Prakash Javadekar has launched an 'Anti-RaggingMobile App' introduced by the UGC (University GrantsCommission) in New Delhi on May 30, 2017.

l The mobile app will help students register complaintsagainst the menace of ragging in the country. Thecomplaint will be sent to the concerned authorities fortimely action. Earlier, students had to visit the websiteto register a complaint against ragging.

PM Modi Inaugurated India’s Longest Bridgel Prime Minister Narendra Modi has inaugurated the

country’s longest bridge, the Dhola-Sadia Bridge inAssam on May 26, 2017.

l The three lane Dhola-Sadiya Bridge is 9.15 km long,built over the river Lohit, which is a tributary of theBrahmaputra. Dhola-Sadiya Bridge has been namedafter noted singer and ‘Asom Ratna’, Bhupen Hazarika.

l The project, worth ` 950 crore, was started in 2011. TheBrahmaputra downstream connects three rivers Lohit,Dibang and Siang.

Government Permitted DIPP to Grant Industrial Licenses l The Department of Industrial Policy and Promotion

(DIPP) has been given back the power to grantlicenses for defense manufacturing on May 26, 2017.

l The power to grant manufacturing license are withrespect to the category of arms and ammunition anddefense items under the Arms Act.

l Department of Industrial Policy and Promotion(DIPP) was first established in 1995, and thenreconstituted in 2000 and merged with theDepartment of Industrial Development.

l The DIPP falls under the Ministry of Commerce andIndustry. Its main responsibility includes formulationof promotional and developmental measures to boostindustrial sector.

Abolition of Foreign InvestmentPromotion Boardl The Union Cabinet, chaired by the Prime Minister

Narendra Modi approved the proposal to phase outthe Foreign Investment Promotion Board (FIPB) onMay 24, 2017.

l The proposal approved requires abolishing the FIPBand allowing administrative Ministries andDepartments to process applications for Foreign direct investment (FDI) requiring government approval.

l The FIPB is a national agency of Government ofIndia, with the remit to consider and recommendforeign direct investment (FDI) which does not comeunder the automatic route.

India’s First Underwater Rail Tunnel Completedl India’s first underwater rail tunnel in Kolkata got

completed on May 23, 2017, ahead of the scheduledtime.

l The two organizations Afcons Transtonnelstroy andKolkata Metro Railway Corporation Limited (KMCRL) implemented the India’s first underwater tunnelunder the Hooghly river to link Howrah and Kolkata.

l The length of Kolkata’s East-West Metro is 16.6 kmlong out of which a length of 502 meters is under theHooghly river. The East-West Metro will have 12stations, six will be underground stations.

Sale of Cattle for Slaughter Bannedl The Union Ministry of Environment and Forests came

up with new regulations that ban the sale of all kinds of cattle for slaughter across India on May 23, 2017.

l The rules were issued under the Prevention of Cruelty to Animals Act, 1960. It will be implemented in nextthree months.

l It requires anyone purchasing cattle to provide anundertaking mentioning that animals are bought foragricultural purposes and not slaughter. These include bulls, bullocks, cows, buffalos, steers, heifers, calvesand camels.

l Tejas Express , country's first ultra-modern train begun itsfirst journey from Mumbai to Goa. The train is equipped with CCTV cameras besides smoke and fire detection system.

l 20-coach Tejas train has bio- vacuum toilets and GPS-basedpassenger information display system capable of running at200 kms per hour. The train will operate five days a weekduring non-monsoon period, and three days a week duringmonsoon period.

Union Minister Launches SEVA Appl Union Minister of State (IC) for Power, Coal, New &

Renewable Energy and Mines, Piyush Goyal launched theSaral Eindhan Vitaran Application (SEVA) mobile app onMay 22, 2017.

l It was developed in-house by Coal India Limited (CIL) forpower sector consumers. SEVA is a part of ‘Digital India’initiative aimed at increasing the Consumer Connect as wellas the Transparency and Accountability in Coal dispatch.

