1.0 Introduction

The City of Cockburn has experienced significant and sustained growth over the past several decades, quadrupling in size since 1971 with now over 100,000 residents. The City’s population is expected to continue to grow with the Western Australian Planning Commission’s WA Tomorrow Forecasting additional growth of between 20,000 and 40,000 by 2026.

As the City has grown the centres of activity and influence have shifted with the concentration of populations. The City’s core population centres and growth areas can now be found within its southern Corridor; straddling the Kwinana Freeway and Perth – Mandurah Railway.

The WAPC through their high level Spatial Framework and Strategic Planning have identified Cockburn Central as the highest order activity centre within the City; identifying it as a Secondary Centre, the third highest classification.

The City has long understood the strategic role Cockburn Central does and will play within the wider Southern Corridor of Perth. Moreover, the continued growth and development of Cockburn Central is vital to the positioning of the City of Cockburn within the metropolitan region. However, how we plan for a Cockburn Central Activity Centre to be Liveable, Prosperous, Accessible, Sustainable and Responsible Centre will face significant challenges.

Role of the Discussion Paper

The aim of this Discussion Paper is to provide the basis for community discussions in the preparation of the Cockburn Central Activity Centre Plan, including:

• Identifying opportunities for Cockburn Central to grow

• Stimulating discussion and encouraging ideas• Identifying new issues that are important to the

future of the area

The Discussion Paper attempts to bring together a collection of visionary ideas and concepts flowing from the background research undertaken as part of the Cockburn Central Activity Centre Plan.

The Discussion Paper topics were also crafted around weaknesses in the Cockburn Central Activity Centre that were identified by the City’s Local Commercial and Activity Centre Strategy (‘LCACS’).

The Discussion Paper and the accompanying Background and Issues Paper will be used to guide the City in formulating the Implementation Framework and the Activity Centre Plan itself.

Vision – Towards a Primary Centre

Cockburn Central has evolved quickly from being a small district level activity centre focused on a small internalised shopping centre in the early 2000’s to a vibrant mixed use activity centre that it is today. The continued evolution of the Cockburn Gateways Shopping City, Success Central and the Cockburn Central Town Centre has led to an evolving Centre like no other in Perth. This coupled with the current planning over Muriel Court Structure Plan area and the Cockburn Central West Structure Plan precinct; sees a strong and prosperous future for the Centre.

Moreover, with the recent and planned investments in civic, educational and commercial infrastructure, Cockburn Central is in a unique setting to be an Activity Centre, well positioned, to help achieve the State Government’s Directions 2031 goals and objectives.

The Vision of the Plan:Cockburn Central positioned as a Primary Centre and the most influential Activity Centre in the South West Metropolitan Sub-Region by 2031.

Primary Centres are critical in achieving long-term sub-regional employment objectives. They should house major institutions and become the preferred location for investment in high order public and employment generating infrastructure outside the central metropolitan sub-region.

To achieve this, existing centres must build on their existing assets and invest in their attributes that influence the locational decisions of these businesses, including accessibility, land availability, local amenity, communications and technology and the availability of skilled labour.

Drivers and Opportunities

Cockburn Central has all the key requirements to become the most influential Activity Centre in the South West Metropolitan Region.

• A diverse mixed use centre• Good transport infrastructure and public transport

links• A growing population catchment• Compact Centre with extensive future

development sites• Strong links to the surrounding natural

environment• High quality Civic Infrastructure

Themes

The vision of the Plan is supported by five overarching themes.

The five key themes are drawn from the State Government’s long term planning document, Directions 2031. The key themes also link strongly to the performance metrics of the City’s LCACS. The actions of the Plan and all future statutory panning instruments and initiatives of the City would be expected to justify how they consistent with the five key themes.

Objectives

Each theme is supported by an overarching objective draw from the City’s Strategic Plan, Commercial and Activity Centre Strategy and Directions 2031 and will be used, in conjunction with the overarching themes, to guide the formulation of the Activity Centre Plan and future decisions of the City within the Plan’s area.

The Challenge: Raising the Dials

The City’s Local Commercial and Activity Centre Strategy (LCACS) sets the strategic vision and broad framework to guide the planning and development of the City’s activity centres and to help guide planning for the City’s strategic employment centres over the next 15 years. LCACS identifies Cockburn Central as the highest level activity centre in the City.

LCACS looked at the City’s existing activity centres and the existing strategic employment centres and assessed them based on their performance against six criteria, being: intensity, diversity, employment, accessibility, economic activation and urban form. The City’s activity centres largely perform at Perth metropolitan average levels or below. LCACS clearly showed that there is a need for improvement of activity centre performance in the future.

Cockburn Central overall performed below the average expected for a Secondary Centre. Only one indicator, urban form, registered an average result largely attributed to a high score for development potential. It is clear that there is significant scope for improvement in the performance metrics of Cockburn Central. Increased performance is expected as the Centre grows; however there is currently a lack of consistent planning to manage this growth.

Discussion Paper Topic 1 (Regional Transit Hub)

Cockburn Central is currently well served by public transportation infrastructure; Cockburn Central Station, the proposed Aubin Grove Station and strong bus feeder routes place the Study Area at the centre of sub-regional network.

Further to this, Cockburn Central plays a role as the southern metropolitan port of all for regional bus services to the South West of the State.

The Activity Centre is therefore well positioned to leverage of this infrastructure provision to lobby for additional investment.

