Introduction

The year was characterized with two major steps forward: finalization of IPA cross-border project Greenway – Way to Connect (first community-outreach project) and broadening of cooperation on the implementation of Decentralized model of financing civil society development in Croatia through participation in five new grant-giving programs run by governmental bodies. New four-year partnership with the National Foundation for Civil Society Development on implementation of extended Decentralized model of grant-giving gives us security within certain financial and programmatic framework. However, additional efforts need to be invested from all parties involved in order to support consistent regional development of civil society in Croatia. Community-outreach project engaged most of our human and financial capacities during the first half of the year. Experience of cooperation with three other organizations on such a complex project as well as challenging financial management (no pre-financing of the project) strengthen our capacities and confirmed our status in local communities of our region as a relevant and inclusive partner in community development. Key Achievements in 2014

GRANT GIVING PROGRAMS The Extended Decentralized Model of Financing Civil Society Development in Croatia As of 2014, CF Slagalica has been assigned as a implementing body (level 2) in the process of grant-giving programs for several ministries within the "Extended Decentralized model of financing civil society development in Croatia". This has been based upon signed agreements of co-operation with the National Foundation for Civil Society Development and co-operation agreements with the Office for Cooperation with NGOs of the Croatian Government, the Ministry of Social Policy and Youth, Ministry of Health, Ministry of Science, Education and Sports and the Office for Combating Drugs Abuse.

Following are the grant-giving programs we have been assigned to administer and monitor:

1. Prevention of violence against and among children and youth (Integrated Call by the MSPY and MSES) 2. Prevention / treatment / rehabilitation of addicts and re-socialisation (MSPY, MH, OCDA) 3. Local volunteer centres (MSPY) 4. Promotion and protection of the rights of children and support to families (MSPY) 5. Youth Projects (MSPY)

During 2014 CF Slagalica took part in the implementation of five grant-giving programs run by the Ministry of Social Policy and Youth independently or in co-operation with other government bodies. We were responsible for the administration of applications covering the five Slavonian counties. Since November 2014 we were also assigned monitoring the implementation of approved projects.

From a total of 130 project applications received from the five counties of Slavonia, 36 were approved and will be monitored during the one-year implementation period. One of the key results of this expanded co-operation is the program monitoring that will be carried out by the regional foundations. This has been decided upon the lack of capacities for such activities by the relevant ministries. It is important to point out that the users of financial support – local CSOs – have expressed their satisfaction with program monitoring provided so far because, as they stated, there was no direct insight provided about the projects implementation in the past. They also stress the importance of having regional foundations included in grant-giving and monitoring of their activities viewing this step as stronger local support, as the one that provides better insight into the situation within the local communities positively increasing the current quality of co-operation.

Given the very good results of the co-operation and the high level of expertise and professionalism in the implementation of the calls shown by all regional foundations, the signatories of the Agreement of co-operation at the joint meeting in October 2014 announced the continuation of co-operation of the expanded DEM for 2015.

The Implementation of Civic Initiatives in 2014 In 2014 started a new 4-year cycle of partnership with the National Foundation for Civil Society Development on Decentralised model of financing the development of civil society in Republic Croatia. This was later transformed into Extended DEM in order to include cooperation with other government bodies and additional grant-giving programs. National Foundation continued with decentralization of grant-giving program for civic actions “Our Contribution to the Community” but in 2014 cancelled the program “Social Capital of Community”. Continued grant giving program for civic actions “Our Contribution to the Community” has resulted in the implementation of the 10 new actions. Civic action gathered 424 volunteers with a total of 4,768 volunteer hours and reached 13,420 direct and 37,157 indirect beneficiaries.

The number of sports and recreational facilities in the municipality of Cernik has been increased by the activities of the Association for Creative Development "Chernik Campus" which arranged the new volleyball courtyard. The playground was jointly set by the local volunteers and joint action of more Cernik associations, and the first tournament in volleyball was held for the locals. This action provided offered a new and interesting activity for the locals of all ages to play and socialize together, improving their quality of life.

The kindergarten "Tratinčica" in Pleternica has set bicycle polygons for its children so that they can learn about their safety while in traffic through play and by practical demonstrations done by local traffic police officers. This action aims at increasing the safety of children included in the traffic

and educates them about the rules and proper behavior while in traffic.