Committee on Scouts & Guides SubmittedFinal Reportl A seven-member Committee on Scouts and Guides under the

chairmanship of ‘Harsh Malhotra’ has submitted its report tothe Sports Minister Vijay Goel on May 21, 2017.

l The Committee has suggested mandatory revamp of theBharat Scout & Guides and Hindustan Scouts & Guides.

l The Committee has also found number of irregularities andanomalies in the management. It has further recommendedfor a permanent monitoring Committee to periodically assessthe activities of both the organisations.

l The committee has also recommended that there should begovernment nominees on the Boards of both theorganisations.

Chitale Committee RecommendsSeveral Measuresl Chitale committee constituted to prepare

guidelines for desiltation of river Ganga fromBhimgauda (Uttarakhand) to Farakka (WestBengal), submitted its report to Ministry ofWater Resources on May 19, 2017.

l It recommended the preparation of annualreports of Sand registry describing the previousde-silting/dredging activity and a technicalinstitute may be trusted to conduct thesediment budget, morphological and floodrouting studies that would examine andconfirm the necessity of the de-silting of thereach under consideration.

l The Ministry of Water Resources RiverDevelopment and Ganga Rejuvenationconstituted a committee to prepare guidelinesfor desiltation of river Ganga from Bhimgauda(Uttarakhand) to Farakka (West Bengal) inJuly 2016.

Jammu & Kashmir hosted the14th GST Council Meetl Jammu and Kashmir claimed its place in

India’s economic history with the 14th meeting of the goods and services tax (GST) Council inSrinagar on May 18, 2017.

l The meeting of the GST Council was headed byUnion Finance Minister Arun Jaitley.

l The GST is a value added tax and is proposed to be an indirect tax levied on the manufacture,sale, and consumption of goods as well asservices by the Central and State Government.

Pan-India implementation ofMaternity Benefit Programmel The Union Cabinet, presided by the Prime

Minister Narendra Modi gave ex-post factoapproval to Pan-India implementation ofMaternity Benefit Programme on May 17, 2017.

l The Programme has been extended to alldistricts of the country with effect fromJanuary 1, 2017.

l Goals of this Benefit Programme are to providepartial compensation for the wage loss in terms of cash incentives so that the woman can takeproper rest before and after delivery of the firstliving child.

l The Pregnant Women and Lactating Motherwill be given the benefit of ` 5000 in threeinstalments for the birth of the first live childby the Union Ministry of Women and ChildDevelopment .

l The remaining cash incentive as perapproved norms will be given after institutional delivery so that on an average, a woman willget ` 6000.

Union Cabinet Approved Pharma Missionl The Cabinet Committee on Economic Affairs (CCEA) approved a

programme on May 17, 2017 for the development of biopharmaceuticals through industry-academia collaboration, entailing an investment of ` 1500 crore by it over a period of 5 years.

l The programme will focus on the development of specific productssuch as vaccines, biotherapeutics, medical devices.

l The mission will be implemented by Biotechnology IndustryResearch Assistance Council (BIRAC) – a public sector undertakingof Department of Biotechnology (DBT).

NGT Orders ̀ 5000 Fine on Over-speeding Vehiclesl The National Green Tribunal (NGT) announced on May 17, 2017

that any vehicle found over-speeding inside the Kaziranga NationalPark would have to pay an environment compensation of ` 5000along with challan under the Motor Vehicles (MV) Act.

l The decision was taken after the park’s director complained thetribunal about four animal deaths since January, 2017 inspite of the installation of sensor-operated automated traffic barriers to preventsuch fatalities. The order was passed by a bench headed by JusticeSwatanter Kumar, NGT Chairperson.

Exemption from Quoting Aadhaar / EnrolmentID to Certain Individuals l The Central government vide

notification dated 11th May,2017 has notified that therequirement of quoting ofAadhaar / Enrolment ID shallnot apply to the followingindividuals if they do notpossess the Aadhaar /Enrolment ID :

l An individual who is residing in the state of Assam, Jammu andKashmir and Meghalaya.

l An individual who is a non-resident as per the Income-tax Act, 1961.l An individual of the age of eighty years or more at any time during the

previous year.l An individual who is not a citizen of India.

l Finance Act, 2017 provides for mandatory quoting of Aadhaar /Enrolment ID of Aadhaar application form for filing of return ofincome and for making an application for allotment of PermanentAccount Number with effect from 1st July, 2017.

