CHAIRMAN: 3

Good morning. I'm David Barasch, 4

Chairman of the Pennsylvania Gaming Control Board. 5

Coyne representing acting Secretary of Revenue Dan 12

Hassell. Thanks everybody for being here. 13

Commissioner Young is joining us by 14

telephone. She's under the weather in Philadelphia. 15

Good morning, Ahmeenah. Are you there? 16

MS. YOUNG: 17

I am here, sir. How are you? 18

CHAIRMAN: 19

Great. 20

So, now we have a full membership 21

involved quorum of the Board members being present. 22

I'll call Commission's proceedings to order. First 23

Thank you. 1

CHAIRMAN: 2

Doug Sherman, Office of Legal Counsel. 3

ATTORNEY SHERMAN: 4

Good morning, Chairman, members of the 5

Board. 6

Today we have two Petitions before you 7

for consideration. Each can be decided on the 8

documents filed of record as they are uncontested. 9

For each of the matters, the Board has, in advance of 10

this meeting, been provided with all of the 11

documentary evidence for both Petitions. 12

I believe on both of them we've been 13

told that the individuals had intended to appear 14

today. I'm not sure if you want me to just call the 15

name to see if they're here or ---. 16

CHAIRMAN: 17

Let's do that. 18

ATTORNEY SHERMAN: 19

Okay. 20

The first being Brandy Micheli-Cheatham. 21

CHAIRMAN: 22

Yes, she's here. 23

MS. CHEATHAM: 24

I'm here. 25

13

CHAIRMAN: 1

Please come forward. 2

The first Petition before the Board ---. 3

CHAIRMAN: 4

One second before you proceed. Ms. 5

Cheatham, could you please stand and be sworn in by 6

the court reporter, state and spell your name. 7

MS. CHEATHAM: 8

Brandy Micheli-Cheatham, B-R-A-N-D-Y, 9

M-I-C-H-E-L-I, C-H-E-A-T-H-A-M. 10

--- 11

BRANDY MICHELI-CHEATHAM, 12

CALLED AS A WITNESS IN THE FOLLOWING PROCEEDING, AND 13

HAVING FIRST BEEN DULY SWORN, TESTIFIED AND SAID AS 14

FOLLOWS: 15

--- 16

CHAIRMAN: 17

Thank you. Go ahead, Doug. 18

ATTORNEY SHERMAN: 19

Thank you. 20

The first matter before the Board is the 21

OEC's request to revoke Brandy Micheli-Cheatham's 22

Gaming Employee 2 Permit as well as to place her on 23

the Board's Involuntary Exclusion List. 24

The uncontested facts in the matter were 25

Page 14: COMMONWEALTH OF PENNSYLVANIA GAMING CONTROL BOARD · 2017. 5. 17. · 15 milestone of ten years of service in the Gaming 16 Control Board. These employees for their loyalty and 17

S argent's Court Reporting Service, Inc. (814) 536-8908

14

that on July 15th, 2016, Ms. Micheli-Cheatham, while 1

employed as a Table Game Supervisor at Sands and while 2

working as a Boxman at a Craps Table, took six $500 3

chips and placed them inside her clothing. After her 4

conduct was identified, she was arrested and charged 5

with theft by unlawful taking as well as terminated 6

from her employment with Sands. 7

In August of 2016, the OEC filed the 8

Complaint to revoke her G2 Permit and to request that 9

she be placed on the Involuntary Exclusion List. Ms. 10

Micheli-Cheatham initially requested a hearing but 11

subsequently signed a waiver of that hearing and 12

therefore the matter is before the Board based upon 13

the documentary record. 14

As indicated, Ms. Micheli-Cheatham is 15

present and has been sworn to address the Board. 16

CHAIRMAN: 17

Before we hear from you, what is the 18

status of the criminal Complaint? 19

ATTORNEY SHERMAN: 20

Hold on a second, Chairman. 21

ATTORNEY ROLAND: 22

Good morning, Mr. Chairman, members of 23

the Board. Michael Roland, R-O-L-A-N-D, with the OEC. 24

My understanding is Ms. Cheatham has been offered the 25

Page 15: COMMONWEALTH OF PENNSYLVANIA GAMING CONTROL BOARD · 2017. 5. 17. · 15 milestone of ten years of service in the Gaming 16 Control Board. These employees for their loyalty and 17