Association Pleternički čoraci Pleternica revived indigenous stories and activities of laundering and watering as it was done in the past for tourism purposes. This action encouraged local community to connect and work together toward a common goal of advancing the local community life, the civil, public and economic sector, and ensuring sustainability by promoting and preventing extinction of old customs.

Through organizing the First County Competition for children Equestrian Club Eohippus from Vinkovci has popularized equestrian sports for the children and citizens

in general within the Vukovar-Srijem County. By organizing a competition for children with special needs, the association has managed to increase the socialization of this particular target group with the other participants in the competition and improve the quality of life of the local community. In addition, by organizing workshops all children were given the chance to socialize and learn about horses and horse breeding.

One part of the yard of the kindergarten "Zeko" in Slatina was arranged in such a way that children were given a new place to play, but also their own orchard with young trees, cherries, cherry, nectarine, peaches, pears, apples, apricots and quinces – the children will take care about their garden and will use the fruits raised and nurtured by their hands.

Through the initiative of Požega Association of Youth Activists, a gazebo was built for gathering and socializing of local residents of the village Sajmište in Pozega. The mere implementation of the action joined the children, youth and the elderly in several volunteer actions and they all contributed to the construction and decoration of the gazebo. Through donations from the local businesses a covered barbecue was build next to the gazebo – this way a new favorite place to hang out and be together was fully set to be used!

Association of Scouts Porječani "Mihaljevica" from Slavonski Samac has been cleaning and maintaining neglected area around the lake Topolje for the past several years with the help of volunteers and locals. By these actions volunteers has also build spacious gazebo that allows socializing, learning and relaxation in the nature even in unfavorable weather.

Local action group Vuka - Danube at the site of the fortification Kolođvar organized a Medieval Fair and presented various costumes of princesses and knights, including interesting medieval games. This action has improved the tourist offer in the rural area, promoted the historical and cultural heritage, and provided interesting activities for children and youth as well as for the rural population in general.

Association of Persons with Disabilities from Slavonski Brod "Loco-Moto" has made the swimming site Poloj in Slavonski Brod accessible to persons with disabilities. With the help of the students and their teachers from the local Trade school, they have prepared a folding wooden "path" that allows easy access to the sandy shores along the Sava River for the people in wheelchairs.

Baranja Association of Recreational Adventurers is the only beneficiary whose action was approved but unfortunately, not carried out in accordance with the contract. They planned to make homes for abandoned dogs in Beli Manastir, but it seems that their planning was not done well both time-wise and financially. Thus the Foundation has requested a full reimbursement of the amount approved (Kn 13,000.00).

Result Overview of the Social Capital Development Projects (2013 call for proposals, implementation in 2014)

VUKOVARS WITH GOOD WILL - VUKOVARCI DOBRE VOLJE

When asked is it difficult to make one such basket, they all said: “With a good laughter and a song, nothing falls too heavy!”

A Little for A Lot – Small Grants for Big Changes Grat-giving program "A Little for A Lot" in 2014 was entirely dedicated to implementation of "Kindergartens Go Green" action launched in December 2013.

Hard times call for new thinking. This was our main idea when we decided to test a new model of financing local projects in the City of Osijek in 2014. Inspired by the project of a local kindergarten „Bubamara“from 2012 related to creating a green children’s playground, and being aware how old and devastated the kindergartens’ playgrounds are lacking

eco-toys and green corners, CF Slagalica has decided to announce a Call for "Kindergartens Go Green" projects.

The main idea was to provide a synergy between the children and the parents, the public institutions and the private businesses in anchored ownership and multi-sector partnership. The model is based upon the "anchors" — kindergartens, the Centre for Preschool Education and the City of Osijek, and local businesses— to provide a long-term network of green co-operative projects involving the children and their parents too.

Two kindergartens applied with sound ideas: „Bubamara“with their project “Little Ladybugs - Little Indians” and “Stribor” with “Green Garden for the Nursery Children”. Both projects were based on the hands-on learning involving children in planting and growing different sorts of berries that can be used at a later stage. “Little Indians” also proposed to make their playground “Indian” by building 3 wooden wigwams for hide’n’seek and climb’n’play, while the “Nursery Babies” proposed to create a safe-zone for their youngest that were so far kept only indoors, with a rubber floor for learning to walk and play, and wooden arbour for creating a shadow from the summer sun.

