Tri-City United School District conducted our 3rd Annual

Parent/Guardian District/Building Climate Survey this past February of 2016. We appreciate the time our parents/guardians took to complete the survey and provide your honest feedback. As your Superintendent, I read every single comment on these surveys. We study the themes of those comments and collectively we set action plans to build upon the positives and address concerns. The last question asked, “What is the most effective means of providing you with information about the School District bond referendum?” By far the highest response was email with direct mailing being second, but the very close third response was our district/school newsletter.

You may wonder why this information is important. The main reason is that we take great pride and strive to communicate with our families and community members as frequently and as effectively as possible. We chose to move our district newsletter into our Community Education brochure because it goes to EVERYONE and what better way to share all of the incredible things happening at TCU. We even take this to another level by categorizing all of our newsletter

articles by each TCU Strategic Direction. Look closely at the top of each page and you’ll see Structures, Systems, & a Culture of Excellence, Improve Student Achievement, Curriculum, Instruction & Assessment, and Raise the Capacity for Engagement & Dialogue. These four strategic directions drive our work every single day and have been vital to meeting our mission and serving as the foundation for high levels of learning for all students in all areas.

At TCU, we don’t just say these words, we mean them, and we work to achieve this in all we do. This summer newsletter contains important information aligned with our strategic directions and the very important TCU Building Bond Referendum that will be held on Tuesday, May 24, 2016.

With highest regard,

TCU Building Bond Referendum: United For Our Kids...United For Our Future

Structures, Systems, & a Culture of Excellence ...

5

The phrase, “United They Stand” was a headline of a regional

article back at the start of Tri-City United School District. It described the core purposes for bringing our communities together to form one united district; to increase educational benefits for our students, sustain core programs, and establish financial stability. In essence we became “United For Our Kids”.

By no means was that an easy step to take, but is one that is providing increased opportunities for students in academic offerings, co-curricular activities, clubs, and core programming. These are all positives resulting in enrollment growth at a higher rate than anticipated. Space is needed for this enrollment growth as well as schools that are safe and structurally sound for the long term education of our students. In essence, this calls for us to be “United For Our Future”.

Tri-City United began a student enrollment and building capacity study in 2014 and in 2015 involved representatives from across our district. The TCU Community Task Force on Facilities was made up of 51 members who studied our school district’s needs and made a recommendation to the board that included these overarching needs:

• Increase Space Capacity for Learning

• Improved Safety and Security• Extending Facility Life Span• Long Range Plan for Future

Growth and Educational Needs

The proposed solutions to these needs will impact schools in each of our communities by either expansion or structural/safety improvements.

Increase Space Capacity for Learning Tri-City United High School Increase building capacity from 490 to 675 students by adding 9 classrooms (Oct. 1 enrollment 545):• 2 lab spaces: Science and Art • 2 flexible classrooms within Fine

Arts facility • 5 regular education classrooms

Tri-City United Lonsdale Elementary (PreK – Grade 4) Expand to a PreK through Grade 6 school • Add 7 classrooms • Provide room for our growing

Pre-School and Early Childhood education programs

• Keep TCU Lonsdale students in home community through Grade 6, thus reducing the over capacity at Tri-City United Montgomery Elementary/Middle School

Improved Safety & Security / Extending Facility Life Span Tri-City United Le Center Elementary/Middle School • Renovate main entrance and

office area to insure a secure and monitored entry for student safety

• Install a new, energy efficient air handling system to improve the learning environment and save on operating costs

• Replace the roof to assure a solid long term building structure and safe healthy environment

Tri-City United Montgomery Elementary/Middle School • Create a secured entrance for

Pre-School program • Renovate main entrance to

accommodate student support, office and health services needs

Long Range Plan for Future Growth & Educational Needs

• Build a Fine Arts facility on to Tri-City United High School to include the flexible classrooms and dressing room areas for fine arts productions and athletic events

• Renovate space at Tri-City United Montgomery Elementary/ Middle School to prepare for future enrollment growth with additional classrooms, Pre-School, and Early Childhood education programs

• Remodel Middle School space at both Tri-City United Le Center and Tri-City United Montgomery Elementary/Middle Schools to create enhanced learning experiences for all 7th and 8th grade students in our district

Several resources are available to inform our public about the May 24, 2016 bond referendum:

Tri-City United Response to Student Learning

To Empower LearnersCreate OpportunitiesUnited for Success

Tri-City United is using the framework of Professional

Learning Communities (PLCs) to guide us in this mission. Throughout the 2015-16 school year, TCU has continued with staff development that is centered collaborative culture focused on high student learning for all. TCU teachers have organized into teams where they are answering the four critical questions of a PLC:

• What do we want students to learn?

