Environmental Protection Agency Region III (Mail Code 3RAOO) 1650 Arch Street Philadelphia, PA 19103-2029 Dear Mr. Garvin, In accordance with Section 107(d)(l)(A) of the Clean Air Act and on behalf of the Governor of the Commonwealth of Virginia, I hereby submit updated area designation recommendations under the 2010 1-Hour National Ambient Air Quality Standard CNAAQS) for Sulfur Dioxide (S02). These updated recommendations are in response to the U. S. Environmental Protection Agency (EPA) memorandum dated July 22, 2016, from Stephen D. Page. This memorandum invited states to update the initial recommendations submitted in 2011 based on information gathered from mandates in 40 CFR Part 51, Subpart BB-Data Requirements for Characterizing Air Quality for the Primary S02 NAAQS (DRR). Furthennore, the enclosure to this letter includes information required by the DRR to be submitted to EPA by January 13, 2017. Based on inventory data, air quality monitoring data, and air quality modeling information gathered under the DRR, Virginia recommends that the jurisdictions listed in Table 1 be designated as attainment/unclassifiable for the 2010 S02 NAAQS. For all other jurisdictions, Virginia is not changing the initial recommendations provided in the letter dated June 2, 2011.
