Introduction

The ES Data System’s FSPSA Report primary purpose is to report the data entered in Family Support Plan Service Authorization (FSPSA) Records with dates of service(s) authorized within the Start and End dates of the report period. This reported data is used for a variety of purposes including but not limited to:

Reconciling invoices to LES Centers for the services provided by community providers;

Reconciling timeliness of service delivery;

Projecting budgets for Part C funding needs;

Scheduling meetings to re-authorize services that are expiring due to IFSP 6-month timelines;

Services planning and projecting budgets and for community providers’ authorized services; and

Managing services authorized to be delivered in Natural Environments.

Rules of Thumb for FSPSA Report

1. The FSPSA Report deals with service data collected in Service Authorization records, and enrollment data for the children authorized to receive services via those records.

2. The more filters used, the more likely the report will fail or return no results. 3. Be able to clearly define what information is needed before running any reports (e.g., “I need to know the total

EIIF units authorized for provider code BCS during October”, or “I need to know how many units of Speech were authorized for delivery by Agency Q during June” as opposed to “I want to know about Therapy services”)

4. Use one report’s Excel output instead of running separate reports - e.g., a report for all Therapy for October vs. multiple reports for each Agency’s individual Therapy types (OT, PT, and Speech) for October.

5. Take classes in Excel – learn to use filter, sort, and pivot tables. 6. Call the ES Data System Help Desk if problems or questions arise. 7. The larger time span used, the longer the report will take to process. 8. Don’t re-run a report that has not appeared yet as this will only add additional reports to a queue that is already

too long. Call the ES Data System Help Desk. 9. Do not delete a report from the Reports Directory if you have questions about it. The ES Data System Help Desk

cannot help if the report has been deleted. 10. Once a report is deleted, it is gone forever. A report with the same criteria can be re-run, but the report that

was deleted cannot be restored. If a report is critical, make a copy of all components (Excel, HTML list, Summary) to a local network location.

11. Make a report template for reports that are run routinely so that the report is run the same way every time, no matter who runs the report.

12. Users will ALWAYS get the Summary portion of the FSPSA Report in HTML format. The Excel version of the “listing” portion of FSPSA Report will NOT include any indication of the filters selected, while the HTML version will contain the report filters used.

FSPSA Report Output

The purpose of the Summary is to total and subtotal all services authorized according to the report’s criteria. The FSPSA Report output is delivered to the user via the Reports Directory in three main components:

Summary Report (HTML format)

List of Services (HTML format) and

List of Services (EXCEL format).

Note: HTML format means that the text of the report includes the code needed to display the report via a web

browser such as Internet Explorer. EXCEL format means that the contents of the file will be a Microsoft Excel spreadsheet. Occasionally, a report contains too many records for Microsoft Excel to hold (more than 16,384 records). In this case, the report will be delivered to the user in a database table (.DBF) format. Users may call the ES Data System Help Desk for assistance with large files.

FSPSA Summary Report

Report Header

The Summary header shows the date the report was run and the report filters (criteria), including Start and End Dates, as well as indicating whether the FSPSA report type selected was an Initiated, Overlap, or an End Date report.

Subtotals

Each of the EI Classes defined by the ES Service Taxonomy contains several Service Codes. Subtotals may be reported only for the entire EI Class, but typically users choose to subtotal for each Service code under each EI Class, and this is the default setting (see example on the following page). Each subtotal line contains:

The number of individual, unduplicated children with FSPSA Records with a Service Code and/or Service Codes within an EI Class (e.g., Targeted Case Management (TCM) is in EI Class 01 – Service Coordination). This means that a child is counted only once no matter how many services he/she has authorized with the same Service Code or within the same EI Class;

The total number of FSPSA records with the Service Class/ Code – note that a single child in the first column might have multiple records for that specific Service Class/Code;

The total number of units authorized within the report period for the Service Class/ Code;

The total amount of dollars authorized for the Service Class/Code within the reporting period; and

The average dollars/unit for the Service Class/Code.

Totals

All of the FSPSA Records contained within the report are summed for the report total. The total line contains:

The number of individual, unduplicated children for all of the FSPSA Records included in the report. This means that a child is counted only once no matter how many kinds of services (Classes/Codes) he/she has authorized in the entire report;

The total number of FSPSA records in all Service Classes/ Codes;

The total number of units for all of the FSPSA Records included in the report;

The total amount of dollars for all of the Service Classes/Codes; and

The average dollars/unit for all authorized services in all Service Classes/Codes

Report Header

The Billing List of Services heading shows the specific LES Center, the date the report was run, and the report’s filters (criteria) including the Start and End Dates.

List of Records

The order of the list must be selected during the report set-up:

Name of Child - the List of Authorized Services will be ordered by the Child’s Name (as in example above)

No List - only the Summary will be generated, no List of Authorized Services will be produced.

Agency - the List of Authorized Services will be ordered by the Agency (alphabetized by Agency Code)

Service - the List of Authorized Services will be ordered alphabetically by the Service Code

PSC - the List of Authorized Services will be ordered alphabetically by the PSC Code

Start Date - the List of Authorized Services will be ordered chronologically by the beginning date of the Authorization period

Columns in the FSPSA Report List of Authorized Services (HTML format)

Note: During data entry, the data system requires that the date span for the Intervention Record exist within a single enrollment period, and uses that enrollment record in order to check the rules for data entry. For example, assume that a child’s initial enrollment period goes from a referral date of 01/01/11 through 06/30/11 and the child has no Medicaid during this period. All interventions with dates between 01/01/11 and 06/30/11 will be prevented from using a MED payer code because the child was not Medicaid during the period.

