As we close another great boating season on the Bay I am still learning lessons the hard
way. When it comes to winterizing your boat, just get it done. This year I kept waiting for
the proper “weather window”; not too cold, not too wet and not too windy, etc. Several
weekends of “bad weather” went by and suddenly I was up against a deadline to get it
done. The last thing I wanted to do was work on the boat while under pressure of time and
likely, less than ideal weather. Next year I will not procrastinate. Yea, right!
Lorrie and I represented Annapolis Sail and Power Squadron at the D5 Fall Education
Conference in Valley Forge. The District conferences are quite a lot of fun. You should
think about attending in the future. We shared lots of ideas with the other squadrons and
learned quite a bit from them. We had a few squadrons approach us to combine efforts for
future activities and events. There are several squadrons located within an hour drive from Annapolis and most of them
keep their boats in the middle Bay region, so combining activities really makes sense. To that end, we will be including
the Bridge officers of these squadrons in some of our email notifications in hopes that they spread the word to their
membership.
Congratulations go out to our SEO, Lt/C Michael Maszczenski Jr, N, and his wonderful team of instructors. During the
D5 Educational Conference, ASPS was recognized many times for its educational achievements. P/C Kathy Nash, AP,
was recognized for being nominated for the Charles F. Chapman Award for
Excellence in Teaching. ASPS was awarded the Henry E. Sweet Award for
Educational Excellence, 2nd Place in the District. Best of all, ASPS was
awarded 1st Place, Workboat Award which recognizes the squadron that has
done the most work teaching members in both elective and advanced courses
based on the total number of members who have completed these courses. For
this, we received a very large scale model of a Chesapeake Bay workboat to
put on display.
Special recognition goes out to Lt Rich Hughes, SN-IN, who recently received,
officially, his SN rank indicating that he has completed all the core courses and
6 electives. Lt/C Carol Rechner, SN, was recognized at the D5 Conference
with the Henry E. Sweet Individual Educational Award for, get this…..
completing ALL of the courses offered by US Power Squadrons! All of them!
Absolutely remarkable. We are all very proud of Rich and Carol for their
accomplishments.
Hopefully you did not put off winterizing your boat until the last minute like I
did and that it is all safely tucked away for the winter. Have a great holiday
season. And take some courses this winter. You will be glad that you did.

Watching the leaves turn from green to brown, one can’t help think about how
quickly the boating season has come to an end. We didn’t get out on the water
as much as we wanted, but we spent a lot of time with friends and family doing
things with the water in sight. For sure, there is something therapeutic about
seeing the water. That benefit is enhanced by being amongst members of the
squadron. When we get together, a lot of good will and warmth is shared.
Which brings this article to the Crew Overboard message.
If you know a member that you haven’t seen or heard from for a while, give
them a call. Just let them know you are thinking about them. We have a few
members who are not as active as they once were, but it does not mean that they should be forgotten. Keep
in mind that the holiday season can be particularly challenging for some folks who may feel isolated, due
to poor health or lack of transportation. If they live near you, you might offer to bring them to the
Christmas Dinner or deliver a small baked good.
With the end of the boating season comes the time to think about taking a course or seminar, either to learn
something new or refresh your understanding of an area of seamanship. Hence, if you have not already
done so, check out the listings of the courses being offered by our Education Officer. He has lined up some
programs that you don’t want to miss. What’s more, if you know someone who has a boat or is interested
in learning about boating, make sure you refer them to our Anchor Watch, FaceBook, MeetUp or SpinSheet
pages. These four media platforms have done much to make people aware of what the Power Squadron is
and how we can help them become better boaters. Having said that, there is nothing better than the one on
one invite. We learned that lesson well during the Boat Show.
In closing, the Executive Department has done well this past year. Homer Sandridge once again proved to
be invaluable in running a smooth Vessel Safety Check program. Ron Ricketts kept us mindful of safety
considerations on and off the water with his articles and letters. Gary Antonides was on point and ready to
go forward with the cooperative charging program, prodding your executive officer, even before the
District had set up. Many others, including our commander; Jeff Short and Admin Officer; Noni Rondeau
acted as District Liaison. Our Public Relations Effort wouldn’t be the envy of District 5, without the effort
of Georgiana Maszczenski; Linda Sweeting and Carol Rechner. Of course, no one is more deserving of a
special thanks than Denise and Lars Lindenhall; who have acted as ex-officio to the Executive Department.
All of these folks prove once again that old adage that "Many hands make light work” and that the
Annapolis Sail and Power Squadron is special.”

