years of WA’s fi rst wireless

station being constructed in 1912, Australia was at war with Germany, home to the station’s builders, Telefunken.

It provided one of Australia’s fi rst radio links, relaying messages in morse code from a 120-metre mast during its 55 years of operation from 1912 to 1967.

During the fi rst and second world wars messages were relayed overseas and to ships off shore, with confi dential information in code, Morsecodians Fraternity of WA member Ritchie Bright says.

“[It] was the prime point of communication and transmitted messages for many purposes, such as sending medical advice to ships without doctors, coordinating assistance if a ship was in distress and transmitting weather information and time signals essential to navigation.”

Wireless Hill’s signifi cance pre-dates white settlement and it was an important landmark for local Aboriginal people. Early settlers called

MELVILLE council staff have been working like

beavers preparing Wireless Hill for its 100th birthday.

Almost $2 million is being spent to give the bushland site a facelift in time for a free family event to celebrate one of the oldest surviving telecommunications stations of its kind in Australia

Works include upgrades to park furniture, lighting, altering the road to the park as well improving signage, mayor Russell Aubrey says.

signage, art sculptures and refurbishment to refl ect the original structure of one of the anchor blocks are all in the pipeline, the mayor says.

Phase one will be complete in time for celebrations on Sunday, September 30 and includes:

• disabled access;• re-surfacing the forecourt

as well as access to the site on Telefunken Drive and McCallum Lane;

• solar lighting and new pavilions at the barbecues; and,

• new native garden beds alongside a new footpath to the main car park vicinity.

“This is a fantastic initiative to reinvigorate the much-loved park and museum,” Mr Aubrey says.

COCKBURN city council has increased its bid to lure the Dockers south to a whopping $113 million. Just weeks ago the bid was $76m.

Deputy mayor Kevin Allen has called for time out, saying the expensive project is being rushed through with little scrutiny.

“I don’t believe we have enough information to make such a huge decision,” he said.

At Thursday’s council meeting Cr Allen told his colleagues: “I’ve been on council 13 years and if something smells it’s off .

“These are things that get council into trouble and lead to inquiries,” he said.

THE Liberal candidate for Willagee is a Serpentine-Jarrahdale councillor who two years ago pleaded guilty to failing to keep kennels in a satisfactory condition.

Sam Piipponen, now

30, was fi ned $500. He was also found guilty by the WA racing and wagering department of:

• separating fi ve greyhound pups prior to them being marked and inspected;

• failing to provide proper care for greyhound pups under his control; and,

• failing to attend an

Jasmine, a staff er for ambitious Liberal MLC Nick Goiran, was also fi ned.

The Herald learned of the off ences late Thursday and wasn’t able to reach Mr Piipponen. Earlier, he’d confi rmed he lived in Oakford, 30km from Willagee, which would

count against him in the poll. He pledged to move to Willagee if elected.

Liberal state director Ben Morton wouldn’t say if he was aware of the conviction before pre-selection.

“You’re springing an issue on me, you’ll have to take this as ‘no comment’,” Mr Morton told the Herald when called late Thursday.

Alfred Cove Liberal candidate Dean Nalder told the Herald: “I am not aware of anything to do with that. I have only recently met Sam myself.

“Until I investigate it... I can’t make any comment.”

Earlier Mr Nalder had off ered to appear in a ‘grip and grin’ photo opportunity with Mr Piipponen.

AFL bid hits $113m

“At the very least the costings and projections should have gone out to an independent group such as KPMG to analyse these before coming to council.”

Cr Allen fears ratepayers will end up footing the bill.

“It will lock ratepayers into a minimum fi ve per cent increases for the next 12 odd years,” he said.

“We don’t know what the ongoing running costs will be. We don’t know who is going to pay for them. In my opinion it will ultimately fall

on the ratepayer.”The Cockburn bid is

comprised of $82m in council funds and $31m from unnamed sources.

Proposed facilities include a purpose-built AFL size oval, gyms, hydrotherapy pools and a water playground at Cockburn Central.

Cockburn increased its off er after Fremantle council unveiled a $100m blueprint to keep the AFL team based in the port city.

Cr Allen’s concerns don’t appear to be shared by his colleagues.

Cr Lee-Anne Smith is “comfortable” with the bid, even if it blows its $82m budget: “I’m comfortable even if it blows out, because I know the community is really excited about it and it has been well budgeted,” she said.

Cr Carol Reeve-Fowkes says the council has money in the bank to cover the project: “Community consultation has given us a good idea of what our residents would like to see at the facility,” she said.

Cr Tony Romano laughed off suggestions Cockburn was trying to outbid Fremantle.

“This is going to be a state-of-the-art facility and if the Dockers come, that is a bonus,” he said.