The two projects were supported by CF Slagalica that created a network of local donors to provide the materials needed, raising funds in addition, to cover some of the costs that occurred during the action.

In 2014, the two kindergartens with 250 children received four types of berries (18 plants in total). The plants were planted by cca 22 children in 2 organized actions; rubber floor was placed after the ground was prepared and concrete was laid, new sand was brought and delivered, and a large sandbox was created for playing, 3 blueprints were designed for the rubber floor, the wigwams and the wooden arbour by engineers; wooden material was purchased and delivered to the Centre for Preschool Education to be used for making the wigwams and the wooden arbour.

Five donators were involved in donating different types of materials and services, while one donator provided more than 65% of material and work for free, and the rest was covered through the locally raised funds. Total financial value of implemented projects was HRK 14,820

Promotion of Philanthropy

Young Philanthropists -

During 2014, we have continued with the implementation of the project "Little Philanthropists" and the action "One Kuna for a Book in the School Library" that were aimed for Osijek primary schools. The action begun in 2013 and was carried out in 2014 as well, adding 10 new schools and more than 3.000 pupils and teachers. Throughout the year 57 lectures were held for the pupils and school staff about famous Osijek philanthropists and their charities in funds, arts and culture to the citizens and the City over the past century. In addition to the lectures, schools hosted exhibition of posters representing the 12 most famous Osijek philanthropist and activists. During the exhibitions pupils were

asked to donate one kuna and collect funds to purchase books for their school library. Slagalica Foundation was adding 100.00 kuna on each amount collected. During the 2014, 5958.76 kuna were raised out of which the Foundation donated 995.87. The funds were used for purchasing 108 books that were proposed by the pupils, in cooperation with their teachers. Each purchased book was added a sticker containing information that the book was bought through this particular philanthropic activity and donated to be a permanent property of the school library. Printing of the sticker and the posters was donated by Grafika Ltd. Osijek.

Greenway – A Way to Connect

On July 30, 2014, CF Slgalica's first project within community development outreach program came to an end. Only few days earlier in Latinovac a new Greenway Centre opened its door to cycle-tourists, eco-activists, visitors and everyone who decides to explore miles and miles of new marked greenway route "Zlatna dolina - Ormansag" - from one small village in Hungary (Kemes) to another one in Croatia (Latinovac).

This project is a first step for sustainable rural eco-tourism in disadvantaged rural areas of Slavonia and southern Hungary.

During 16 months of implementation four organizations (two from Croatia and two from Hungary) invested almost 350,000 Euros from IPA Cross border cooperation program between Hungary and Croatia, leaving behind basic but relevant infrastructure for further development of this region.

Key achievements:

1. Greenway route from Kemes to Latinovac marked in total length of 378 kilometers

178 km in Croatia

200 km in Hungary

2 capillary routes in Croatia: Duboka and Grujino hill

5 capillary routes in Hungary: Bőköz, Okorvidék, Ormánykö, Sztárai Mihály, Kemes

CF Slagalica was responsible for setting up the road signs on Croatian side of the route, marking 178

CROATIAN AND HUNGARIAN BICYCLISTS PROMOTE GREENWAY

Saturday, October 5th, 2013: A group of bicyclists from the Croatia and Hungary met in DonjiMiholjac to take a ride and test the route from Kemés to Orahovica. The tour began in Miholjac and continued through Feričanci and Orahovica to Latinovac testing the Greenway route and promoting the beauties, cultural, eco- and ethno- tourism attractions of Slavonia. Twenty enthusiasts accompanied by representatives of project partners and media during the fairly cold Saturday cycled around 90 kilometers to the Eco Centre Latinovac where the group continued to socialize with the local producers and entrepreneurs who presented their products and services.

The program included a meeting of Croatian and Hungarian cyclists in Donji Miholjac where they were warmly greeted by the representative of the Tourist Board of Donji Miholjac, Melia Vidakovic and where the first press conference was held. The team then went on for the first 20 kilometers of ride towards Feričanci and FeraVino - wine cellar and wine tasting. The visit in Feričanci was a great opportunity providing bikers small rest before continuing to Orahovica. The group’s longer rest was on the banks of the beautiful lake of Orahovica where they were welcomed by the Mayor of Orahovica, Mr. Joseph Nemec and two representatives of the Tourist Board Orahovica, including the local media.

