S im p ly speaking, it is a sp ring -lo a d override device; its concept is s e lf- fu n c tio n in g and s e lf - r e s e t t in g . It p ro v id e s e f fe c t iv e d isconnec t o f the c o n tro l-sys te m o n ly as long as excessive p u ll- fo rc e s are being app lied . W hen the in s tru c to r app lies s u ffic ie n t o p p os ite c o n tro l, the s tu d e n t's co n tro l o f e leva tor is over-pow ered and h is ro ta tiona l ca p a b ility to opera te a ile ron s is a lso d isconnec ted . The fo rce requ ired to activa te the spring -re lease device can be preselected at any desired level fo r the pa rticu la r in s ta lla tio n . To the sp ring -load override system one can add a m anual lock device w h ich w ill deactiva te the system ,

Lectures on W ake T urbu lence , A .T .C . a n tic ip a tio n , Fuel C o n su m p tio n , P ro jected N aviga tion A id s such as the M icrow ave L a n d in g S y s te m ( In te rS c a n ) w e re presented by representa tives o f the A ir lin e C om panies and C o rpo ra tions . A lso there were d a ily d iscu s s io n s on the p rob lem s of keeping w o rld w id e a ir tra ff ic co n tro l safe, o rderly and e xp e d itio u s . A te ch n ica l d ispa ly o f the la tes t radar and nav iga tion equ ipm en t was an in te re s tin g e x h ib it io n of the vast progress be ing m ade in the f ie ld of av ia tion .

T h is was the f irs t t im e the I.F .A .T .C .A . has m et in the S outhern H em ipshere , a tr ib u te to A u s tra lia 's h ig h p ro fe ss io n a l s tand ing in ATC. The C on fe rence was hosted by A u s tra lia ’s ATC O rgan isa tion , th e C iv i l A ir O p e ra t io n s O f f ic e r s ’ A sso c ia tio n and was held in the M elbourne H ilto n . O ther g roups a tte nd in g were de legates from d o m e s tic and in te rn a tio n a l a ir lin e s and C o rpo ra tio n m em bers.

The o n ly wom an observer a tte n d in g was 99 O lga T arling , a C o n tro lle r a t Eagle Farm A irp o rt, Q ueensland, A u s tra lia . M ore wom en are being accep ted overseas but they are s t ill m o s tly in tra in in g and very p o ss ib ly not ava ilab le fo r w o rld travel yet.

IFATCA was founded in A m ste rdam in 1961 by the a ir tra ff ic co n tro l a sso c ia tio n s o f A us tria , B e lg iu m , Denm ark, F in land , France, W est G erm any, Ice land, Ire land, Luxem berg, H o lla n d , N orw ay and Sweden. A u s tra lia jo in e d in 1971.

Over the years, o the r a sso c ia tio n s have jo ined and 38 co u n tr ie s are represented. There are a lso 19 co rpo ra te m em bers such as the French com pany T hom pson-C S F , the su p p lie r o f the A u s tra lia n p rim a ry a ir tra ff ic c o n tro l radar sys tem .

Each year m ore a ir t ra ff ic c o n tro l a sso c ia tio ns app ly fo r m em bersh ip to support the fe d e ra tio n 's e ffo rts to enhance the sa fe ty o f a v ia tion .

An increas ing num ber o f m em ber a sso c ia tio ns prov ide a w o rld w ide in p u t on a ir tra ff ic co n tro l m atte rs and IFA TC A a lso e n joys, th rough its co rpo ra te m em bers, the support o f som e o f the w o r ld ’s lead ing av ia tion in dus tries .

As a resu lt, te ch n ica l in fo rm a tio n on deve lopm en ts in the fie ld o f a v io n ics is re a d ily a v a ila b le to th e fe d e ra t io n ... IFA TC A is an independen t. It is a non -governm en ta l and n o n -p o lit ic a l p ro fess iona l o rg a n isa tio n w ith the p rim e ob jec tives o f p ro m o tin g the sa fe ty , e f­f ic ie n cy and reg u la rity o f a ir nav iga tion .