15

benefit of the ARD Program. That program is six 1

months and I believe it is scheduled to come to a 2

conclusion in late July. So, I believe that would 3

mean they're still technically pending. 4

CHAIRMAN: 5

Thank you. 6

Is that accurate? 7

MS. CHEATHAM: 8

Yes. 9

CHAIRMAN: 10

Okay. 11

At that point, if you wish to address 12

the Board, please proceed. 13

MS. CHEATHAM: 14

Yes, first I'd like to say thank you for 15

even having me here. I've been in the casino business 16

for 20 years. This is the first time anything has 17

ever happened and they have seen fit to give me the 18

ARD which I really appreciate which is up in July 19

23rd. And I definitely have learned my lesson from 20

this. 21

I had gotten a divorce in May, which has 22

prompted me to do this, and since then I've lost my 23

job, I lost my house, my car, my animals and my kids 24

are being taken away this summer and I'd just like to 25

Page 16: COMMONWEALTH OF PENNSYLVANIA GAMING CONTROL BOARD · 2017. 5. 17. · 15 milestone of ten years of service in the Gaming 16 Control Board. These employees for their loyalty and 17

16

get consideration of possibly being able to go back 1

into the gaming industry again so I can try and get my 2

life back on track. 3

CHAIRMAN: 4

Thank you. 5

Any questions or comments from the Board 6

for Ms. Cheatham? 7

MR. RYAN: 8

No. 9

CHAIRMAN: 10

No one? 11

Okay. 12

Is there a motion? 13

MR. LOGAN: 14

Mr. Chairman, can we just go at ease for 15

a second if ---. 16

CHAIRMAN: 17

Excuse me? 18

MR. LOGAN: 19

Can we go at ease --- 20

CHAIRMAN: 21

Yes, --- 22

MR. LOGAN: 23

--- just for a second. I want to ---. 24

CHAIRMAN: 25

Page 17: COMMONWEALTH OF PENNSYLVANIA GAMING CONTROL BOARD · 2017. 5. 17. · 15 milestone of ten years of service in the Gaming 16 Control Board. These employees for their loyalty and 17

17

--- certainly. 1

Is there anything further, Doug? 2

ATTORNEY SHERMAN: 3

Thank you, Mr. Chairman. 4

MR. RYAN: 5

If I may, Mr. Chairman. Ms. Cheatham, 6

you understand you admit the facts here. 7

Right? 8

MS. CHEATHAM: 9

Yes. 10

MR. RYAN: 11

And you understand how serious that is 12

especially in the casinos of this state? 13

MS. CHEATHAM: 14

Absolutely. 15

MR. RYAN: 16

And that the Board has an obligation to 17

make sure that the law is upheld, the regulations are 18

applied fairly and this kind of conduct, which you 19

exhibited, is extremely serious --- 20

MS. CHEATHAM: 21

Yes, I do. 22

MR. RYAN: 23

--- and can seriously undermine the 24

credibility of casinos here in the State of 25

Page 18: COMMONWEALTH OF PENNSYLVANIA GAMING CONTROL BOARD · 2017. 5. 17. · 15 milestone of ten years of service in the Gaming 16 Control Board. These employees for their loyalty and 17

18

Pennsylvania? You understand that. 1

Right? 2

MS. CHEATHAM: 3

I absolutely understand and as I said I 4

have learned from my mistake, absolutely. Everything 5

has been taken away from me. 6

MR. RYAN: 7

Okay. Thank you. 8

MR. LOGAN: 9

Mr. Chairman, if I --- Mr. Sherman, --- 10

give me the facts one more time. Just run through 11

them. 12

ATTORNEY SHERMAN: 13

Yes, the individual was working as the 14

box person at the Craps Table. She was a G2 Employee 15

which is a Upper Level Gaming Employee. It had been 16

detected that she had placed six $500 gaming chips 17

inside her clothing and secreted them in the clothing. 18

It was seen --- caught on surveillance and verified 19

after which, you know, presumably that the report to 20

the State Police resulted in the charges. 21

MR. LOGAN: 22

Okay. Thanks, Mr. Sherman. 23

If I may? 24

CHAIRMAN: 25

Page 19: COMMONWEALTH OF PENNSYLVANIA GAMING CONTROL BOARD · 2017. 5. 17. · 15 milestone of ten years of service in the Gaming 16 Control Board. These employees for their loyalty and 17