• How will we know they have learned it?

• How will we respond if they are experiencing difficulty in learning it?

• How will we respond if they

already know it?As teachers navigate the PLC questions that relate to their response to student learning, a Response to Intervention (RtI) system is being developed. Response to Intervention (RtI) is a multi-tier approach to the early identification and support of students with learning and behavior needs. Creating a systematic approach to providing interventions is an essential component of the PLC process. This is what guides our teachers to fulfill our TCU vision to “assure each learner meets rigorous academic standards and is prepared for the future learning and success in an ever changing society and community.”

All four of Tri-City United sites are taking strides to implement an RtI system in their school. All schools

have a foundation of Professional Learning Communities built and are now expanding the ways in which interventions are embedded daily into the school day. Research shows the RtI approach is a necessity to effectively achieve high levels of learning for all our students. Tri-City United is embracing the collaborative, data-driven culture of Professional Learning Communities with our Response to Intervention system becoming a natural by-product. We are now confident and consistent in our response to when students are experiencing difficulty in their learning and provide the necessary support to insure learning for all.

4th To 5th Grade Transition At Montgomery K-8

Structures, Systems, & a Culture of Excellence ...

8th To 9th Grade Transition at TCU High School

Making the transition from one grade level to the next can

always provide inherent challenges; new classmates, new teacher, new routines, a new level of academic rigor and the class work that comes with that. Now couple that with moving to a new school, in a new community, and you have our Lonsdale 4th graders, making their transition to our Montgomery K-8 building. This move into 5th grade is very much like that of our 4th grade classroom model where their classroom teacher teaches all subjects, with the possibility of one switch in a subject. In other words, it’s very similar to the experience that they had in 4th

grade and it is not a middle school model. However we do feel this dynamic still requires some care and attention.

We will once again have a “Rising” 5th Grade Orientation in Mid-May at the Montgomery K-8 Building. This event will provide an opportunity to bring together all 4th graders from both Lonsdale and Montgomery who will be moving into the 5th grade at Montgomery K-8. Students will engage one another in “ice breaker” activities, enjoy lunch, take a building tour and meet the staff and building administrators. To complete the day, all will gather in the auditorium to hear presentations

from the 5th grade teachers, the Dean of Students, the building Principal and most importantly current 5th grade students who will lead a “Q and A” presentation.

Providing this opportunity to bring our 4th graders together can help ease the “potential anxiety” and “unknown” of a new school experience and provide a critical foundation to our “Rising” 5th graders. So when September rolls around, the “unknown” and the potential “anxiety” for both students and parents will be minimized, if not ideally eliminated.

-Nate Higgins, Dean of Students Montgomery K-8

The transition from 8th grade to 9th grade can be both a difficult

and exciting adventure with many big changes taking place school wise and personally in one’s life. Heading off to high school is a once in a lifetime experience; and one that should be enjoyed by all. As we know, each young person handles transitions differently. Luckily, some events have already taken place in 2016 to aid in preparing our students to succeed in this transition.

In February, the high school counselors Ms. Emily Erwin and Mrs. Katie Shead went to the middle schools to discuss this transition, how high school works, classes, and extracurricular activities with the 8th grade students. The following week 8th grade students and their families came to the high school for Course Registration Night, where they met new teachers and signed up for the classes that they plan to take in 9th grade.

Tri-City United Food Service: What’s Cookin’

TCU will sponsor the Summer Food Service Program (SFSP) which is funded by the U.S. Department of Agriculture (USDA) and is administered by the Minnesota Department of Education (MDE), Food and Nutrition. The host site for the summer will be the TCU Montgomery K-8 school building.

