Atchison County will be limiting public access to all Atchison County departments and
offices to take preventative measures designed to reduce the spread of the
Coronavirus illness. We are making arrangements to adjust services to be in the best
interest of the employees and citizens of Atchison County and following the interim
guidance as provided by KDHE and the CDC. The Atchison County Board of County
Commission meetings will be utilizing Zoom to meet the Kansas Open Meetings Act.
Members of the public can connect to the meetings via smart phone, or computer
connections. The meeting ID number will be listed on the corresponding agenda.
Members of the public can attend the BOCC meeting in-person; however, we urge and
encourage all citizens to take active steps to prevent the spread of COVID-19. If you
have any symptoms similar to the flu, including fever, cough or shortness of breath,
please do not attend until symptoms have subsided and you have been fever-free for
24 hours.

Tuesday, September 21, 2021
Pursuant to the law, the Atchison County Commission Board met in Regular Session at 1:00 PM at the Emergency Operations Center, 10443 US Hwy 59 Atchison, KS. A link to the meeting was made available to the public prior to the meeting. In addition, public attendance was available for the Commission meeting at the Emergency Operations Center,10443 US Hwy 59 Atchison. Chairman Jack Bower called the meeting to order with Commissioner Eric Noll, Commissioner Casey Quinn, and County Counselor Patrick Henderson present for the meeting. Deputy County Election Officer Kalee Vanderweide recorded the minutes.
The Board recited the pledge of allegiance to start the meeting.
*Reading and Approval of Minutes:
Minutes of the September 14, 2021 meeting were reviewed with no corrections noted. Commissioner Noll made the motion to approve the minutes as presented. Commissioner Quinn seconded the motion. Chairman Bower called for a vote, all voted aye. The motion passed 3-0.
Minutes of the September 16, 2021 meeting were reviewed with no corrections noted. Commissioner Quinn made the motion to approve the minutes as presented. Commissioner Noll seconded the motion. Chairman Bower called for a vote, all voted aye. The motion passed 3-0.
*Commissioner Comments and Committee Reports
Commissioner Noll just reminded everyone to do their due diligence in regards to Covid. Please get vaccinated if you can.
Commissioner Quinn stated she had a QA meeting at Atchison Senior Village last Wednesday, September 15, 2021.
Commissioner Quinn stated that during the Special Meeting held on Thursday, September 16, 2021, the Board interviewed some very good candidates for Administrator position at Atchison Senior Village.
Commissioner Quinn stated she played in the Atchison Chamber of Commerce Golf Tournament on Friday, September 17, 2021.
Commissioner Quinn stated she attended an event featuring the National Republican Chairwoman, Ronna Romney McDaniel last week on Thursday, September 16, 2021, at Elizabeth’s Special Events and Catering.
Commissioner Quinn stated the Bridge 270 on Ottawa Road south of 298th Road is now open.
The Road and Bridge Department has set up a traffic counter on 262nd Road near theunderpass at U.S. Highway 59 in order to obtain our own traffic count for the road to compare with anticipated data from Kansas Department of Transportation (KDOT).
*New Business Before the Board:
Commissioner Noll made a motion to allow the Chairman to sign an acknowledgement of receipt of written notice of Benedictine College’s election to convert the interest rate on the Series 2020C Bonds to the tax-exempt rate effective October 1, 2021. Commissioner Quinn seconded the motion. Chairman Bower called for a vote, all voted aye. The motion passed 3-0.
Kim Glover, Road and Bridge Office Manager, presented a purchase order to Lewis Chevrolet Buick for two 2022 Chevrolet Silverado 3500 HD 4WD Regular Cab 142” Work Trucks, in the amount of $34,196.60 each, for a grand total of $68,393.20. Commissioner Noll made a motion to approve the purchase order to Lewis Chevrolet Buick, in the amount of $68,393.20. Commissioner Quinn seconded the motion. Chairman Bower called for a vote, all voted aye. The motion passed 3-0.