S argent's Court Reporting Service, Inc. (814) 536-8908

19

Yes, please. 1

MR. LOGAN: 2

Mr. Chairman, I move the Board grant the 3

OEC's request to revoke Brandy Micheli-Cheatham's 4

Gaming Employee Occupation Permit as well as to place 5

her on the PGCB Involuntary Exclusion List as 6

described by the Office of Chief Counsel (OCC). 7

MR. MOSCATO: 8

Second. 9

CHAIRMAN: 10

All in favor? 11

AYES RESPOND 12

CHAIRMAN: 13

All opposed? 14

The motion's adopted. 15

ATTORNEY SHERMAN: 16

The second Petition before the Board 17

today is the OEC's request to place David Glaser on 18

the Involuntary Exclusion List. I don't see anybody 19

identifying themselves as Mr. Glaser although he did 20

indicate he was on his way. 21

CHAIRMAN: 22

Let's postpone that for now. Proceed 23

with the rest and if he shows up at the end of the 24

proceeding if he's not here, he'll be the last item on 25

Page 20: COMMONWEALTH OF PENNSYLVANIA GAMING CONTROL BOARD · 2017. 5. 17. · 15 milestone of ten years of service in the Gaming 16 Control Board. These employees for their loyalty and 17

20

the agenda. 1

ATTORNEY SHERMAN: 2

Okay. 3

Then we'll switch to the Withdrawals 4

which Deputy Chief Counsel Steve Cook is here to 5

present. 6

ATTORNEY COOK: 7

Good morning. The only other things on 8

the OCC's agenda is our three Petitions for 9

Withdrawals or Surrenders of Credentials filed by 10

Advance Gaming Associates, LLC, Linda S. Cook, no 11

relation, and Herbert Lugmayr. The OCC has no 12

objections to any of these Withdrawals or Surrenders. 13

As a result, if the Board chooses to grant the 14

request, they'd be doing so without prejudice to each 15

requester. 16

I would note however that Advance Gaming 17

Associates' Petition requests a pro rata refund of the 18

$45,000 three year Supplier License Fee paid in April 19

of 2016. The facts triggering this request are that 20

Advance Gaming merged into and became part of American 21

Gaming and Electronics, Incorporated just seven months 22

after having renewed it's Supplier License and paid 23

subsequently post-merger submitted an application to 1

the Board to become a Supplier itself. That company's 2

application is presently under review with the BIE and 3

it is likely that matter will come before the Board 4

for licensure in one of the next few meetings. If 5

American Gaming and Electronics is ultimately approved 6

for a Supplier License, that new company will be 7

required to pay a $25,000 licensing fee. 8

So, because of this situation, Advance 9

Gaming is seeking a pro rata or basically a two-thirds 10

refund of the $45,000 fee that it paid. 11

Good morning, Chairman, members of the 16

Board, Benjamin Ferrell, F-E-R-R-E-L-L. The next 17

matter for your consideration is a proposed Consent 18

Agreement between the OEC and IOC-PA, LLC. 19

On February 23rd, 2017, two blue cards 20

went missing during table game play and were later 21

discovered in an automatic shuffler. A surveillance 22

review of the incident determined that between 2:31 23

p.m. and 7:24 p.m., on five separate occasions, the 24

automatic shuffler malfunctioned indicating that the 25

35

blue deck was missing cards. In each occasion, the 1

dealer continued table game play with the compromised 2

blue deck. 3

The surveillance review determined that 4

approximately two or five hands were played using this 5

compromised blue deck and the compromised blue deck of 6

cards was in play for approximately four hours and 53 7

minutes. The surveillance review further determined 8

that eight different players were impacted by the 9

compromised play and as a result a total of $215 was 10

returned to the players. 11

Under the terms agreed upon, Lady Luck 12

would pay a civil penalty of $10,000 as well as a 13

$2,500 investigative fee. 14

At this time, OEC requests that the 15

Board approve this Consent Agreement. 16

it over to Mr. Stuart. 10

ATTORNEY STUART: 11

Thank you it --- good morning Chairman, 12

Next for the Board's consideration is a 14

Consent Agreement entered into between the OEC and 15

Manufacturer Licensee IGT Global Solutions 16

Corporation. Between the expiration of Donald 17

Switzer's Principal License on October 8th, 2016 and 18

the filing of his current Initial Principal License 19

application and remittance of the requisite 20

application fee on January 12, 2017. 21

Mr. Switzer did not hold any License, 22

by the Board in connection with his service as a 24

Director and Chairman of the Board of IGT Global 25

Page 39: COMMONWEALTH OF PENNSYLVANIA GAMING CONTROL BOARD · 2017. 5. 17. · 15 milestone of ten years of service in the Gaming 16 Control Board. These employees for their loyalty and 17