Our tentative plan is to run the program for 10 weeks over the summer months of June, July and part of August. Please watch for updates and menus on the school website at www.tcu2905.us and on Facebook (https://www.facebook.com/tricityunited)

Amy Sauter, Taher Food Service Director, Tri-City United 2905

There are many different options and though the concept of having to pass classes to earn credit towards graduation can be a daunting change, the excitement of elective classes and the help of study halls are concepts that take the forefront. In May, the 8th grade students will come to the high school during the school day for 9th Grade Orientation. Students will hear from the counselors again as well as administrators, and they can ask questions of a panel of current high school students who will take them on a tour of the high school. Eating at the high school that day to try out the food and learn how the HS lunch system works is also a highlight.

The incoming class of 2020 is undoubtedly well prepared to make the leap into 9th grade and Tri-City United High School is excited to welcome them!

Extended School Year (ESY)

Each year, Tri-City United High School offers a summer school program for 9th-12th grade students

who are in need of credit to stay on track for graduation. Our summer school is sponsored by the Southwest Metro Educational Cooperative, although we provide the teachers for the program. Students have the opportunity to earn one credit in either social studies, math, or English (depending on what is offered that summer), if they attend at least 60 of the 68 possible hours and complete their work at a satisfactory level. Each year we choose what subjects to offer based on the highest need of our students.

This year summer school will begin on Monday, June 13th and run through Tuesday, July 12th (no school on July 4th). It will take place Monday – Thursday from 8 a.m. to 12 p.m. at Tri-City United High School. Students and their parents/guardians will be contacted this spring if they are in need of credit recovery and are therefore encouraged to attend summer school.

All students need a total of 48 credits to graduate from Tri-City United High School. A list of requirements is available in the high school office, online, and in the TCU HS student handbook. Students must have the required 48 credits completed by graduation in order to participate in the graduation ceremony.

If you or your student would like more information or have any questions about summer school, please contact school counselors Ms. Erwin (507.364.8155) or Mrs. Shead (507.364.8154) or Mr. Fitterer, HS Principal (507.364.8113). Note: Ms. Erwin and Mrs. Shead will only be in the office available for questions until June 2.

TCU High School’s Summer Credit Recovery

Extended School Year (ESY) services are designed

to support a student with a disability as documented under the Individuals with Disabilities Education Act (IDEA) to maintain the academic, social/behavioral, communication, or other skills they have learned as part of their Individualized Education Program (IEP).

In order for a student to receive ESY services, the student must have evidenced substantial regression and recoupment issues during the previous IEP year, regression in self-sufficiency or have unique needs as determined by the team that warrants services in the summer.

The focus of the services provided to the student as part of an ESY program are not upon learning new skills or “catching up” to grade level, but rather to provide practice to maintain previously acquired or learned skills. This is different than “summer school” and is only available to students who receive special education services.

Kindergarten Here We Come!

This is a four half day class offered for all students going into Kindergarten! In this class we will be focusing on building self-help skills, language, literacy, and much more!

Getting a jumpstart into the Kindergarten experience can benefit ALL children whether they have had an early childhood experience or not.

Dates are August 8-11, 2016 at all TCU Elementary sites. See page 25 for further information.

Minnesota Reading Corp & Math Corp Positions Available

At TCU High School, we just finished our second season of robotics club. The robotics club is

a competitive group that participates in a different challenge every year. The challenge this year was to create a robot that could shoot a styrofoam ball into a 3-foot-high hoop. Students needed to design, build, and program a robot that could accomplish this task.

This January, we participated in the Southern Minnesota regional event. We brought 4 teams: 2 freshman teams, 1 sophomore team, and 1 junior team. One of our teams got 22nd place out of 36 teams, which was good enough to make it into the elimination rounds.

We look forward to competing again next year. If you are interested in joining or sponsoring the club, feel free to contact John Head at the TCU High School. [email protected] Head, Science TeacherRobotics Club & BPA Advisor

American Sign Language is one of the primary methods of communication among Deaf and Hard of Hearing

people. American Sign Language (ASL) is the third most widely used language here in United States and Canada. Like any spoken language, ASL is a language with its own unique rules of grammar and syntax. ASL is a visual language that grows and changes over time. With signing, the brain processes information through the eyes instead of through our ears. The movement of the hands, facial expressions, and body movements are all key components in ASL.

