Potential export markets for the South African industry

Establishment of the South African Commercial Aviation Framework and Implementation Plan (IPAP) 2017

Nature and Purpose of the Intervention The SA aviation sector is an established sector, already

exporting hi-tech parts and components to leading

international OEMs and Tier 1 and 2 companies to the

value of R3.0bn per annum. It has a strong and global

International order book, at approximately 2,000 airplanes

per year for the next 19 years. This sector has a potential to

further support economic development and industrialisation

by means of exports, R&D and localisation of selected

bought-in technologies and processes. This potential can be

realised by establishing new technologies and processes;

creating a conducive environment; and partnering with

global companies to spread R&D costs and expand the

client base. The Intervention is intended to significantly boost

SA commercial aviation manufacturing exports through the

application of an integrated Industry Growth Plan – and

achieve this by growing the country’s aerospace capabilities

in support of future-orientated competitiveness.

The purposes of the intervention are the following:

Doubling of the sector’s manufactured exports over a period

of five years as well as

the localisation of imports of components (including

manufactured goods required

for the servicing and overhauling of airplanes);

Growing sector employment by approximately 60% in high-

tech jobs from the current base;

Transformation of various aspects of the sector, including

ownership, skills- and

supplier development, with a particular emphasis on black

industrialists;

Establishing the necessary conditions to create and maintain

process and product qualifications and certifications to

international criteria.

Targeted Outcomes

A solid commercial aviation manufacturing framework,

aligning and integrating the key

enablers towards establishing a blueprint for future success

of the aerospace sector.98

For over 30 years AAT Composites (Pty) Ltd, based close to Cape Town in South Africa, has gained experience in the designing and manufacturing of high performance products using composite materials and has established itself as a preferred partner in various industries worldwide. Nowadays, AAT’s target market and customer base focuses on Commercial aviation aircraft seat products and interiors, General aviation aircraft interior and structural parts and High-end automotive parts.

With an overall workforce of over 500 and key equipment including Autoclaves, Press claves, Thermo presses and various 3-, 5- and 6-axis CNC trimming machines the company is able to produce more than 3000 mouldings and ship up to 500 composite assemblies per week. Furthermore AAT Composites adheres to LEAN manufacturing principles and associated value stream analysis using a benchmark visual shop floor management system.

The Engineering department offers a high level of technical expertise combined with project management experience to develop and industrialize advanced composite products and associated processes and tooling. It also provides dedicated internal production support, as well as customer engineering change support throughout the product life cycle.

The team is experienced in using 3D CAD/CAM tools such as Pro/Engineer and Catia V5, as well as NASTRAN, MARC and PATRAN for stress analysis and material draping investigations. The Engineering department offers a material selection and lay-up design service incorporating structural analysis and design. The team will select the most appropriate processes and technologies to be used with every unique program .AAT Composites (Pty) Ltd has material engineering capabilities consisting of a fully functional material test laboratory, including microscopy, and can perform mechanical property testing and characterisation of metals and composites as well as basic flammability screening.

Requisite tooling and moulds are designed using the 3D CAD/CAM platforms Pro/Engineer and Catia V5 for in- house manufacture at the AAT tooling facilities. Among the key machinery for these tooling operations are trim robots, 3- and 5-axis CNC machining centres.

AAT Composites (Pty) Ltd is an AS/EN 9100 and IS09001 accredited company for the design and manufacture of composite products for the aviation and seating industry. It is our policy to ensure complete customer satisfaction through superior quality and service. All parts are quality checked to the specifications set out by the customer. In addition, we perform static testing to limit load on all load structures as part of our standard production validation process.

Established in 1989, Aero Services (Pty) Ltd. (AS) is one of the very few companies in South Africa with both South African Civil Aviation Design Organisation and Manufacturing Organisation approval. These approvals enable us to be uniquely suited to provide turnkey services for your aircraft, whether it be spare parts made per sample, composite refurbishment, or a full STC.

Aero Services provides mainly interior components/systems such as: tray tables, arm rest covers, shrouds, interior trim pieces etc., galleys and TSO’d galley equipment, equipment racks for antenna, LIDAR etc., Airborne Patient Care Systems, Intrusion resistant Cockpit doors, Cargo handling systems, LOPA Certifications and Commercial/Civil Bulkheads. Exterior Components/Systems: cargo pods, geo survey equipment and stores, wingtip lenses, composite fairings and stingers.

