    CERTIFICATIONPROGRAMFORCOACHESFUNCTIONINGAT

    WORLDKARATEFEDERATIONEVENTS

    1. Scope

    Theseregulationspertaintocoachesparticipating inofficialWKFevents,andanyothereventdirectly

    sanctionedbytheWKF. Thefunctionofthisprogramistoestablishastandardratherthanbeingafully

    fledged training program. The primary education of coaches will remain within the National

    Federations;muchinthesamemannerasitfunctionstodayfortheeducationofreferees.

    2. Application

    TheWKFTechnicalCommissionisresponsiblefortheimplementationoftheseregulations.Anyrevision,

    changeorexceptionstotheserulesaresubjecttothedecisionoftheWKFExecutiveCommittee.

    3. Description

    3.1 All coaches of athletes representingWKFNational Federationsmust sign the Accreditation

    Agreement for Coaches in order to be functioning atWKF sanctioned events. The signed

    agreement isretainedbytheWKFTechnicalcommission. Recordofanydismissedprotestby

    thecoach,andanysanctionagainstthecoachandhis/heradministeredathletes.

    3.2 The AccreditationAgreement for Coaches is both a basicwork description for the coach

    functionandthecoachspersonalagreementandcommitmenttothestandardssetforthinthe

    agreement. The signatureof theAccreditationAgreement forCoaches is a requirement for

    holdingavalidaccreditationasacoachataWKFevent.

    3.3 TheCertificationProgramforCoachesisdividedintothreedifferentlevels:

    An Accredited Coach is simply a coach that has been designated by his/herNational Federation for this role,has signedoff theAccreditationAgreement for

    Coaches, and has attended a compulsory coach briefing for accreditation. This

    briefing will take the candidates through the elements of the Accreditation

    AgreementforCoaches,theWKFrulesforprotestsandtheWKFdopingregulations.

    Noformaltestisrequiredatthislevel.

    Thesecond level,CertifiedKumiteCoachorCertifiedKataCoach,requiresthefunctionasacoachonaninternationallevel,andpassingaformaltestontherules

    foreitherkumiteorkata(asapplicable).Inordertoapplyforthetest,theapplicant

    musthavehis/her Federation signup theapplicant for the test. By applying the

    National Federation certifies that theapplicanthasbeen functioningas coach for

    nationalteammember(s). Iftheapplicantpassesthewrittenexam,adiplomawill

    be issued totheapplicantwithanexpiryperiodof threeyears. Afterthreeyears

    theapplicantmustrepeatthewrittenexamforrecertification.

    The third level, Certified Karate Coachmay be awarded to coacheswho havecompleted

    both

    the

    Certified

    Kumite

    Coach

    and

    Certified

    Kata

    Coach

    requirements,hasservedasacoachatWKFeventsforatleastfiveyears,doesnot

    havemultiplerejectedprotestsoverthelasttwoyears,andhasnorecordofbreach

    oftheAccreditationAgreementforCoachesforaperiodoffiveyears.

    3.4 TheWKF TechnicalCommission shallwithhold thediploma from any applicanthaving issued

    multiple invalid protestswithin the last two years, or having any disciplinary sanction held

    against him/her by the WKF for the same period of time. In such cases the Technical

    Commission shall refer the case to the ExecutiveCommitteewith their recommendation for

    solution.

    3.5 TheWKFTechnicalCommissionmayrevokeorsuspendacertificationatanytimeforanybreach

    oftheAccreditationAgreementforCoaches. Anysuchactionmustberecordedonthebackof

    thepersonssignedAccreditationAgreementforCoachesbyarepresentativeoftheTechnical

    Commission. Anycoach,previouslyaccredited,orcertified,havingtheaccreditationremoved,

    mustpasstheapplicablewrittenexaminationforcertifiedkumiteorkatacoach inordertobe

    eligibleforrecertification,regardlessifanyexamhasbeenpassedbefore.Acoachofprevious

    accreditedstatus,beingreinstatedasaccredited,willnotautomaticallyobtaincertifiedstatus

    bypassingthewrittenexam.

    3.6 TheTechnical

    Commission,

    may

    at

    their

    own

    discretion,

    award

    certifications

    to

    known

    experiencedcoacheswithoutformaltestingprovidedthatthecandidatesignstheAccreditation

    Agreement forCoaches,has the requiredexperience for the certification andnodisciplinary

    recordwithWKF.