Spotlight on Bill Museler By Lt/C Anthony Martin, JN
You have to be a good follower before you can be a good leader. P/C Bill
Museler, AP, was fortunate in that regard. He started by following a great
role model early in life. His path to leadership was laid by watching and
learning from his dad. He was further blessed by growing up near the
water, along the shore line of the East River, in Queens, NY. His father
won a small runabout in a raffle, when Bill was in his early teens. Thus
began his love affair with boats and boating. At that time a boating course
was required by New York State for 10 to 16-year-olds who wanted to
operate a boat. So, Bill took the first of many boating courses. It wasn’t
long before Bill joined United States Power Squadrons®.
Bill began his life long relationship with United States Power Squadrons®
in 1968, after realizing that competent boating requires more than good
eyes to safely go from point A to point B. So, he and his wife, Maria, took the Piloting Course; which was
the first of many. From that time to the present, Bill has been a perennial volunteer, teacher and leader in
the organization. Bill eventually settled in Maryland and became a valued member of the Annapolis Sail
and Power Squadron (ASPS). However, years before that, while living on Long Island, Bill helped form
the Mount Sinai Sailing Association (MSSA). The MSSA was dedicated to competitive sailing. Bill acted
as liaison for the MSSA and the Old Field Point Power Squadron (OFFPS) coordinating their joint boating
activities. What’s more, while a member of the OFFPS Bill was one of the instructors of the Young
Boatman’s Course. In addition to having served as its liaison, Bill is also a past commander of OFPPS.
When the family moved from Long Island to Chattanooga, TN, Bill joined the local power squadron. He
did the same when he relocated to Albany, NY, finally landing here in Maryland, where he joined the
ASPS. As is the case with so many of the power squadron Instructors, Bill enjoys being involved in the
education programs that United States Power Squadrons® offers to the public. He continues to share his
knowledge of seamanship as an active instructor and is currently teaching the Weather Course. In addition,
he continues to play the role of elder statesman by providing the shadow leadership that adds to the status
of the organization.
Bill also provides leadership at home. He is a dedicated family man, who has been married for fifty-two
years to his best friend and partner, Maria. As an active boater, he is passing on his knowledge of
seamanship to his children and grandchildren. He impresses upon them the lessons and benefits of
knowing how to operate a boat safely, understanding weather, and knowing the rules of the road. As a
result, the Muselers have enjoyable passages and cruises with their family and friends. We here at the
ASPS are fortunate to have someone like Bill as a member and friend in our Squadron. Given his record of
selflessness, it is not surprising that Bill has achieved a merit mark for each year he has been a member of
United States Power Squadrons®. However, you wouldn’t know of his many roles, achievements or
awards because he displays humility in both manner and bearing.
Those who know him, think he is a special kind of guy. Those who don’t, would do well to take the time
to sit down and have a chat with him. Not only will you be enlightened, you’ll be entertained. However,
even if you are not fortunate enough to have a lengthy chat with Bill, do all of us a favor and thank him for
his selfless service to others. He is one of those who makes the Annapolis Sail and Power Squadron a
special group of people.
It is said that the best leaders have a particular set of traits and characteristics that draw others to them.
They include: Humor, Humility, Presence, Role Model, Communicator, Teacher, Character, Team Builder,
Motivator. Bill Museler has these and then some.

I trust by now everyone has winterized their boat. Now is a great time to
start planning for next season on the Chesapeake. Spring is 20 March 2018
in the Northern Hemisphere. Late Fall is a great time to determine what
repairs or upgrades your boat needs. Plan ahead to get more out of the
boating season.
We have a few special events planned for the upcoming dinner meetings .
December is our holiday party with a FANTASTIC menu thanks to P/C Lee
Myers, AP. Santa’s Elves will add to the festivities as we collect Toys for
Tots. Please see page 5 for ideas.
January is our annual Food Drive for the Anne Arundel County
Food & Resource Bank. 1st Executive Director, Bruce Michalec will
be our guest at dinner. There are 33,352 Anne Arundel County
residents living below the poverty line. The mission of the Anne
Arundel County Food Bank is to fight hunger, ensuring that all those in
need have access to food, nutritional supplements, and baby food. If
you are unable to bring non-perishable food, consider a donation by
check. 96 cents of every dollar received goes to help the needy!
To help fight the winter doldrums and keep the festive spirit going, on
6 January we are headed north to Longwood Gardens in Kennett
Square, PA. In order for this event to happen, and group transport be
arranged, there must be a minimum of 12 people. The FIRM cut-off
date for RSVP is 28 December 2017. See page 6 for details.
Our Membership dinners at the Elks Club every 1st Thursday have a
terrific line-up of speakers, so mark your calendars. Consider bringing a
guest. Here is what you may look forward to:
January 2018 –Chief Curator Pete Lesher of the Chesapeake Bay
Maritime Museum will be our Guest Speaker. The topic is “A Perfect
Paradise: Early Yacht Cruises on the Chesapeake.”
February 2018- FOUNDERS’ DAY Brunch/Lunch replaces our
Dinner Meeting and will be at Renditions Golf Club on 11 February.
Besides a guest from D5, Art Pine, AP, will entertain us with “Salty
Language” — Modern-day words and phrases that derive from the age of
sail. Art Pine is an ASPS member who is also with CAPCA. This event
also has a FIRM cut-off date for RSVP, 21 January 2018. Details are on
page 15, with a form to mail in for reservations.
In the first quarter 2018, P/C Stu Myers, AP, will be conducting
Operations Training. This is open to all Members. Considering the
organizational changes being made in United States Power Squadrons®,
it is recommended that all members take the Operations Training
Program at least once every 5 years.

