APPLICATION INSTRUCTIONS

PROGRAM OVERVIEW

The U.S. Department of State’s Bureau of Educational and Cultural Affairs is sponsoring a six-week program in the United States for Pakistani government officials with higher education planning responsibilities, and administrators from post-secondary vocational and technical institutions in Pakistan. The exchange consists of two components:

One-week Executive Dialogue will provide an overview of the U.S. community college system and provide participants with the opportunity to share Pakistan’s development of community colleges and technical schools with their U.S. hosts. Four Pakistan higher education officials and 20 administrators will meet with leaders and senior policy-makers of the Massachusetts Community College System for a comprehensive understanding of the development, organization, and administration of a U.S. community college system. The dialogue will address how community colleges are linked to secondary education, higher education, and the workforce training needs of local business and industry.

Five-week Seminar will be designed to further train the 20 administrators in key elements of community college leadership including day-to-day administrative responsibilities and challenges faced by U.S. community colleges. Administrators will explore academic and vocational programs relevant to the needs of Pakistan’s and/or participants’ home institutions.

There will be 20 hours per week of classroom instruction on community college administration topics, and will include site visits to several community colleges and mentorships with current college administrators. Trainings will be conducted by ITD and faculty from a university and a community college.

Upon return from the U.S. program, Pakistani educational administrator participants will be expected to implement a project to improve or add to services offered at their institutions. These projects will be defined and developed by the participants with support and guidance from U.S. program staff and mentors.

Technical Eligibility Requirements

Candidates will be reviewed without respect to race, color, religion, national origin, or gender. Persons with disabilities, women, and minorities are strongly encouraged to apply. Application to the program is through a nomination process. Nominations will be accepted for those who meet the following criteria:

Has fluent or professional-level English language ability. All program activities will be in English. No translation services will be provided on the program.

Is a citizen, national, or permanent resident qualified to hold a valid passport issued by the government of Pakistan;

Is currently residing in Pakistan; Is either a full-time government official or educational association professional who has

at least 10 years of experience overseeing technical or vocational institutions of higher education in Pakistan, OR

Is a full-time education administrator who has at least 5 years of experience being an administrator within technical or vocational institutions in Pakistan;

Be a Pakistani citizen (dual citizens are eligible EXCEPT for dual U.S. - Pakistan citizens or those having a spouse, parent, fiancé or child over 18 years of age who is a U.S. citizen or permanent resident)

Individuals in the following circumstances are not eligible to be nominated for CCAP:

U.S. citizens and permanent residents of the United States; Individuals currently participating in academic, training, or research programs in the

United States; Individuals who are married to a U.S. citizen; Individuals currently residing or working outside of Pakistan; Individuals who have applied for U.S. permanent residency in the past three years; Employees and their immediate family members (i.e. spouses and dependent children)

of non-profit organizations which administer CCAP on behalf of the Department of State.

Immediate family members of Department of State employees for a period of one year following the termination of such employment;

Employees of the Fulbright organization, the U.S. Department of State, or USAID and their spouses, fiancés, siblings, and dependent children are ineligible;

The Department of State, ITD, and USEFP reserve the right to verify all of the information included in the application. If there is a discrepancy, or if any information is false, the application will be disqualified and the applicant will be ineligible to participate in the program.

Under the terms of this program, participants must return to their home country immediately upon completion of the program. Participants are not eligible for visa extensions under any circumstances. No exceptions will be made.

Applications not meeting the above technical eligibility requirements will not be forwarded to the selection committee.

Financial Provisions of the Grant J-1 visa support; Round-trip travel from participant’s home city to host institution in the United States; Accident and sickness coverage; Room and board (housing and meals) Small incidentals allowance; Small travel allowance for program related excursions.

Selection Process and CriteriaAfter the deadline, all applications will be reviewed for technical eligibility. All eligible applications will be reviewed by a panel of academic specialists. Semi-finalists will be interviewed (in English) in Pakistan by a bi-national committee of U.S. specialists, exchange program alumni, and U.S. embassy representatives.

Selection panels will use the following criteria to evaluate applications (not in order of importance):

Demonstrated academic and/or technical expertise in vocational and technical education policy development or administration;

Demonstrated interest in vocational and technical education institutional development; Cross-cultural interest; English language ability;
