The situation of youth unemployment in Europe is an "emergency" situation. In thecountries that make up our project, the situation is different but there is somethingtrue: the current crisis has aggravated the unemployment rates among youngpeople, which is a very important risk to the pillars of the European Union, basedon Lisbon Council in March 2000. According to this Council,
"For the people entering the job market can act in theknowledge economy, it is necessary that theireducation level is sufficiently high. Since the inverserelationship between educational level and theunemployment rate tends to be accentuated, Europe
needs to increase the training level at the end of thestudies. "
But today, these pillars are being staggered as we findyoung people, highly qualified, who cannot find jobsfor which they are qualified. This implies a hugefrustration that grows exponentially according to the
level of skills and job search to match.
Furthermore, we have the gapin access to "high level"education and to a knowledgesociety by discriminated socialgroups or with difficult accessto them: young people inremote rural areas, youngwomen with children, disabled,immigrants and ethnicminorities (gypsies...).
This situation is causing, people belonging to the age cohorts of youth entering the job market,are called "lost generation". This lost generation that is not part of the labor system, which donot contribute to society through their work and, of course, has to face precarious personalsituations (depending on their family, working in low skilled jobs, precarious and poorly paid
jobs ... ).

Following the recommendations of theLisbon Council:
"At the European level it is necessary coordinate better education and research.This can be done through the networking of national programs and joint research.
Only by acquiring such means Europe will be able to develop the potential of
creating ICT related jobs. It is considered therefore that by the end of the firstdecade of 2000, half of the jobs created in Europe will come more or less directlyfrom information technologies, as in the case of jobs generated by the EU'scomparative advantage in the mobile telephony sector. "
Therefore, our project aims to generate, at European level, a common tool foradvisers / tutors / coaches who work with unemployed young people, payingspecial attention to ICTs.
But as it has bee said previously, the situation in each of the participatingcountries differ, as we have different cultural and economic situations. What isessential to deal with in order to achieve correctly the objectives of the project.

Young people surveyed in the
countries forming the project have
a high level of openness to newjobs; however, they have clearwhat kind of job they want toperform. Most of them haveoriginal business ideas, but theyface the following obstacles:
- Financing, motivation, guidance.
- Prejudices, lack of guidance andlack of confidence.
The professionals surveyed,
mostly think it is good to makegroups of unemployed youth witha variety of profiles. However, it isnecessary to pay attention to thespecific needs of each one.Therefore, in our dynamics, wemust explain that advisers whouse them will have to adapt theseto the needs of each group and ofeach individual, perhaps dividingthe session, asking each personalone
Some of the prejudices found
are: No experience, No Flexibility,
Unwillingness to work. On thecontrary, some People, e.g. bossesof the companies sometimes takeadvantages of young people.However, some national reportstates that young people surveyeddo not perceive or do not sufferprejudices at work. It is alwayspositive that methodologies
function focuses on the fact thatyoung people know the prejudicesthat they may be subject to, inorder to learn to face them, whileincreasing their self-esteem.
The most important aspects to
guide the development of abusiness idea are: support in thedevelopment of the idea,encouraging young peoples
motivation and self confidence,analysis of legal advantages /disadvantages, study of goodpractices and case studies .
Young people have little
information about:
Job opportunities, resourcesneeded to find a job, ways toaccess to employment, networks,job profiles, legal information, aidor subsidies and social networks.Education which does notcorrespond to labor market needs,
difficulty to start a first job, lowerwages and the desire for migrationafter completion of education insearch of good realization. It is necessary to guide young
people in independence andresponsibility; often they focus onsearching for a foreignemployment, obviating thepossibility of generating a self-employment.