The exquisite Conservatory is reminiscent of the splendor of France’s Versailles with fanciful
topiaries, imaginative wreaths, ornate mirrors, and more than 50 trees trimmed in classic

This course is the second part of the inland and coastal
navigation series. This material builds on the base
developed in Piloting, and includes practical use of
additional electronic navigation systems and other
advanced techniques for finding position. It is such a
change from the old AP course, it will be worthwhile for
those already having taken AP to tune their skills with
this new course. Among topics covered are: Finding
position using bearings and angles, Collision avoidance
using GPS and RADAR What to do when the
electronics fail, tides, currents and wind and their effect
on piloting, Electronic navigation with - GPS, Chart
plotters, RADAR, Autopilots, etc, Application of course
lectures through practical, in class, exercises.
Marine Electrical Systems

Wednesdays, 24 January to 25 April 2017- 1845 to
2100 (6:45 PM to 9:00 PM)
Cost: $75.00 member. Non-Member- additional fee
of $20.00 for record maintenance and testing.
Marine Electrical Systems (MES) covers the practice of
wiring your boat, including boat electrical wiring
practices and diagrams, direct and alternating current
power, galvanic and stray current corrosion, and
lightning protection. Troubleshooting is emphasized
throughout. Therefore, students should feel comfortable
performing even tricky wiring tasks after passing this
course.

Knots, Bends and Hitches

Participants learn about knots and learn to tie a set of

How to Use a Chart

The NOAA Chart No. 1 is the quintessential reference
to chart details, but is difficult to understand. This
seminar walks you through what you really need to
know in an entertaining and interesting fashion. In
addition to showing you all about your chart, this
seminar takes you through the essentials of laying out a
safe course, and the steps to measure a course with the
United States Power Squadrons® plotter.
Man Overboard

This seminar is designed to teach boaters how to react,
and then, how to recover a crew member or passenger
who accidentally falls overboard. The seminar covers
vessel set-up and MOB equipment, maneuvering to
keep the rescuer close to the MOB, the responsibility
of the MOB in this emergency situation, and methods
of recovering the MOB.
Tides and Current

The seminar deals with how the sun and moon create tidal
patterns, sources of information about tides and tidal
currents, simple ways to predict height of tide and current
flow and how to use both print and electronic tide tables.

subject for future reference.

The new Anchoring Seminar has been prepared to assist
boaters in understanding the issues and problems
involving the theories of anchor weight, the methods used
to anchor, and the choices of anchor types for the area of
boating. The slides and notations on anchoring are
intended to raise awareness of the need for correct anchor
choices and the mechanics of proper anchoring
techniques. The knowledge gained from completing this
seminar will increase the student’s understanding of the
conditions and situations involved in anchoring a boat and
the need for a proper anchor choice. This seminar also
offers possibilities for on-the-water presentations of
proper anchoring technique. The kit comes with 6" x 8.5"
color manual of the slides with documentation suitable to
be kept on the boat or your bookshelf.