Solutions Corporation. Despite not having a valid 1

License, Permit, registration or any other 2

authorization issued by the Board, IGT Global 3

Solutions Corporation allowed Mr. Switzer to function 4

as a Director and Chairman of the Board. 5

In sum IGT Global Solutions Corporation 6

allowed an unlicensed employee to serve on its Board 7

of Directors and function in the position of Chairman 8

of the Board of Directors for approximately 96 days. 9

The terms of the Consent Agreement would require IGT 10

Global Solutions Corporation to pay a civil penalty in 11

the amount of $12,500 for allowing an unlicensed 12

employee to serve as a Director and Chairman over the 13

Board of Directors for approximately 96 days and IGT 14

Global Solutions Corporation is also required to remit 15

$2,500 to the Board for investigative costs incurred 16

in relation to this Consent Agreement. 17

This Consent Agreement is now ripe for 18

the Board's consideration. 19

Good morning, Mr. Chairman, Board 4

members. We'd like to urge you to adopt this Consent 5

Agreement. During the time period, IGT had just 6

merged with GTech Corporation and they were going 7

through certain transitions within their Licensing and 8

Compliance Department to enhance their capabilities. 9

Mr. Switzer had been previously licensed and this was 10

unfortunately a renewal that fell through the cracks 11

during the integration. They have taken a number of 12

measures to upgrade their systems and to ensure items 13

like this do no occur in the future. 14

The next four matters on the agenda 10

consist of enforcement actions in which the OEC has 11

filed complaints seeking the suspension of three 12

Gaming Permits and one Non-Gaming Registration issued 13

by the Board. Each complaint has been filed with the 14

Board's OHA and properly served upon the person named 15

in each complaint. 16

The person named in each complaint 17

failed to respond within 30 days as required by Board 18

regulation. As a result, the OEC filed a Request for 19

Default Judgment and properly served the same upon 20

each named individual. Therefore, the facts in each 21

complaint are deemed admitted. 22

All filed documents have been provided 23

to the Board and the matters are presently ripe for 24

the Board's consideration. In each instance we will 25

Petition. The individual named in the Petition failed 11

to respond within 30 days as required by Board 12

regulation. 13

--- 15

ATTORNEY SHERMAN: 16

The second Petition which was on the 17

agenda which we had skipped over, coming back to now 18

is the request of the OEC to place David Glaser on the 19

Involuntary Exclusion List. After originally 20

requesting a hearing, Mr. Glaser and OEC filed a joint 21

stipulation of facts and thus the formal hearing was 22

waived. So, the Board can decide the matter based 23

upon the documentary record and notwithstanding Mr. 24

Glaser is here to address the Board. 25

Page 65: COMMONWEALTH OF PENNSYLVANIA GAMING CONTROL BOARD · 2017. 5. 17. · 15 milestone of ten years of service in the Gaming 16 Control Board. These employees for their loyalty and 17