Strong rail connections exist through the study area, providing highly accessible frequent north-south services that connect Cockburn Central with a number of important activity centres including the Perth Central Business District and Rockingham. Feeder buses into the current and proposed rail stations provide strong connections in peak, but limited services in off-peak and shoulder times. It is also clear that east-west transit links remain limited, infrequent and indirect. Connections through to Armadale in the east and Fremantle and the future Cockburn Coast Activity Centre to the north-west are seen as being vital for the long term growth and prosperity of Cockburn Central. Such connections are identified as part of the Department of Transport’s Draft 2031 Public Transport Plan for Perth.Opportunities for growth

1. Terminus of extended Thornlie Line (with possible future connection through to Perth Airport);

2. Future Northern Terminal for Perth-Bunbury High Speed Rail;

3. Stronger East-West Links (Rapid Bus or Light Rail) to Cockburn Coast/Fremantle and Armadale; and

4. Train Station at Jandakot Airport.

Discussion Paper Topic 2 (Town Centre Expansion over Industrial Land)

Cockburn Central Town Centre, the Gateways Precinct, Cockburn Central West and Success Central provide multiple avenues for growth of the Cockburn Central Activity Centre core area. However, to ensure development potential of the Activity Centre beyond practical completion of these areas; new avenues for growth must be identified in close proximity to the core area. In the medium to long term two such areas include the mostly vacant land to the east of Cockburn Central Train Station and the Jandakot Industrial Area.Development over Cockburn Central East could provide for additional critical mass to further support the variety, intensity and urban form of the wider core area. The entire parcel is located within an 800m (10 min walk) catchment of the train station and is largely clear of development and vegetation. Close proximity to industrial development to the north would need to be closely analysed to ascertain suitable separation of uses.

The Jandakot Industrial Area is a 36ha parcel of land directly to the west of the Cockburn Central West development area; bound by Poletti Road, North Lake Road, Cooper Road and Hammond Road. The area provides for a permeable road network, with large lots primarily in green title ownership. The majority of the land is utilised for industrial purposes and much of the building stock is ageing. Considering the location of the area it could serve as a long-term expansion area for the Cockburn Central Activity Centre, suitable for mixed use development or as an office park.

Opportunities for growth

1. Mixed Use development over land east of Train Station; and

2. Long term expansion of town centre over Jandakot Industrial Area (between Hammond Road and Poletti Road).

Discussion Paper Topic 3 (A More Walkable Centre)

It has been said that a wealthy City is not one where the rich drive cars, but one where the wealthy choose to ride a bike, walk or catch public transport. When thinking about how people move around the important activity centres of the world, it is clear that the dominant mode of transport is not the car, it is walking. For Cockburn Central to succeed in becoming a dominant Primary Centre of Perth it cannot be one where people move about it by car. This is particularly important for the core area of Cockburn Central.

Currently the core area of the Activity Centre is fractured into individual islands of development by a high speed road environment that is unfriendly to pedestrians. The Town Centre with its mix of uses and highly permeable street network; and Gateways Shopping Centre with its traditional big-box shopping centre layout and soon to be developed Main Street. If Cockburn Central is to succeed going forward it must find new ways to link these important nodes, increase the level of walkability in the nodes themselves and support development that further propagates walkable environments.

What is Walkability?Walkability is an urban planning term used to measure the level of pedestrian friendliness of an area. In general for an urban environment to be a friendly one to walking it should conform to four basic principles, the walk should be: safe, comfortable, interesting and useful. Though walkability is an important factor in urban sustainability it is also an important factor in broader positive health outcomes.

Known social and economic benefits of increase walkability:• increased social interaction• increase in the average number of friends and

associates where people live• reduced crime (with more people on the street and

in local parks)• increased sense of pride

• increased levels of volunteering• including accessibility• cost savings to individuals and the public• increased efficiency of land use• increased livability,

Factors that affect walkability:• street connectivity and intersection density• land use mix• residential density • frequency and variety of buildings• number of entrances and interesting street

frontages (things to look at)• street designs

Opportunities for growth

1. Walking and cycling being the preferred and quickest modes of transport for trips in the core area;

2. Majority of trips in the core area being walking trips;

3. Stronger, safer and more legible connection between Town Centre and both the Gateways and Cockburn Central West precincts;

4. Pedestrian overpass between Atwell and Gateways; and

5. Pedestrian priority in Town Centre, Gateways Main Street and Cockburn Central West.

Discussion Paper Topic 4 (A hub for Entrepreneurs, Innovators and Artists)

For Cockburn Central to be a Primary Centre by 2031 it must be more than a place where business is done and people reside. It must evolve into a place where people want to live, want to invest in and want to spend their time. It is important that Cockburn Central is a place where all feel welcome; however, in modern literature it has been shown that cities which are able to attract young, mobile and entrepreneurial members of the community show the best promise going forward.

Millennial’s move to where they want to live and then look for a job, not the other way around. Innovative employers then follow them; resulting in an upward cycle of growth in jobs and business. The presence of such a cycle is vital to the long term sustainable growth of Cockburn Central.

Business incubators are programs designed to support the successful development of entrepreneurial companies through and range of support resources and services.

These are often developed and supported by incubator management. Studies have shown that successful completion of an incubation program increases the likelihood (87% compared to 44% of all startups) that a startup business will stay be operating for the long term.

Opportunities for growth

1. Encourage Millennial’s (Gen Y) to live, invest and work in Cockburn Central;

2. Incubator spaces for arts and business start-up in private and public developments;

3. Encourage arts and cultural investments into the area; and

4. Encourage tertiary and trades training education investment into Cockburn Central.

5. Encourage the clustering of Cockburn’s identified key industries within Cockburn Central.
