As I write this, our colleagues in the Nevada chapter are aiding in the recovery from the most horrific active shooter attack experienced in the country. My thoughts and prayers are with those dedicated professionals, who helped save many more from become victims during the shooting. As their brothers and sisters in the public safety community we should continue to keep them in mind and make available any assistance we can. Though the shooting has stopped, the effects of this tragedy will be long felt. I join with many of you in hoping for the full recovery of the many victims still struggling to survive. And, of course, I mourn for those who have been lost. Presently, the number stands at 59 innocent people who have died. Being in the law enforcement community, being on the side that responds to trouble, has not kept us immune from loss. These injuries and deaths have touched many agencies throughout southern California. My own center narrowly escaped losing a dispatcher I count as a friend. And we continue to pray and keep several other off duty personnel in our thoughts that they may overcome their wounds. Please, take care of your people and your fellow CPRA members, whose agency may struggling with loss.
The horrible incident in Las Vegas on October 1st, is a sobering reminder of our need in society. It is what we strengthen and prepare ourselves for as we train. It is why we go to classes and conferences. The worst of the worst is why we collaborate with each other over the top of a monitor at the console at 0100 or across the
country on PSConnect. Be proud of the work you do every day. Your service makes an invaluable difference, whether it is answering a call, or supporting the technology of a center to ensure that calls can be answered.

Call to Order Chapter President Dale Digiambattista called the meeting of the Southern California Chapter of APCO International to order at 10:08 am. Dale wel-comed everyone to Knott’s Berry Farm and our annual “no ties” event at the Gold Rush Camp.
Meeting Minutes President Dale Digiambattista asked for a motion to approve the General Membership meeting minutes from the August 24th meeting in San Marcos, CA. Executive Council Delegate Jim Acosta made the motion to approve the minutes; Past APCO President Gary David Gray made the second. There was no additional discussion heard and the motion passed by unani-mous voice vote.
Meeting Host President Dale Digiambattista thanked Vice-President Robert Stoffel for hosting the meeting and making all the arrangements with Knott’s Berry Farm. Robert welcomed everyone to Knott’s Berry Farm and provided information on the facilities layout. Robert noted that lunch (Mrs. Knott’s Chicken Dinner) would be served at noon. He also reported that Knott’s Berry Farm’s official mascot, Snoopy, would be making an appearance from 10:30 to 11:00 am for a photo opportunity.
Introductions President Dale Digiambattista asked those in attendance to introduce them-selves, and that if they are a Commercial Member, to say a brief few words about their company or products.
Membership Report Vice-President Robert Stoffel reported that the Chapter has three (3) new members this last month, all from the USGS, and who were in attendance at the meeting. The Chapter has 515 members, with 261 being Full