    Theundersignedherebyagreestoconformtothefollowingconditionsasaprerequisiteforcoachingat

    WKFeventsandobtainingandmaintainingWKFcoachinglicenses:

    AsacoachIamresponsiblefor:

    1. thesafetyandwellbeingofallathletesassignedtomebymyNationalFederation,bothinside

    andoutsidethecompetitionarea;

    2. thecourteous

    and

    disciplined

    conduct

    of

    myself

    and

    my

    assigned

    athletes,

    both

    inside

    and

    outsidethecompetitionarea;

    3. theadherenceofmyselfandmyassignedathletestoinstructionsgivenbytherefereeorother

    empoweredtournamentofficials;

    4. theadherenceofmyassignedathletestothecurrentantidopingrules;

    5. to keepmyself abreastof current competition rules and ensure thatmy assigned athletes

    abidebythesamerules;

    6. avoidingprotestswithoutbasisintherules.

    IherebyconfirmthatIunderstandthatbynoncomplianceofthisAccreditationAgreementmayforfeit

    myright

    to

    coach

    at

    WKF

    events,

    and

    that

    such

    non

    compliance

    may

    result

    in

    the

    revocation

    or

    suspensionofanycoaching license issued tomeby theWKF,basedon thedecisionof theTechnical

    Commission.

    ANNEXII OFFICIALPROTESTS

    ARTICLE11OFTHEWKFKATAANDKUMITECOMPETITIONRULES

    1. OfficialProtests

    1. NoonemayprotestaboutaJudgementtothemembersoftheRefereeingPanel.

    2. IfaRefereeingprocedureappearstocontravenetherules,thePresidentoftheFederation

    ortheofficialrepresentativeistheonlyoneallowedtomakeaprotest.

    3. Theprotest

    will

    take

    the

    form

    of

    awritten

    report

    submitted

    immediately

    after

    the

    bout

    in

    which theprotestwas generated. (The sole exception iswhen theprotest concerns an

    administrativemalfunction.TheMatchAreaControllershouldbenotifiedimmediatelythe

    administrativemalfunctionisdetected).

    4. TheprotestmustbesubmittedtoarepresentativeoftheAppealsJury.Induecoursethe

    Jurywillreviewthecircumstancesleadingtotheprotesteddecision.Havingconsideredall

    thefactsavailable,theywillproduceareport,andshallbeempoweredtotakesuchaction

    asmaybecalledfor.

    5. Any protest concerning application of the rulesmust bemade in accordancewith the

    complaintsproceduredefinedbytheWKFEC.Itmustbesubmitted inwritingandsigned

    bytheofficialrepresentativeoftheteamorcontestant(s).

    6. ThecomplainantmustdepositaProtestFeeasagreedbytheWKFEC,andthis,together

    withtheprotestmustbelodgedwitharepresentativeoftheAppealsJury.

    2. CompositionoftheAppealsPanel

    The Appeals Jury is comprised of three Senior Referee representatives appointed by the Referee

    Commission (RC).No twomembersmay be appointed from the sameNational Federation. The RC

    should also appoint three additional members with designated numbering from 1 to 3 that

    automaticallywillreplaceanyoftheoriginallyappointedAppealsJurymembersinaconflictofinterest

    situationwherethejurymemberisofthesamenationalityorhaveafamilyrelationshipbybloodoras

    an InLawwith any of the parties involved in the protested incident, including allmembers of the

    Refereeingpanelinvolvedintheprotestedincident.

    3. AppealsEvaluationProcess

    It is the responsibilityof theparty receiving theprotest toconvenetheAppeals Juryanddeposit the

    protestsumwiththeTreasurer.

    Onceconvened,theAppealsJurywillimmediatelymakesuchinquiriesandinvestigations,astheydeem

    necessarytosubstantiatethemeritoftheprotest.Eachofthethreemembersisobligedtogivehis/her

    verdictastothevalidityoftheprotest.Abstentionsarenotacceptable.

    4. DeclinedProtests

    If aprotest is found invalid, theAppeals Jurywill appointoneof itsmembers to verballynotify the

    protesterthattheprotesthasbeendeclined,marktheoriginaldocumentwiththewordDECLINED,

    andhave itsignedbyeachofthemembersoftheAppealsJury,beforedepositingtheprotestwiththe

    Treasurer,whointurnwillforwardittotheSecretaryGeneral.