This seminar was updated in 2014. It explains how to
select a tow vehicle, discusses the correct towing hitch for

the intended use, and information to aid in choosing a
trailer that has the features that meet your needs. It
explains how to safely trailer your boat, why you must
match the trailer hitch ball to your trailer hitch, the need
for and types of trailer brakes, and the importance of
correct electrical connections.
Introduction to Navigation (will be taught in two
sessions)

The Introduction to Navigation seminar replaces the
Basic Coastal Navigation seminar, and presents
information to enable beginning recreational boaters to
practice safe passage using navigation charts with
Global Positioning System (GPS) technology on
devices such as chart plotters. This seminar introduces
recreational boaters to navigation using charts in
combination with GPS and the electronic navigation
software, Open CPN. Continued education on using
Open CPN software is provided in the continuum of
education in advanced courses such as Piloting and
Navigation. Navigation chart and Open CPN data is
introduced through no-cost website access. (https://

VHF/DSC Radios

Cost: $35.00 Optional Quick Guide: $10.00
VHF radio is the mainstay of coastal communication
and essential for emergency communications. Digital
Selective Calling (DSC) is rapidly becoming a reality
as more Coast Guard Rescue 21 System operations go
live. This seminar explains basic VHF operation along
with the operation of the new DSC radio, MMSI
numbers, making emergency calls, and radio selection.
Visual Distress Signals with Flare Demo and
Practice

Joint seminar with Kent Narrow Sail and Power
Squadron will be held in April just in time for everyone
to be digging out those old flares before spring
commissioning. The site will be at the Kent Island
Yacht Club. Complete details will be coming in future
Anchor Watches and on the aspsmd.org website.

Dinner Delights

Everyone dreams of boating in some exotic location, right? Well, Purnell Delly and
Julia LaJoie made their dream come true. If you did not have the chance to join us
for the 2 November dinner meeting, you missed the opportunity to hear all about
their adventures in the Mediterranean.
The presentation was not just a collection of amazing pictures from wonderful
places. Along the way, Purnell and Julia gave us some of their lessons learned. Here
are some of the things they shared:
Sailors are the same everywhere – they enjoy
meeting new people and sharing knowledge. Purnell
and Julia made many new friends.
Just because you know boating doesn’t mean you
know boating in new places. For example, anchoring
can be different. You can come back after doing
everything you thought was right to find that your
boat has wandered a little.
Speaking of anchoring, don’t anchor in grass. Just
don’t do it. And, in the Mediterranean, it is better if
your scope is 6 to 1.
Fuel is a critical element. Always look for that
busy marina. Selling more fuel means that it doesn’t
sit in the tanks for long periods.
Remember to research the legal part of your trip.
For example, a United States citizen can only be in
the Southern Mediterranean for 90 out of 180 days.
Meanwhile, your boat can stay longer – but the total
can only be 18 months. Stay longer, and you will
have to pay import taxes.
Purnell and Julia did a wonderful job of
sharing both adventure and beauty of their trip.
Our meetings always give you the opportunity
to learn more about boating. We always have a
speaker willing to share time and knowledge
with us. This month, we were able to feature
two of our own members. We invite all our
members to volunteer to share their
experiences with us. We’re always looking for
new speakers! Be sure and join us at our
December meeting. We look forward to seeing
you on 7 December.

Why we Celebrate Founders’ Day
A History of the United States Power Squadrons ®
The story of the United States Power Squadrons began in Boston in the early 1900’s. Most recreational
boating was confined to sailing craft and a few larger steam yachts generally manned by professional
crews. Yacht clubs taught and promoted the spirit of sailing and had little to offer owners of the new
gasoline powered vessels. A self-taught navigator named Roger Upton persuaded his colleagues at the
Boston Yacht Club to allow him to organize a club within the club for the “gasoliners.” Upton was elected
rear commodore in 1912 and placed in charge of the unofficial power boat division of the fleet. He kept the
division’s 36 members busy with studies, cruises, races and drills modeled after naval maneuvers so that
they would be of possible use to the U.S. Navy in time of war. The power boat division’s quest for
recognition received a boost that summer when 20 power yachts accompanied the sailing yachts on their
annual cruise to Portland, Maine. During the cruise a screeching nor’wester dismasted or disabled many of
the sailing yachts. Under Upton’s command the power yachts towed all disabled sailing yachts safely to
port. Motor Boating Magazine reported in a six-page photo story, “The fellows of the Powerboat Division
provided meritorious service and emerged from the ordeal crowned with glory.” In January 1913 the
executive committee of the Boston Yacht Club voted to officially establish the power boat division and
named it “Power Squadron.” Squadron members were required to pass an examination of advanced
piloting subjects in order to join and fly the new squadron pennant above the yacht club pennant. The
power squadron idea grew, and in February 1914 representatives of many yacht clubs met at the New York
Yacht Club to join together in a national organization to be known as the United States Power Squadrons.
Two months later the Governing Board approved the bylaws, divided the Atlantic Seaboard into six
districts, and appointed boards of instruction and examination. Members were required to participate in at
least three on-the-water drills yearly in addition to knowing the rules of the road, the compass, buoys, chart
bearings, etc. In March 1915 the present USPS flag was adopted. The squadrons grew and the educational
program was developed to keep pace.