Cyclists continued their journey - this time, after another hour of ride they stopped to enjoy the view of the former Pannonian Sea in Kutjevo and then cycled for another hour to reach their final destination, the Eco Village Latinovac. In Latinovac they enjoyed home-made food and were part of 3rd Info Day hosted by the Eco Centre Latinovac which was an opportunity for the local eco manufacturers to present variety of natural and local products. They were also part of the project presentation and press conference with the local media. Cyclists were accompanied by Radio Osijek journalist, Ms. Monika Kralj

who took plenty of notes about the route and the bicyclists’ impressions.

3. Reconstruction of an old Slavonia style house in Latinovac - Greenway Centre in Latinovac: Two small buildings on a property in Latinovac have been reconstructed and equipped with solar panels for water heating and pellet furnace for central heating. With dining room and kitchen in one building and presentation room, office, small kitchen and attic converted into sleeping area in another, Greenway Centre in Latinovac provides future visitors with basic accommodation infrastructure. Already in September 2014, Greenway Centre hosted first of two volunteer groups from

different EU countries and by the end of November 24 volunteers worked on permaculture garden on the property, led workshops for children in primary school in Čaglin, helped elderly locals with everyday tasks, and explored sites and places along the Greenway route.

4. Setting up of Greenway Centre in Kemes: Three containers set up in Y form (kitchen, toilets and showers, office) equipped with solar collectors for warm water and solar panels for electricity secure low carbon-footprint, and sustainable energy sources for the Centre. As the containers are placed on a larger property already used for similar activities, they were immediately put to use for groups of international volunteers.

5. Workshops for bike repairmen and local tourist assistants English / Hungarian / Croatian language courses. 30 participants successfully finished training courses: 20 local tourist assistants and 10 bike repairmen (15 from Croatia and 15 from

Hungary). All participants live in settlements along the Greenway route thus are directly involved and concerned about the future development of the Greenway route. By providing them with English/Hungarian/Croatian language courses, we raised their capacities for providing services to future visitors along the route.

TRAINING FOR TRAVEL ASSISTANTS STARTED IN OSIJEK

Saturday, 1st of March 2014: in the early morning on the first day of the weekend, a small group of 10 future travel assistants gathered in the lecture room and listened to their first lecture as part of the training for tourist assistants. They came from the Donji Miholjac, Ivanovo,Orahovica, Našice, Dobrogošće, Latinovac, Čaglin and Dobrogošće, locations along the Greenway route.

Participants will hear lectures by experts in the field of political and economic system of the Republic of Croatia, the basics of tourism, tourist legislation and business, tourist geography of Croatia and the wider region, Croatia' history, culture, monuments and landmarks, as well as lecture about writing and speaking, and operational and technical tasks related to managing a group. During the training part of the course will be devoted to the Green course and its natural and cultural resources.

All of this will enable our trainees to acquire certificate that will be part of their labor book and will be valid for use throughout Croatia. This means that our travel assistants can soon use the fruits of their knowledge and training, which is our strongly hope!

The goal of the training is to empower young people and the elderly, unemployed and the local small farmers and craftsmen to obtain additional revenue through this training, to promote their places and wider areas, their natural, cultural and gastronomic riches, but also accommodation, eco and home-grown products, honey, wine, cheese. The aim is also to link tourist assistants from both sides of the border, Hungarian and Croatian and help tourists and groups coming from Hungary to Croatia and vice versa in enjoying the Greenway and a different, slow, eco-tourism with cycling, walking and hiking.

6. Festivals, fairs, info days, conferences

Three Festivals, two in Hungary (Aranyóma, Szarma ) and one in Croatia (Greenway Slama Fest). Festivals visited by more than 800 guests (local authorities, producers, CSOs, citizens, bikers, media etc). Festivals held in small rural communities managed to attract visitors from wide neighbouring area. Small local producers had a unique opportunity to offer their products outside their community as we secured the logistics for Croatian producers to visit

festivals in Hungary and vice-versa.

26 Info days were organized for promotion and information sharing. More than 400 citizens were directly involved, i.e. took part in presentations, talked to project-team members, and gave valuable inputs regarding the future of Greenway etc.

More than 100.000 citizens informed in both countries.

At least 10 media continuously followed events and project activities (local and national TV, nnumber of radio stations, newspapers and internet portals including Deutsche Welle); At least 20 articles were published in local newspapers?

