At the present time, the Subject is no longer affiliatedwith the Guardia Civil - the Chief, General Quia, havingbeen replaced, nevertheless, coming from a "good" family,he retains contacts with a number of functionaries indludingPresident Belaunde himself.

Several months ago, the Subject called the HeportingOfficer and reported in greater detail than was discreteover the telephone of his personal investigations into theNazi underground movement that is pre gnantly in operationthroughout South America. Unfortunately, because of his somewhatoverbearing nature, he has been able to disenchant anumber of officers in this Embassy of which, the ArmyAttaché, Colonel John Benson, is one. Rather than cuttinghim off completely, the Reporting Officer has been ableto keep his relationship with the Subject ab arms length,so to speak, and yet friendly enough to continue to receiveinformation from him.

STATEMENT OF CESAR UGARTE, JR.

From the time of MY appointment as technical advisorfor Public Relations to the Commanding General of theGuardia Civil y Policia of Peru in October 1961 - havingbeen appointed by the then President of Peru, Manuel Prado -until my resignation on September 1, 1964, I received secrettelephone calls from a confidential source with whom, tothis writing, I have never had physical contact. my con-.tact would get in touch with me by telephone whenever hewould have any information of importance either for thePeruvian Government or the IUnited States Government.

To the best of my knowledge, my source has never givenme any false information, thus, I have no reason to doubtthe information contained in this statement. I believethat he is either Venezuelan, Cuban or Panamanian becauseof his Spanish accent. By different trioks on MY part Ihave come to know that he .speaks fluent German, Englishand Italian. I strongly suspect that he is a member ofthe German Secret Organization called ODESSA which wasestablished in 1947 in Buenos Airesby Hitler's formersecretary Martin BOrmann.

Since the Fall of Peron's Regime ODESSA has foundrefuge in Nasser's Government in Egypt and is reported tohave a total of 3,087 NAZI members in this organizationunder the payroll of the Egyptian Government.

The first information I received that the ODESSAOrganization was backing up the Communists with money wasgiven to me at 7:03 PM on July 23, 1964. The informationwas the following: Counterfeit plates made for OperationBernhardt during World War II which was headed by FedericoSchwend were at imesent in Sao Paulo, Brazil. These platesare in the denomination of $10, $20, $50 and $100. My in-formant's information was that some high former NAZI warcriminal now under the payroll of the Egyptian Governmentwas due in Peru some time near the end Of the year 1984.This information proved correct when Johann von LEERS ar-rived in Peru on December 3, 1964 with an Egyptian passportusing the name of Omar Amin von LEERS under the pretext ofbuying $1001,000 of queer bills. Von Leers had an interviewwith Federico Schwend at the United Arab Republic Embassyin Miraflores, Lima, Peru at 8 PM December 4, 1984. On

December 9 von Leers left for Sao Paulo, Brazil and fromthere back to Cairo, Egypt. On January 28, 1965 my in-formant, during a pre-arranged telephone call, informedthis writer that Lima was going to be flooded with queerUS dollar bills sometime before July. This informationwas passed on to US Embassy officials on the same day itwas received. Counterfeit bills did, in fact, appear inLima. On April 6, at 7:22 PM I received a hurried tele-phone call from my informant quoting the following sentenoe:"Next port of entry Republic of France". I gathered fromthis that the Communists, with the help of the former Ger-man, von Leers, will introduce over a million dollarsqueer dollar bills in France. (NOTE: It is interestingto note that if this statement is true, it could play apart in the present French Government's policy of sellingdollars for gold.)

The present head of ODESSA Organization in SouthAmerica is Federico Schwend who entered Peru in 1947 withan Italian passport. At the present time this passportis in an Italian Embassy safe in Lima. Once Sehwend wasgiven a German passport by the German Embassy in Lima in1948 he paid out the sum of 44 million soles to certainPeruvian official power at the time.
