LEGAL

The legal structure will briefly comprise an initial 5 year licence to

enable the selected bidder to secure planning permission for, and

construct a scheme of development on the site. This will be

followed by the grant of a long 300 year lease on practical

completion. Bidders will be asked to specify the proposed licence

fee and the base rental (increased annually in accordance with

CPI) for the long lease. As an alternative, CIE will be entitled to

collect 10% of the gross rents received from the property if this

exceeds the base rental specified.

This transaction is not deemed to be a public works contract,

public works concession contract or any contract covered by

European and/or Irish public procurement legislation.

TENDER PROCEDURE

The closing date for the receipt of tenders is 12 noon on

Wednesday 22nd April 2015. Proposals prepared in accordance

with the requirements of CIE are to be be submitted to the offices

of Lisney, 6th Floor, St Stephen's Green House, Earlsfort Terrace,

Dublin 2 in a sealed envelope marked “Project Tara”.

There is a two round selection process the details of which are

contained in the Request for Proposals document incorporating

an agreement for lease, a 300 year lease together with the

contract documents.

The tender procedure will first comprise a shortlisting as set out

in the documentation. The shortlisted bidders may then be invited

to confirm their best and final offer for the interest in the site one

month later. A decision will be considered by CIE based on the

award criteria as set out in the Request for Proposals.

The location is ideal for commercial and mixed-use development being situated overlooking the River Liffey, opposite

the Custom House and Liberty Hall, close to the Loop Line Bridge and is in a highly accessible position beside Tara

Street DART Station and close to the LUAS. This is the start of the South Docklands office area and is only a short

walk to O'Connell Street, Westmoreland Street, Trinity College and Grafton Street.

Tara Street carries a large volume of vehicular traffic moving northwards and is a highly important central city

traffic artery.

This is a well known city office location beside the pyramidal George's Quay buildings and the landmark Irish Times

headquarters. The older office buildings nearby are likely to be refurbished or redeveloped in the coming years.

DESCRIPTION

Tara House was constructed in the 1970s and was occupied by the Irish Press Group. In more recent years it was

the airspace over the station. While planning permission was secured by CIE (29S.PA0012) the DART Station has

since been upgraded. CIE have decided to invite proposals for the redevelopment of the Tara House site for a high

rise building in its own right. The site being offered for tender is smaller than the site for which planning permission

was secured.

The existing Tara House building contains offices on 3 levels and has a gross floor area of approx. 1,150 sq.m.

(12,400 sq.ft.). The building is capable of yielding a short-term rental income during the planning process.

TOWN PLANNING

The property is situated in the George's Quay Local Area Plan under the Dublin City Development Plan 2011-2017.

The existing building has a BER Cert rating of F. 786.95 kWh/m2/yr. No. 800375479.
