1 Introduction

This Management Plan has been prepared by the District Council of Mount Remarkable in order to provide guidelines in line with Council Policy for the management and future development of Community Land relevant to this Plan.

2 Property Identification

Property details of land owned by the District Council of Mount Remarkable or land under the care, control and management of the Council that has been classified in this Management Plan are listed in Schedule One.

3 Purpose for which land is held

Land classified in this Management Plan is held as Community Land to be used for the purpose of a Cemetery Reserve.

4 Reason why Management Plan is required

Land is dedicated reserve for Cemetery purposes. 5 Objectives, Policies and Proposals for Management of the Land

The core objective for management of this Community Land is to hold the land for the benefit of the public residing in the local vicinity and for the residents and ratepayers of the entire Council area.

Underlying objectives for management of this Community Land include: • To provide well maintained cemeteries which can be visited by members of the

community; • To provide adequate infrastructure to assist in the comfort of visitors; • To maintain an environment to enhance the conservation of native flora species; • To maintain and use reserves surrounding cemeteries in line with attributed land use and

lease agreements (which may include grazing and/or cropping if appropriate); • In line with Council’s Policy Manual, the Council will:

- Maintain and hold all cemetery records, including lease agreements, at the Council Office;

- Set lease fees; - Provide information on safe working practices for grave diggers to all contracted

employees engaged for grave digging; - Apply Council Policy in relation to ashes repositories.

Council’s Strategic Plan also offers a strong focus on the overall enhancement and development of the facilities within the Council area and continually aims to: • Improve and enhance the natural and built environment, overall aesthetics and

appearance to enhance our unique lifestyle and heritage; • Maintain, efficiently and effectively, the physical infrastructure of Council; • Support and increase the current level of Community and recreation services for the

benefit and enjoyment of the general public. 6 Performance Targets

• To facilitate the granting of appropriate burial rights for the deceased; • To ensure all landscaped areas and footpaths are maintained to a reasonable standard; • To undertake adequate control of weeds, overgrowth and other hazards including

management of noxious weeds and animal grazing control; • To ensure careful traffic movement and careful positioning of excess dirt from graves,

in order to protect native flora species in and around the cemeteries; • To ensure all fencing is safe and in reasonable condition; • To ensure any reserve infrastructure (ie bins and benches) are in a reasonable condition

and are suitable for use by the community; • To oversee the adequate control of noxious weeds, vermin and overgrowth (fire

prevention) whilst considering the ecological sustainability and biodiversity of the land.

7 Performance Measures

• Maintenance of landscaped areas and undeveloped areas as appropriate; • Periodic maintenance and inspection of fencing and infrastructure undertaken; • Maintenance of a register of burial rights; • Relevant procedures being followed for the issue of burial rights.

8 Leases and Licences

Section 202 of the Act entitles Council to grant a lease or licence over Community Land. A lease or licence may provide for: • Buildings and other structures used for the purpose of activities conducted under the

lease or licence; • The exclusion, removal or regulation of persons, vehicles or animals from or on the

land, and the imposition of admission or other charges; • Any other matter relevant to the use or maintenance of the land.

Before the Council grants a lease or licence on community land it must follow the relevant steps as set out in its Public Consultation Policy. However, Council need not undertake this process if the lease or licence has been authorised in an approved management plan for the land and that the proposed lease or licence is five years or less.

The terms and conditions of a Lease, Licence or Permit will ensure that proper management of the area is undertaken so that it is maintained in a safe and visually pleasing condition, and that the interests of Council and the public are protected.

Conditions of approval must be in keeping with the existing relevant Council policies. There are a number of Leases, Licences and Permits issued to various parties over land covered by this Management Plan.

Granting of a Lease or Licence for a commercial activity (including grazing and cropping) are conditional on the activity being consistent with the Management Plan Objectives (Refer Section 5).

Council will only grant a Lease or Licence for use of Community Land under this Management Plan if it is: • Consistent with the current use and purpose of the land; • For activities appropriate to the current and future needs of the Community; • Anticipated that no significant damage to the land is likely to be caused as a result of the

proposed activity; • Anticipated that no significant disturbance will affect adjacent property owners; • Relating to wider community purposes such as public recreation and cultural

development; • Acknowledged that all suitable insurances have been provided to Council.

9 Public Availability of Management Plan

The public may inspect a copy of this Management Plan at the offices of the Council during normal office hours, and may obtain a copy for a fee fixed by the Council, if any.

10 Review of Management Plan

The Plans will be reviewed every five years. The Chief Executive Officer will report to Council on the outcome of the evaluation (if any) and make any recommendations for amendment, alteration or a substitution of a new policy.

11 Adoption of Community Land Management Plans

The Community Land Management Plan was adopted by the District Council of Mount Remarkable at its meeting on Tuesday 19th February 2019.