F ly in g in the W illa m e tte V a lley invo lves freq u e n t f ly in g e ith e r over the Cascade M ou n ta in s o r the P ac ific Coast Range and Jan fee ls p ilo ts shou ld be w e ll aware o f su rv iva l te ch n iqu e s in d if f ic u lt te rra in . 21 m em bers, husbands and fr ien d s spent a weekend in heavy snow w ith a su rv iva l expert. The g roup b u ilt snow caves o r ig lo o s and spent the n igh t s leep ing in w ha t they had b u ilt . Twelve inches o f snow d u rin g the n ig h t m ade the experience very real. C lim b in g up a m ou n ta in in deep snow to reach the survival area, and go ing back o u t th rough w a is t deep pow der snow , conv inced the g roup o f th e w isd o m o f “ d ig g in g in ” and s tay ing w ith the dow ned p lane. M any of the g roup are in the p rocess o f expand ing th e ir a lready ex tens ive su rv iva l packs in th e ir a irp lanes .

Jan has a C om m erc ia l L icense and used her G round In s tru c to r R ating to teach a c lass fo r w ives o f p ilo ts , to encourage th e ir su p p o rt and in te re s t in a v ia tio n . She is m arried to an A rc h ite c t (she is h is o ff ic e m anager) w ho uses h is in s tru m e n t ra ting o fte n in w o rk over m uch o f the S ta te of O regon. They have th ree ch ild re n , K a tie , 22, David, 20 and K r is t in , 16. She has long been ac tive in c iv ic a ffa irs and w as nam ed Eugene’s O u ts tan d in g Y oung W om en in 1960.

Is a wave flyab le? It is , and e m in e n tly so fo r sa ilp lane p ilo ts w ho ecstac ize over its ex is tence, and one o f w hom , Paul B ik le , e xp lo ited a w ave-begotten boos t o ff sou the rn C a lifo rn ia ’s Tehachapi M oun­ta in s to set a w o rld sa ilp la n e a tt itu d e record o f over 50,000 feet.

M ost p ilo ts w ho have ever flo w n over any te rra in o th e r than the m os t ta b u la r fla tla n d s have flo w n in at least m in i-w ave c o n d it io n s . A ny m ou n ta in ridge , m ated w ith a breeze b lo w in g pe rp e n d icu la r to it, can p roduce a m ou n ta in wave. The ridge need not be nam ed S ierras o r R ockies.

If you are traversing the S ierras, th a t w o u ld d ic ta te an approx im a te 21,000 feet c ru is in g a ltitu d e , not to ta lly p rac tica l in every s ing le we f ly . H eadw inds are a lso a fac to r. A irp lanes o f reasonable pe rfo rm ance have been know n to f ly backw ard in a m ou n ta in wave.

Lee side p rob lem s. The tw o types of p rob lem s associa ted w ith the lee are the obvious le t-dow n o r c lim b -o u t te ch n iqu e s . Since the la tte r is an o p tio n and the fo rm e r m ay n o t be, c o n s id e r c l im b -o u t sugges tions firs t.

If w inds are in excess o f 25 kn o ts on the valley flo o r, you shou ld se riou s ly co n s id e r how essen tia l the f l ig h t is m easured aga inst you r m ou n ta in fly in g experience , the perform ance o f you r a irp lane , and the to lerance o f you r passengers fo r unusua l a ttitudes .

If you s ta rt f l ig h t in the d ire c tio n o f the m oun ta ins on the wave's lee, the VVI m erits co n s tan t a tte n tio n . D ow nd ra fts o r zero c lim b com m and a d e c is io n . Go back to the area where d o w n d ra fts were not e n c o u n te re d an d c l im b th e re u n t i l adequate a ltitu d e to traverse the range is reached. Though you m ay be reassured by the know ledge tha t d o w n d ra fts never go a ll the way to the g ro u n d , w hy te s t the theory? Y our ob je c tive shou ld be to sa fe ly c lim b to an a lt itu d e fo r f l ig h t over the range. The area o f safe and e ff ic ie n t c lim b w ill p robab ly be on the fa r s ide o f the vallev away from the range.

