    wearenowattheendofsummer,wheredidthetimego? AsIreflectuponthe

    last8monthsof2010,Iamtrulythankfulforthemanyopportunitiestotalkwith

    constituents,listeningtothoughtsandconcernsandmostofall,representingyour

    voiceon

    City

    Council.

    Itake

    great

    pride

    in

    the

    privilege

    of

    representing

    the

    residentsofDistrict2,andconsistentwithmymilitaryandpoliceservice,respect

    thetrustandconfidencethatyouhaveplacedwithme.

    Wewillsoonbeenteringanewbudgetcycle. InNovember,MayorBellwill

    deliverhisproposed2011budgettoCouncil. Iamconcernedthatwewillbe

    challenged;however,Iamconfidentthatwewillrisetothechallengeand

    continuetomoveourgreatcityinapositivedirection.

    Thisweekmarksthereturntoschoolformanychildreninourcommunity.

    Asyoumayknow,duetoseverebudgetconstraints,TPShaschanged

    severalpolicieswhichareworthyofmentioninginthisnewsletterasa

    reminder.

    Firstofall,severalschoolshavenewstartingtimesanddismissaltimes.

    Withtheclosingofsomeschools,therearenewschoolboundaries. Also,

    thereisnolongertransportationprovidedforhighschoolstudentsor

    studentslivinglessthantwomilesfromhis/herelementaryormiddle

    school.

    ThoughyoumaynothaveachildinschoolIfeelthisisimportant

    informationforalltoknowasItrulybelievethatwe,asacommunity,need

    tobemindfulwhendrivingontheroads. Therewillbeanincreased

    numberofchildrenwhowillbewalkingtoandfromschool,andinalotof

    cases,withoutcrossingguardstoassist.

    Asyoudrive,Iaskthatyoualsoremembertoadheretopostedspeedlimit

    signswhiletravelinginschoolzones. Also,ifyouencounteraschoolbus

    stopped,withflashinglightsandthestopwarningsignextended,you

    muststoptenfeetfromthefront/rearoftheschoolbusandshallnot

    proceeduntilsuchschoolbusresumesmotion,oruntilsignaledbythebus

    driver

    to

    proceed.

    BacktoSchool

    SafetyReminders

    IntermodalToledosroleasafreightdistributionpointfortheMidwestsoonwillbe

    strengthened. A$12.3MprojectattheNorfolkSouthernsAirlineYardwill

    Committeehasbeenworkingextremelyhardtocreatelegislationthat

    wouldreplace

    current

    laws

    on

    the

    books.

    The

    Bell

    Administration

    has

    formallyproposedthislegislationtoCouncil,andIreferredittothe

    PublicSafety,Law&CriminalJusticeCommittee(whichIchair.) Wehad

    aproductivecommitteemeetingearlierthismonthandwilldiscussthis

    againatthenextPublicSafety,Law&CriminalJusticemeetingon

    September13that1:30pm.

    StreetProject

    Updates

    ThereareseveralstreetprojectsgoingoninDistrict2. WhileIrealizethat

    constructionandorangebarrelscanbeahugeinconvenience,thelongterm

    resultoftheimprovements,Ibelieve,iswellworthit.

    TheGlendaleprojecthasbeencompleted. Cheyenne,Brownstone,Townley,

    Burroughs,DarleneandLynbrookwillallbecompletelyrebuilt.

    Ifully

    realize

    that

    there

    are

    many

    more

    streets

    within

    District

    2that

    are

    in

    dire

    needofresurfacingorrebuilding. Theunfortunatecircumstanceisthatwe

    havealimitedamountofmoneyinourCapitalImprovementPlanbudget.

    IwillcontinuemyeffortstoensurethatDistrict2isappropriatelyfundedin

    2011. Yoursuggestionsarealwayswelcome.

    District2isveryfortunatetohavemanyactiveneighborhoodgroups

    whichplayaveryimportantroleinsupportingcommunityactivism. In

    theRagan

    Woods

    area

    Dave

    Lemon

    is

    doing

    aphenomenal

    job

    leading

    his

    neighborhoodblockwatch. Daveandhisneighborssawaneedfor

    beautificationeffortsandbandedtogetherandraisedfundsthrough

    privateandbusinessdonationstohireaprivatelandscapingcompanyto

    addresstheissuesneededandbeautifythearea.

    TheneighborsofWalbridgePark,PickfordParkandCrossgatesParkhave

    allsteppedupandtakenprideandownershipintheirparks. They

    continuallysponsor

    park

    clean

    ups

    and

    community

    events,

    in

    addition

    to

    workingcloselywithmyofficeandrepresentativesfromtheParks,

    Forestry&RecreationDepartmentsforparkimprovements.

    TheReynoldsCornersareaiswellrepresentedbyRocleen&DanReihing,

    wholeadtheneighborhoodorganizationintheirarea. Asahusbandwife

    team,theyhavevolunteeredcountlesshoursdealingwithissuesfrom

    zoning,commercialdevelopmentandnuisanceabatement.

    OntheborderwhichcomprisesneighborsofDistrict2&3,CarolScheiber

    andherteamofvolunteersworktirelesslyastheHighlandHeights

    NeighborhoodAssociation,tomaintaintheintegrityofHighlandParkas

    wellastheirbeautificationprojectatthetriangleofAirportandSouth.

    TheBurroughsNeighborhoodAssociation,ledbyRamonPerez,isanother

    neighborhoodgroupwhoremainsdedicatedtostabilizationandqualityof

    life

    issues.

    SueShanahan,JanetBurtch,JudithEhrsam,CherylDilbone,JeffJohnston,

    SallyPrentis,BarbKornacki,SherryandJayGilchrist,BobBlodgettand

    TriciaDzierwaarealsotobecommendedfortheirvolunteerleadership

    efforts. Iwouldbelostwithoutthesupportandassistanceofallofthe

    abovementionedindividualsandIthankyouALLverymuchforstepping