Manager Glover presented a purchase order to Wagner Excavating for a change order on the Grading and Backfilling project related to the construction of Bridge 270. The change order was for importing suitable backfill material, removal of unsuitable material from site, and excavation of unsuitable material, bringing the total amount to $25,588.00. Commissioner Quinn made a motion to approve the purchase order to Wagner Excavating, in the amount of $25,588.00. Commissioner Noll seconded the motion. Chairman Bower called for a vote, all voted aye. The motion passed 3-0.
Commissioner Noll made a motion to approve the 3rd Quarter disbursement of compensation for management fees in the amount of $2,500.00 to U.S.D. 377 related to the Effingham Site and in the amount of $10,000.00 to Atchison Sports Activities and Fitness, Inc. (ASAF) related to the Sports Complex in Atchison; for a grand total of $12,500.00. Bothpayments are to be made by Exchange Bank as Trustee under the Sales Tax Refunding Revenue Bonds Series 2016-A. Commissioner Quinn seconded the motion. Chairman Bower called for a vote, all voted aye. The motion passed 3-0.
*County Counselor Updates:
Patrick Henderson, County Counselor, stated notice of the public hearing related to the Neighborhood Revitalization Program Plan was published in the Globe on Saturday, September 18, 2021.
*Executive Session
Commissioner Noll moved that the Board of County Commissioners recess into executive session at 1:13 pm to discuss personnel matters of nonelected personnel, as
allowed by K.S.A. 75-4319(b) (1), and that the purpose of the closed session is to protect the privacy rights of the employee, and that the Board come out of the executive session at 1:34 pm, on the Zoom platform and at the Emergency Operations Center, 10443 US Hwy 59. Those present will be: the Commissioners; Counselor Henderson; Jodi Moore, HR Director; and Staci Waggle, Solid Waste Manager. Commissioner Quinn seconded the motion. Chairman Bower called for a vote, all voted aye. The motion passed 3-0.
Following the executive session, Commissioner Quinn made a motion to increase Solid Waste Manager Staci Waggle’s pay from $41,757.00 to $49,379.20, with no 2% raise in January. Commissioner Noll seconded the motion. Chairman Bower called for a vote, all voted aye. The motion passed 3-0.
Commissioner Noll made a motion to hire Julie Martinez, as Administrator of Atchison Senior Village, in the amount of $80,000.00, effective immediately. Commissioner Quinn seconded the motion. Chairman Bower called for a vote, all voted aye. The motion passed 3-0.
Commissioner Noll moved that the Board of County Commissioners recess into executive session at 1:38 pm to discuss personnel matters of nonelected personnel, as allowed by K.S.A. 75-4319(b) (1), and that the purpose of the closed session is to protect the privacy rights of the employee, and that the Board come out of the executive session at 1:58 pm, on the Zoom platform and at the Emergency Operations Center, 10443 US Hwy 59. Those present will be: the Commissioners; Counselor Henderson; and Jodi Moore, HR Director. Commissioner Quinn seconded the motion. Chairman Bower called for a vote, allvoted aye. The motion passed 3-0.
Following the executive session, Commissioner Noll made a motion to give Brian Oswalt a bonus of $3,000.00, related to work done above and beyond the call of duty at Atchison Senior Village. Commissioner Quinn seconded the motion. Chairman Bower called for a vote, all voted aye. The motion passed 3-0.
*New Business Before the Board
Manager Glover, presented a purchase order to Foster Ford Inc. for two 2022 F-350 Regular Cab Trucks, in the amount of $34,600.00 each, for a grand total of $69,200.00. Manager Glover stated that this purchase order would void the purchase order to Lewis Chevrolet Buick signed earlier during this meeting. Lewis Chevrolet Buick stated that production has stopped on the vehicles quoted and they would be unable to fulfill their bid.Commissioner Quinn made a motion to approve the purchase order to Foster Ford Inc., in the amount of $69,200.00. Commissioner Noll seconded the motion. Chairman Bower called for a vote, all voted aye. The motion passed 3-0.

Add, abate, escapes for real estate and personal property taxes were presented to beapproved.
Commissioner Quinn made the motion to adjourn at 2:02 pm. Commissioner Noll seconded the motion. Chairman Bower called for a vote, all voted aye. The motion passed 3-0.
