    The genesis: and why local

    government is embracing COIN

    COIN is the culmination of the farsighted vision and leadership provided by many local government and NACO technology and innovation leaders, including:

    Dr. Norman Jacknis, formerly CIO of Westchester County, and Director of Ciscos Public Affairs division

    Commissioner Randy Johnson from Hennepin County, Minnesota articulated when he was NACo President over a decade ago how technology would transform

    county governments and the role of county elected officials. He continues to serve as NACos technology evangelist, focused on fostering collaboration among

    counties.

    The Honorable Helen Purcell, Recorder from Maricopa County, Arizona serves as NACos Information Technology Committee Chair. Helen has used NACos

    Technology-Innovation Summits to educate county elected officials on how technology can reduce costs and improve constituent services, with a particular

    emphasis on how counties have applied innovative solutions.

    The forthcoming Technology-Innovation Summit on March 1, 2014 in Washington, DC will focus entirely on county-to-county knowledge exchange, and in

    particular, how counties are applying innovative solutions to solve problems and deliver services to other counties and municipalities. Helen knows county staff

    has tremendous knowledge in every service that counties provide its residents, and that NACo connects these subject matter experts nationally to share

    experiences and best practices.

    The Honorable Webster Guillory, Assessor from Orange County, California centers on having counties blessed with technology resources and capabilities help

    other counties. Webster founded NACos Essential County Technology Subcommittee, which focuses on identifying county hubs of innovation to serve as role

    models to advise/assist other counties. Webster envisions subject matter experts from these county hubs of innovation to serve as Helping Hands to other

    counties in COIN.

    Mr. Phil Bertolini, Deputy County Executive and Chief Information Officer for Oakland County, Michigan leads by example by collaborating and providing shared

    services to other cities and counties. Phil and his staff created the NACo Application Store, naco.g2gcloud.com, which enables counties to share their knowledge

    and to streamline efforts. COIN provides a link to the NACo Application Store.
