On behalf of the City of Fort Lauderdale City Commission, I am honored to submit this letter of support for our City to be considered for admission into the World Health Organization (WHO) and AARP's Network of Age-Friendly Cities and Communities Initiatives. Our city recognizes the importance of planning for our future through policies addressing our aging population, supporting their active and independent lifestyles, and continual improvement to ensure the aging community has access to necessary services. We understand that our residents are living longer and require a suitable environment in which they can age safely and with purpose.
In 2013, the City Commission adopted a Vision Plan that incorporated 15,000 responses from residents focusing on the priorities that mattered most to them. Using input from residents and community members the city formed a common vision. The Vision plan incorporates 12 aspirational goals, 38 objectives, 191 strategic initiatives, and 142 performance indicator targets. Many of the initiatives in this plan support all of the areas within AARP and the WHO eight domains of livability.
Our partnerships are strong in the community with organizations that provide services to seniors. In 2015, the City developed and implemented Club 55+. Services of Club 55+ provide adults aged 55 and older the opportunity to engage in a vast array of programs and services. Club 55+ also works with community partnerships such as the Urban League, Communities of Promise, Broward Health, the YMCA, and others in order to provide an encompassing community program. These partnerships and programs address four domains of age-friendly, livable communities including social participation, respect and social inclusion, community and information, community and health services, and civic participation and employment.
I look forward to working with the AARP State Office, its members and volunteers, and other stakeholders to create an advisory committee and plan of action that responds to the needs in our community. OUR CITY AT A GLANCEThe City of Fort Lauderdale is famous for its beaches, arts, culture, and events. There is dining and shopping on Las Olas Boulevard, gondola rides on the canals, beautifully landscaped beachfront promenades, luxury hotels, historical districts, and mansions and yachts along Millionaires’ Row. Other attractions, such as the Arts and Entertainment District and the Riverwalk, make Fort Lauderdale a premier destination for people of all ages. Fort Lauderdale is a great place to live, work, and raise a family, and the City looks forward to continuing to build upon its success to meet the challenges of the 21st Century and beyond.
The City operates a Commission-Manager form of government where the Commission hires the City Manager. The Commission is comprised of five elected officials including the Mayor and a Vice Mayor.
The City of Fort Lauderdale is located in the east-central portion of Broward County. Encompassing nearly 36 square miles with an estimated population of 182,827, Fort Lauderdale is the largest of Broward County’s 31 municipalities and one of the ten largest cities in Florida.
DEMOGRAPHICSAGE-FRIENDLY FEATURES OF THE COMMUNITYMany of the initiatives in this plan support all of the areas within AARP and the WHO eight domains of livability. The collaborative efforts of the Transportation and Mobility Department, Department of Sustainable Development, and the Parks and Recreation Department have enabled the Complete Streets initiative to become a reality within our city.
The Complete Streets approach addresses all three aspects of sustainability: people, planet, and profit. It incorporates sidewalks or walking paths; bike lanes or paved shoulders; lanes for buses, trolleys, or other mass transit vehicles; medians to allow resting and with features to slow traffic at key stopping points; an increased number of crossings and transit stops; innovative signals to increase accessibility for people of all abilities; improved drainage and swales; and green infrastructure, in order to support the ideas of community building, “placemaking,” and the livability of a neighborhood. The plan improves the efficiency of streets so that people can get where they need to go easily and conveniently no matter their mode of transport. Complete Streets also supports urban design concepts such as: mixed use development, transit-oriented design, and densification.
Our approach also removes vehicles from the road, reduces greenhouse gas emissions , and improves air quality. In addition, this method also alleviates congestion to make businesses more accessible and walking safer and more pleasant for the community. This increases foot traffic to retail and also the attractiveness of local buying. Complete Streets also helps to
engage all community members in the cultural arts by connecting residents and visitors with attractions like Parker Playhouse and the Broward Center for the Performing Arts through the city’s trolley system and improved walk ways.
The City of Fort Lauderdale regularly evaluates its services and programs to make sure that all members of the community are being served. After evaluating some of our key programs, it was determined that the city was lacking programs that serve older adults. The resulting information prompted the city to reexamine programs and services directed to this population. Consequently, the city developed and implemented Club 55+ in 2015.
The program offers equitable, inclusive, and enriching experiences to members of the community. Services of Club 55+ provide adults, aged 55, and older the opportunity to engage in a vast array of programs and services. The program includes guest speakers, local organizations, and agencies that can help provide services, training, or support. Additionally, outings, social activities, fitness, and other health-related activities create a balanced program.
Club 55+ addresses four domains of age-friendly, livable communities including social participation, respect and social inclusion, community and information, community and health services, and civic participation and employment. This comprehensive program, which involves programming at more than 11 parks across the city, allows members of the community to participate in monthly roundtables, attend fitness classes, and take part in bimonthly outings and a bimonthly coffee and conversation series. Each conversation focuses on different topics and may have local subject matter experts join in to add depth to the topic.
As a Parks and Recreation agency, we believe that interdepartmental and community collaboration sits at the center of our ability to meet community needs and expectations. We demonstrate this commitment through surveys, regular community meetings with active participants, and projects that incorporate cross-departmental collaborations.
Club 55+ also works with community partnerships such as the Urban League, Communities of Promise, Broward Health, the YMCA, and others in order to provide an encompassing community program. This program is offered to both residents and non-residents alike. The annual fee for the membership is $55. Individuals that meet needs-based application requirements may receive membership for a reduced rate of $5.50 annually. The reduced rate option ensures that all members of the community interested in the program are able to participate regardless of financial means, further supporting the city’s commitment to inclusion.