65

As stipulated by the parties on the --- 1

on April 28th, 2016, Mr. Glaser left his 11 year old 2

son alone in the vehicle in the Sands parking garage 3

while he entered the phone --- the casino to retrieve 4

a phone which was in the possession of a friend of 5

his. Mr. Glaser was on the gaming floor for a total 6

of 32 minutes, during which he played at a slot 7

machine for 23 minutes. 8

The stipulation further states that 9

while on the gaming floor retrieving the phone, Mr. 10

Glaser checked his players card and found that he had 11

free play available. He decided to use the free play 12

believing that he would only be a few minutes until it 13

ran out and that his son would be fine during the 14

time. 15

Mr. Glaser agreed that it was poor 16

decision on his part to leave the child in the car, 17

however the --- he was not criminally charged but was 18

evicted from the Sands Casino. With that explanation, 19

Mr. Glaser is here to address the Board. 20

CHAIRMAN: 21

Mr. Glaser. 22

MR. GLASER: 23

Good morning, Board. 24

66

Make sure you lean. 1

THE WITNESS: 2

I’m sorry. 3

Everything they said, it's true. I went 4

to retrieve my phone and I told my son he had --- I 5

left his cell phone he had and I said of course if 6

there's any issues call me. I feel I'd just be right 7

in and out. I found out I had free play when I was 8

there. I put my card in and Murphy's Law actually won 9

and as I'm playing I took the money out and then I 10

heard my name over the loudspeaker. Well, I 11

immediately tried to call my son figuring something 12

had happened. And his phone went dead, he was reading 13

a book in the car. 14

I normally don't leave my son in a car 15

anywhere. I figured at the Sands Casino being in the 16

parking garage, it was safe because I know the 17

security's excellent there and I figured I'm just 18

running in to retrieve a phone. It was a horrible 19

decision of course to leave my son any time. I wasn't 20

aware that I was breaking any kind of law. I'm sure 21

you guys are aware that I believe any children under 22

the age of seven can't be left. 23

Since then I've talked to the Sands 24

Casino and they said they've I believe made it the age 25

Page 67: COMMONWEALTH OF PENNSYLVANIA GAMING CONTROL BOARD · 2017. 5. 17. · 15 milestone of ten years of service in the Gaming 16 Control Board. These employees for their loyalty and 17

67

14. But either way I can understand where they're 1

coming from and they had told me just to write a 2

letter and they'd let me back in. Because this 3

happened I believe over a year ago now. 4

And I just figured I wasn't going to go 5

in there for --- before writing the letter. I figured 6

I did wrong, I was going to wait, you know, six 7

months, a year before writing the letter to security. 8

And like they said, the Bethlehem State Police --- or 9

Bethlehem Police came to the scene and said, you know, 10

it was a horrible decision, there was nothing I did 11

criminally illegal but, you know, --- and the officer 12

told me to apologize to my son which I did. He ended 13

up getting the money that I won on the game. 14

Again, I just hope that the Board will 15

see that, you know, I was looking over the exclusion 16

list and it says --- and I looked at online who these 17

people are and I just feel that, you know, I don't 18

belong on that list. And it says exclusion of 19

individuals who are career or professional offenders 20

and I just don’t feel that I'm, you know, one of those 21

persons. 22

I do understand that I did wrong. 23

Security --- they had said they had a lot of problems 24

with people coming there and leaving their children 25

Page 68: COMMONWEALTH OF PENNSYLVANIA GAMING CONTROL BOARD · 2017. 5. 17. · 15 milestone of ten years of service in the Gaming 16 Control Board. These employees for their loyalty and 17

68

like, for three or four hours which is, you know, --- 1

there's no excuse for that. But I'm hoping since I've 2

already voluntarily not went in or tried to write the 3

letter up to this point that I've, you know, been 4

excluded for a time and then I hope that the Board 5

would see that, you know, this will never happened 6

again. It was just a poor decision and I hope they 7

can have leniency on me. Thank you. 8

CHAIRMAN: 9

Thank you very much. 10

Any questions from the Board for Mr. 11

Glaser? 12

MR. RYAN: 13

Very quickly, Mr. Chairman. Mr. 14

Sherman, the professional offender aspect of this, I 15

can assume can I not that it may have been in the 16

Petition but that's not a basis for what would 17

possibly be the Board's decision here. 18

Correct? 19

ATTORNEY SHERMAN: 20

Correct. 21

There are --- there are a number of 22

different grounds upon which somebody can be placed on 23

the Exclusion List. I would agree that that one would 24

not seem to apply here. I think the one that would 25

Page 69: COMMONWEALTH OF PENNSYLVANIA GAMING CONTROL BOARD · 2017. 5. 17. · 15 milestone of ten years of service in the Gaming 16 Control Board. These employees for their loyalty and 17

S argent's Court Reporting Service, Inc. (814) 536-8908

69

apply would be that the conduct at the casino placed 1

another person in danger. It would probably be the 2

provision upon which one would rely for this Petition. 3

MR. RYAN: 4

And the treatment of this case is 5

consistent with the treatment of all the other cases 6

we have involving the same type incident that is an 7

underage child being left in a vehicle? 8

ATTORNEY SHERMAN: 9

Yes, the --- all of them --- the facts 10

are a little nuanced but the same basic concept, yes. 11

MR. RYAN: 12

All right. Thank you. 13

CHAIRMAN: 14

Any further comments for Mr. Glaser? 15

MR. GLASER: 16

Yeah, I just want to say I wasn't sure 17

how --- since it wasn't illegal what I did, I know 18

it's a moral issue but I just don't know how like --- 19

what other moral issues could be brought up that I'm 20

unaware of that, you know, one person might think --- 21

my son is, you know, 5 foot 10, now he's 12. He was 22

about to turn 12, he babysits, he's certified in CPR, 23

he's very mature for his age and I left him with a 24

cell phone. I don't feel that I left my kid in danger 25

Page 70: COMMONWEALTH OF PENNSYLVANIA GAMING CONTROL BOARD · 2017. 5. 17. · 15 milestone of ten years of service in the Gaming 16 Control Board. These employees for their loyalty and 17

