Report Period
Include all loans and investments that were outstanding at any time during the reporting period.
The reporting period for the FY 2005 TLR is the Organization's fiscal year ending in 2005.

MANDATORY DATA FIELD
Validations: • Each Originator Transaction ID may only be used for one transaction per submission year.• Organizations MUST use the same Originator Transaction ID for each submission year that a particular transaction is submitted.• The Originator Transaction ID may NOT exceed 20 characters in length.

AU Days DelinquentReport the number of days that a required loan payment is past due at the reporting period end. If a borrower made a partial payment on the due date but still owes any part of the payment, count that payment as past due.

• Financial Notes
– Each TLR transaction represents a single Financial Note.
– Loan, line of credit, debt with equity, or equity investment.

• Projects
– Many Allocatees finance Projects with more than one Financial Note.
– The Fund recognizes Financial Notes as part of a Project if each of the Notes share the same: Investee (Borrower - indicated by Client ID); Investee Address; Project Address(es); and Total Project Cost.
– All Project Level data points must be the same for each Financial Note.
– FY 2005: Indicate Projects in ILR Comments Section
– FY 2006: System re-structured for Projects

To enter TLR data using with the online interface:
Go to CIIS Home Page
Select “Data Entry” from TLR menu.

Initiate a new transaction: On TLR Data Entry screen, select “Online Entry” from “Submit transactions” menu.

User must complete 6 Key data points in order to navigate to other data points or save the transaction:
1. Originator Transaction ID
2. QLICI Type
3. Investee Type
4. Purpose
5. Transaction Type
6. Loan Status

Navigating - Use CIIS navigation buttons, NOT browser navigation buttons.
Saving: “Save” button.
“Previous,” “Next, ” and “Exit” buttons also save.
New data entries will not be saved if: CIIS “times out;”
User closes CIIS window;
User selects a Table of Contents link; or
User selects “Home” button.

Updating Transactions Pending Transactions:
On TLR Data Entry screen, select “Pending Transactions” from TLR Functions.
Select the transaction checkbox.
Select “Update Transaction” button.
CIIS will bring user to Page 1 of the Transaction.

1. General Validations
CIIS will run General Validations, as noted in the TLR Instructions.
User must complete General Validations one transaction at a time.
CIIS provides a report of any General Validation errors.
Users must correct errors by Updating Transaction.

2. Address Verification (ESRI Validation)
Address Verification tests for “geocodable” (ability to map) Investee & Project Addresses.
To complete Address Verification:All General Validations must be passed.
Use “Validate Transaction” button on “Pending” page.
CIIS will validate all pending transactions.
CIIS provides a report of entered addresses that are not “geocodable.” 75% of addresses must be “geocodable” to Pre-Certify.
Users must correct errors by Updating Transaction.
