The Commercial Advancement Training Scheme (CATS) is a two- year programme which provides dual educaon in the field of Industrial Management. The Dual System: Praccal: trainees are employed by one of the CATS member companies. They work at the company for 4 days a week and rotate in different funcons. Theorecal: trainees spend 1.5 days a week aending business courses at the theorecal training provider, currently Polytechnic of Namibia. This combinaon of theory and praccal on-the-job training ensures immediate employability upon graduaon. The Commercial Advancement

Training Scheme (CATS) is a two-

year programme which provides

Each member company is requested to have the

following in place:

Mentor: guides the trainee through the entire

period of the programme

Supervisor: explains the proceedings in a

department and assigns tasks to the trainee

Rotation Plan: Ensures that the trainee is

exposed to a variety of functions

Assessments: Verify the progress of the trainee

and identify strengths and weaknesses

As per the Vocational Education

Training Act 1 of 2008 the training levy

has to be paid by employers with an

annual payroll of more than N$ 1 Mio.

According to the Act, the levy shall be

used for financing employer training

(50%) and key priority funding (35%).

The remainder will be used to cover

administrative costs.

CATS active member companies may

benefit from the reimbursement of

training costs under the employer

training scheme; exact details are not

yet specified but the CATS office will

provide updated information and

required documentation whenever

necessary.

VET-Levy Information

This programme is designed to be

completed over a period of two years.

The calculation below is for the first

year, a similar amount will incur in the

second year.

Active Membership Fee: N$ 5.000

CATS Fee per trainee: N$ 25.000

(covers theoretical training)

Allowance for trainees: N$ 36.000

(N$ 3.000 per month)

Graduation Costs/Other: N$ 3.000

TOTAL N$ 69.000

The costs may be higher for companies

based at the coast as allowances for

accommodation and transport must

be added.