70

at all and being the fact that it wasn't out --- like 1

when people leave their children --- I called the 2

State Police and they said people could go to Wal-Mart 3

and leave their eight year old in the car for an hour 4

and that's not illegal. It's poor judgment. 5

I felt my son knew what I was doing as 6

far as getting the phone and so I just ask for 7

leniency. 8

CHAIRMAN: 9

I understand. 10

MR. GLASER: 11

Thank you. 12

CHAIRMAN: 13

I understand. 14

MR. LOGAN: 15

But help me. 16

MR. GLASER: 17

Yeah. 18

MR. LOGAN: 19

You went in to get your phone and then 20

you started to game? 21

MR. GLASER: 22

Well I went in to get my phone and the 23

person that gave it to me said that, you know, on 24

Thursdays there's quote, free money. I guess the best 25

Page 71: COMMONWEALTH OF PENNSYLVANIA GAMING CONTROL BOARD · 2017. 5. 17. · 15 milestone of ten years of service in the Gaming 16 Control Board. These employees for their loyalty and 17

S argent's Court Reporting Service, Inc. (814) 536-8908

71

way to say it. And I put my card in and there was $30 1

available. 2

MR. LOGAN: 3

When did it click in your head that, 4

man, I got my 11 year old and my son. Maybe I 5

shouldn't game? 6

MR. GLASER: 7

Right --- when I hit the button and 8

I ---. 9

MR. LOGAN: 10

When your name came over the 11

loudspeaker? 12

MR. GLASER: 13

No, it was before that. That's when I 14

was cashing out and then I heard my name. And the 15

reason it took me so long to get --- I had to go to 16

security. I wasn't aware of where security was and so 17

I ran over to security. Because they had said --- 18

well I guess you --- they have it correctly that I was 19

actually --- they said --- I thought it was 15 minutes 20

on the machine itself. Clearly bad judgment but my 21

son, you know, --- again, I don't believe I put him in 22

danger because he had his cell phone and I was 23

retrieving my cell phone. 24

So, I figured if there was any kind of 25

Page 72: COMMONWEALTH OF PENNSYLVANIA GAMING CONTROL BOARD · 2017. 5. 17. · 15 milestone of ten years of service in the Gaming 16 Control Board. These employees for their loyalty and 17

72

issue and he was reading a book for school the next 1

day and --- but again, I can't, you know, say that I 2

wasn't wrong. I was wrong. I just feel that myself I 3

purposely did not write the letter to Sands, you know, 4

to let myself in. I figured, you know, there should 5

be some kind of punishment there and that I went ahead 6

and did it myself by not writing the letter. Because 7

as I understand that the head of security has no 8

problem letting me back in Sands. 9

MR. LOGAN: 10

Mr. --- what time of the day was this? 11

MR. GLASER: 12

This was about seven o'clock --- 13

7:00/7:30 I think, 8:00. 14

ATTORNEY SHERMAN: 15

It was not late during the evening. 16

Okay. 17

MR. LOGAN: 18

P.M.? 19

ATTORNEY SHERMAN: 20

You know it was early, yes. 21

MR. LOGAN: 22

Your son wasn't with you before. You 23

went to retrieve your cell phone? 24

MR. GLASER: 25

S argent's Court Reporting Service, Inc. (814) 536-8908

73

Right, we were out --- we were out 1

driving around in Bethlehem and my friend called and 2

told me ---. 3

MR. LOGAN: 4

You left your cell phone at the casino? 5

MR. GLASER: 6

Yes. 7

MR. LOGAN: 8

Was your son with you the first time 9

that you went? 10

MR. GLASER: 11

No, no. 12

CHAIRMAN: 13

Any other questions. 14

My only observation is what the Board 15

may or not do here today is not imposing any kind of 16

criminal sanction. This is a question of whether or 17

not we use our administrative powers which we have the 18

authority to do to exclude people from casinos who we 19

think have engaged in inappropriate or potentially 20

dangerous situations vis-à-vis another. 21

So, just to make it clear, whatever 22

happens here, you're not getting a criminal record out 23

of. 24

MR. GLASER: 25

CHAIRMAN: 2

Okay. 3

Just make sure we're clear about that. 4

With having said that, any other questions or comments 5

from the Board? Is there a motion? 6

begin at 10:00 a.m. in this room. Are there any other 17

final comments from the Board or ex-officio members? 18

Hearing none, may I have a motion to 19

MR. MOSCATO: 21