Professionals know the coaching career guidance, in many countries, like
Sweden or Austria, this method is used. But in Spain, for example, this profession
is not fully known although there are guidance workers doing the Coachs taskwithout being one of them.
In general, the knowledge about the labour market is low.
Some of the prejudices affecting the young unemployed would be: illness, being
gay, being disabled, being a gypsy / or to be women when accessing to greater
responsibility positions or some specific jobs.
It is essential to promote intercultural dialogue among young people from
different countries and young societys awareness of historical options.
In some countries, young people prefer to be guided alone, with a coach or tutor
coached by a team of experts as the most efficient solution. In this sense we couldfocus some dynamics on those desires.
Realization of young peoples business ideas, they need to have a better
awareness of their own skills and weaknesses to share and compare them withother good practices, to analyze better situations and also to receive some lateralsupport.

Youth associations are considered as a good tool to
exchange information and ideas, but in only onecountry individual solutions are chosen. One possibleidea would be to design support groups and "YouthAssociations" so that those with lower education levelscan be mixed with university graduated to carry outknowledge and experience feedback.
Young People do not have enough information about:
aid or subsidies, job opportunities, way to access to
employment, resources needed to find a job, legalinformation when working or developing a business.
Most young people surveyed used very often
Information and Communication Technologies (ICTs),although there are differences among countries(Sweden, high level of digital competence) and groups(disabled, gypsies)
Groups with lower chance to know new jobopportunities: young people with a lower schooleducation, with migration background, with lowmotivation and interest, immigrants, gypsies.
Young surveyed people, in some countries do not
know if there are spaces to try and develop innovativeideas.
Trainers think that young people expect from the
labour market: flexibility, green jobs advantages, morenetworking, money realization, and social safety.
Today young peoples shortcomings are mainly
associated with reduced personal contact, difficulty toobtain additional knowledge and skills out of thetraditional ones, the most notably, lack of preparationfor success after graduation.
The main needs in guidance career and in job searchare: practice placements, better training and supportregarding innovative ideas, young people were not sureabout where and how to get support to develop aninnovative idea. Therefore, dynamics must be orientedto a clear knowledge of where and how to develop theseideas.
Very few young people have ever thought of
developing a business idea, we must elaboratedynamics where a cooperative learning in this respectwill be performed.

The internet is not necessarily effective in developing skills, it is necessary to guide correctly to use
it and receive information.
ICT should be used transversally in the dynamics, helping to use, for example, the internet for self-
learning.
It is necessary to connect reality with virtual reality, encouraging interconnection between them(video presentations), oral and written skills, ....
A lot of young people are "Internet Natives" they have grown up with computers and broadband
access. Some of the labour advisers might be "internet immigrants" and have started using the
internet as grown-ups but they seem to be as just as positive.
The dynamics must adapt to the level of integration of ICT in the young unemployed people with
whom we work, prioritizing their digital literacy (young people without internet access who do notknow how to send an email) and special needs (deaf, blind ...) including the gender gap in ICT use.
Young people need explanations about possible risks of the internet. Trainers have to show them the
tools to find the best job information.

To make a good self-presentation it is
necessary to examine the competences which
are requested in your country, weaknesses
and strengths of nowadays young peoples
skills, the specialists and organizations that
can help them and ICT devices widespread
in the country.
It is necessary to develop dynamics /
methods to help young people prepare a job
interview, to acknowledge what employers
expect from them and strengthen their oral
skills.
They should provide tools to increase
concentration and know how to select the
right information, expressing it properly.
It is very important to know different
languages to access jobs that require it,especially taking into account the possibility
that, in the future, there will be a great
mobility of workers in the European Union.
To help unemployed young people preparefor self-presentations in job interviews, they
can look for advice on employment agencies
websites e.g. list of common questions they
could be asked, look for instructing videos
on YouTube, look up the company website to
get to know their future employer, use
Facebook.

It is necessary to teach youngsters how to
be more self-confident in order to express all
their potential during a job interview or in
any other recruitment process. In searching for the right job, it is
necessary that young people are better
acquainted by themselves or by professionalswith the methods and means to do so, as well
as the advantages and disadvantages of
virtual and real communication. It is important to obtain the necessary
knowledge to elaborate the essentialdocuments - cover letter, CV and others, as
well as body language, appearance and oral
skill.