All output fields in the HTML format for the Billing List of Services, however, will be generated using only data from the most recent Enrollment Record, regardless of the Fiscal/Billing Report Period.

For example, if the child’s most recent enrollment record has a Medicaid #, but during the previous enrollment period the child did not have a Medicaid #. The Medicaid column of the HTML format for the Billing List of Services will display a value in Medicaid column of the report because the most current enrollment record has a Medicaid number.

This may change as the reporting specific needs related to multiple enrollment periods become clearer.

In FSPSAs, the number of units/total fee is calculated using the number of days between the from and to dates. Total Units=(units in the session) *( the multiplier) * (the total number of days between the from and to date) =

total units for the authorization. For example, if you have an FSPSA for two units, weekly, from January 1 through January 31: Total Units= 2 *1/7 * 31=8.86 .

Total fee is calculated as the total units * the rate of the service. IN an FSPSA overlap report, these calculations are made only for the number of days in the FSPSA record that

This may change as the reporting specific needs related to multiple enrollment periods become clearer. The List of Authorized Services in Excel format contains more information than the HTML format because the Excel

format is not limited to the size of a standard page. It does not contain a report header, however. Users must refer back to the accompanying Fiscal Summary, or to the HTML list, if they need to know when the report was run or its criteria.

FSPSA Report Set-up

Before entering filters in the report set-up, the user must provide some basic information to the reporting system.

Report Name

Every report must be named because the report name becomes the filename(s) for the report results. Use a report name that is meaningful (e.g., “EIIF May 06”, or “invoice_June 06”).

Note: Because the report name is also a filename, they must be unique. To prevent the possibility of reports being

overwritten, filenames now contain a date-time stamp at the end of the report name.

Billing portion format

The Excel version of the FSPSA Record list (pre-selected) will be generated, since that allows users to perform data analysis, construct pivot tables, etc. Check the output option for HTML instead/in addition if that format is needed.

FSPSA Report Types – Initiated, Overlap, or Ending

Users must select one report type by picking the radio button:

Initiated – reports will contain those records where the “start date” of the authorization falls within the reporting period.

Overlap – reports will contain those records where the “start date” and “end date” overlap the reporting period for some portion of the authorization period.

End Date – reports will contain those records where the “end date” of the authorization falls within the reporting period.

Report period Start Date/End Date

The date range of the records returned in a report is based on the From Date (FSPSAs beginning report) and/or To Date (FSPSAs Ending report) in the FSPSA Records. All records in the report will be within the selected date range for the appropriate date filter based on those authorization Start and End dates.

List Order:

The order of the list must be selected during the report set-up:

Name of Child - the List of Authorized Services will be ordered by the Child’s Name (default value)

No List - only the Summary will be generated, no List of Authorized Services will be produced.

Agency - the List of Authorized Services will be ordered by the Agency (alphabetized by Agency Code)

Service - the List of Authorized Services will be ordered alphabetically by the Service Code

PSC - the List of Authorized Services will be ordered alphabetically by the PSC Code

Start Date - the List of Authorized Services will be ordered chronologically by the beginning date of the Authorization period

Print Individual Codes under Class in Summary

By default, the FSPSA Summary will print individual services under each EI Class. Click No if only the EI Class is needed on the FSPSA Summary report output.

Other Filters

Note: During data entry, the data system requires that the date span for the Intervention Record exist within a single enrollment period, and uses that enrollment record in order to check the rules for data entry. For example, assume that a child’s initial enrollment period goes from a referral date of 01/01/11 through 06/30/11 and the child has no Medicaid during this period. All interventions with dates between 01/01/11 and 06/30/11 will be prevented from using a MED payer code because the child was not Medicaid during the period.

All output fields in the HTML format for the Billing List of Services, however, will be generated using only data from the most recent Enrollment Record, regardless of the Fiscal/Billing Report Period.

For example, if the child’s most recent enrollment record has a Medicaid #, but during the previous enrollment period the child did not have a Medicaid #. The Medicaid column of the HTML format for the Billing List of Services will display a value in Medicaid column of the report because the most current enrollment record has a Medicaid number.

This may change as the reporting specific needs related to multiple enrollment periods become clearer. These options indicate whether further filters are being used in the report set-up. After the FSPSA Report

establishes which records should be included from the initial query based on Start and End dates, it then applies other “filters” to exclude specific records (e.g., Providers, payers, agencies, etc.). A list of the filters selected by the user will appear on the report header of the HTML version of the Service Authorizations List as well as on the FSPSA Summary page.

Note: The ES Data System uses an extensive list of codes. Please see the General Codes List or the Data Information

Chapter for more information on codes. Additional filters are available to restrict the records returned by the FSPSA Report.

Frequencies Enter up to 3 frequency codes to limit report results to records with the specified frequencies.

Program Patients

Medicaid Eligibility

Select an option to limit the report results to children whose Medicaid status in their Enrollment Records is:

Yes-Children have Medicaid numbers

No-Children do not have Medicaid numbers

Submitting the Report Request

When all information is provided and all filters are selected, click on the button to “Generate Report.” A confirmation message will appear in the bottom portion of the screen identifying the time the report was submitted, as well as a “View Reports” button, and printing instructions.

FSPSA Report Retrieval

Once the reports have been processed, they are posted as HTML or EXCEL files to the user’s Reports Directory. To access a report, click on its link. For large reports or reports that the user is going to modify, download the report to a local directory by right-clicking and choosing the Save Target As option (allows user to select the file/folder location in which the report will be saved).

When reports are no longer needed, they may be deleted from the users Reports Directory.
