b) Domestic waste water: It is being treated in a STP of capacity 3.0 MLD. The method of treatment is biological treatment i.e. biological oxidation of waste water by aerobic biomass.
c) Discharged Mine Water: At present mine water is partially treated in three stages. In the first stage sedimentation is carried out at Tri-junction sump, in the second stage it is carried out at Old Bareja Reservoir and in the final stage sedimentation is carried out at New Bareja reservoir. Moreover one ETP is proposed for mine water treatment.
Noise Pollution Control Measures:
The noise values are within permissible limits as per the noise monitoring report. The noise is mainly being produced during:
i) Drilling & blasting operation.
ii) Operation of HEMM like dragline, dumpers, dozers, shovels and other motor vehicle.
iii) Operation of CHP due to crushing, screening, loading and unloading operation.
iv) Workshop operation.
The following measures are being adopted to keep the noise pollution within limits:-
i) Blasting operation are carried out in between 1.00 PM to 2.00 PM during which all workers are evacuated from the mine area.
ii) Routine maintenance of HEMM is done in the project. Operators are provided A/C cabin which acts as a noise insulator.
iii) Operators and workmen are provided earmuffs and earplugs as and when required.
iv) Colony has been constructed at a distance of 4 km approximately from the mine area to minimise the impact of noise due to mining activity. Curtain plantation is done between the mine area and colony which acts as noise barrier.
v) In CHP crusher boxes are enclosed. Gyratory crushers are employed which make minimum noise. At both loading and unloading points, air-conditioned enclosed cabins are provided for work persons employed therein.
G.2 Land Reclamation:
The removal and management of OB from mine has been outlined in Part - F of the report. The project has carried out massive afforestation in the area. Up to March-2017, about 31.29 Lakhs saplings have been planted in Nigahi area. A sum of Rs.4.66 Crores (approx) has been spent on environmental protection in the year 2016-17.

G.3 IMPACT OF POLLUTION CONTROL MEASURES ON COST OF PRODUCTION: As per environmental management plan the cost for environmental protection
measures is Rs. 8.58 per tonne of coal. G.4 Expenditure incurred on Environmental work and abatement of pollution in the
year 2015-2016 and 2016-2017 in Nigahi project are given in Table G-1 and G-2 respectively.

ADDITIONAL MEASURES/INVESTMENT PROPOSAL FOR ENVIRONMENT PROTECTION, ABATEMENT OF POLLUTION, PREVENTION OF POLLUTION
H.1 Though the project management for pollution control has already taken some measures, some additional measures are suggested to ensure operation of the project activities do not hamper the environment. They are as follows:
i) Complete afforestation over fully constructed OB dumps and unused lands
within the leasehold. ii) Proper maintenance of catch drains, garland drains and sedimentation
lagoons. H.2 In addition to the above, following measures are also recommended for better
environment:- i) All fully constructed and inactive OB dumps should be reclaimed with least
possible delay. The side slopes of the OB dumps shall be maintained within 28o. Topsoil scraped from any place for mining purposes shall be utilised for reclamation of mined out patches without any interim storage.
ii) The fund provided for environmental protection and control should not be
diverted to any other activities.
iii) DGMS approved and environment friendly dust suppressant should be used for dust suppression along with water so as to minimize the water use and increase the dust suppression efficiency.
iv) Raised air monitoring platforms should be constructed at identified locations with proper power supply arrangement.

PART - I ANY OTHER PARTICULARS IN RESPECT OF ENVIRONMENTAL PROTECTION AND
ABATEMENT OF POLLUTION I.1 a) The suggestion given in the EIA/EMP prepared by RI-VI should be
implemented and reviewed as and when required. b) The fund provided for environment should not be diverted to any other
activities. c) Provision of earmuffs and earplugs as and when required to the operators
and nearby workers of high noise producing equipment. d) Technical & Biological reclamation will be continuing in phased manner as
per EMP. f) Environmental monitoring of ambient air, water/effluent and noise
measurement will be continued as per MoEFCC/ SPCB guidelines.