S ince th e need fo r c iv ilia n tra in in g o f m ilita ry p ilo ts became c r it ic a l a t tha t tim e , the S tin so n s dec ided to e s tab lish a fly in g sch o o l fo r th is purpose . W hen the schoo l opened th a t O ctober, the fa cu lty cons is te d o f M arjo rie S tin so n . The firs t c la s s , f iv e C a n a d ia n s , f in is h e d in N ovem ber and ob ta ined FAI c e rtif ic a te s in December. They su b se qu e n tly received co m m is s io n s in the B rit is h Royal Naval A ir Service as Canada had no a ir service at the tim e.

In a ll, the schoo l g raduated over 100 s tu d en ts , and M arjo rie was c red ited w ith tra in in g 83 o f them . A fte r the U.S. entered W orld W ar I and began m ilita ry tra in in g of p ilo ts the S tin so n S choo l o f F ly ing c losed . M arjo rie co n tin ue d e xh ib itio n fly in g fo r som e tim e , and then w orked fo r the Navy D epartm ent in W a sh in g ton , D.C. u n til 1945. She m a in ta ined a c o n tin u in g in te res t in a v ia tion , and a fte r her re tirem en t she devoted her life to research in avia tion h is to ry , a cq u irin g a s ig n if ic a n t c o lle c tio n o f w r it in g s and m em orab ilia .

Esther C om bes g raduated from the U n iv e rs ity o f W a s h in g to n in 1925, m a jo ring in phys ica l e d u ca tio n ; she then returned to Eastern M ontana , w here she became reacqua in ted w ith Earl Vance, w ho, at tha t t im e , was M on tana ’s best- know n av ia tion ba rnsto rm er. Esther becam e the bus iness m anager and treasurer o f The Vance A ir Service, as it w as ca lle d . They purchased a S tin so n D etro ite r, had the W aco sa les agency fo r the area, and operated an a ir lin e from Great F a lls to B il lin g s . W hen the Vance A ir Service fa c ilit ie s were des troyed by fire in 1931, Vance w en t to w ork as a p ilo t fo r N ationa l Parks A irw ays . The N ationa l Parks te rm in a l at G reat F a lls was Gore F ie ld , loca ted sou th o f the c ity . A t tim es when Vance fle w fo r NPA, he w o u ld s ta rt p ilo ts o ff on th e ir d u tie s at Vance A irp o rt, then Esther w o u ld fe rry h im over to Gore F ie ld to m ake the run to S a lt Lake C ity . It was on one o f these o cca s io n s th a t the ph o to o f the Vances w as taken s ta n d ing by the Fokker m a il p lane. There were su b ­sequent m oves in the P a c ific N o rth w e s t and when the a irm a il co n tra c ts were cance lled in 1932, the Vances b o u gh t a P itca irn a u to g iro and ba rnsto rm ed the W est w ith it.

Ida ’s f irs t lesson in 1967 was at B u tle r A v ia tion at La G uard ia A irp o rt in New York. So new to the w o rld o f f ly in g was she, tha t she had no idea there was any o the r p lace to fly from ! It seem ed to Ida tha t m ost of her tim e was spent w a itin g on the runway fo r je ts to com e and go - and her hard earned m oney as a teacher w as be ing used up on the g round!

S um m er was co m ing and Ida w ent hom e fo r the sum m er and had three m ore scattered lessons at an a irpo rt in M ary land. But as life som e tim es has it, the dream s and rea litie s o ften c o n flic t. M arriage, m ore co llege and ch ild ren in ­te rrup ted . But the dream co n tin ue d .

One day at an a irpo rt in F aye ttev ille N orth C aro lina she began a c tu a lly tak ing a series o f fly in g lessons. She s tu d ie d hard w ith her in s tru c to r Edward A. M cCorvy. A ga in the dream was in te rrup ted and back up N orth she cam e to resum e her teach ing career. B ut Ida’s d e te rm in a tion w ent on and so d id the lessons the fo llo w in g sum m er. In 1970 the p rec ious license was won.

