The International Codes, or I-Codes, published by ICC, provide minimum safeguards for people at home, at school and in the workplace. The I-Codes are a complete set of comprehensive, coordinated building safety and fire prevention codes. Building codes benefit public safety and support the industry’s need for one set of codes without regional limitations.

The Department of Defense references the International Building Code for constructing military facilities, including those that house U.S. troops around the world and at home.

Amtrak uses the International Green Construction Code for new and extensively renovated sites and structures.

ICC – INTERNATIONAL CODE COUNCIL1994 non-profit organization dedicated to developing a single

set of comprehensive and coordinated national model construction codes.

The founders of the ICC:Building Officials Code Administrators International, Inc.

IgCC – INTERNATIONAL GREEN CONSTRUCTION CODE 1st model code to include sustainability

measures for the entire construction project and its site — from design through construction, certificate of occupancy and beyond. The new code is expected to make buildings more efficient, reduce waste, and have a positive impact on health, safety and community welfare.

IgCC – INTERNATIONAL GREEN CONSTRUCTION CODE ICC collaborated with cooperating sponsors – American Institute of Architects (AIA) and ASTM

International (ASTM) on the initial development of IgCC Public Version 1.0.

AIA and ASTM played a vital role in the development of the IgCC: the AIA presence ensured a focus on their 2030 Carbon Neutrality Goal, while ASTM International, which carries a worldwide reputation as a standards developer, solidified the scientific basis behind the IgCC.

ASHRAE, the U.S. Green Building Council (USGBC) and the Illuminating Engineering Society (IES) joined the ICC/AIA/ASTM team in developing the IgCC.

ASHRAE Standard 189.1-2011 is included as an optional path to compliance within the IgCC.

Code states that IAS Accreditation ensures code official of the commissioning professional’s competence and independence

611.1.4 Preliminary Cx report shall be certified (signed and sealed) and final inspection not allowed until building owner has received Preliminary Cx report and confirmed as such to the code official. Otherwise building will not get a Certificate of Occupancy

The International Accreditation Service (IAS) provides objective evidence that an organization operates at the highest level of ethical, legal and technical standards.

IAS is a nonprofit, public-benefit corporation that has been providing accreditation services since 1975. It is a subsidiary of the International Code Council (ICC).

IAS accredits a wide range of companies and organizations including governmental entities, commercial businesses, and professional associations. IAS accreditation programs are based on recognized national and international standards that ensure domestic and/or global acceptance of its accreditations.April

IAS is a signatory to the four primary international organizations that form a unified system for evaluating and recognizing competent accreditation bodies worldwide. REGULATORY STEPS TO THE PRESENT SITUATION:


AGENT VERSUS AUTHORITY

Important to know and understand the legal differences

Authority – Individual cited as or appealed to as an expert (Webster’s)

Agent – One who is authorized for or in place of another (Webster’s)

What this means is that an agent does not work for the client but actually becomes the client. So the CxA would actually become the Owner in this instance contractually. This is not how commissioning contracts are typically written.

Essentially all of the Cx bodies providing certification of commissioning professionals have recognized the title of Authority or interchanges between Authority and other titles (i.e. Provider), but most do not call the professional a Commissioning Agent

Finally, IgCC identifies Approved Agency in lieu of Authority or Agent

606.1.2.2 Testing requirement. The building envelope air tightness shall be considered to be acceptable where the tested air leakage is less than 0.25 cfm/ft2 (4.57 m3/hr/m2) when tested at a pressure of .30 in w.c. (75 Pa). Testing shall occur after rough in and after installation of penetrations of the building envelope, including penetrations for utilities, HVAC, plumbing, and electrical equipment and appliances. Testing shall be done in accordance with ASTM E779.