Immediate Interim Measures Announcedl The Ministry of Women and Child Development has been making

several efforts to deal with the problem of online Child SexualAbuse Material (CSAM). The news came up on May 12, 2017.

l In a major step , a stakeholder Consultation was held last year onthis issue wherein it was decided that the Ministry will establish aNational Alliance against Online Child Sexual Abuse andExploitation, focusing primarily on the online content.

l Based on the consultations of the Inter-Ministerial Committee, theMinistry of Electronics and Information Technology(MEITY) incollaboration with Ministry of Women and Child Development hasissued immediate interim measures to curb the menace of OnlineChild Sexual Abuse Material.

US Withdrawal from Paris Agreementl US President Donald Trump has announced to withdraw the

US from the Paris Agreement on climate change on June 2,2017. According to the US President, countries like China andIndia are benefiting the most from the Paris Agreement.

l The United States will cease all implementation of thenon-binding Paris accord, the draconian financial andeconomic burdens the agreement imposes on the USA.

China Launched Cyber Security Lawl China launched a controversial cyber security law on

June 1, 2017. The law is designed to safeguard China ‘scyberspace sovereignty, national security, public interest aswell as the rights and interests of citizens, legal persons and other organisations according to the CyberspaceAdministration of China (CAC).

l According to the law all companies must undergo a safetyassessment procedure if they want to transfer these dataout of China.

43rd G7 Summit Concluded l The 43rd G7 summit was held on May 26 to 27, 2017 in

Taormina (ME), Sicily, Italy.l It was the first summit for British Prime Minister Theresa

May, French President Emmanuel Macron, Italian PrimeMinister Paolo Gentiloni, and US President Donald Trump.

l In March, 2014, the G7 declared that a meaningfuldiscussion was currently not possible with Russia in thecontext of the G8. Since then, meetings have continuedwithin the G7 process.

l The Group of 7 (G7) is a group consisting of Canada,France, Germany, Italy, Japan, the United Kingdom and the USA. Canada became the seventh member to beginattending the summits in 1976, after which the name'Group 7' or G7 Summit was used.

Cabinet Approved MoU between Spainand Indial The Union Cabinet chaired by the Prime Minister

Narendra Modi has approved the signing of an MoU on May 24, 2017 between the National TransplantOrganisation, Ministry of Health, Social Services andEquality, Spain and the Directorate General of HealthServices, Ministry of Health and Family Welfare, Indiaon cooperation in the field of Organ TransplantServices.

l The MoU would facilitate bilateral cooperation in thefield of organ and tissue procurement andtransplantation and better understanding between thetwo countries.

l The knowledge gained will help in improving theservices rendered to the patients suffering from endstage organ failure. The Memorandum ofUnderstandings is proposed to be signed during theforthcoming bilateral meeting with the Spanish side.

Agreement Signed between US and Six Gulf Countriesl Six members of the Gulf Cooperation Council and the

United States of America (USA) have signed a MoU inRiyadh on May 23, 2017 to curb financing of terrororganizations like Lashkar-e-Taiba, the Haqqaninetwork, the Taliban.

l The MoU was signed between US and Bahrain, Kuwait,Oman, Qatar, Saudi Arabia and the United Arab Emirates to establish the Terrorist Financing Targeting Centre.

l According to the MoU, the signatory countries intendto identify, track and share information regardingterrorist financial networks and related activity ofmutual concern, including related threats emanatingfrom countries and terrorist organizations.