Because of all of the reasons above and high student interest, an ASL Club was created at Tri-City United High School. It is a perfect way to encourage everybody to discover more about ASL and the deaf culture, along with using the skills that are being taught and learned within the classroom setting.

The purpose of this club is to bring individuals together who are interested in learning ASL, thus providing ways for those who want to practice conversing in ASL the opportunity to do so with others who want to do the same. We seek to spread awareness about ASL and Deaf culture by finding ways to put our signing skills to use. -Kari SweenASL Educator

After being inspired by the global efforts of WE Day MN in the fall

of 2014, students wanted to create an organization at TCU High School that was dedicated to global service learning. From this idea stemmed the World Empowerment Team, whose goals are:

• To raise awareness within the school and community of social and economic issues around the world

• To provide opportunities for students to advocate for people in need

• To improve economic and social conditions globally

With the help of advisors Jen Davidson and Heidi Veazie, the high school kicked off their first global effort in a campaign called W.E.

Change last spring. The students collected change to raise money to purchase goats for poverty-stricken families overseas. They were able to collect enough money to buy goats for 13 families.

One of the goals for the ‘15-16 school year was to spread W.E. Team to the other schools in the district. Currently, there are over 120 student members throughout the district. Adults at each building took on the role of building leaders, and high school students were elected as liaisons for each building. This fall all students took part in a shoe drive called W.E. Shoe Away Hunger. District-wide, over 3,000 pairs of shoes were collected to fight local hunger.

The efforts of W.E. Team will continue into the spring and next year. There are plans for large-scale projects that will require the efforts of the W.E. Teams at all levels, but each building has projects they’d like to focus on as well. Building leaders include Ms. Davidson and Mrs. Veazie at TCU High School; Ms. Bahlmann, Ms. Fisher and Mrs. Korbitz at TCU Montgomery K-8; Mrs. Eckstein at TCU Lonsdale; and Ms. Lehman and Ms. Vang at TCU Le Center K-8.

Tri-City United Digital Learning Environments Task ForceAs the internet evolves and social communication

changes, the needs of students have changed as well. Digital Learning provides opportunities for students to learn at their own pace and for teachers to provide more timely and direct feedback on the learning being done. As a district Tri-City United has been researching Digital Learning Environments and developing the supports needed to use the tools and techniques necessary for students to succeed in a world which will change constantly and continuously.

The Tri-City United Digital Learning Environment Task Force was created in the Fall of 2015 to develop a clear structure for the implementation of digital learning throughout the TCU district. Made of students, parents, district support staff, teachers, and administrators, the task force has met monthly to construct a three year plan which will infuse Tri-City United with opportunities for utilizing digital tools for the full benefit of student learning.

The vision of the task force is to integrate technology into student learning:

• To empower all students to be actively engaged in their learning.

• To create collaborative opportunities for students to be lifelong learners in a changing world.

• To open clear pathways of communication uniting students, parents, educators, and the global society.

• To implement active learning environments personalized to individual students needs.

Over the next three years, the district is committing to invest in devices, professional development, and communication structures which will support all students to gain the skills and knowledge necessary to thrive in a world full of technology.

-Matt Flugum, TCU Digital Education Specialist

Tri-City United has developed a system which allows for reflection and review of the effectiveness of our current curriculum resources for all our content areas, preK-12. During this review, teacher and administrative

representatives collaborate to determine the current reality of our curriculum and its effect on teaching and learning. This team analyzes student data and current best practices in their content area. They determine if there are areas in the Minnesota State Standards that are not being addressed by our current resources as well as gaps in the alignment to TCU’s essential learning outcomes.

Knowing how our current resources and instructional practices are impacting student learning is an essential part in determining what our next steps in continuous improvement should be. When we pair these discussions with research on best practices and trends in education, we are able to create a platform for informed, data-driven decision making about curriculum resources, instructional practices, and opportunities for staff development. This embedded curriculum review cycle allows Tri-City United to be on a path of continuous improvement with high levels of student learning as its focus.

Spring Standardized Testing

Project Lead the Way (PLTW) K-8, Year Two

Hi, my name is Shannon Holicky and I am Tri-City United’s District

Assessment Coordinator. I wanted to take this time to introduce myself to district families and to make you aware of your child’s upcoming assessments.