The Action Plan was developed by the members of the Age-Friendly Fort Lauderdale Council, with members representing the City’s Parks and Recreation Department, Transportation and Mobility Department, and the Housing Department.
HOW THE ACTION PLAN WAS DEVELOPEDThe Action Plan was based on:• A baseline assessment of Fort Lauderdale’s age friendliness
in 2018, as compared to where we would like to be in 2021.• Findings from our Age-Friendly Comprehensive Survey which
was held from July- September 2018.• Fort Lauderdale’s Comprehensive Plan.
AGE-FRIENDLY COMPREHENSIVE SURVEYThe Age-Friendly Council did research with AARP to find out what other cities found to be the best survey method for this endeavor. Through this research and careful planning of the council to include all of the topics we wanted covered, the Age-Friendly Comprehensive Survey was established.
Once established, this survey was put into an electronic format. This allowed for a wider reach in audience. In addition, hard copies were attained at homeowner association meetings, special events, Club 55 (City’s Senior Program) meetings, and the local YMCA’s classes surveyed. Hard copies were also obtained from the Housing Department once a month, when many older adults would come in to pay their bills.
The survey link was also put on our website and on water bills that were mailed to all city residents. After three months of collecting surveys, we had obtained a total of 654 responses.

KEY LESSONS• Parks and Recreation needs to do a better job on getting

IMPLEMENTATIONThe implementation of the plan will be conducted by City of Fort Lauderdale employees and will be governed by the Age-Friendly Council Members. Our measures of success will be monitored by the responsible departments to be sure that every attempt possible is made to achieve these measures.

50 The city has 4 pools. The combined total hours they are available to the public is probably equal to
most neighboring city pools. The three neighborhood pools were paid for with a bond issue. As a
lap swimmer and a tax payer the very limited address to my neighborhood pool is vey frustrating -
10 hours over 5 days a week. In my opinion, all of the pools should be open 7 days a week, night
and day, after all this is South Florida. Also the neighborhood pools are kept uncomfortably hot
year round. In my opinion, this is dangerous for seniors trying to exert themselves swimming. Also,
the city should do a better job cleaning and maintaining public places 24/7. I am often amazed at
how filthy highly used public places get over the weekend. They are appalling to me as a resident
and it is embarrassing to consider what tourists think. (I have traveled to many citys in many
countries throughout my life...

options has led to the deterioration of the quality of life in our city, particularly the downtown
neighborhoods. Current attempts to alleviate traffic congestion, for example the installations of
poles, etc., on Las Olas Boulevard from 12th to 15th, which are confusing and ugly, are failures
and lack basic common sense. Get rid of them, please. Here’s an idea—let’s start enforcing traffic
regulations especially speed limits. People drive without regard to anyone’s safety as if they are on
the Autobahn. Also, it is unsafe to visit the downtown main library and surrounding areas because
of disgusting and shameful homeless camps. Is this fair to taxpayers who, in essence, help
provide these services that they cannot safely access. This is another travesty!!! Finally, stop
letting the developers own/run/ruin our city and be mindful of the consequences and impact of the
approval of these projects on the residents. And don’t bother to lecture us about the need for urban
density either.

