CODE ENFORCEMENT San Bernardino County Code Enforcement is a division of the Land Use Services Department. Code Enforcement administers programs designed to protect the public’s safety, welfare, and property value through enforcement of San Bernardino County ordinances and State/Federal laws relating to land use, zoning, housing, public nuisances, and vehicle abatement within the unincorporated areas of the County.

THE POSITION Reporting to the Director of Land Use Services, the Code Enforcement Chief manages the Code Enforcement and Fire Hazard Abatement Division and oversees a staff of about 72 employees.

To continue in our tradition of providing exceptional customer service and ensuring the safety of our communities, the County seeks a proven code enforcement professional who will embrace innovation and lead the division and staff to fulfill our vision of a County where our visitors and citizens can confidently enjoy all our County has to offer.

KEY RESPONSIBILITIES

• Develops ordinances, policies, programs and procedures to meet local needs, comply with regulatory requirements and improve service to the public. Develops recommendations for effective administrative procedures to bring violations into compliance. Maintains a data base regarding violation complaints and cases regarding enforcement issues.

• Plans, directs, and evaluates the work and training needs of a diverse staff. Reviews and recommends personnel actions. Interprets policies and procedures to staff and confers with them to resolve problems. Assists with complex field investigations of reported violations of County codes.

• Develops the division budget and cost recovery programs; monitors program expenditures. Ensures proper reporting of time and activities for cost reimbursement from grant sources. Researches and recommends alternative sources of funding for code enforcement and weed abatement activities. Makes recommendations related to program and service improvement.

• Acts as the County’s principal representative on code enforcement and weed abatement matters; serves as liaison with County departments, the Board of Supervisors, the community, and state, federal, and private organizations.

• Responds to public inquiries and citizen complaints; provides information and/or training and maintains effective and constructive public relations with citizens, citizen groups, local municipalities, businesses property owners, and tenants.

• Coordinates enforcement activities with personnel in other departments and facilitates discussions regarding plans of action most beneficial to County residents; coordinates County activities with federal, state, local cities and other jurisdictions as required.

• Promotes customer service programs; streamlines processes where possible; establishes an effective complaint resolution system.

• Authorizes the scheduling of all administrative hearing items with decision-making bodies; testifies at hearings.

EDUCATION, EXPERIENCE AND CERTIFICATIONS• Education: Bachelor’s Degree in planning, business/public administration or another relevant field.

• Experience: Five years of supervision or administrative experience in a complex code enforcement, land use, planning, or zoning organization that is exposed to steady growth and development.

• Certifications: Certifications and memberships with related Code Enforcement organizations is highly encouraged.

SALARYThe County provides a competitive salary, commensurate with experience, with an annual salary range of $118,830 - $162,094* and step increases every 1040 service hours. The total compensation package, including salary and benefits is valued up to $221,904*.*Effective 7/31/21

BENEFITSRETIREMENT• County pension (www.sbcera.org) vested after five years of service.• Retirement Reciprocity with CalPERS, CalSTRS, and 1937 ACT plans.• 401(k) Defined Contribution Plan with 2 for 1 match, up to 8% of the base salary.• 457(b) Deferred Compensation Plan with County contribution .5 times Employee contribution, up to .5%.• Retirement Medical Trust (RMT) County Contribution (based on service hours).

LEAVE PACKAGESThe County also offers an alternative Modified Benefit Option (MBO) that provides a wage differential of 4% above the base salary rate with modified benefits, including: use of increased pay rate to calculate County contributions to RMT, 401(k), and 457(b) plans, leave cash outs, and retirement contribution rate.

• Traditional Leave Package - Up to 160 hours of vacation accruals annually (based on service hours) with cash out option, paid sick leave with unlimited accrual; OR

• Modified Benefit Option Leave Package - Flexible Paid Time Off (PTO) with cash out options.
