Voucher Program
• The Housing Choice Voucher Program is funded
through the U.S. Dept. of Housing & Urban
Development (HUD).
• HACoLA administers over 21,000 vouchers.
• The Section 8 waiting list is currently closed.

SHELTER PLUS CARE• Authorized by the McKinney-Vento Homeless Assistance
Act of 1987.
• Designed to link rental assistance to supportive service for
hard-to-serve homeless persons primarily dealing with:
- Serious mental health illness
- Chronic substance abuse
- AIDS and related diseases
• Since 1992, HUD has awarded Shelter Plus Care to local
government and state agencies to serve clients who meet
the program’s eligibility requirements.

The VASH program is designed to provide rental
assistance to homeless veterans and their families in
conjunction with case management through the U.S.
Department of Veterans Affairs.
Families served by a VASH voucher are referred to the
Housing Authority by the Veterans Affairs Medical Center
(VAMC).
Applicants must be:
• Homeless (as defined by HUD)
• Meet income levels established by HUD
• VA Healthcare eligible
• Agree to participate in case management services

The HOPWA program was created by HUD to address the
needs of individuals (and/or families) who are living with
HIV/AIDS. HOPWA funds are granted by HUD to local
communities, states and nonprofit organizations.
Applicants must be disabled and diagnosed with HIV/AIDs,
have very low income (as defined by HUD) and have one of
the following conditions:
• Pay more than 50% of income towards rent
• Displaced through no fault of the client
• Live in substandard housing (as defined by HUD)