The Herald understands Cr Bart Houwen is overseas, while four other elected members didn’t respond.

SAMSON locals want Western Power to pull its fi nger out and connect a set of tra c lights at a busy intersection on South Street before someone gets mowed down.

The lights at the corner of McCombe Avenue and South Street, funded under the Black Spot Program, were meant to be switched on by August.

Dave Bodell was almost knocked over by a car trying to cross the busy thoroughfare on Tuesday.

“It’s a hell of a place to cross and you get idiots racing up and down,” he said.

“I’m sick of it. Western Power are not getting off their backside and connecting them.”

Western Power blames Main Roads contractor Downer EDI Electrical for the delay.

Naomi Swift says the intersection is an “absolute shambles”: “I wrote to [then mayor] Peter Tagliaferri fi ve years ago about it,” she told the Herald.

“We were meant to get something that was pedestrian user-friendly, but the part where the pedestrian stands is all dirt.

“We quite often go across to the medical centre, but crossing the road with a pram is too

A 76-YEAR-OLD pensioner says she hasn’t been able to stay in her Homeswest fl at in Fremantle for seven months because it is under water.

Patricia de Soto-Phillips, who lives on the bottom fl oor of the Coram Court fl ats on Knutsford Street, says when it rains her bathroom and bedroom fl ood.

“There is a busted gutter on the roof and the drain pipe is rusted so the water comes whistling through a hole in the bedroom was that wasn’t sealed properly,” she says.

“There is about four to six inches of water and I can’t live there any more.”

Ms de Soto-Phillips says after enduring a damp winter she moved out in February, sick of running a heater 24/7 to dry the place.

“I’ve had to ring 12 times just to get a lawnmower man to come out.”

Heidi Couch from Western Power says it’s aware of the broken lights.

“A contractor is currently working on the problem and the lighting will be repaired as soon as possible,” she told the Herald.

COCKBURN mayor Logan Howlett wants neighbouring Fremantle to jump aboard his plan to extend South Fremantle’s free CAT bus route through South Beach Village.

The service, jointly funded by the WA government and Fremantle council, runs between South Freo and the Freo CBD every 10 minutes.

PROTESTORS are making a last ditch eff ort to save a tuart tree in Hamilton Hill by trying to broker a land swap between oil giant BP and the owner of the land.

The group has maintained a 24/7 vigil around the 150-year-old tuart, which sits on a BP pipeline on Healey Road, ever since loppers took to it with chainsaws in July.

Police moved in Friday August 31 to shift them off developer Benny Roncio’s land, which is next to the tree, to allow workers to fence off the area.

“We are proposing a land swap idea to BP to preserve the tree protection zone and also give Benny double the frontage at the front of his block,” Amanda Joy said. “BP are saying they are open to it. Benny would have to make an off er to them.”

Mr Roncio, who used to own Benny’s Cafe on the cappuccino strip, says he hadn’t been approached. “Who are these people?” he asked the Herald. “It’s not my tree and it’s not my land.” BP bugle Peter Metcalfe says Mr Roncio must make the fi rst move.

Mr Howlett says the short southern extension of the CAT could make a big diff erence to the number of people using cars in the luxury beachside enclave.

“We get a a lot of complaints about the lack of parking in South Beach Village, so this is a way to get people out of their cars and change their mindset,” he said.

If the extension to Rollinson Road worked well, it could extend even further to Port

Coogee, he suggested.“We are committed at the

city to get people to change their mindset and get on a bus if they want to go into Fremantle.”

Fremantle deputy mayor Josh Wilson, describing the CAT as one of “Freo’s distinctive public transport winners” is open to the idea: “Extending the route while maintaining loop times would almost certainly require more buses and if Cockburn was keen to help fund these services we would welcome that conversation.”

Grave fearsWE have all seen the TV footage of religious extremists attacking the police in Sydney last Saturday.

The majority of Australian citizens were shocked by the actions of the rioters, because of the death threats, and that a number of police o cers were injured. Many of us, myself included, have grave fears for this country if present immigration policies are allowed to continue.

The culture and beliefs of these people will prevent them from ever integrating with the Australian population, leading to big problems in the future.

The federal government in recent weeks reversed its disastrous changes to immigration policy in an attempt to stop the continuous fl ow of unauthorised entrants to this country. These changes, welcomed by the majority of Australians, were voted against by the Greens, who for reasons known to themselves, want unrestricted entry to this country by all and sundry.

A small number of Labor members also voted against the changes, including the federal member for Fremantle, Melissa Parke.

I wonder if Ms Parke would be so kind as to explain to the voters why she voted against her own party and the wishes of the majority of Fremantle voters.

What really sticks with me right now, is the lack of education about what happens to far too many of our own kids, regardless of class, culture or ethnicity—appalling human rights violations in the home and at the hands of people like McKenna.

