Introduction
This report describes proposed improvements of the northern block of Queen Street, Melbourne between Therry and Victoria streets, at Queen Victoria Market (QVM).
The current project is one part of the City of Melbourne’s wider QVM Precinct Renewal program. The broader context of proposed public realm improvements for the QVM Precinct is set out in a separate document – QVM Precinct Renewal: Public Realm Design Framework, which supplements the CoM’s QVM Precinct Renewal Master Plan (2015).
This report should be read together with the Design Framework, and relies on that document to explain relationships between the subject site and surrounding areas of QVM. Those relationships are key drivers for the design proposals, so the Design Framework explains much of the rationale for the design. However, the Design Framework addresses areas beyond the current project. This report shows works proposed at this time and submitted for approvals for the subject site; the Design Framework report is for information, not for approval.
Implementation of the proposed works will be undertaken by the City of Melbourne (CoM) in connection with construction of a new Northern Shed, within the subject site. Replacement of G Shed with a new ‘Trader Shed’ and services upgrades in the area of sheds west of Queen Street are also proposed. However, construction of the Trader Shed involves little redesign of the ‘public realm’ and the new services west of Queen Street will not result in changes to the public realm design, so these are not addressed in this report.
For details of the proposed new buildings and services works, refer to separate documentation by NH Architecture and associated sub-consultants.
In regard to approvals, the proposed public realm works straddle areas with varied approval requirements relating to heritage listings and road managers. Relevant boundaries do not align consistently. The QVM state and national heritage registrations primarily apply to areas within the QVM title boundary, but also include areas in adjoining road reserves managed by CoM or VicRoads. Parts of the works at the Queen/Victoria streets intersection require heritage approvals, parts require VicRoads approval, and parts require both, although the design of each part is meaningless in isolation. As a result, permit applications and approvals will be for parts of this project area. None-the-less, a functional design requires consideration of an integrated design response across the site as a whole.

The existing toilet building in Queen Street south of Therry Street – which is within the subject site – will be demolished and its site integrated with the surrounding public realm design. New public toilets are to be provided in the proposed Queens Corner building, to the south of the subject site. As construction of this building will not occur before the new North Shed, public realm works at the site of the existing toilets will be implemented in stages. However, the design presented in this report shows the complete, integrated treatment for the entire area.
Extent of public realm works addressed in this document, the area subject to applications for planning and heritage approvals, and the proposed new Northern Shed and Trader Shed. The whole of the current ‘project area’ is primarily within that part of Queen Street that now lies within the QVM leasehold area. The current permit applications apply only to the project area within this title boundary; separate consents are required for works beyond this.

Key Design Requirements
ACCESS AND MOVEMENT Vehicular access for deliveries and waste management will be from the south along the east
side of Queen Street, immediately north of Therry Street.
Operable bollards, managed by QVM Pty Ltd, will be used to control entry to the portion of Queen Street between Therry and Victoria streets.
Vehicle turning movements near G Shed and the new Northern Shed require the street to be a paved area clear of obstructions including removal of some existing trees.
The exit to Victoria Street will be relocated to the west side of Queen Street, and the Victoria Street pedestrian crossing relocated to the east.
Secondary entry points aligned with J and M Sheds will provide access for events set-up in J, K and L Sheds. These will also be controlled by operable, bollards.
A clear corridor along the west side of the street provides for movement of goods using pallet jacks etc. between the proposed Queens Corner Building and sheds west of Queen Street.
The pavement will be remade as a flat surface with no kerbs (the historical kerb line will be maintained but the channel raised flush with the top). Verandah posts will be protected by bollards or stone blocks.
Bollards used to control entry will be rated to provide protection from hostile vehicle attack. Fixed stone seating elements will be used to complement the bollards where space allows.
Major clusters of bicycle parking hoops will be provided near the northern and southern ends of the pedestrianized and shared zone of Queen Street.
DRAINAGE There is an existing problem with flooding of the Food Court resulting from past widening of
the adjoining footpath and tree planting, which effectively created a dam across the channel on the east (downhill) side of Queen Street and blocks overland flows to Victoria Street.
Re-grading the existing carriageway to create a level surf`ace flush with adjoining footpaths will also introduce new challenges to control rainwater runoff, especially during major storms, although the existing flooding requires rectification with or without this change.
A new continuous grated trench drain along the alignment of the existing eastern channel is proposed to prevent runoff from sheeting into the buildings east of Queen Street, and extending through to Victoria Street to direct overland flows during major storms into Victoria Street. This probably requires the removal of three existing trees, although options that may allow retention of the trees will be explored during detailed design.

AMENITY, ENVIRONMENT AND SERVICES The area near Therry Street will be a key space for public respite from the busy market.
Use for trading, busking and events will be supported through provision of power points in light poles.
The soil profile will be improved throughout most of this area to enhance growing conditions and ensure a good quality tree canopy cover.
A gathering space for small groups will be created near Shed E, allowing for use by school groups, etc.
Information hubs located at the north and south ends of the project area will provide a link between city-wide directional signage and QVM-specific information systems.
INTEGRATION WITH THE PRECINCT AND COM OPERATIONAL SYSTEMS Paving and street furniture will predominantly adhere to established CoM design standards.
Customised furniture will use modular elements from established CoM standard street furniture designs.
Existing customised movable furniture in use by QVM is also expected to be used in the area.
INTERPRETATION OF PLACE AND HERITAGE The design includes space for activities such as Welcome to Country ceremonies and/or
commemorative activities near the Aboriginal section of the former cemetery.
The design includes a copse of large eucalypts, contributing to a balance of deciduous and evergreen trees across the precinct, increasing species diversity and habitat value for native fauna.
The design incorporates areas of low level planting which contribute to a sense of respite within the space. The palette for these plantings could include wetland, grassland or ‘woody meadow’ species, former indigenous vegetation types, and/or integrate WSUD elements, if desired and as deemed most appropriate in relation to uses and values of the site.

TREE REMOVALS
A total of 11 trees to be removed for implementation of the proposed works are listed below. Existing trees in the Victoria Street footpaths will not be affected. Containerised plantings are excluded from consideration. Useful Life Expectancy (ULE) information is as per CoM arborists’ assessments in City of Melbourne Urban Forest Visual (data retrieved July 2019). Canopy cover as shown at right is as per CoM Compass mapping, 2015.

* Works to rectify flooding at the Food Court are likely to cut into the structural root zone of these trees, although the drainage design has not been resolved. Some root loss outside the structural root zone is also likely due to excavations for the Northern Shed. The potential to retain these trees will none-the-less be explored during detailed design.