Aero Services has over 20 years’ experience in vacuum thermoforming components for the aircraft industry. We have formed a large variety of components such as: side wall panels, tray tables, seat backs, seat fairings and many more. We have a wide range of material that enable us to meet FAR25.853 flammability specifications.

Aero Services has been designing and manufacturing aeromedical evacuation units since the late 90’s. We hold a number of STC’s for aeromedical installations that can be used in SACAA Part 138 operations for aircraft such as: Beechcraft 1900D, King Air 200, BAe 125-800 and Cessna Grand Caravan 208B.

Aerosud Holdings is a privately owned company formed in 1990, situated

in Pretoria (Tshwane). The company employs over 600 skilled employees

in Manufacturing, Design and Engineering.

Aerosud Aviation is focused on the International Commercial aviation

market, and export its products to OEM’s like Boeing and Airbus as

well as Tier One suppliers, such as Safran Electrical Power and Spirit

Aerosystems, as part of the global supply chain into commercial aviation.

In addition to OEM approvals, the company has comprehensive Quality

Assurance systems in place such as EN9100 as well as various Nadcap

and EASA (Parts 21G) approvals.

Manufacturing technologies include, Thermoplastic Composites, Complex

assemblies in metalics and composites, Structural Composites, thin wall

automated welding, and design capabilities in Structures, Systems and

Interiors.

Aerosud Aviation has also successfully deployed ToC (Theory of Constraints)

in the business operation, including elements such as DDMRP and CCPM,

as well as a comprehensive alignment of Human resources management.

Aerosud Aviation is also a key participant in Supplier and Enterprise

swift

The Aeroswift project was launched in response to a number of limitations

that had been identified in commercially available metal 3D printers,

which restrict the use of these systems. Current systems are relatively

small and have low production rates. This means that these machines

can only produce small parts and that the production cost of these parts

is high. A collaboration between Aerosud Innovation Centre and the

CSIR, established in 2011, initiated the development of the Aeroswift

technology, to overcome these limitations. The Aeroswift system can

produce parts that are substantially bigger than what is achievable with

current state of the art systems. Parts can also be produced up to ten times

faster than with present systems, ensuring that the Aeroswift technology is

cutting-edge. The large build volume of the Aeroswift machine does not

only allow for the production of large parts (up to 2m x 0.6m x 0.6m),

but also allows for the production of large batches of smaller parts. The

Aeroswift machine allows for the manufacturing of components from a

broad range of metals. The initial focus is on Titanium alloys which are

widely used in the Aerospace industry.

A LOCAL RESOURCE – TITANIUM

South Africa has one of the largest Titanium reserves in the world and

a number of national initiatives are supported by the SA Government

to ensure local beneficiation of this resource. The Aeroswift technology,

funded by DST, is a key element in the national beneficiation strategy

through which a local titanium manufacturing industry is to be established.

ENTERING A GLOBAL MARKET

The Aeroswift technology, developed over the last number of years, and

started producing its first test parts in 2016. The technology is delivering

on expectations of producing high quality material at improved production

rates. The first flight-ready titanium parts produced on the Aeroswift machine

will be flight tested mid 2017 on the AHRLAC platform which is a South

African developed aircraft. As development continues on the Aeroswift

platform, commercialisation activities for the technology is being initiated,

aimed at the production of world-class industrial additive manufacturing

machines and to produce parts for the global market.

Daliff Precision Engineering is a company tightly focused on the production

and assembly of machined components produced to tight tolerances, in a

range of materials that include titanium, super alloys (such as Inconal) and

polymers. To that end it has a comprehensive range of modern computer-

controlled precision milling and turning machines, together with state-of-

the-art manufacturing control software. Daliff has also obtained ISO 9001

and AS/EN 9100 Rev C accreditation and approvals from companies

such as Airbus in France, Alstom Transport in France, BAE systems in the

United Kingdom and major South African clients such as Aerosud, Denel

Aerostructures, Saab Avitronics and Cobham.

Daliff Precision Engineering is one of those highly specialized companies,

supplying precision-engineered components and tooling to most of South

Africa’s major aerospace and defence companies as well as to companies

in other sectors and in other countries. More recently Daliff Precision

Engineering has also begun engaging with the rail and nuclear sectors.

The bulk of Daliff’s work is in aerospace, mainly the production of airframe

components for Aerosud and Denel Aerostructures, who are suppliers to

Airbus for the A320 airliner and A400M military transport aircraft.

