    Goal/purpose of project/activity:Formation of the important conditions (mechanisms) for the establishment of complex and qualified,methodological, standardized and friendly services to young people and organizations working withyouth on prevention of HIV/AIDS and drug use, and development and implementation of healthy lifeskills.Specific objectives:1. To establish the National Youths Resource Centre on Drug Use and HIV/AIDS Prevention in

    the Republic of Tajikistan2. To enhance the availability and accessibility of youths and organizations working with youths to

    up to date Drug and HIV/AIDS prevention, Advocacy, Communication, and Social Mobilizationmaterials (ACSM)

    3. To contribute to enhanced level of awareness, information, knowledge, and attitude of youthsby provision of training and individual and group counseling to youths including those with highrisk behaviors

    4. To support the work of existing youth oriented Drug and HIV prevention projects/programs inthe country by capacity building, provision of technical backstopping, and documentation anddissemination of emerging best practices in the country

    5. To strengthen the networking and actively advocate for enhanced prevention of Drug Use andHIV/AIDS among youths in Tajikistan

    References from previous work (if appropriate):In regards to the prevention of especially dangerous diseases, including HIV/AIDS, drug use and STIsamong young people, the Committee of youth sport and tourism under the Government of theRepublic of Tajikistan implements the Project of Youth Friendly Initiatives (YFI). YFI is a nationalproject focused on the creation and development of youth movements (groups, organizations) inTajikistan and aimed at provision of a set of youth friendly social services. The project in Tajikistan isimplemented since 2000.

    YFI services covers youth at the age from 10 till 30 years and contains of:

    1. Creation of youth initiative groups (volunteers) by a training principle Peer to peer;

    2. Provision of services on healthy life style issues;

    3. Provision of prevention services on HIV/AIDS and drug use, development and implementation of lifeskills on the sphere of healthy lifestyle;

    4. Provision of educational services for social and economic development of youth.

    Principles of YFI are:

    1. Service accessibility;

    2. Voluntariness;

    3. Confidentiality of information;

    4. Trust of associates.

    Within the YFI Project framework the following structures were created:

    - Thirty Information-Educational Centers (IEC) in Dushanbe, Vahdat and Yovon. Each of IEChas not less than 302 of the premises, provided by necessary furniture and computerequipment. IECs personnel consists of 180 employees, the representatives of youth, trained onproviding youth friendly services;

    - Eight Medical Youth Centers (MYC) in Dushanbe, Vahdat and Yovon. Each of MVC has notless than 302 of the premises, provided by necessary furniture and computer equipment.Personnel of MVC consist of 24 medical workers trained on providing youth friendly services;

    - Fifty Youth Volunteer Clubs (YVC) are established in rural areas of republic. Personnel of YVCconsist of 1000 trained volunteers and 150 trainers. There are 7YVC in GBAO, 11 - in Rayonsof Republican Subordination, 14- in Sogd and 18- in Khatlon.

    - Forty five Youth Cultural Centers (YCC) established in cities and rayons. Each of YCC has notless than 1002 of the premises. Most of them do not functioning, as there is a need formaterial support for equipping and reconstruction (reparation) of buildings.

    Public and international partners of Committee of youth sport and tourism under the Government ofthe Republic of Tajikistan in implementation of YFI project are:

    World Bank;

    Global Fund to fight HIV/ AIDS, Tuberculosis and Malaria;

    CARE, Tajikistan;

    UNFPA;

    UNISEF;

    The Tajik Alliance Family Planning.

    DETAILED PROJECT/ACTIVITY DESCRIPTION

    Project/activity title:Establishment and operation of the first national youth recourse centre in Dushanbe for prevention ofdrug use and HIV/AIDS in the republic of Tajikistan

    Goal/purpose of project/activity:Formation of the important conditions (mechanisms) for the establishment of complex and qualified,methodological, standardized and friendly services to young people and organizations working withyouth on prevention of HIV/AIDS and drug use, and development and implementation of healthy lifeskills

    Project Outputs

    A. Establishment of RC and training of staff:1) The National Youths Resource Centre on Drug Use and HIV/AIDS Prevention (NYRC) in

    Tajikistan is established in the Youths Culture Centre of Dushanbe by end of December 20102) Part of the Youths Culture Centre of Dushanbe allocated for the NYRC have been rehabilitated,

    furnished, and equipped3) Job descriptions have been developed and qualified staffs have been recruited in close

    collaboration with GTZ by end of November 2010 including one Project Coordinator, one ITspecialist, one M&E and Documentation specialist, one Drug and HIV counselor, one art andculture specialists and four trainers.

    4) All technical staffs of the RC have been trained on program management, M&E, financemanagement, and documentation.

    5) All technical staff of the RC have been trained on basic principles of Drug and HIV Preventionamong youths, healthy life skills, gender, effective interpersonal communication skills, Advocacy,and Social Mobilization; initial training (including the above bullet) will be provided by December2010 and January 2011;

    B. Advocacy, Communication, and Social Mobilization materials (ACSM)6) An Information Center has been established at NYRC including establishment and regular

    updating of a Information Server with video, audio, text and photographic material on Drug Useand HIV/AIDS by end of Dec. 2010

    7) The RC internet site has been created and is regularly updated with relevant information,databases, news, etc, as well as brand book, logos and other promotional tools, and a databasesof Association of Youth Organizations of Tajikistan (AYOT) working on prevention of HIV / AIDSand drug abuse and healthy life skills in TJ. The internet site will be in place by end of January2011.

    8) all available materials (audio, video, visual, and print) already produced in Tajikistan and in theregion about prevention of HIV/AIDS, drug abuse, and healthy lifestyle as it concerns with youthshave been collected, and made available for public access.

    9) The following batches of new, or upgraded/adjusted Advocacy, Communication, and SocialMobilization materials (ACSM) for youths are in place by end of the first quarter of 2011

    10) A total number of 3000 A1 size posters in three different kinds (HIV/AIDS, Drug Use, and relationbetween IDU and HIV) (1000 each)are available by end of the first quarter of 2011

    11) A total number of 10000 Gender Specific (in two types) brochures about risk and protectivefactors related to HIV/AIDS and drugs use have been developed and produced by end of the firstquarter of 2011