Future Meetings President Dale Digiambattista reported that the Officer Installation Dinner will be on December the 8th at the Citrus City Grille at the Dos Logos Center in Corona. President-Elect Scott Espindola reminded everyone that our next meeting is on the fourth Thursday of the month in Montebello at the Quiet Cannon and that it is our Annual Vendor Exhibition and Officer Elections. The November meeting will be at the Rio Hondo Golf Club in Downey. The December meeting is the Of-ficer Installation Dinner in Corona. Financial Report Treasurer Joe Parrino gave the financial report, including income and expenses for the past thirty (30) days, to the membership. A printed copy of the report is available to members upon request. CCAM Report Vice-CCAM Ron Lyons reported that next month is our Annual Vendor Exhibition and to please note that the event is on Thursday October 26th instead of our usual 3rd Thursday of the month for meetings. He re-minded the Commercial Members that there were a few spaces still available. Officer Elections Member-at-Large Charles Taylor asked all of the candidates for office for next month’s elections, that were present, to come to the front. Chuck introduced each candidate, noted the office they were running for, and asked them a few questions about their candidacy and background qualifications. Chuck reminded everyone that the Officer Elections will be conducted at the Chapter meeting held in conjunction with the Annual Vendor Exhibition in Montebello next month. Networking Break President Dale Digiambattista recessed the meeting for a 20 minute networking break and photo opportunity with Snoopy. FCC Issues Member Jim Donovan reported that the FCC has scheduled an upcoming full day webinar; “Public forum on improving sharing in the 800 MHz band,” for November 6, 2017, from 9:00 am to 5:00 pm (Eastern). APCO Past President Gary David Gray presented NAPCO President-Elect John Lemmon, Senior Telecom-munications Engineer with the California Governor's Office of Emergency Services, Public Safety Commu-nications, with a job flyer booklet that was published in the 1960’s by the State of California for job oppor-tunities in communications. Keynote President-Elect Scott Espindola introduced the meeting keynote speaker; Budge Currier, California Office of Emergency Services, 9-1-1 Branch, Manager of Public Safety Communications, who conducted an informal Q&A on the areas he covers for the State of California, including FirstNet, Next Generation 9-1-1, and as the Statewide Interoperability Coordinator (SWIC). Mr. Currier reported that the Cal-IFOG (California In-teroperability Field Operations Guide) has been updated and is posted on the CalOES website. The Califor-nia Statewide Communication Interoperability Plan (Cal-SCIP) will be updated in early spring. On Next Generation 9-1-1, Budge noted that the State has adopted using i3 compliant ESI networks to the PSAPs. PSAPs would use a gateway at the PSAP for connectivity until i3 is completed. The initial buildout should start this fall with the target to have all PSAPs off of their older legacy equipment by the end of 2022. On FirstNet, Budge noted that the State had submitted 687 comments to FirstNet and that they are waiting on

the reply. There are 21 states that have chosen to officially “opt-in” so far. The State of California is wait-ing to receive the official letter from NTIA that would start the 90-day opt-in/opt-out clock. The letter was due on September 19th and is expected at any time. The State of California FirstNet Point of Contact is Pat-rick Mallon at CalOES. Mr. Curr ier did note that the letter from AT&T answer ing internal ques-tions posed by CalOES on their proposal for build-out was received by the State during this meeting. (Note: The NTIA Letter had not been received by the State as of the close of the meeting.) Adjourn President Dale Digiambattista adjourned the meeting at 12:00 pm. New CPRA Members – I would like to welcome four new additions to APCO/CPRA: Christine Steeb (San Luis Obispo Police Department) and Marcos Alvarez, Glen Biasi, William Lydeen (United States Geologi-cal Survey). Welcome to APCO/CPRA! As of October 1st, we now have 521 members in the CPRA Chap-ter. Membership Benefits – As an APCO/CPRA member, one benefit is the ability to hear interesting infor-mation at our monthly meetings. We were fortunate to have Budge Currier from Cal OES attend our last meeting to provide our members with updates on a wide variety of topics that Budge has responsibility for, including Next Generation 911, First Net, and California Statewide Interoperability Communications. Another benefit is our annual CPRA Vendor Exhibition on Thursday, October 26, 2017. This annual event will be held from 0830 until 1400 at Quiet Cannon, 901 Via San Clemente in Montebello. It will showcase the latest systems and products from over 50 vendors featuring radio and technical, PSAP and operations, as well as test and service equipment. Lunch is provided to all attendees and the exhibition and lunch is free to attend. The CPRA membership is welcome to invite managers, colleagues and associates whether they’re APCO members or not. Additionally, at this meeting CPRA will conduct their annual Chapter election. Members are encouraged to attend and vote for candidates that meet your needs in leading our organization into the future. We hope to see you on October 26th!
Meet A Member – This month I ask Five Questions of Jeff Loveland, our CPRA Chapter Sergeant at Arms. Please tell us about your career in public safety? I began my career as a Fire Explorer in 1973. After graduating from Tustin High School in 1975, I was hired as a seasonal Firefighter with California Division of Forestry (now Cal Fire). I joined Riverside City Fire in 1981 and have been with them since. I have risen to the rank of Captain in charge of Station 13. Along the way, I was tapped in 1983 to work in Communica-tions.