Even though the McKenna scenario is now out in the open, I have some pressing concerns and questions.

How is it possible to nail those who were conned by his charisma and threats? How is it possible to damn those who didn’t take action with such gaps in education and reporting processes at that time?

As a community, we can all be held to account, not just those who were caught up in the ripple of his twisted, calculating behaviour. Just about everyone who knew him in Katanning were his victims!’

THERE has been a cloud of uncertainty hanging over the future of

public secondary education in Fremantle for years.

John Curtin College of the Arts is almost fully selective now, and South Fremantle SHS’s enrolment has halved to around 300 students, from almost 600 only fi ve years ago.

What will happen if this trend continues? Look at the decisions state governments have made for schools in similar predicaments in WA. What are they planning for Fremantle?

UncertaintyThe uncertainty for public

high school education across Fremantle spurred the creation of the community group, High School Options for Freo, a few months ago.

We’re a group of concerned parents, seeking to persuade government to work with the wider community to fi nd genuine solutions to this problem, without further delay.

The overwhelming response to the survey we conducted clearly shows that the community wants to be part of government decision-making. This issue is the subject of countless discussions in primary school playgrounds across

Fremantle, at many a barbecue; anywhere parents talk.

High School Options for Freo found that 93 per cent of the more than 330 parents who responded to our survey were concerned about current high school options in Fremantle. Some 77.6 per cent preferred public school, with many who ticked “unsure” to this question, noting they would tick “yes” if a suitable high school option was available. Some 94 per cent would like their children to attend a high school in the Fremantle area.

The status quo is unacceptable. Wherever people might sit on the specifi cs, we all have to acknowledge that uncertainty will prevail, and is likely to increase, without major, positive action by government. This kind of decisiveness and vision is essential to restore confi dence in the future of Fremantle’s public secondary education system.

Our group has simply brought focus to anxiety that has been building for years. We want to tap that energy and channel it positively. We know there are wonderful teachers

at Fremantle schools, and students who are achieving great success. But the government has not complemented these eff orts with the planning and resources needed. This means ensuring a su cient depth and breadth of courses and options at Fremantle’s public schools for the next 10 years and beyond. Parents of young children should be able to plan with confi dence.

PositiveHigh School Options for

Freo will continue to attempt to cultivate a positive discussion about how the schools in our area can be better supported to provide a combination of the highest quality academic and vocational options. We encourage the community to participate in our Community Input Workshop on September 27 to join the wider conversation and be part of the decision-making process on this issue.

The momentum is with us and the government is listening. If we let this moment go, years could pass before we get another opportunity.

PLANS for a three-storey block of units in Ardross have been rejected by Melville city council.

The 15-unit plan for Bragor Place was disparaged as an “unmanageable slum” for “disadvantaged people” by one anonymous local who submitted an objection.

Council staff said the plan deserved rejection because, “by virtue of its plot ratio, reduced building setbacks and onsite landscaping [it would] be of detriment to the amenity... of the area”.

Because the development was outside normal planning guidelines it required a 10 votes of support. The nay-votes of just three councillors—Nick Pazolli, E e Nicholson and Susanne Taylor-Reeves—were enough to kick it out of the park.

Cr Bob Kinnell was unhappy, saying, “the property meets all the planning criteria”.

He believes any appeal to the unelected

but powerful state administrative tribunal will succeed and the council will wear the legal costs.

Dr Woollard says already busy tra c is getting worse, and quotes planning and infrastructure fi gures that show the Canning Bridge plan will add 7400 dwellings and 14,050 people to the local mix. A forecast ten-fold increase in employment would suck in another 5100 workers to the Applecross and Mt Pleasant side of the development.

Tra c would grow 30 per cent, with another 10,000 vehicles taking total car trips per day to 90,000 through the area.

FREMANTLE’S Little Dove will be reunited with its spiritual “navel” at a welcome-home

ceremony at the WA Maritime Museum tomorrow, Sunday September 23.

Deputy mayor Josh Wilson will present shavings of Duyfken’s keel—housed in a blender-shaped jar kept at Fremantle council—to Duyfken master Matthew Bolton.

The Fremantle-built replica of the Dutch “Age of Discovery” ship will be welcomed home by WA premier and Little Dove fan Colin Barnett, who will preside over the exchange.

The shavings were originally presented by the late Michael Kailis to then-mayor Richard Utting when the 17th century replica ship stopped in front of Old Papa’s during its famous “street sail” in January 1999, six months before launch.

Dutch Crown Prince William-Alexander had laid the Duyfken’s 16.8m keel in front of the maritime museum in Fremantle two years earlier.

Tomorrow, the symbolic gesture will be repeated on Victoria Quay, re fl ecting a ritual performed by Indonesian boat builders who regard the shavings as the ship’s “placenta”.

