    15 ADOPTION OF INTEGRATED PLANNING AND REPORTING FRAMEWORK

    Purpose: To advise Council of the transition arrangements proposed by the State Government for the introduction of the new Integrated Planning and Reporting (IPR) framework for local councils in NSW. Description of Item: The Local Government (Planning and Reporting) Amendment Act 2009 received Government assent on 9 October 2009. As detailed in the report to the 9 July 2009 meeting of Council (copy attached), the legislation provides a new framework for corporate planning and reporting in NSW councils. The transition arrangements allow a three-year phasing-in of the framework, with councils required to nominate an implementation date of 1 July 2010 (Group 1), 1 July 2011 (Group 2) or 1 July 2012 (Group 3). The Department of Local Government has now advised that councils should nominate their choice of group by 1 December 2009 and that the group choice has to be determined by Council resolution. Council has made considerable progress on the development of the various components of the new framework. An internal operational Working Group continues to monitor the preparation of the Community Strategic Plan, Resourcing Strategy, Delivery Program and Operational Plan. Council has expressed a strong interest in being in the first group of councils to adopt the IPR framework and the Working Group has concluded that this is achievable. Sustainability Assessment: The planning reforms are based on Quadruple Bottom Line (QBL) principles. That is, there is a requirement that each component identify and address social, environmental, economic and civic leadership issues and deliver positive outcomes in achieving a sustainable future for the Local Government Area (LGA).

    The centerpiece of the new IPR framework is the establishment of a Community Strategic Plan for each LGA. Council is well advanced in this regard with the Draft Coffs Harbour 2030 Plan now on public exhibition. This plan has been developed through a comprehensive community engagement strategy. There is a community expectation that its contribution will be evident as soon as possible in Councils corporate planning. Nomination for Group 1 would assist in achieving this outcome at the earliest possible opportunity.

    Council

    Councillors and staff have participated in a number of briefings and workshops (run by the Department and/or local government agencies) addressing the IPR reforms. Council has prepared submissions to the Department on the draft legislation and accompanying guidelines and manual documents. Councils internal operational Integrated Planning and Reporting Working Group is made up of staff engaged in the preparation of the components of the IPR framework. The Group meets regularly to monitor progress and to provide updates to Councils Executive Team and Managers. At the adoption of the final Coffs Harbour 2030 Plan, it is proposed that Councillors and Senior Staff participate in a workshop to assist with the development of Councils Delivery Program for 2010-2014.

    Related Policy and / or Precedents: The new framework will replace Councils existing corporate planning and reporting structure. Statutory Requirements: The IPR reforms are set out in the following amendments to the Local Government Act 1993: Local Government Amendment (Planning and Reporting) Act 2009; and. Local Government (General) Amendment (Planning and Reporting) Regulation 2009 Issues: The legislation sets out the following timeframes for transition to the new framework: Group 1: Community Strategic Plan and Delivery Program adopted by 30 June 2010 Group 2: Community Strategic Plan and Delivery Program adopted by 30 June 2011 Group 3: Community Strategic Plan and Delivery Program adopted by 30 June 2012.

    15 Adoption of Integrated Planning and Reporting Framework (Contd) The department advises that when determining which of the three Groups it will participate in - a council should consider: its capacity to meet the new legislative requirements within the timeframe if there is sufficient time to effectively engage its community in the development of the

    Community Strategic Plan the status of its Resource Strategy development. It is essential that the elected council has

    adequate information to inform its decisions when endorsing the Community Strategic Plan and adopting its first Delivery Program and Operational Plan. For example, council should have an asset management strategy developed that identifies how it will manage its assets and how, and over what timeframe, it will develop asset management plans for all classes of assets.

    The Department also suggests that f Council has already adopted, or is well-progressed towards adopting, a long-term community strategic plan which included appropriate community engagement, it is encouraged to consider nominating for Group 1. Coffs Harbour City Council meets the criteria to nominate for Group 1. It has: The capacity to meet the legislative requirements; Effectively engaged with the community in the development of the Community Strategic

    Plan, with the Draft Coffs Harbour 2030 Plan currently on exhibition and expected to be finalised by the end of 2009; and

    Is well-advanced in the development of long-term Financial, Asset Management and Workforce Management Strategies, in line with the resourcing requirements of the new IPR framework.

    There is confidence that the new framework will have a beneficial, long-term impact on Councils performance and accountability. Nominating to be in Group 1 also maximises the opportunity for the current elected Council to provide civic leadership in promoting and pursuing the strategic objectives of the Coffs Harbour 2030 Plan. Implementation Date / Priority: If Council elects to be in the first Group, it will implement the new framework on 1 July 2010. Recommendation: That Council nominate to the Department of Local Government that it be in Group 1 of councils in regard to the implementation of the Integrated Planning and Reporting Framework.     Description of Item: The Priority Habitats and Corridors Strategy 2010 2030, Consultation draft (herein referred to

    as PHACS), has been prepared to inform the Standard Local Environmental Plan (SLEP) that is currently being progressed.

    The Coffs Harbour Koala Plan of Management (KPoM), endorsed by the Department of Planning (DoP) in 1999, has been revised at the request of the DoP to meet the requirements of the SLEP.

    Further impetus for the Draft Revised KPoM and PHACS include significant changes to environmental and threatened species legislation, advances in mapping technology and ecology which have been incorporated into these updated documents.

    The attached documents and associated mapping specifically address these legislative requirements, and, with Councils endorsement, and following public exhibition, they will be reviewed