But so m e th ing e lse w as go ing on in Ida's m ind . Each tim e she to o k a lesson sm all ch ild ren w o u ld press th e ir t in y faces to the a irpo rt fence to w a tch the B lack wom an p ilo t.

They were fasc ina ted by w a tch in g the plane and p ilo t in a c tio n . A fte r each lesson Ida w ou ld s top to cha t w ith the youngs te rs and was amazed by th e ir in te res t. There are a num ber o f c o n ­d it io n s w h ich may cause h yp e rve n tila tio n . In av ia tion , however, the m ost com m on causes are hypox ia a n d /o r anx ie ty . H ype rven tila tion due to hyp o x ia rarely occu rs be low 10,000 fee t. W ith o u t su p ­p lem en ta l oxygen, as ascent co n tin u e s beyond 10,000 feet the h yp e rve n tila tio n g radua lly increases.

The person w ho is h yp e rve n tila tin g , espec ia lly in a tense s itu a tio n , is rarely aware tha t he is b rea th ing to o m uch. The sym p to m s o f h yp e rve n tila tio n are n um b­ness and t in g lin g o f the fin g e rs , toes and

face, trem ors and je rk in g m ovem ents of the e x tre m itie s . He may feel th a t h is chest is co n s tr ic te d , and fear tha t he is having a “ heart a tta c k ". If he co n tin ue s to hyper­ven tila te , m enta l c o n fu s io n becomes se ve re and u n c o n s c io u s n e s s o fte n fo llo w s .

S ince m any o f these sam e sym ptom s o ccu r w ith hypox ia , a ll p ilo ts shou ld be fa m ilia r w ith the sym p to m s o f hyper­ve n tila tio n and be able to take corrective a c tion early . T h is is s im p ly breath ho ld ing .

If the sym p to m s the in d iv id u a l is ex­periencing are num bness and tin g lin g of the fin g e rs , toes and face and he is f ly in g below 10,000 fee t, the p rob lem is a lm ost c e rta in ly h yp e rve n tila tio n .

If the p ilo t is at an a ltitu d e h ighe r than10,000 fee t, it is harder to te ll w he the r the prob lem is p rim a rily hype rve n tila tio n or hypox ia o ra c o m b in a tio n o f bo th . The best ac tion to take in th is case is to descend as soon as p o ss ib le to 10,000 feet o r lower. The p ilo t sh o u ld co n tin u e to use his oxygen su p p ly , and try to keep his resp ira tio n s s lo w and steady, and not too deep, and not m ore than 18-20 breaths per m inu te . Upon reach ing the low er a ltitu d e , he can then try breath h o ld in g w h ich w ill rap id ly b u ild up the C O 2 level in the blood and co rrec t the p rob lem .

One a d d itio n a l rem ark shou ld be made regard ing h yp e rve n tila tio n , a lth o ug h it has to do w ith sw im m ing and d iv ing rather than f ly in g . As sta ted before , hyper­v e n tila tio n does lit t le to increase the oxygen level in the b lood . R ather it decreases the CO 2 level — and when done v o lu n ta r ily depresses the s tim u lu s to breathe. Thus the person sw im m ing underw ater may becom e hypo x ic , but feels no need to breathe because h is b lood CO 2 is low . He m ay not make it to the surface in tim e.

She and her 491/2 J u s tice B lackbu rn ow n a Cessna 172 w h ich they fle w recen tly to the W ills a lle n s ’ p roperty . They took the o p ­p o rtu n ity to give U H -B H B a good scrub , the love ly fresh grass on the s tr ip made it a lm ost a p leasure to lie on one 's back and remove gunk from the p lane ’s unders ide . They a lso had a w eek-end f l ig h t to M allacoo ta , the f is h in g and w ea ther were m arve llous. A fte r a few days in South A us tra lia they plan to f ly no rth in J u ly as far as Thursday Is land and Cape York, where Helen w ill no d o u b t add to her she ll c o l le c t io n .
