The Southern Ohio Growth Partnership, is proposing to develop a new industrial center located on the west side of U.S. Route 23 in Clay Township, located approximately 4 ½ miles north of the City of Portsmouth, and 3 ½ miles south of Lucasville. The proposed development will be located between intersections of Maple Benner Road and Houston Hollow Road. The map to the right shows the location of the proposed development site (in blue). There proposed development will initially consist of a 14 acre site, ultimately enveloping 67 acres for future industrial sites. The first phase was completed in 2007. Completion of the entire development is undetermined at this time. For the purposes of this study, we will assume a ten year build-out. This report determines how the proposed development will affect travel service along U.S. Route 23 and the aforementioned intersections. This report also investigates improvements to the U.S. Route 23 to accommodate the increased traffic volumes generated by the development.
