The District relies on a staff of 44 IT personnel to keep the network up and operational to meet the needs of students and staff while ensuring compliance with all regulations. They manage the data center, wireless network, VoIP systems and many other items including smart boards and even video scoreboards for the athletic fields. They have their hands full on a daily basis and need technology that works reliably, performs well and has the tools that simplify day-to-day management.

In 2014 the IT teams realized their entire infrastructure wasn’t up to the task in any of these areas. Wireless was maxed out, throughputs via their existing firewalls were creating choke points and the limited reporting tools required hours of manual effort to produce usable results. They soon embarked on a complete overhaul of their infrastructure including their existing firewalls and wireless network.

A project of this size and scope is significant for any organization, but when it’s taxpayer money on the line many more people are involved in the decision making process, The IT team had to convince the Board of Education and the

residents of the Columbia School District that the overhaul was necessary and then demonstrate they were thorough in their evaluation and recommendation of the best solution for the District.

Led by Aaron Heath, the Lead Server\Network Specialist for IT Technology Services group, a team of IT specialists developed a compelling proposal on the need to replace the District’s older-generation architecture with the latest in firewall and wireless technologies. Although Fortinet wasn’t selected for the wireless portion of this project, wireless integration became a critical element of the selection criteria for the Next Generation Firewall as it had to work seamlessly with their choice of Ruckus Wireless APs.

Five vendors were identified for the firewall project based on past experience and through their discussions with other school districts. Although Aaron and the team didn’t have any formal experience with Fortinet products in the past, they included Fortinet along with Cisco, Palo Alto, CheckPoint and the incumbent Dell SonicWALL.

Using a thorough rubric-based testing methodology, each product was scored based on a set of weighted criteria including performance, features, connectivity, reporting, support/management and overall value. The FortiGate 3700D scored the highest of all the vendor products. However scoring wasn’t enough by itself.

As one of the three top contenders, the FortiGate 3700D was put to the test alongside a Palo Alto 5070 and a new SonicWALL SuperMassive 9800. As an existing customer, Dell gave the District their “white glove” treatment for the evaluation and helped them port their existing configuration

to the new 9800 to test it in their production environment. The PAN 5070 was put into monitoring mode and the FortiGate was configured in a “rip-and-replace” mode where it was also tested in the production environment similar to the SonicWALL 9800.

After a few weeks of testing, the 3700D met, and in many cases, exceeded their expectations. Aaron and the team were particularly impressed with the reporting capabilities of the FortiGate. The other vendors passed on their claims, however the testers uncovered a few critical bugs with the new SonicWALL platform when it was under load. Dell resolved them, however the risk of other potential bugs and issues on such a new platform raised a red flag with the reviewers.

The combined results of the rubric process and validations performed in their tests pointed to a clear winner–the FortiGate 3700D. The recommendation was made to the Board of Education to go with two 3700Ds in a high-availability configuration with a FortiAnalyzer VM. Aaron and team were able to quickly and easily convince the Board and the Residents that Fortinet was the way to go.

With the two new FortiGate 3700D units now fully deployed, the Columbia Public School District now has the breathing room needed to support projected traffic growth for the next four years and a solution that fully meets CIPA, HIPAA, and FERPA regulations.

Their biggest complaint with the old platform has been resolved with Fortinet’s comprehensive reporting that can be tailored to their needs for details on items such as staff, student and guest group usage. The new reporting and expanded logging capabilities now are able to support information requests that go back months instead of just weeks as part of their partnership with the Missouri Cyber Crimes Task Force.

They were pleasantly surprised by the ability to integrate their Ruckus network with the FortiGate to enable the identification of iPad users. This was planned to be a separate project in the future, however when it was uncovered as an option, they quickly and easily deployed it. They also liked the fact that guest wireless can be scheduled automatically. They now turn off guest access at 10:00 p.m. every night and reenable it daily at 5:00 a.m. Aaron and his team were so impressed with the 3700D, they replaced their SonicWALL email security platform with FortiMail a few weeks later.

Although Fortinet wasn’t the cheapest solution when compared to SonicWALL, their comprehensive testing and evaluation clearly demonstrated the performance, security effectiveness, reliability and overall value of the FortiGate 3700D.