Other clients include electronics companies for whom Daliff produces a

wide range of items, including electronic housings and various components

for radar and communications systems, most of them for export. Daliff also

produces metallic components for a South African company specializing

in the production of composite aircraft seats

Having modern machine tools and software, a range of accreditations

and approvals and satisfied clients will not of themselves guarantee the

future, so Daliff has a strong focus on development to ensure that it remains

at the leading edge. One recent example is the introduction of real time

machine monitoring software, as part the strategy of embracing Industry

4.0. Currently Daliff is participating in a Government sponsored project

with the engineering faculty of a local university into advanced titanium

Jonker Sailplanes Pty Ltd (JS) is a privately owned, South African company, who designs, manufactures and maintains

sailplanes from their main facilities based at the Potchefstroom Airfield.

The first product, the JS1 Revelation, an 18m wingspan sailplane, was rolled out in 2006. In 2010 the JS1 Revelation was

issued with a type certificate by the Civil Aviation Authority of South Africa (SA CAA); the first type certificate for an aircraft

designed on the continent. The JS1 has been dominating the international contest scene since 2014 and was recently

rewarded with gold medals in 2 classes in the 2017 World Gliding Championships in Australia.

Several new innovations have been introduced to the JS1 platform since the development of the prototype. In 2012 JS

introduced the 21m version of the JS1, penetrating the open class market; in 2013 the JET Sustainer option build by our

European partners M&D Flugzeugbau, and in 2014 the 18m “EVO” outboard wings, improving the performance of the 18m

version. A Hand Control system, for pilots with reduced leg function, was also completed in 2014, offering disabled pilots

access to a high performance glider.

In 2016, exactly 10 years after the release of the JS 1 Revelation, the JS3 Rapture flew its maiden flight. After five plus

years of CFD work, which is the equivalent of more than 15 years of wind-tunnel work, Dr Johan Bosman, the company’s

Aerodynamicist, had developed a new fuselage shape which was ready to be developed into a new production glider. The

JS1-C Self Launcher which is a complementary product line with the ability to take off on own power, focused on the leisure

market and addresses the need of 80% of the possible glider market.

M & D Flugzeugbau has requested the European Type Certificate at EASA, so that a registration in all EASA Member States

would be possible. This application was made as part of an agreed partnership between Jonker Sailplanes and M & D. It

is important to gain EASA Type Certification (TC) or Type Validation (TV), both for market confidence and to enable local

registration in Europe.

The Aerosud Group established the first Training school in 1994, and

has since steadily increased the capacity and the ability to introduce

new courses to support the needs of the company. In total 5 trades are

covered at Artisan and Operator level.

The training centre achieved ISOE (Institute of Sectoral or Occupational

Excellence) status in 2011 for two Aviation manufacturing trades. The

centre is fully approved by SA:CAA and the Transport Education Training

Authority (TETA) and also achieved its certification from QCTO in early

2017.

The Training Centre is about to expand to a 600 sqm facility – that can

accommodate up to 60 students at any given time, creating the opportunity

to grow the Training centre further to deliver skilled artisans and operators

also to the wider aviation sector in South Africa.

Various Public-Private partnership opportunities are in the process of being

explored to decide on the final growth model to support initiatives such as

CAMASA and sector transformation at large.

and hosted by the Council for Scientific and Industrial Research (CSIR). The AISI is a government initiative with a specific

aim of improving the competitiveness of the local aeronautics-, space-, and defence sectors.

the industrialisation of technologies.

• Sector Strategic Support Initiatives

The Joint Aerospace Steering Committee (JASC) was established to provide strategic guidance and positioning to the local

aerospace and defence industry. The focus of this programme is firstly the hosting of the JASC and its secretariat, and

secondly, the hosting and implementation of JASC flagship projects. These projects are technology advancement projects

with the specific aim of addressing technology gaps in strategic areas, as identified by the JASC and its subcommittees.

The collaboration between the local aerospace industry and the AISI is a key element in improving competiveness and

establishing a global footprint in the advanced manufacturing environment. As part of the duties of the CSIR as the host of

the AISI, it is obliged to make national facilities and expertise, housed at the CSIR, available to industry to improve product

differentiation for industry, and in doing so, ensuring that industry improves its competitiveness.

The Centurion Aerospace Village (CAV) is the mandated

implementation arm of the Department of Trade and Industry

Henley Africa, part of the internationally renowned Reading University (UK), is pleased to announce the launch of our management development programmes for the aviation manufacturing industry, the first of their kind in South Africa.