[Member Page 6] The Fire Department needed someone who knew about radios, frequencies, and licensing. I have had my Ham license since 1979. I have done much to further inter-agency communications not only for the City of Riverside but also during FEMA deployments. I am also a FEMA IST and Riverside 6 US&R team member and just recently returned from a Hurricane Harvey deployment.
Congratulations on being named an APCO Senior Member earlier this year. Why is APCO/CPRA important to you? I have been a member for 30+ years and have participated in many of the activities during that time. California is disaster prone. It is important for all who are involved in emergency and non-emergency safety to be able to communicate and assist each other and the California public by whatever means we can. One way is by building mutually beneficial relationships so we can serve the public faster and more efficiently.
You are currently serving in the role of CPRA Sergeant-at-Arms. What are the responsibilities of this posi-tion? Ensure meetings are conducted following proper procedures. Discourage disruptions and handle any disturbances in the appropriate manner. Assist in collecting meeting funds and other duties as assigned by the President.
Do you like to travel and what have been some of your favorite destinations? Yes. Some of my favorites have been Ireland and Canada. I also enjoy traveling to the Olympics when they are within the United States. One of my favorite places to relax is South Lake Tahoe and the Carson City, Nevada area.
Tell us something that would surprise CPRA members about you. I have been to almost every major natural occurring disaster which has befallen the U.S. since 1992, including a deployment which lasted over eight
weeks. During deployments, I was almost thrown off the top of a hotel in Florida by a lightning strike and in the Plaza during the Atlanta bombing. I served in Ireland for two years on a church sponsored Mission. I am an Eagle Scout, have supported Scouting for over 40 years and I am currently an Assistant Scoutmaster. I will
soon be a grandfather for the 2nd and 3rd time by this spring.

President-Elect Candidate - Dr. Doug Roberts
County of San Bernardino – ISD
It is through timeless efforts of the California Public-Safety Radio Association (CPRA) that commercial and
governmental industry professionals come together to provide Southern California’s voice in the nationwide
emergency communications community.
As an active CPRA member for the last 10 years, I know that it takes an effective leadership team, and the con-
tribution of every member, to keep our voices heard and the association growing and successful.
My career path has had many parallel threads including private sector business, local government, law en-
forcement, and higher education. As an entrepreneur, I founded a startup telecommunications service com-
pany that focused on various aspects of the private, public safety, and mass transportation markets. Through
this experience, I understand the challenges of the corporate member to align themselves with prospective
buyers, and will work diligently to create and foster opportunities as a member of the Executive Board, in
partnership with the CCAM. In Southern California local government, I have held various technical, supervi-
sory, and mid-management positions with several agencies, giving me the experience and knowledge to seek
out, represent, and move forward, the views and needs of tele-communicators and Radio Technical Profes-
sionals that serve Public Safety agencies throughout Southern California. As a former first responder, I have
been the consumer of these services having 25 years of service to the Orange County Sheriff’s Department
as a patrol deputy and investigator (line reserve). As an adjunct professor at several leading universities, I
facilitate undergraduate, graduate, and doctorate level courses in business, leadership, management, tech-
nology, and administration of justice, giving me the insight to create and deliver learning opportunities for
all CPRA members; governmental and commercial alike.
I hold a doctorate in Organization and Management (PhD), Master Degree in Business Administration
(MBA), and a Bachelor of Science in Information Systems (BSIS).

Vice-President Candidate - Steve Miller
Steve Miller - currently the Assistant Director and Chief Engineer for the Orange County Sheriff’s
Department Communications and Technology Division. Earned a Bachelor’s of Science in Electrical
Engineering at the University of Michigan in 1987. Started my career with General Dynamics Electronics
Division in San Diego working on various Department of Defense programs and Research and Develop-
ment communications projects. Joined Motorola in 1991 as a systems engineer and held various positions
of increasing responsibility over a 25 year career including the Director Business Development and the Di-
rector of Business Operations and Services Strategy for the United States and Canada government markets.
Joined the County in February of 2016 to lead the $150M+ Next Generation project upgrade and the 800
MHz Rebanding programs.