Promo and informaton material with visual identity of the project was delivered to participants and visitors: 1 Info leaflet (5.000 pieces), 1 map of the route (5.000 pieces), tourist guide book for the Greenway (2.000 ), bottles for bikes, textile bags, t-shirts

Plans for the Future envisage some ideas how to make Greenway centers more attractive not only as information but as education focal points as well:

• To inform visitors about the Greenway route, attractions and locations, tourist guides, bike repairmen, local gastro and vine offers, local accommodation and local eco products

• Connecting of local producers, authorities, citizens and education programs

Cooperation, networking, development

Exchange and learning opportunities

Within the framework of the co-operation with the C.S. Mott Foundation, this year the CF Director has participated in a study visit to the community foundations in Slovakia. The study was a good opportunity for exchange of information and know-how among the participants as well as between the participants and the host organizations/foundations.

These study visits are organized every year and contribute to networking and enhancing the capacities of community foundations in Eastern and Central Europe. Based upon the past positive experiences, similar model could be used on both national level (with an aim to promote and develop philanthropy locally) and regionally (to support and strengthen community foundations development and exchanges).

CF Director has also participated in the Annual Conference of the European Foundation’ Centre in Palermo, Italy. The event was used as an opportunity to discuss and exchange information with the donors about the prospects for further development of philanthropy in Croatia, the areas of focus of community foundations as well as about the social entrepreneurship: the examples of social co-operation provided in Italy on estates deprived in court procedures against persons related to mafia, as well as examples of social inclusion of migrants and asylum seekers were found very useful.

Human resources After finishing one-year internship subsidized by Croatian Employment Service (State's support measures for employment) in May 2014, Ms Danijela Goluska was employed with CF Slagalica as a Contracting and Monitoring Expert Assistant. Also, long-term volunteer Ms Dijana Živaković who has been coordinating all activities related to Young Philanthropists since 2012 was also employed as a Contracting and Monitoring Expert Assistant. Both of them joined the team working on extended Decentralized model of financing civil society development. Beside the professional team which had 6 paid staff members at the end of 2014 (three full time and three part time employees), CF Slagalica also has a group of volunteers who help with different activities on regular basis or when needed. Finances Endowment / Reserve Fund Based on the Decision of the Governing Board, our endowment has been increased for amount of 3,000 HRK in 2014 (out of received bank interests) and now amounts to 70,000HRK. The reserve fund established in 2013 with HRK 10,075 has been increased by HRK 3,000 (revenue from work related services). Financial report for 2014

Realized revenue in 2014 in the amount of HRK 1,508,754 is 48.7% larger than the year before. This is the direct result of the implementation of IPA cross-border project „Greenway = A Way to Connect“launched in April 2013 and finished in July 2014. Project (contracted budget of 167,085 €) required our own funds for pre-financing since the reimbursements were made in installments upon approval of quarterly reports.

Reimbursements for the above mentioned project in 2014 amounted in HRK 339,225.78 (for three quarters) including 15% of which was co-financed from the State's budget. This explains the significant increase in revenue from the State's Budget and revenue from foreign governments and international organizations (128%).

Realized expenditures in 2014 in the amount of HRK 1,553,825 are 39.1% larger than the year before; no significant changes happened in the structure of financial expenditures though.

Expenditures for employees have increased for 42.1% as two new persons were hired in April/May due to increase in workload on Extended Decentralized model of financing. Material expenditures increased 122.9%, again mostly due to implementation of Greenway project:

Services of current and investment maintenance - given that one of the key activities of Greenway project was reconstruction of two buildings in Latinovac (CF Slagalica's property), a portion of expenses for maintenance and installing solar system were recorded to this item.

Other material expenditures, Services of promotion and informing, and Intellectual and personal services have also increased due to implementation of Greenway project.

The value of Small inventory has significantly increased (2,494.8%) due to purchase of road signs and info boards (total of 151 items) for marking the Greenway route and which are now owned by CF Slagalica.

Transferred surplus of revenues in 2013 was HRK 171,930 and when added to deficit of revenue realized in 2014 in the amount of HRK 45,071 financial result is surplus of revenues transferred to 2015 in the amount of 126,859. Deficit in the amount of HRK 45,071 will be covered with the reimbursement for last quarter of Greenway project expected in February 2015.

Auditor is contracted for external audit for 2014 which will be finished in March/April 2015. As in previous years we followed a pattern of bi-annual external audit.