Henley Business School is continuously identifying industries that have traditionally been under-served from an educational perspective, and then working with the industry to highlight these particular needs. Henley has identified the aviation sector as an under-served industry, and has addressed these needs, commencing with the aviation manufacturing sector.

The development programmes have been designed specifically for the aviation manufacturing industry, and include short courses at a variety of levels, an Advanced Certificate in Management Practice (specialising in Aviation Manufacturing) at NQF level 6 and a Postgraduate Diploma in Management Practice (specialising in Aviation Manufacturing) at NQF level 8.

The development programmes are suited to managers from team leader through senior management. The short courses are intended to provide education within a short time period at an introductory level, while pitching the course at a level appropriate to the management level of the attendees.

The Advanced Certificate in Management Practice (specialising in Aviation Manufacturing) is focused on entry level management employees as the first stage in their progression through management. It provides the overview of aviation manufacturing as required for employees at this level.

The Postgraduate Diploma in Management Practice (specialising in Aviation Manufacturing) is targeted at middle and senior management within the organisation, and is intended for current holders of degrees that are not specific to the aviation manufacturing sector, who operate within the sector and want or need the general overview of the sector in order to progress their careers. Our existing PGDip graduates operating within the aviation manufacturing sector are also able to return and do just the aviation manufacturing modules.

The Mandela Bay Composites Cluster represents and advances the interests of and commercial opportunities in the composites sector in South Africa.

The Cluster, a national initiative, is a resource to industry, new entrants, innovators and researchers as we collectively seek to do business with improved cost, quality and delivery, according to global best practice. In South Africa the Industrial Policy Action Plan 8 (IPAP 8) identifies manufacturing as one of the key pillars of radical economic transformation. It is predicated on rapid and inclusive growth in the productive sectors of the economy and the creation of a skilled and capable workforce to support an inclusive growth path. It furthermore drives the long-term intensification of South Africa’s industrialisation process towards a knowledge economy.

The rehabilitation of the South African Tool, Die and Mouldmaking (TDM) industry as a key support function for manufacturing is imperative for the revival of the manufacturing industry and the re-industrialisation of the economy. The NTIP provides a road map for the tooling sector to engage with government to develop a sector-specific intervention to address the large skills gap in the sector. The NTIP acts as implementing agency and is responsible for the implementation, facilitation and management of the Intsimbi National Tooling Initiative (NTI). Intsimbi NTI is a multi-stakeholder initiative established under the auspices of the Department of Trade and Industry (the dti) and the Toolmaking Association of South Africa (TASA) to implement a turnaround strategy for the distressed local tooling industry.

The NTIP focuses on the following two challenges: Re-development and alignment of SA’s manufacturing skills delivery capacity with that of leading re-industrialising

manufacturing economies globally.Providing focused Enterprise Development support to SMME’s in the (TDM) sector through benchmarking and intervention

support to stimulate competitiveness improvement, localisation of tooling and job placement of learners exiting the new skills delivery system.

The intervention, the TDM Powered programme, is in terms of skills development based on the foundation of a new “Competency-based System” developed by the tooling industry in collaboration with international partners and local skills development stakeholders. The system aligns to industry needs and standards and provides a completely integrated solution to closing the skills gap from artisan to engineering level qualifications. The Stellenbosch Technology Centre - Laboratory for Advanced Manufacturing (STC-LAM) is part of the Stellenbosch University’s Department of Industrial Engineering. The centre is founded upon three focus areas, namely Research and Development, Innovation Action Projects, and Education and Training. Our mission is simple: to deliver novel research, resource efficient solutions, and to support high quality training and education. State-of-the-art equipment for both subtractive (3- and 5-axis CNC HSC Machining Centres, wire- and die sinking EDM) and additive manufacturing (laser beam melting) is utilised towards maintaining the high quality outputs already established. This includes extensive technology transfer to industry, as well as intensive national and international collaboration. We offer services regarding reverse engineering and product design, prototyping and process chain development, additive and subtractive manufacturing solutions, as well as metrology for part inspection.

The roots of the STC stem from 1997 in the form of the Global Competitiveness Centre in Engineering (GCC); since then we have been assisting industry to meet the challenges of global competitiveness. Over the years, we developed a large customer base including partners from the tooling, automotive and medical industries. We work closely with our partners in the aerospace industry to develop, benchmark and improve process chains for high added-value titanium components.