    5. AcceptedProtests

    Ifaprotest isaccepted, theappeals Jurywill liaisewith theOrganizingCommission (OC)andReferee

    Commissiontotakesuchmeasuresascanbepracticallycarriedout toremedythesituation including

    thepossibilitiesof:

    Reversingpreviousjudgmentsthatcontravenetherules

    Voidingresultsoftheaffectedmatchesinthepoolfromthepointprevioustotheincident

    Redoingsuchmatchesthathavebeenaffectedbytheincident

    Issuing a recommendation to the RC that involved Referees are evaluated for correction or

    sanction

    TheresponsibilityrestswiththeAppealsJurytoexerciserestraintandsoundjudgmentintakingactions

    thatwill disturb the program of the event in any significantmanner. Reversing the process of the

    eliminationsisalastoptiontosecureafairoutcome.

    TheAppealsJurywillappointoneofitsmemberswhowillverballynotifytheprotesterthattheprotest

    hasbeenaccepted,marktheoriginaldocumentwiththewordACCEPTED,andhaveitsignedbyeach

    ofthemembersoftheAppealsJury,beforedepositingtheprotestwiththeTreasurer,whowillreturn

    thedeposited amount to the protestor, and in turn forward theprotestdocument to the Secretary

    General.

    6. IncidentReport

    Subsequenttohandlingtheincidentintheaboveprescribedmanner,theJuryPanelwillreconveneand

    elaborate a simple protest incident report, describing their findings and state their reason(s) for

    acceptingorrejectingtheprotest.ThereportshouldbesignedbyallthreemembersoftheAppealsJury

    andsubmittedtotheSecretaryGeneral.

    7. PowerandConstraints

    The decision of the Appeals Jury is final, and can only be overruled by a decision of the Executive

    Committee.

    TheAppealsJurymaynotimposesanctionsorpenalties.Theirfunctionistopassjudgmentonthemerit

    oftheprotestand instigaterequiredactionsfromtheRCandOCtotakeremedialactiontorectifyany

    Refereeingprocedurefoundtocontravenetherules.

    EXPLANATION:I. Theprotest must give the names of the contestants, the Referee Panel officiating, and the

    precise details of what is beingprotested.Nogeneral claimsaboutoverall standardswillbeacceptedasa legitimateprotest.Theburdenofprovingthevalidityoftheprotest lieswiththecomplainant.

    II. TheprotestwillbereviewedbytheAppealsJuryandaspartofthisreview,theJurywillstudytheevidence submitted in support of theprotest. TheJury may also study videos and questionOfficials,inanefforttoobjectivelyexaminetheprotest'svalidity.

    III. If theprotest isheldby theAppealsJury tobevalid, theappropriateactionwillbe taken. Inaddition, all such measures will be taken to avoid a recurrence infuture competitions. ThedepositpaidwillberefundedbytheTreasury.

    IV. IftheprotestisheldbytheAppealsJurytobeinvalid,itwillberejectedandthedepositforfeitedtoWKF.

    V. Ensuingmatchesorboutswillnotbedelayed,even ifanofficialprotest isbeingprepared. It istheresponsibilityoftheArbitrator,toensurethatthematchhasbeenconductedinaccordancewiththeRulesofCompetition.

    VI. Incaseofanadministrativemalfunctionduringamatch inprogress, theCoachcannotify theMatch Area Controller directly. In turn, the Match Area Controller will notify the Referee.

    ANNEXIII ANTIDOPING

    1. FairPlay

    o Dopingmeans theuseofprohibited substances inorder to raise the competing

    abilities,orhidingtheuseofprohibitedsubstances.

    o Fair play in accordancewith the competition rules is themajor premise of all

    sports.Doping isanactagainstthespiritoffairplayand isregardedasdishonest

    behavior.

    o With the cooperation of IOC and IFs, theWorldAntiDopingAgency is taking a

    leadingpartineliminatingtheuseofprohibitedsubstances.

    o TheWADACodeshouldbefollowedbyeverysportsmanintheworld.

    o Prohibitedsubstancesandmethodswillbedividedintothefollowingthreegroups:

    Substances and methods prohibited at all times (in and outof

    competition)

    Substancesandmethodsprohibitedduringcompetition

    Substancesandmethodsprohibitedatthespecifiedcompetition

    ***ThelistwillberenewedeveryyearonJanuary1.

    o Antidoping testswillbe carriedout todetect theuseofprohibited substances

    duringthecompetitionandalsooutofcompetitionaccordingtothecompetitors

    whereaboutsinformation.

    o Supplementswhichdonot indicate theirexact ingredientsmaypossibly include

    someprohibitedsubstances.Everycompetitorhastotakeresponsibilityforhis/her

    ownsupplement(s).

    o Prohibited substances have some side effects. For example, anabolic agents

    (muscleenhancing

    drugs)

    will

    cause

    serious

    problems

    in

    the

    mind

    and

    body,

    such

    asliverfunctiondisorders,mentalinsecurityandmanyothers.

    o AntiDopingTestswillbecarriedoutaccuratelyfollowingtheWADAcodesothat

    theprocedureand itsanalyticalresultcanbetrustedandtheathletes innocence

    canbeproved.

    o Inthecasethattheuseofprohibitedsubstancesand/ormethodsisduetomedical

    treatment,TUE(TherapeuticUseExemptions)willberequired.

    o TUEwillbeexamined and approvedby the International Federationor theTUE

    committee of the country concerned. In principle, documents relating to TUE

    shouldbepresented30dayspriortothecompetition.

    o TUE documents should be presented to the Antidoping agency in the country

    concerned, but the athletes nominated by the International Federation apply

    throughthe InternationalFederation.Theresultwillbenotifiedfromwherethey

    haveapplied.

    o TUEwillbeacceptedinthefollowingcases:

    Legitimate Medical Treatment (Otherwise, it might cause the

    seriousproblem)

    Noothertreatmentexists

    The use of the prohibited substances will affect only the

    maintenance of good health, and not strengthen the ability of

    competing.

    o Inthecaseoftheuseofprohibitedsubstances foranemergency,TUEshouldbe

    requestedaftertheevent.(TUEwillbeapprovedonlyincasesofrealemergency).

    o Inacasewheretheanalysisshowsapositivereaction,nosanctionwillbeapplied

    immediatelyandtherewillbeanopportunityfortheathleteconcernedtoofferan

    explanationor

    an

    excuse.

    o Examplesofsanctionswillincludethelossofthetitle,medal,prizeorscorewonin

    thecompetitionconcerned,orsuspensionfromthetournament.

    2. AntiDopingfortheWKFCertificationProgramforCoaches

    2a. Howtobesurethedrugsusedarenotontheprohibiteddopinglist

    Eachathleteorathletesupportingpersonnel(likeacoach)hastocheckthelastversion

    of thedopingprohibited list since this listchangesat leastonceayear.Theyhave to

    know what substances and methods are banned; memorizing the list is not

    recommended. Inorder to check allprescribed substances they can check thedrugs

    onlineviaadopingdrugdatabankofanAntiDopingOrganization.

    2b. Nutritionalsupplementsmaymakeapositivedopingtest

    Scientificresearchanddocumentsshowthatsignificantpartsofnutritionalsupplements

    arenotoriginal.Besides,anaverageof20percentoforiginalnutritionalsupplementsis

    contaminatedbyprohibitedsubstances;anabolicsteroidsandstimulantsarethemain

    addedsubstancesthatarenevermentionedonsupplements ingredientslabels.

    2c. HowyoucanrequestandgetTherapeuticUseExemption

    Sometimesathletes

    have

    to

    use

    drugs

    due

    to

    their

    medical

    treatments.

    These

    cases

    have to know the formalities of how to apply and get Therapeutic Use Exemption

    award.

    2d. WhereaboutsandAthlete'savailabilityforOutOfCompetitionTesting(OOCT)

    All athletes should be ready to undergo anti doping tests In Competition or OOCT

    anytimeandanywhere. Refusingtocollaboratewiththisregulationisknownasananti

    dopingviolationandwillbeexposedtoasanction.Whereaboutsdatabankhelpstoget

    OOCT,and

    any

    failure

    to

    send

    and

    regularly

    update

    the

    information

    of

    whereabouts

    mayleadtoamissedtest,andconsequentlytoanantidopingviolationandasanction.