As spring approaches, the district prepares for standardized testing. The two assessments I would like to focus on are the ACT’s and MCA’s. The ACT test is a pre-college entrance exam that is offered primarily to our juniors, but seniors who have not taken the ACT previously can also participate. The exam is offered free of charge to our students and will take place on April 19th. The ACT will be administered off site at the Montgomery American Legion. The use of this location ensures that we meet testing regulations for space and an uninterrupted environment. As a district, we strongly encourage all juniors and eligible seniors to participate in the ACT.

As members of an ever changing and progressing world, we

pride ourselves at TCU in providing opportunities that empower our students and families to be engaged in educational programs that meet the 21st Century needs of our learners. One very innovative and exciting way we are meeting the needs of our students this year is through our Project Lead the Way program.

Project Lead the Way is a program that integrates STEM (Science, Technology, Engineering and Math education) into our current K-12 curriculum. By bringing PLTW into our schools, we enrich our curriculum by engaging our students in problem-solving and inquiry-based learning that encourages collaboration, analysis, and critical thinking. PLTW complements and strengthens our already challenging

academic curriculum in math, science, technology and the other content areas. This does not take the place of our core classes, it only adds to them. Moving forward with PLTW also demonstrates to you, our community, that our school is making excellent strides to create even more opportunities for our students and to raise the level of academic rigor for all.

We currently offer modules within our PLTW Launch Program to students in grades Kindergarten through 5th grade, and our 6th through 8th grade Gateway Program includes quarter long class experiences. Exciting learning opportunities within Launch are: Structure and Functions of Design, Animals and Algorithms, Animal Adaptations and the Changing Earth, Properties of Matter, Science of Flight, Grids and

Games, Variations of Traits, and The Robotics Challenge. Within the Gateway Program we offer, Design and Modeling, Robotics, and potentially set for future years, Medical Detectives.

Our students engage their natural curiosity and imagination in creative problem solving. PLTW Launch and Gateway helps provide a strong foundation for further STEM learning in high school and beyond, challenging students to solve real-world challenges. Using the same advanced software and tools as those used by the world’s leading companies, students learn how to apply math, science, technology, and engineering to their everyday lives.-Brian Grensteiner, PrincipalLe Center K-8

The MCA’s (Minnesota Comprehensive Assessments) are state mandated assessments that test students on grade level material in the areas of reading, mathematics, and science. Students in grades 3-8 take both reading and math tests. Additionally, a science test is taken by students in grades 5, 8 and 10. Finally, 10th graders take the reading test and 11th graders take the math test. The MCA’s are administered throughout the month of April and the beginning of May and will occur at your child’s school. All exams for the MCA’s are done on computer in an online format.

I would encourage you to talk with your child about the assessments, relaying the importance for taking his or her time and putting forth his or her best effort. Getting a good night’s sleep and a nutritious breakfast before coming to school can play a significant role in the test performance. All assessment schedules will be posted on the school’s website prior to testing to make you aware of specific dates and times for your child. -Shannon Holicky, Social Studies TeacherDistrict Assessment Coordinator

Summer Open Fitness Room

Raise the Capacity for Engagement &Dialogue...

One of the opportunities that more and more of our student athletes have taken advantage of is our Open Fitness Room at TCU High

School during the summer months.

Physical Education teacher Mr. Andrew Meier is now certified as both a Bigger-Faster-Stronger Instructor and as a USA Olympic Weightlifting Coach. The benefits to our student athletes who have taken part in this program have been noticeable since TCU’s inception. Students have learned the importance of cardiovascular workouts and diet in relationship to their performance.

TCU would like to invite all students to take advantage of this opportunity. Our Fitness Room is available to all 7-12 grade students during June and July. Some young children need extra help to learn and grow. Help Me Grow provides resources for families to look at developmental milestones, to learn if there

are concerns, and to take the lead in seeking additional support or in referring their child for a comprehensive, confidential screening or evaluation at no cost. (Minnesota children from birth to five-years-old, if found eligible, can receive services in their home, child care setting or school. These services are free regardless of income or immigrant status.) Help Me Grow is an interagency initiative of the State of Minnesota (Department of Education, Department of Health and Department of Human Services) partnering with all local service agencies. If you are concerned about your child’s development, visit www.helpmegrowmn.org to make a referral.