“The vessel is seen as a living being,” says Duyfken designer and nautical archaeologist Nick Birmingham, who came up with the shavings idea.

“It has a life force with a number of attributes such as a navel. It is the drilling of that navel from which we get the shavings.”

An expert in Indonesian maritime traditions, Mr Birmingham says there is

a general belief in south-east Asia that people are born with a spiritual twin.

The shavings represent the spiritual twin of a ship which must be kept where the ship was built, in its birthplace.

“The placenta is usually buried in the garden at home (or somewhere close),” he explains. “They can’t bury it somewhere else because it would be lost, a ghost looking for its twin.”

Mr Birmingham says such traditions extend to modern rituals such as smashing a champagne bottle on the ship’s bow, symbolic of the baptismal washing of a baby’s face and eyes. In China rice wine is used to wash the bow or head of a ship.

The Dutch take a more Australian approach and celebrate with copious amounts of alcohol relative to the length of the keel. A bottle of Margaret River

cabernet sauvignon was cracked across Little Dove’s bow when it was launched in 1999.

Duyfken 1606 Replica Foundation chair Graeme Cocks says Little Dove’s returning crew achieved a milestone, sailing non-stop for six months since leaving Sydney.

“This was the biggest voyage by a 16th century-style ship which sailed halfway around the continent from the tropics into WA,” he told the Herald, recovering from a bad cold.

“I said to the captain of Duyfken he was the fi rst person to sail south of Exmouth.”

The original Duyfken’s captain Willem Janszoon landed on Cape York Peninsula, in Queensland, in 1606 and mapped 320km of coastline that he thought to be a southerly extension of New Guinea, not part of a new continent.

In 2006, Duyfken marked this European birthday when it sailed

out of Fremantle on a national tour launched by prime minister John Howard in front of hundreds of onlookers.

The original ship did not visit WA, but its captain did—years after the original Little Dove was damaged beyond repair in 1608.

“Right now we’re just trying to get the ship here,” Mr Cocks said on Tuesday when Duyfken left Geraldton following its temporary stay and tours in the eastern states, including the Australian National Maritime Museum in Sydney.

The replica is open to the public and sails into a number of major events planned around the state over the next few years. Premier Barnett says it’s great to see the Duyfken home: “The Duyfken replica was built in Perth and it is fi tting this ship will now make its home here.”

A STARK look at the fl ow-on eff ect of WA’s justice

system, past and present on Aboriginal families presents a heartbreaking picture of generational woes.

Fremantle’s Tania Ferrier and James Kerr and Murdoch fi lm maker Glen Stasiuk are the artists behind the joint exhibition Humaninside. They’re hoping to fi ll a swag of comment books as people view the multi-media exhibition at Fremantle Prison’s gallery.

“I’m hoping it generates some answers,” Ferrier says, bracing for less constructive remarks too.

The exhibition grew out of Ferrier’s earlier Quad exhibition about Rottnest Island’s dark past, where in stark contrast to today’s holiday image, thousands of Aboriginal people were imprisoned, with many dying in squalid conditions.

“[Aboriginal elder] Albert Corunna…said why don’t you look at what is happening today in the criminal justice system,” Ferrier says.

The trio recorded 30 interviews with Aboriginal people talking about the ripple eff ect on family members of a father, son, mother or daughter doing time.

alcohol abuse, violence and imprisonment for years, before leaving with the kids.

One of the kids, a teenager, now faces gaol himself.

One in two Aboriginal male youths will spend time locked up and, despite indigenous people making up only three per cent of the population, they comprise 60 per cent of the prison population, Ferrier says.

“[And] 60 per cent of those incarcerated are from the stolen generation, or the children of the stolen generation,” she says.

Aboriginal himself (with a Russian dad) Stasiuk says many boys follow the examples they see in their family and many consider doing time as a normal “rite of passage” to adulthood, in stark contrast to the spiritual ceremonies of the past.

“For my generation and my uncles, [gaol] was part and parcel of growing up,” he says.

Now working on the documentary Wadjenup: Black Prison, White Playgrounds for his PhD, one image is of a chain tattooed on the arm of his uncle Graham Dixon, gaoled as youngster but who went on to win the David Uniapon prize for poetry.

“[It’s] a juxtaposition of what we have on one hand and the legacy of Aboriginal people,” Stasiuk says.

Humaninside is a platform for Aboriginal voices telling personal histories, Ferrier says.

“No-one is pulling out the violins, it’s just talking about examples of growing up and the impact on kids.”

The free exhibition opens October 14 to December 1, seven days a week from 10am to 5pm.

The artists, writer Lily Hibberd and a panel of speakers, introduced by Jim Morrison, will hold a discussion forum Saturday November 24, 2–5pm.