77 Bus transportation is the worst I have ever experienced. Buses, drivers - fine. But NOT enough
buses. NOT enough runs. Takes 1.5-2 hours to get most places each way! This is unconscionable
for a 15-20 minute car ride, but it's no wonder streets are jammed! buses are empty except peak
one direction at work shift changes. Please all city officials and workers and others in the
community take a bus to work and all your errands for one week. Please set aside more
transportation hubs - for example a1a at vistamar - set back a bus drop off; install bike racks, b-
bikes, beach bathrooms. Give people who park at ie George English or the mall a free trolley pass
to the beach. Limit the cars on the barrier island. Do not increase them and jam the few roads and
bridges. Improve the bike lanes where narrowed down. Educate bikers and drivers on rules of the
road. Especially tourists. Police - actually give tickets for wheelies, lack of mufflers, reving engines,
extreme noise, etc

cluster in downtown. Not the city I was so excited to move to 18 years ago. What’s the vision?

141 One of the things that I find restricting in terms of walking is how people drive here. Individuals
frequently drive 40-60 miles per hour on A1A. Since my husband walks quite slowly, I am afraid to
walk here. I've lived here for two years and have NEVER seen a policeman pull someone over to
issue a ticket. The other day, I saw a driver in the left-hand turn lane on Oakland Park Blvd and
Federal (westbound) make a right-hand turn. The City would have a budget surplus if there were
Traffic Officers on the street!

163 Speeding is a safety problem. Combined with cell phone use deadly. I've had to use evasive
maneuvers while walking my dogs to keep from getting run over repeatedly. Not having contiguous
sidewalks or no sidewalk in residential neighborhoods only exacerbates danger & discourages
healthy lifestyles. Also, Please consider stencil on every garbage can you distribute with some
kind of safety message. Those bins are out 2-3 days/week & could help get out: messages like:
slow down, have you walked your dog today? Put it down (aka shut up & drive), hi neighbor! Get
on your bike & ride 30 minutes burns x# of calories, , Etc. The bins are underutilized in this regard.
Need FAQ page on how to address common concerns like stop sign down/needed, how to get
speed humps, street light out, where to walk dog including pick up poo law, where to walk, & bike
safe, public transit info & help with how to use it, etc.

which I can no longer use. I would also like to see expanded use of the red trolleys. They come
down Las Olas, which is great for me, but do not extend to enough places, like the airport.

193 We used to live in Key West, and were able to meet people when we walked our dogs, but there
are very few dog friendly places here. Moving here we thought we would be able to walk along the
sidewalks by the beaches, but they don't even allow little dogs in strollers. We feel isolated here,
and plan to move near Las Olas next year when this lease runs out. Usually own a home, but are
glad we only rented in Pompano!

194 We do not need more bicycle lanes because older people do not use bicycles. Soon I will need to
get my hip replaced, so I do not see myself ever getting on a bicycle. Please, no more bicycle
lanes. What the city needs are safer streets, and less petty crime. To achieve this you need to hire
police that want to work. I see too many policemen eating donuts while standing outside their cars
(which are running and wasting gas) talking to each other instead of getting rid of graffiti.

195 We do not need more bike lines. It is too hot in Florida to ride a bicycle, and even the cops do not
ride bicycles. We need parking enforcement on the streets since we do not have sidewalks. This
would be a less costly alternative to building sidewalks. Property taxes are very high and going
higher. I do not see the sense in higher taxes if the police do not do their jobs.

force. Some police officers are a real disappointment in their attitude towards residents which
reflects poorly on police that care. Police should not tolerate graffiti and petty crime.

small children...Fort Lauderdale was voted one of the least desirable places to raise a family. That
is what you should be more concerned about. This area is perfect for us as we get older...work on
improving areas for children such as developing War Memorial for a safe place for children to play
sports. Need cleaner bathrooms and a safer Holiday Park area without the homelessness and
crime. We had a homeless man steal our son's backpack- worth nothing to them but it had ALL of
our son's soccer uniforms and equipment. Absolutely terrible that we can't trust our
parks...homelessness is a problem that needs to go away. If people need help- they need
resources. Not on our streets and in parks. What a disgrace we can't take our children to our
public library and now it's getting closer to the art museum. I see roaches and rats each time we go
in that area in the evening- disgraceful. Let's improve our city for children please! We older adults
can fend and fix areas for ourselves.