Vice-President Candidate - Cris Martinez
Cris possesses over 32 years of Law Enforcement and Public Safety Dispatch experience. On December, 13,
1984, he started his career with the Riverside County Sheriff’s Department as a Sheriff’s Communications
Officer and later became a Communications Training Officer (C.T.O.). He promoted up the ranks to
Sheriff’s Communications Supervisor. On August, 11, 2003, he accepted the position of Police Support
Services Supervisor with the Murrieta Police Department, responsible for Dispatch and Records operations.
He was the department’s DOJ Agency CLETS Coordinator for over 12 years. On July, 26, 2015, he accept-
ed the position of Training & Radio Systems Administrator, a newly created position within the Murrieta
Police Department where he remains today. He oversees the department’s previous radio system (800
MHZ), and equipment and is also the department’s liaison for the new radio system (PSEC), since the
Murrieta Police Department was the first police agency to join PSEC, on July, 20, 2015. Cris is also as-
signed to the Training unit within the department and is the Administrator for the 9-1-1 Vesta System, and
continues to be the Custodian of Records for all 9-1-1 Emergency and Non-Emergency audio recordings.
Cris possesses a Basic, Intermediate, and Advanced POST Dispatch Certificates. He has attained a Bachelor
of Science Degree in Workforce Education and Development, from Southern Illinois University, Carbon-
dale. He has previously served as the Vice-Chair and Chair for the California Statewide Interoperability
Executive Committee – Southern Planning Area. In addition, he was a Departmental Instructor with the
Riverside County Sheriff’s Department as well as a POST certified Adjunct Instructor with Riverside
Community College (R.C.C.) for numerous years. He has previously instructed in the POST Certified Basic
Peace Officer Academy as well as various POST certified Dispatch courses at the Ben Clark Public Safety
Training Center in Riverside. Cris has been a loyal CPRA member for several years and for many years was
part of the CPRA Banquet and Awards Committee. He also did volunteer work and has previously served as
a Reserve Deputy Coroner with the Riverside County Coroner’s Office (before it was absorbed by the
Riverside County Sheriff’s Department), was a Reserve Deputy Sheriff with the Riverside County Sheriff’s
Department (Assigned to Sheriff’s Administration), and was Sheriff’s Explorer Scout Post with the

Treasurer Candidate - John W Wright
John Wright is retired from the City of Riverside, CA, after serving 11 years with the Riverside Fire Depart-
ment and then 28 years with the Riverside Police Department. At the time of his retirement, he was serving
as the Interim Communications Division Commander for the Police Department. Mr. Wright is a Veteran
and served as a Radioman during the Vietnam War. John served as the 79th President of APCO Internation-
al, serving 4 years on the APCO Executive Committee, and has degrees in Accounting and Business. In the
past, John has served as the President of the Southern California Chapter, and has held Chapter offices as
the Sergeant-at-Arms, Operations Committee Chair, APCO AFC Local Frequency Advisor (alternate),
Chapter Treasurer (8 years), the Finance Chair of 2 Western Regional Conferences, and currently serves as
the Chapter Secretary and PIO. John has served as the Chair of the APCO Telecommunications Manage-
ment Committee, Chair of the APCO Credentials Committee, Vice-Chair of the APCO Spectrum Manage-
ment Committee, served on the APCO Communications Center Practices Task Force, the APCO 911
Emerging Technology Committee, and served as APCO’s Governing Board Member on the National Public
Safety Telecommunications Council (NPSTC) and the National Regional Planning Council (NRPC). John
has been a member of APCO for over 25 years and is an APCO Senior and Life member.
Executive Council Delegate Candidate - Jim Acosta
Jim has been a member of APCO since August of 1990. During this time he has served as Operations Chair,
Sergeant-at-Arms, Vice-President, President-Elect, President and Director. He has been part of the Telecom-
municator Banquet for over twenty-five years, has been the CommLink Editor for the past 14 ½ years and
has been Registration Chair/Vice-Chair on three Western Regional Conferences. He is also a Senior and
Life member of APCO and has served on various Task Forces and Committees at the National level. Jim is
currently CPRA’s Executive Council Delegate to APCO and is seeking to be reelected.