‘Start-Up India Summit’ in Abu Dhabil The two-day ‘Start up India Summit’ was concluded in

Abu Dhabi (UAE) on May 23, 2017.l The Summit was organised by the Consul General of

India (CGI) in Dubai and Embassy of India in AbuDhabi in partnership with iSPIRIT, a nonprofit thinktank and supported by TiE, Dubai.

l The aim of the summit was to provide a sharedplatform for the Start up eco system in both India andUAE.

l 17 start- up companies from India in the space ofArtificial Intelligence, Financial Technology or Fintech,Digi Medicine, Health care Technology, InnovativeTechnology and Software as Service took part in theevent.

l Startup India campaign is based on an action planaimed at promoting bank financing for start-upventures to boost entrepreneurship and encouragestartups with jobs creation.

World’s Most Crowded Cities Report l According to the World Economic Forum (WEF) citing

UN Habitat data on May 22, 2017, two Indian cities(Mumbai and Kota) have been named among theworld's most crowded in a list topped by Dhaka.

l The population density of Dhaka (44500 people/sq km)makes it the most crowded city on the planet.

l India’s financial capital Mumbai (31700 people/sq km)is at the second place and Medellin of Columbia standsat third place. Kota (Rajasthan) with 12100 people/sqkm was ranked seventh.

Petroleum Minister Co-chaired IndiaOPEC Institutional Dialoguel Dharmendra Pradhan, the Minister of State for

Petroleum and Natural Gas co-chaired the 2ndIndia-OPEC Institutional Dialogue at the Organizationof the Petroleum Exporting Countries (OPEC)headquartered in Vienna (Austria) on May 22, 2017.

l OPEC is a grouping of 13 oil producing nations. It wasmutually agreed that India will host the next meetingin 2018.

Sri Lanka Backed India’s Stand onChina-Pak Economic Corridorl Sri Lanka, which was a participant of China’s One Belt

One Road (OBOR) conference in Beijing, on May 16,2017, backed India’s concern about Kashmir.

l The two-day conference in Beijing brought togetherleaders from 29 countries. Earlier, India skipped themeeting due to its sovereignty concerns over the $ 50billion CPEC project. India’s concern is that the projectpassed through Pakistan-occupied Kashmir (PoK).

India Ranks Second in EY Renewables Listl India has been placed in the second spot in the renewable

energy country attractiveness index by Ernst & Young (EY)on May 16, 2017 .

l India continued its upward trend in the index to secondposition with the government’s programme to build 175GW in renewable energy generation by 2022 and to haverenewable energy account for 40 per cent of installedcapacity by 2040.

l China, which has been ranked first in the index, and Indiahave surpassed the US, which fell for the first time since2015 to third place in the ranking of top 40 countries.

India Jumps 73 Spots in World Bank’sPower Listl India has climbed up to 26th position in World Bank’s

electricity accessibility ranking in 2017 from 99th spot in2014 . Power Minister Piyush Goyal announced this on May 15, 2017.

l During the event, MoUs were signed between Indian HighCommission and EESL and between the BritishElectrotechnical and Allied Manufacturers Association(BEAMA) and the Indian Electrical and ElectronicManufacturers Association (IEEMA) to strengthen bilateralindustry cooperation and exchanges between India and theUK.

Indian Army SuccessfullyTest-fired Brahmos Land-attack Missilel The Indian Army successfully test fired an

advanced version of the Brahmos land-attackcruise missile on May 3, 2017 in the Andamanand Nicobar Islands, revalidating the weapon’sstrike capability.

l The land-to-land configuration of Brahmosblock III version missile was launched from amobile autonomous launcher (MAL).

l The Brahmos missile is developed by a joint-venture between Russia’s Mashinostroyeniaand India’s Defence Research and Development Organisation (DRDO). The strike range of themissile was enhanced from 290 km to 450 km.

HEALTHJE Vaccination Drive in 38 Districts of UPl Uttar Pradesh (UP) Chief Minister Yogi

Adityanath launched a massive immunisationdrive in 38 districts of the state to eradicateJapanese Encephalitis (JE) on May 25, 2017from Kushinagar district.

l This government has fixed the target toimmunise more than 88 lakh 55 thousandchildren in the age group of 1 to 15 yearsduring the drive in the targeted districts. Thedrive will be continued till June 11, 2017.
