The Secretary referred to a letter received from Dr . R . F . Scagel ,

Chairman of the Project Team Committee which had proposed that classe s

should start at 8 :00 a.m. A statement had been made in Senate that th e

Committee had not had students among its members . Dr . Scagel stated

that the President of the A .M .S . had been invited to name a student to

the Committee . Mr . Sean McHugh was selected by the A .M .S . and conse-

quently received minutes of all meetings and participated actively an d

constructively in many of the meetings .

The report of the Committee had been circulated . Dean Curtis stated

that the Committee had examined the request of a new Ecumenica l

Theological Centre to affiliate with The University of British Columbi a

and it was entirely favourably disposed to this .

In answer to a query it was explained that, if the request fo r

affiliation were granted by the Senate and the Board, the draft Bil l

would make provision for the repeal of the Acts of the Anglica n

College and the Union College, respectively . The motion was put and

It was explained that at the present time under the Universities

Act any affiliated Theological College is entitled to have on e

member on the University Senate . Pending the revision of th e

Universities Act it was suggested that the new Centre should hav e

one representative on Senate and one observer, it being contemplate d

that the Universities Act when amended would provide for two member s

to represent the Centre .

Some members were of the opinion that it was not within th e

purview of Senate to pass the resolution as worded . After further

discussion it was agreed that the motion should read as follows :

"That, upon the establishment of the new centre, th e

Senate of the University accept the invitation of th e

Implementation Committee to name two of the member s

of the University Senate to serve on the Senate of th e

new Ecumenical Centre . "

It was pointed out in the report of the Committee that Anaes-

thesiology was a distinct discipline within the field of medica l

studies and its academic development at the University had bee n

inhibited by the present arrangements, one of which was that Anaes-

thesiologv was only a division within the Department of Surgery .

Additional space would be provided by the Vancouver General Hosn1 .tal

and would therefore not be a cost to the University .

(b) Statement concerning delays in submitting proposals to Senat e

Mr. Bourne stated that members of the New Programmes Committe e

were of the opinion that proposals for new programmes submitted t o

Senate for approval had often not been brought before Senate a s

early as they should have been . From time to time the Committee

had found that Faculties or other groups had taken initial step s

to implement proposals, evidently acting on the assumption tha t

Senate would approve them .

The Chairman explained that at its meeting of January 14, 197 0

Senate requested that a report be prepared concerning efforts bein g

undertaken by the University to solve the problem of Pollution .

The Faculty of Commerce and Business Administration recommended t o

Senate the following additions to its membership :

1. One member of the Student Undergraduate Society .

2. One member of the Executive of the Master of Business Adminis-tration Association .

The Agenda Committee recommended that this matter be referred to a n

ad hoc committee to be established by the Chairman of Senate with th e

objective of clarifying Faculty Membership as defined by the Universitie s

ination grades and the ranking of students were submitted .

1 . Classification of grades on course evaluations -

Proposal : That grades be recorded on students' records a s

follows :

It was pointed out that at the October Senate meeting it was agree d

that the President would discuss with an appropriate group the role o f

marks, the various types of examinations and variations in curren t

practice concerning evaluation of examinations . It was therefor e

suggested that the proposal of the Faculty of Law should be withdraw n

for the time being until the President's group brought in its report ,

It was suggested that there was a danger of exposing undergraduat e

students to ineffective teaching by those graduate students who lacke d

either ability or interest in this activity . It was also felt that

there were budgetary implications as students who were expected t o

Mr . Osborne explained that the intent of the motion was to avoi d

undue pressure on students and other Faculty members in the perio d

A lengthy debate followed . Some members thought that Senate shoul d

Other Business

(1) A query was raised regarding information given out about student s

by the Registrar's Office . The Registrar stated that normally the yea r

and faculty in which the student was registered would be released t o

the public . However, all students had the right to request that thei r

address and telephone number be kept confidential .

(2) Mr . Smolensky gave notice of motion as follows :

"That the Senate instruct the Academic Planner t o

undertake a survey of all courses in all facultie s

in order to determine which of these have si gnifi-

cant relevance to either French or English Canada ,

be it in the social, political, economic, historic ,

legal, or scientific fields . Further, that h e

report back to Senate with all possible haste th e

number and a description of each of these courses . "

(3) Dean White queried if it would be in order for student bodies t o

send representatives to the meetings of the Faculty of Commerce an d

Business Administration as observers pending the report of the committe e

to be established to clarify Faculty Membership as defined by th e

Universities Act . The Chairman stated that it was within the right o f

the Dean to invite them .

The Miles and Vivian Brookes Student Aid Fun d

This fund, established by Miles and Vivian Brookes, provides loan s

for students in any year and faculty who have satisfactory standin g

and need financial assistance .

The Max and Lillian Freeman Memorial Scholarshi p

As a memorial to Max and Lillian Freeman, their sons, all graduates

of the University of B .C ., have established a scholarship . In the

amount of $250, this scholarship will be awarded annually to a

student with outstanding academic standing who has completed on e

year of study and is proceeding to a higher undergraduate year .

The W . H . Maclnnes Entrance Scholarships in Latin

Through the generosity of Mr . W . E . Maclnnes of Vancouver, scholar -

ships of $150, $100, and $50 respectively are available to the thre e

students entering the University of British Columbia in Septembe r

with highest standing in Latin 12 . To be eli gible a candidate mus t

write the scholarship examinations conducted in June by th e

Department of. Education, Victoria, B .C . In the event of a tie th e

award will be made to the Qualifying student with highest overal l

average . Winners of these awards will not be precluded from

holding other awards given by the University .

The Louie Stirk Bursary

A bursary of approximatelY $250 is offered annually to assist a