The sampler was placed at STP near residential Colony of Nigahi. This location will represent the ambient air quality of residential area in Core zone of Nigahi Project.
iv) Nigahi Old Guest House (NA4) : Residential Area
The sampler was placed at Old Guest House near DAV School and Temporary Colony of Nigahi. This site was selected to assess the present ambient air quality status in residential area in Core zone.
v) Nigahi (East) Substation (NA5) : Industrial Area
This site was selected to assess the present ambient air quality status in Industrial area in Core zone of Nigahi Project.
II. BUFFER ZONE Monitoring Location (Refer Fig. No. - I ) i) Amlohri Colony Pump House (AA4): Residential Area
The Air sampler was placed at Pump House near Residential Complex of Amlohri. The station was selected to represent the impact of mining activities of Nigahi project in the buffer zone.
ii) Surya Kiran Bhawan (DA5): Residential Area.
The sampler was placed at Surya Kiran Bhawan near residential colony of Dudhichua as well as NSC. This site was selected to assess the present ambient air quality status in residential area in buffer Zone of Nigahi OCP

iii) Rose Garden (JYA3): Residential Area
The Air sampler was placed at Rose Garden near Residential Complex of Jayant. This site was selected to assess the present ambient air quality status in residential area in buffer Zone of Nigahi OCP
iv) Madhauli Substation (JYA4): Residential Area
The sampler was placed at the electric substation near Madhauli Village. The station was selected to represent the mining activities of Nigahi Project in the buffer zone.
2.2 Methodology of sampling and analysis
Parameters chosen for assessment of ambient air quality were Suspended Particulate Matter, Respirable Particulate Matter (PM 10), Fine Particulate Matter (PM 2.5), Sulphur Di-oxide (SO2) and Nitrogen Oxides (NOx).
Respirable Dust Samplers (RDS) & Fine particulate Sampler (FPS) were used for sampling “SPM, PM 10, SO2 & NOx” and “PM 2.5” respectively at 24 hours interval once in a fortnight. The samples were analysed in Environmental Laboratory of CMPDI, RI-VI, Jayant.

i) Inlet of W/S- ETP (NW1)
To assess the effluent quality of Workshop before treatment in workshop ETP.
ii) Treated water from W/S- ETP (NW2) To assess the effluent quality of Workshop discharge after treatment in ETP.
iii) Inlet of CHP- ETP (NW3) To assess the CHP effluent quality before treatment in CHP ETP
iv) Treated water from CHP's ETP (NW4) This location has been selected to monitor the discharge quality of CHP ETP after treatment.
v) Treated water from STP (NW5) This site has been selected for asses the quality of treated domestic effluent through STP.
vi) Tap Water of DPS School (NW6) This is the location of the Project for monitoring of Drinking Water.
vii) Hand Pump Water of Temporary Colony (NW7) This location is monitoring for underground water quality of Drinking Water
viii) Overflow from Bareja Siltation pond (NW8) The sampling site was selected to check the water quality of overflow during the monsoon and the seepage from this dam, which should conform to MOEF&CC SCH-VI Standards.
ix) Water near OB dump at east Section (NW10) This location is selected to monitor the surface water quality of mine water sump whose water is used for dust suppression.
x) Hand Pump Water of Amjhar School (NW11) This location is monitoring for underground water quality of Drinking Water.
Methodology of sampling and analysis
Water samples were collected as per standard practice. The effluent samples and Drinking water samples were collected and analysed for four/five parameters on fortnightly basis. The surface water sample and drinking water samples were collected and analysed for all parameters on quarterly basis. Parameters like pH, Temperature and Dissolved Oxygen were analysed on-site while collecting the samples. Thereafter the samples were preserved and analysed at the field laboratory located at RI-VI Office campus, as well as at the Environmental Laboratory at CMPDI (HQ), Ranchi.

Methodology of sampling and analysis
Noise level measurements in form of 'LEQ' were taken using Integrated Averaging Sound Level Meter (CR: 812C) during day and night time. Noise levels were measured for about one hour time in day and night time. Noise levels were measured in Decibels, 'A' weighted average, i.e. dB (A).
