The short title of this Act shall e !The "ulic Land Act.!Sec. %. The pro#isions of this Act shall appl$ to the lands of the pulicdo%ain& ut ti%er and %ineral lands shall e go#erned $ special laws andnothing in this Act pro#ided shall e understood or construed to change or%odif$ the ad%inistration and disposition of the lands co%%onl$ called !friarlands! and those which, eing pri#atel$ owned, ha#e re#erted to or eco%ethe propert$ of the 'epulic of the "hilippines, which ad%inistration anddisposition shall e go#erned $ the laws at present in force or which %a$hereafter e enacted.Sec. (. The Secretar$ of Agriculture and )atural 'esources shall ethe executi#e officer charged with carr$ing out the pro#isions of this Actthrough the *irector of Lands, who shall act under his i%%ediate control.Sec. +. Su,ect to said control, the *irector of Lands shall ha#e directexecuti#e control of the sur#e$, classification, lease, sale or an$ other for% ofconcession or disposition and %anage%ent of the lands of the pulic do%ain,and his decisions as to -uestions of fact shall e conclusi#e when appro#ed$ the Secretar$ of Agriculture and )atural 'esources.Sec. .. The *irector of Lands, with the appro#al of the Secretar$ ofAgriculture and )atural 'esources, shall prepare and issue such for%s,instructions, rules and regulations consistent with this Act, as %a$ enecessar$ and proper to carr$ into effect the pro#isions thereof and for theconduct of proceedings arising under such pro#isions.C/A"TE' II. - Classification, *eli%itation, and Sur#e$ of Lands of the "ulic*o%ain, for the Concession ThereofSec. 0. The "resident, upon the reco%%endation of the Secretar$ ofAgriculture and )atural 'esources, shall fro% ti%e to ti%e classif$ the landsof the pulic do%ain into12a3 Alienale or disposale,23 Ti%er, and2c3 4ineral lands,and %a$ at an$ ti%e and in a li5e %anner transfer such lands fro% one classto another, for the purposes of their ad%inistration and disposition.Sec. 6. 7or the purposes of the ad%inistration and disposition ofalienale or disposale pulic lands, the "resident, upon reco%%endation $the Secretar$ of Agriculture and )atural 'esources, shall fro% ti%e to ti%edeclare what lands are open to disposition or concession under this Act.Sec. 8. Onl$ those lands shall e declared open to disposition orconcession which ha#e een officiall$ deli%ited and classified and, whenpracticale, sur#e$ed, and which ha#e not een reser#ed for pulic or -uasipulicuses, nor appropriated $ the 9o#ern%ent, nor in an$ %anner eco%epri#ate propert$, nor those on which a pri#ate right authori:ed and recogni:ed$ this Act or an$ other #alid law %a$ e clai%ed, or which, ha#ing eenreser#ed or appropriated, ha#e ceased to e so. /owe#er, the "resident %a$,for reasons of pulic interest, declare lands of the pulic do%ain open todisposition efore the sa%e ha#e had their oundaries estalished or eensur#e$ed, or %a$, for the sa%e reason, suspend their concession ordisposition until the$ are again declared open to concession or disposition $procla%ation dul$ pulished or $ Act of the Congress.Sec. ;. 7or the purpose of their ad%inistration and disposition, thelands of the pulic do%ain alienale or open to disposition shall e classified,according to the use or purposes to which such lands are destined, as follows12a3 Agricultural&23 'esidential, co%%ercial, industrial, or for si%ilar producti#epurposes&2c3 Educational, charitale, or other si%ilar purposes& and2d3 'eser#ations for town sites and for pulic and -uasi-pulic uses.The "resident, upon reco%%endation $ the Secretar$ of Agricultureand )atural 'esources, shall fro% ti%e to ti%e %a5e the classificationspro#ided for in this section, and %a$, at an$ ti%e and in a si%ilar %anner,transfer lands fro% one class to another.Sec.
